THEN WE'RE GONNA GO INTO STREET AND SIDEWALK ASSESSMENT UPDATE, AND THEN WE'RE GONNA GO OVER OUR THOROUGHFARE UPDATE. AND THEN LANE WILL THEN CONCLUDE WITH UPDATES ON OUR REHAB PROJECT, STOP SIGN, AND STREET NAME, SIGN REPLACEMENT, AND TRAFFIC CAMERA DISPLAY. SO, BEFORE WE TALK ABOUT ANY OF THE PROJECT AND FUNDING, I JUST WANTED TO TAKE A STEP BACK AND EXPLAIN HOW PAVEMENT BEHAVES OVER TIME. AS YOU CAN SEE HERE, THE PAVEMENT DETERIORATES AT A FAIRLY PREDICTABLE RATE. THE BLUE COLOR IS ASPHALT, AND THE ORANGE IS CONCRETE FOR ROUGHLY THE FIRST THREE QUARTERS OF THE, IF ITS LIFE DETERIORATION IS PRETTY GRADUAL, UH, PREDICTABLE. AND THEN WHEN IT HITS THE LAST QUARTER OF ITS LIFE, IT ACTUALLY BECOMES VERY RAPID. SO WHEN WE ALLOW THE STREET TO REACH THAT CRITICAL POINT, THE ONLY OPTION WOULD BE FULL RECONSTRUCTION, WHICH IS VERY EXPENSIVE. SO THE GOAL OF OUR PAVEMENT MANAGEMENT IS TO INTERVENE EARLIER WITH MEASUREMENTS LIKE CRACK CEILING OR SURFACE TREATMENT, SO WE CAN EXTEND THE LIFE OF OUR PAVEMENT BEFORE IT FAILS. THIS GRAPH SHOWS YOU THE DIFFERENCE WHEN WE APPLY THESE MAINTENANCE AT THE RIGHT TIME. AS YOU CAN SEE, UH, WAITING UNTIL THE PAVEMENT HITS, THE REHAB TRIGGERS COST SUBSTANTIALLY MORE OVER TIME THAN INVESTING IN, UH, THOSE MAINTENANCE AT REGULAR INTERVALS SCHEDULED. PREVENTATIVE MAINTENANCE PROTECTS THE ROADWAY FROM AGING CRACKING AND FROM WATER INFILTRATION. IT ALSO ALLOWS US TO EXTEND THE USEFUL, UH, LIFE OF OUR OF STREETS, IMPROVE THE SAFETY, AND ULTIMATELY IT'S GOING TO SAVE TAXPAYER DOLLARS. SO HOW DO WE PUT THIS INTO ACTION? FIRST, WE START WITH PAVEMENT SECTION INVENTORY. WE DO AN AUTOMATED PAVEMENT CONDITION ASSESSMENT, WHICH WILL GIVE YOU A PCI OR A PAYMENT CONDITION INDEX FROM ZERO TO 100. WE WILL DEFINE OUR REPAIR STRATEGIES AND THE COST, AND WE WILL TEST VARIOUS BUDGET SCENARIOS. WITH THAT, WE DEVELOP OUR FIVE YEAR CIP PLAN, WHICH ALL TIES INTO OUR CIDC STRATEGIC PLAN BY ENSURING THAT OUR DATA IS DATA DRIVEN AND IT IS ACTUALLY TRANSPARENT OF HOW WE COME UP WITH OUR PROJECTS. SO OUR LAST ASSESSMENT WAS COMPLETED IN 2021. UH, THEY DO RECOMMEND THAT IT GETS COMPLETED EVERY THREE TO FIVE YEARS. WHEN WE DID OUR STREET ASSESSMENT, WE DID NOT INCLUDE SIDEWALKS. SO WITH THIS ROUND, WE WILL ACTUALLY BE EVALUATING BOTH STREETS AND SIDEWALKS. SO WE WILL GET A FULL PICTURE OF HOW OUR INFRASTRUCTURE IS. SO TO COMPLETE THIS EFFORT, WE ACTUALLY CONTRACTED WITH IMS WHO SPECIALIZES IN AUTOMATED PAVEMENT CONDITION ANALYSIS. THEIR VEHICLES ARE EQUIPPED WITH LIDARS, HIGH RESOLUTION CAMERAS, GPS AND LASER MEASUREMENT SYSTEMS. THEY DROVE OUR NETWORKS, STREETS AND SIDEWALKS, AND THEY COLLECTED DATA ON CRACKING SURFACE DISTRESS AND OVERALL CONDITION. THE VEHICLE ON THE LEFT IS THE VEHICLE THAT WAS COLLECTING OUR STREETS, AND THE VEHICLE ON THE RIGHT WAS THE VEHICLE THAT WAS COLLECTING OUR SIDEWALKS. ONCE FINALIZED, THEY WILL PROVIDE US ALL THE DATA. IT'S GOING TO BE IN EXCEL SHEETS, SHAPE FILES, AND A LOT OF MODELS. BUT FOR THE FIRST YEAR, THEY WILL BE PROVIDING US THIS DASHBOARD. IT'S A GI S DASHBOARD. SO ESSENTIALLY IT'S AN INTERACTIVE ONE WHERE YOU CAN CLICK ON IT, IT TELLS YOU THE PCIS, BUT SINCE IT'S ONLY FOR ONE YEAR AND WE DON'T WANNA PAY FOR IT. SO WE'RE, OUR GOAL IS TO ACTUALLY REPLICATE THIS IN HOUSE USING OUR GI IS COORDINATOR. HE'S GOING TO TAKE THAT SHAPE FILE AND ALL THE INFORMATION THEY PROVIDED US, AND HE'S GOING TO TRY TO REPLICATE IT IN HOUSE. I JUST WANTED TO JUMP IN REALLY QUICK. I, THIS GENTLEMAN IS EXTREMELY CAUTIOUS AS WE ALL WOULD BE IN COMMITTING TO SOMETHING LIKE THAT. AND THEN, YOU KNOW, THERE'S A LOT OF PLACES IN THE CITY THAT DON'T HAVE SIDEWALKS. AND SO IS THAT TAKEN INTO CONSIDERATION WITH THIS ASSESSMENT? SO THE SIDEWALKS SEGMENTS THAT ARE MISSING, IT IS NOT TAKEN INTO ACCOUNT WITH THIS ASSESSMENT. THIS IS JUST ASSESSING OUR CURRENT QUALITY INFRASTRUCTURE QUALITY, THE QUALITY OF WHAT IS CURRENTLY OUT THERE. UH, WE'RE ACTUALLY ULTIMATELY GOING TO BE WORKING ON A CONNECTIVITY PLAN. WE CURRENTLY DO HAVE A GIS LAYER THAT ACTUALLY SHOWS US WHAT SEGMENTS ARE MISSING. SO WE CAN'T, WE HAVE THAT DATA OF WHERE WE'RE ACTUALLY MISSING SIDEWALKS IN OUR NETWORK. MM-HMM . BUT WE DON'T HAVE A FULL PLAN YET. UH, THAT IS SOMETHING THAT IS OKAY, WE'RE GOING TO BE WORKING TOWARD. UM, AND THEN WHEN WE TALK ABOUT MISSING SEGMENTS, IS IT JUST LIKE THE CONNECTIVITY WHERE WE HAVE A SIDEWALK HERE, BUT IT MAKES SENSE HERE IS I, I KNOW, UM, RESIDENTS APPROACHED US OF A NEIGHBORHOOD CLOSE TO CENTRAL JUNIOR HIGH WHERE MOST OF THE STREETS DON'T HAVE SIDEWALK MM-HMM . SIDEWALKS. SO I DON'T KNOW IF THOSE WOULD BE CONSIDERED MISSING SEGMENTS MISSING. CORRECT. BECAUSE, YOU KNOW, MOST OF THE STREETS DON'T HAVE ONE.
