I HAVE CAMERAS ALL AROUND MY HOUSE, SO SECURITY IS VERY IMPORTANT TO ME.

I COME TO YOU ALL TODAY BECAUSE I REMEMBER SEVERAL YEARS AGO, THIS BODY, MAYBE NOT ALL OF YOU WERE HERE PASSED A SOLICITATION ORDINANCE. SEEMS TO BE MY BIGGEST PROBLEM.

I'M ABLE TO SIT ANYWHERE WITH A SATELLITE PHONE.

I CAN BE SITTING IN MEXICO, AND MY CAMERAS ALERT ME THAT SOMEBODY IS BEATING ON MY DOOR.

AND I ASKED THEM, HAVE YOU READ THE THREE SOLICITATION SIGNS I HAVE ON MY PROPERTY? AND I GET INTO AN ARGUMENT WITH THEM. THEY TELL ME THEY DON'T HAVE TO DO THAT.

SO GENERALLY I CALL THE BEDFORD POLICE DEPARTMENT AND I'M GETTING A TERRIBLE RESPONSE.

THIS LAST TIME OCCURRED LAST FRIDAY. I HAD AN INDIVIDUAL THAT WAS MUMBLING TO ME.

SHE DIDN'T HAVE ID. TALKED ABOUT SUICIDE. I DON'T KNOW IF SHE WAS SOLICITING FOR SOME SORT OF SUICIDE CHARITY OR WHAT, BUT I CALLED THE BEDFORD POLICE DEPARTMENT.

I CALLED THEIR NON-EMERGENCY NUMBER AND DIDN'T GET TREATED VERY WELL.

AND AFTERWARDS I ASKED THEM TO GIVE A MESSAGE TO OUR POLICE CHIEF SO THAT HE COULD CALL ME AND DISCUSS IT WITH ME.

I PREFER TO MEET PEOPLE IN PERSON AND LOOK AT THEM EYE TO EYE.

AND WHEN SOMEBODY THE SECURITY OF MY RESIDENCE IS BEING CHALLENGED, IT'S VERY IMPORTANT TO ME BECAUSE OF MY BACKGROUND.

I WENT BACK ON MY CAMERAS AND FOUND THAT THIS PERSON WAS TAKING PICTURES OF MY HOUSE, DAYS EARLIER.

SO I DON'T KNOW WHAT'S GOING ON. I'VE TURNED IT OVER TO. MY TEAM BECAUSE I COULDN'T GET ANY COOPERATION FROM THE BEDFORD POLICE DEPARTMENT.

WHEN I ASKED FOR THEM TO TAKE A NOTE, WRITE DOWN MY NAME, MY PHONE NUMBER AND HAVE THE POLICE CHIEF CALL ME.

THEY TOLD ME THEY DON'T DO THAT AND SENT ME OFF TO A RECORDING.

I LEFT A MESSAGE FOR THE POLICE CHIEF, WHO I WAS WHILE I WAS CALLING, AND HE DIDN'T WANT TO CALL ME BACK.

I WENT A WEEK, AND THEN I DROVE UP FROM MY RANCH BECAUSE I HAD BUSINESS HERE IN DFW AND WALKED INTO OR CALLED THE CITY HALL.

THEY WOULD NOT TAKE ANY MESSAGES. SO I CAME UP HERE IN PERSON.

I LIKE TO SPEAK TO PEOPLE FACE TO FACE. I THINK I MENTIONED THAT EARLIER.

THEY REFUSED TO TAKE A MESSAGE FOR A COUNCIL MEMBER A MAYOR.

THE CITY MANAGER DID CALL ME BACK A FEW HOURS LATER, UNFORTUNATELY, AND I WOULD ASK THAT YOU ALL ASK THE POLICE CHIEF TO ENFORCE THE LAW.

WHAT'S THE USE OF YOURS? I'M GOING TO ASK YOU TO.

I'M GOING TO ASK YOU TO STOP. WE REACHED YOUR TIME LIMIT, I DO APOLOGIZE.

FRIDAY MORNING, FEBRUARY 20TH AT BROOKHOLLOW PARK IN BEDFORD.

MY WIFE AND I WERE WALKING OUR DOG. THE PARK WAS EMPTY, LEASH IN HAND.

I LET HER OFF FOR TWO MINUTES TO RELIEVE HERSELF AND THEN THREW A BALL FOR HER TO FETCH. BEDFORD ANIMAL CONTROL OFFICER LESLIE HIGHTOWER STARTS YELLING FROM THE OTHER SIDE OF THE PARK, SOME 300 YARDS AWAY. SHE GIVES ME A CITATION FOR ORDINANCE 79B, ANIMAL AT LARGE.

THE RESULT IS A COURT DATE DOWNSTAIRS ON APRIL 8TH, WHERE I WILL PLEAD MY CASE AND FIGHT THE OBSCENE FINE OF $2,081.

THIS WAS MY FIRST OFFENSE. THE FINDINGS EGREGIOUS THE MOST OF ANY VIOLATION OF AN ORDINANCE IN THE CITY.

THIS IS NOT A CRIMINAL ISSUE. IT IS NOT AN ISSUE OF ME BEING UPSET THAT I WAS CAUGHT.

IT IS THE METHOD IN WHICH THE BEDFORD ANIMAL CONTROL CONDUCTS THEMSELVES TO WHAT AMOUNTS TO EXTORTION, WHICH IS ABUSE OF POWER FOR FINANCIAL GAIN. OFFICER HIGHTOWER SITUATES HER VEHICLE IN A MANNER SO THAT SHE CAN SEE THE PARK WHILE STAYING HIDDEN FROM VIEW. SHE WAITS FOR THE INFRACTION AND THEN COMES DOWN THE HILL TO WRITE THE CITATIONS.

THIS IS ABUSE OF POWER. THERE IS NO SIGNAGE AT THE PARK TO ANNOUNCE THIS POLICY.

THE PARK WAS EMPTY AND MY DOG POSED NO THREAT TO ANYONE.

WHILE OFFICER HIGHTOWER WAS WRITING MY CITATION, SHE WILLFULLY IGNORED ANOTHER BEDFORD CITIZEN WHO HAD COME TO HER FOR HELP FINDING TWO DOGS THAT HAD ESCAPED HER FENCED YARD AND WERE ON THE STREETS.

INSTEAD OF PRIORITIZING REUNITING PETS WITH THEIR OWNER, SHE WAS FOCUSED INSTEAD ON MY VIOLATION.

THREE BEDFORD POLICE SUVS RESPONDED TO HER CALL TO VERIFY MY INFORMATION BECAUSE I HAD NOT BROUGHT MY LICENSE WITH ME.

NOBODY HELPED THIS SCARED LADY. I IMAGINE SHE FELT ANGRY AND DISRESPECTED.

NO DISCRETION GIVEN, NO BETTER JUDGMENT USED, JUST A NEED TO TARGET PEOPLE ALONE WITH THEIR DOG OFF LEASH FOR A MOMENT.

THE PARK GOERS ARE WELL AWARE OF THIS ISSUE, AND I WANT EVERYONE TO KNOW THAT THIS BEHAVIOR IS SANCTIONED BY OFFICER HIGHTOWER'S SUPERIOR. ALEXANDRIA MCGEE, THE SECOND IN COMMAND.

IRONICALLY, THE ONLY PERSON TO RESPOND TO MY EMAIL.

AND THE CITY LEADERS THEMSELVES. MY QUESTIONS ARE THIS.

HOW COULD SHE SEE THAT FAR? HOW MANY DOG BITES HAS THE CITY BEEN RESPONSIBLE FOR PAYING A SETTLEMENT TO THE VICTIM? WHERE IS THIS MONEY GOING? WHY IS THE BEDFORD ANIMAL CONTROL TARGETING PEACEFUL CITIZENS IN THIS MANNER? A FIRST OFFENSE THAT CREATES AN OVER $2,000 FINANCIAL BURDEN FOR YOUR CITIZENS IS NOT BUILDING UP YOUR COMMUNITY.

IT IS NOT HELPFUL. IT IS EXTORTION. THANK YOU.

I DON'T KNOW WHAT THE TIMING IS. I DON'T KNOW WHO'S ACTUALLY IN CONTROL OF THE FUNDS, WHO'S CONTROL OF THE RESOURCES OR ANYTHING LIKE THAT.

OUR LONG TERM RENTAL REGISTRATION, WHICH IS GREATER THAN 30 DAY STAY SHORT TERM, WHICH IS LESS THAN 30 DAY STAY AND THEN MULTIFAMILY, WHICH ARE MORE THAN FOUR DWELLING UNITS, SO. JUMPING INTO IT, THIS IS ONE OF THE CHANGES FROM LAST YEAR'S PRESENTATION.

WE STILL HAVE ABOUT NINE PROPERTIES TO INSPECT THIS FOR THE REST OF THIS QUARTER.

SO THOSE MAY HAVE GONE TO COURT OR WE MAY HAVE.

SOMETIMES WE CAN DOUBLE UP, WE SEND THEM TO COURT AND WE ABATE DEPENDING ON THE SITUATION.

AND THEN YOU CAN SEE OUR TOTAL ABATEMENT COST FOR 2025 WAS 44,000.

IT WAS A LITTLE OVER. I JUST ROUNDED. AND THEN ABATEMENTS THAT WERE PAID TO US WAS ABOUT $8,800.

THE ABATEMENT COST IS THAT SECURED PUT LIENS ON.

WE BELIEVE THEY ADDRESS CERTAIN THINGS LIKE SAFETY, INFRASTRUCTURE, INTEGRITY, ADA ACCESSIBILITY AND LIFE CYCLE REPLACEMENT OF AGING AMENITIES. I KNOW WE HAVE WEATHER COMING THROUGH HERE, SO I'M GOING TO GO THROUGH THIS FAIRLY QUICKLY.
