FIRST ORDER OF BUSINESS. HERE WE HAVE AN INVOCATION BY DANIEL HAWKINS WITH MARTIN UNITED METHODIST CHURCH, FOLLOWED BY THE PLEDGE OF ALLEGIANCE LED TO US BY MAYOR PRO TEM DAWKINS.

SHALL WE PRAY? HOLY AND LOVING GOD, WE GIVE YOU THANKS FOR THIS DAY AND FOR THIS CHANCE TO GATHER IN SERVICE OF THIS, OUR BELOVED CITY. WE PRAY THAT THIS DAY MIGHT BE FILLED WITH YOUR WISDOM AND YOUR CLARITY, THAT WE MIGHT KNOW WHAT IS BEST TO DO ON BEHALF OF OUR BROAD COMMUNITY, THAT WE MIGHT DO ALL THE GOOD WE CAN IN ALL THE WAYS WE CAN, FOR AS LONG AS WE EVER CAN. AND WHAT I'D LIKE TO SAY ABOUT DONNIE IS HE'S A HARD WORKER.

HE'S ALWAYS OUT IN THE FIELD FIXING THINGS. I MEAN, YOU WOULDN'T BELIEVE THE AMOUNT OF THINGS HE FIXES. THEY COULD MAKE A SHOW ABOUT HIM.

I'VE NEVER SEEN HIM CLEAN, YOU KNOW. EVER. YEAH.

USUALLY WHEN YOU COME TO OUR DEPARTMENT, IF YOU WANT TO STOP BY, YOU'LL.

YOU'LL NOTICE IF DONNIE IS AROUND, HE'LL HAVE MUD ALL OVER HIM AND HIS BEARD AND HIS HAIR ON, HIS GLASSES ON HIS SHIRT. OF COURSE, IT'S EVERYWHERE, YOU KNOW.

BUT HE'S A HARD WORKER. HE NEVER SHIES AWAY FROM THE HARD WORK.

I GUESS IT'S PRETTY OBVIOUS FROM WHAT I'M SAYING. BUT HE DOES WORK ON SOME VERY CORRODED OLD INFRASTRUCTURE PARTS.

YOU KNOW, WE HAVE SOME OLD THINGS IN THE CITY, AND HE IS CONSTANTLY ON TOP OF IT, EITHER MAKING REPAIRS OR BRINGING IT TO OUR ATTENTION ON ITEMS THAT WE NEED TO BASICALLY REPLACE. LET'S SEE.

ONE OF THE PROBABLY THE MOST IMPORTANT THINGS THAT HE WORKS ON IS OUR FIRE HYDRANTS.

HE KEEPS THE CITY, THE CITY SAFE, AND OUR FIRE DEPARTMENT CAN DO ITS JOB RESPONDING TO CALLS SAFELY BECAUSE OF THE HARD WORK AND DEDICATION OF JOHN DOWNEY. HE ALSO PREPARES ALL KINDS OF WATER AND SEWER LINES, KEEPING OUR INFRASTRUCTURE WORKING TOP NOTCH.

HE'S A GOOD LEADER AND A MENTOR FOR OUR CREW MEMBERS AND COWORKERS ALIKE, AND HE PROVIDES GREAT CUSTOMER SERVICE.

NOT ONLY DOES HE MAKE REPAIRS, BUT HE USUALLY HAS A SMILE ON HIS FACE.

SO WHEREAS ANIMAL SHELTERS ACT AS SAFE HAVENS FOR HOMELESS, LOST AND ABUSED ANIMALS, PROVIDING THEM WITH THE COMFORT AND CARE.

AND WHEREAS A SIGNIFICANT PORTION OF PETS AND PET OWNERS NEED THE HELP OF ANIMAL SHELTERS EVERY YEAR.

ANIMAL SHELTERS HELP BOTH ANIMALS AND PEOPLE IN MANY WAYS BY RETURNING LOST PETS TO THEIR OWNERS AND FORCING ANIMAL CONTROL LAWS RESCUING INJURED AND ABUSED ANIMALS EDUCATING THE PUBLIC AND MATCHING UP FAMILIES WITH NEW ANIMAL COMPANIONS.

AND WHEREAS, ANIMAL SHELTER EMPLOYEES LIKE PUBLIC SAFETY RESPONDERS MUST RESPOND TO THE NEEDS OF THE COMMUNITY, KEEPING ANIMALS AND HUMANS SAFE FROM HARM. NOW, THEREFORE, LET IT BE KNOWN THAT I, DAN COGAN, MAYOR OF THE CITY OF BEDFORD AND THE CITY COUNCIL, DO HEREBY PROCLAIM NOVEMBER 2ND THROUGH THE 8TH, 2025 AS NATIONAL ANIMAL SHELTER APPRECIATION WEEK IN THE CITY OF BEDFORD.

SO I WOULD JUST LIKE TO SAY THE ANIMAL SHELTER IS AN EXCITING PLACE.

IT'S PROBABLY ONE OF OUR BUSIEST DEPARTMENTS IN THE CITY.

WITH THE AMOUNT OF PEOPLE AND THE PHONE RINGING AND THE ANIMALS ARE AMAZING.

IT'S A IT'S A TRIED AND TRUE WORK THAT THESE INDIVIDUALS WORK VERY HARD TO TAKE CARE OF THEM.

PROVIDE A 24/7 SERVICE TO THE ANIMALS TO GET THEM REHOMED AND TAKEN CARE OF.

WE TALK A LOT ABOUT THAT BUILDING. IT'S KIND OF OFF BY ITSELF, OVER BY PUBLIC WORKS AND OUT THERE CALL IT A NO MAN'S LAND FOR AN ANIMAL SHELTER, BUT IT'S A LITTLE OLD, BUT IT'S REALLY ABOUT THE PEOPLE THAT WORK INSIDE THERE.

LESLIE, ALEXA, AMANDA, ALEX AND JOSE WE AS A CITY ARE TRULY BLESSED TO HAVE THEM WORKING WITH OUR ANIMALS, TO HAVE THEM RUNNING THE SHELTER, HAVE THEM TAKING CARE OF OUR STREETS EVERY DAY IN THE CITY, BECAUSE THEY DO IT WITH HEARTFELT COMPASSION FOR WHAT THEY DO.

AND I'VE NEVER MET A STAFF MORE DEDICATED TO TAKING CARE OF EVERY RESPONSIBILITY THEY HAVE, SO I COMMEND THEM. I AM BLESSED TO BE ABLE TO WORK WITH THEM EVERY DAY AND WATCH THE GOOD WORK THEY'RE DOING, AWARD WINNING AT THAT ANIMAL SHELTER, SO I APPRECIATE EVERYTHING THEY DO AND THANK YOU FOR THIS RECOGNITION [APPLAUSE].

ALL RIGHT. SO NEXT UP WE HAVE A PROCLAMATION RECOGNIZING NOVEMBER 3RD THROUGH THE SEVENTH, 2025 AS MUNICIPAL COURTS WEEK IN THE CITY OF BEDFORD.

AND I SEE WE ALREADY HAVE AT THE PODIUM THERE MUNICIPAL COURT JUDGE TIM MURPHY AND MUNICIPAL COURT MANAGER DOUG CAMPBELL.

SO I'LL GO AHEAD AND READ IT. AND IF YOU HAVE A FEW WORDS, THANK YOU. SO WHEREAS MUNICIPAL COURTS PLAY A SIGNIFICANT ROLE IN PRESERVING THE PUBLIC SAFETY AND PROMOTING QUALITY OF LIFE IN TEXAS, WHEREAS MORE PEOPLE COME INTO CONTACT WITH MUNICIPAL COURTS THAN ALL OVER TEXAS COURTS COMBINED. AND PUBLIC IMPRESSION OF THE TEXAS JUDICIAL SYSTEM IS LARGELY DEPENDENT UPON THE PUBLIC'S EXPERIENCE IN MUNICIPAL COURT.

WHEREAS THE CITY OF BEDFORD HAS HOSTED THE BEDFORD MUNICIPAL COURT SINCE 1970, AND WHEREAS STATE LAW AUTHORIZES THE MUNICIPALITY TO EITHER APPOINT OR ELECT A MUNICIPAL JUDGE FOR A TERM OF OFFICE. THE BEDFORD MUNICIPAL COURT IS A STATE COURT, AND ITS JUDGES ARE MEMBERS OF THE STATE JUDICIARY.

AND WHEREAS THE PROCEDURES OF THE BEDFORD MUNICIPAL COURT OPERATIONS ARE SET FORTH IN THE TEXAS CODE OF CRIMINAL PROCEDURE AND OTHER LAWS OF THE STATE OF TEXAS.

AND WHEREAS THE STATE, THE CITY OF BEDFORD, IS COMMITTED TO THE NOTION THAT OUR LEGAL SYSTEM IS BASED ON THE PRINCIPLE THAT AN INDEPENDENT, FAIR AND COMPETENT JUDICIARY WILL INTERPRET AND APPLY THE LAWS THAT GOVERN US, AND THAT JUDGES AND COURT PERSONNEL SHOULD COMPLY WITH THE LAW AND ACT IN A MANNER THAT PROMOTES PUBLIC CONFIDENCE IN THE INTEGRITY IMPARTIALITY OF THE JUDICIARY.

AND WHEREAS BEDFORD MUNICIPAL JUDGES ARE NOT POLICYMAKERS FOR THE CITY OF BEDFORD, BUT ARE BOUND BY THE LAW AND THE CANONS OF JUDICIAL CONDUCT, AND ARE REQUIRED TO MAKE DECISIONS INDEPENDENT OF THE GOVERNING BODY OF THE CITY COUNCIL, CITY OFFICIALS AND EMPLOYEES.

WHEREAS THE CITY COUNCIL RECOGNIZES THAT THE CONSTITUTION AND LAWS OF THE STATE OF TEXAS CONTAIN PROCEDURAL SAFEGUARDS IN CRIMINAL CASES FOR ALL DEFENDANTS, DEPENDENTS, INCLUDING INDIGENT DEFENDANTS, AND SUPPORTS THE BEDFORD MUNICIPAL COURT AND COMPLYING WITH SUCH LEGAL REQUIREMENTS.

NOW, THEREFORE, LET IT BE KNOWN THAT I, DAN COGAN, MAYOR OF THE CITY OF BEDFORD AND THE CITY COUNCIL, DO HEREBY PROCLAIM THE WEEK OF NOVEMBER 3RD THROUGH THE SEVENTH, 2025, AS MUNICIPAL COURT WEEK IN THE CITY OF BEDFORD.

AND ALL THE CLERKS ARE NOW CERTIFIED AT LEAST LEVEL TWO, MOST AT LEVEL THREE WITH THE STATE OF TEXAS.

OUR TEEN COURT PROGRAM, WHICH IS RECOGNIZED STATEWIDE, IS ACTUALLY HOSTING THE TEEN COURT OR STATEWIDE CONFERENCE IN TWO WEEKS AT THE MARRIOTT. UNFORTUNATELY, IN EULESS, WE WON'T HOLD THAT AGAINST THEM.

GOOD EVENING. GOOD EVENING. GOOD EVENING.

MAYOR, CITY COUNCIL MEMBERS AND STAFF. MY NAME IS TERRY CALLOWAY, AND I'M HERE TONIGHT WITH SOME OF MY FRIENDS AND FELLOW VOLUNTEERS FROM THE FRIENDS OF THE BEDFORD ANIMAL SHELTER. WE REALLY APPRECIATE THE CHANCE TO SPEAK WITH YOU THIS EVENING, AND SHARE A LITTLE BIT ABOUT WHO WE ARE AND WHAT WE DO.

WE KNOW THAT FUNDING FOR ANIMAL SERVICES ISN'T ALWAYS ONE OF THE TOP ITEMS IN THE CITY BUDGET.

THAT'S EXACTLY WHY A FEW OF US CAME TOGETHER EARLIER THIS YEAR TO START A NONPROFIT TO HELP SUPPORT THE BEDFORD ANIMAL SHELTER AND FILL IN SOME OF THE GAPS WHEN IT COMES TO FUNDING AND RESOURCES. MANY OF OUR VOLUNTEERS ARE HERE WITH ME TONIGHT, AND I'D LIKE FOR THEM TO STAND AND BE RECOGNIZED.

IF ANYONE WOULD LIKE TO STAND, THERE WE GO [APPLAUSE].

WE ARE A GROUP OF PEOPLE WHO REALLY CARE ABOUT THE ANIMALS.

WE REALLY CARE ABOUT OUR COMMUNITY. OUR GOAL IS SIMPLE TO HELP THE SHELTER PROVIDE THE BEST POSSIBLE CARE, COMFORT AND MEDICAL SUPPORT FOR EVERY ANIMAL THAT COMES THROUGH ITS DOORS.

SINCE LAUNCHING IN FEBRUARY, WE'VE ALREADY BEEN VERY BUSY.

WE'VE HELPED WITH OR ORGANIZED ABOUT 13 EVENTS AROUND THE COMMUNITY TO RAISE AWARENESS AND SUPPORT FOR THE SHELTER.

A FEW OF THE THINGS WE'VE BEEN ABLE TO DO SO FAR INCLUDE DONATING A NEW WASHING MACHINE FOR THE SHELTER IN JULY, FUNDING 100 MICROCHIPS IN AUGUST TO HELP MORE LOST PETS FIND THEIR WAY HOME, AND KICKING OFF A FUNDRAISING CAMPAIGN TO BUY [INAUDIBLE] BEDS, WHICH THE SHELTER STAFF HAS REQUESTED BECAUSE THEY'RE SO EASY TO CLEAN, DURABLE AND THEY LAST A LONG TIME.

OUR GOAL IS TO FUND AT LEAST 25 BEDS, AND WE'RE INVITING THE COMMUNITY TO HELP US IN THIS ENDEAVOR.

WE'D LOVE TO SHOW YOU A SHORT VIDEO THAT HIGHLIGHTS OUR MISSION AND SOME OF THE PROJECTS THAT WE HAVE BEEN WORKING ON.

COMMITMENT TO THEIR WELL-BEING. RECOGNIZING THAT THE CITY'S FUNDING FOR THE SHELTER IS LIMITED, OUR CHARTER MEMBERS MET TO LEND THEIR SUPPORT THROUGH VOLUNTEER EFFORTS AND FUNDRAISING.

WE HELP SUPPLY THE RESOURCES NECESSARY FOR THE ANIMALS CARE AND TO ENSURE THE STAFF CAN CONTINUE THEIR WORK EFFECTIVELY AND COMPASSIONATELY.

OUR VISION. FIRST, TO PROMOTE AWARENESS. THROUGH OUR EFFORTS, WE EDUCATE THE PUBLIC ABOUT RESPONSIBLE PET OWNERSHIP AND THE NEEDS OF OUR LOCAL SHELTER. SECOND, TO FUND ENRICHMENT PROGRAMS, WE PROVIDE TOYS, TREATS, AND TRAINING TOOLS TO KEEP SHELTER PETS HAPPY AND HEALTHY. THIRD, WE SPONSOR ADOPTION EVENTS. THROUGH COMMUNITY EVENTS, WE HELP ANIMALS FIND THEIR FOREVER HOMES.

FOURTH, WE PROVIDE MEDICAL SUPPORT IF REQUESTED.

WE HELP FINANCE MEDICAL CARE FOR SICK AND INJURED ADOPTABLE ANIMALS.

FIFTH, WE SUPPORT STAFF AND VOLUNTEERS. WE PROVIDE FUNDS FOR SUPPLIES AND RECOGNIZE STAFF EFFORTS IN ORDER TO KEEP MORALE HIGH.

THE BEDFORD ANIMAL SHELTER WAS BUILT IN THE 1990S WITH VERY FEW UPDATES SINCE THEN.

THIS YEAR IT WILL BE UNDERGOING A $3.2 MILLION RENOVATION.

THE FRIENDS OF THE BEDFORD ANIMAL SHELTER ARE HOPING TO HELP WITH CAPITAL COSTS AS THE YEARS PROGRESS.

PLEASE JOIN US IN OUR EFFORTS. VOLUNTEERS ARE ALWAYS WELCOME AND DONATIONS ARE ALWAYS APPRECIATED.

THE NEEDS ARE GREAT AND THE ANIMALS ARE WORTH OUR EFFORTS.

BUT SINCE IT'S THE END OF THE FISCAL YEAR, WE'RE GOING TO HAVE A FULL AUDIT AT THE END. NUMBERS CHANGE BETWEEN NOW AND THEN AS WE DO YEAR END ENTRIES.

SO WE DON'T WANT TO ADD CONFUSION BY HAVING TWO DIFFERENT SETS OF NUMBERS. WE WANT TO GIVE YOU THE FINALIZED ONE WHENEVER THE AUDIT IS DONE. SO THIS IS THE QUARTERLY INVESTMENT REPORT. WE MET WITH THE INVESTMENT COMMITTEE THIS LAST WEEK.

THEY APPROVED IT GIVING THE RECOMMENDATION FOR THE GO AHEAD TO GO TO COUNCIL.

SO THIS LAST QUARTER, WE DID SPEND DOWN SOME OF OUR OVERALL CASH THAT NORMALLY IS GOING TO HAPPEN THROUGHOUT THE YEAR.

WE GET ALL OUR PROPERTY TAX REVENUE AT THE BEGINNING OF THE YEAR, AND THEN WE USE THAT TO PAY OUR BILLS FOR THE REST OF THE YEAR.

OUR YIELD IS LOWERING. THAT'S BECAUSE THE MARKET IS GOING DOWN.

WE DID GET A 4.6 LAST QUARTER, BUT NOW WE'RE DOWN TO 4.23.

IF WE WANT TO INVEST IN ANYTHING AT THIS POINT WE'RE GETTING ABOUT A THREE AND A HALF.

SO WE'RE STILL ABOVE THAT, WHICH IS NICE. THAT'S A REFLECTION OF OUR LONG TERM STRATEGY TO KEEP BUYING AND INVESTING OUR MONEY, REGARDLESS OF WHERE THE MARKET IS AT ANY GIVEN POINT.

WE'RE GOING TO FALL SHORT OF THE $6 MILLION NUMBER.

THAT WAS A PIPE DREAM THAT I HAD THAT WE'D BE ABLE TO PULL OFF THIS YEAR.

BUT FIVE AND A HALF IS A GREAT RETURNS FOR THE YEAR.

WE ARE ABOUT FOUR AND A QUARTER. YOU'RE NOT GETTING MUCH MORE THAN THREE AND A HALF RIGHT NOW.

I THINK IT'S EVEN DROPPED A LITTLE BIT FURTHER THAN THIS BY THE TIME WHENEVER WE PUT TOGETHER THE PRESENTATION.

THE YIELD CURVE IS FLATTER. IT'S NOT AS INVERTED.

THE RED LINE IS WHERE WE WERE AT A YEAR AGO, WHERE YOU SEE THE STEEP DROP AND THEN IT INCREASES SLIGHTLY.

IT'S A SIGN OF A MORE NORMALIZING ECONOMY AS WE'RE GOING FORWARD.

THE MORE VERTICAL OR THE MORE UPWARD TRENDING LINE.

SO THIS IS WHERE WE HAVE BEEN. WE'RE AT 4% NOW TOMORROW.

I THINK THEY SAID IT'S A 99% CHANCE WE ARE BEING DROPPED ANOTHER QUARTER PERCENT.

THEY'RE PRICING IN, I THINK, A 95% CHANCE WE DO ANOTHER QUARTER PERCENT DIP IN DECEMBER.

AND THEN THEY'RE PRICING IN MULTIPLE RATE CUTS GOING INTO NEXT YEAR.

A LITTLE BIT MORE UNCERTAINTY RIGHT NOW THAN THERE NORMALLY WOULD BE BECAUSE OF THE SHUTDOWN. THERE AREN'T PRODUCING THE REPORTS THAT THE FED USES TO MAKE THESE DECISIONS OFF OF WITHOUT THE EMPLOYEES BEING IN OFFICE AND THE FED.

WE JUST GOT OUR INFLATION REPORT ON FRIDAY. IT WAS A LITTLE BIT LOWER THAN THEY EXPECTED, BUT NOT LOW ENOUGH THAT THEY WOULD THINK WE WOULD NOT BE CUTTING RATES GOING FORWARD.

SO THESE WERE OUR RATES AS OF A COUPLE OF WEEKS AGO THERE.

ONCE AGAIN, I THINK A LITTLE BIT LOWER. BUT THEY'RE IN THAT RANGE OF WHAT WE COULD BE INVESTING IN GOING FORWARD.

AND THESE ARE REALLY THE LAST REPORTS THAT WE'VE GOTTEN.

THEY'RE PRETTY STALE AS WELL. JUST BECAUSE WE ARE NOT GETTING ANY NEW DATA.

AND WE DON'T ANTICIPATE GETTING ANY NEW FEDERAL REPORTS UNTIL THE SHUTDOWN ENDS.

SO LIKE WE NORMALLY DO, WE'LL KEEP INVESTING OUT AS WE TAKE MONEY IN.

WE'LL PUT IT OUT AT REASONABLE INCREMENTS TO MAKE SURE THAT WE'RE ALWAYS ABLE TO PAY OUR BILLS, WHILE ALSO TRYING TO MAKE A LITTLE BIT OF MONEY FOR THE CITY AT THE SAME TIME.

SO IT'S NOT GOING NEGATIVE YET, AT LEAST AS FAR AS THE MOST RECENT REPORTS.

THE INVESTMENT COMMITTEE MET THIS PRIOR WEEK, APPROVED THE CHANGES TO THE POLICY, WHICH YOU WILL SEE.

THEY ARE VERY NOMINAL AND NATURE MOSTLY MINOR LANGUAGE AND FORMATTING CHANGES.

ITEM NUMBER THREE CONSIDER RESOLUTION AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO ENTER INTO A SIX YEAR CONTRACT WITH STRYKER EMS PLUS FOR AN EQUIPMENT REPLACEMENT PROGRAM THROUGH A COOPERATIVE AGREEMENT WITH SOURCEWELL FOR AN ANNUAL PAYMENT AMOUNT OF $204,092.15, TOTALING $1,224,552.90 OVER THE CONTRACT PERIOD.

ESSENTIALLY, THE EMS PLUS PROGRAM ENSURES THAT THE FIRE DEPARTMENT HAS AND MAINTAINS STATE OF THE ART EMS EQUIPMENT PLACEMENT AND SERVICE PLAN FOR OUR MOST CRITICAL CARE EQUIPMENT, WHICH INCLUDES MOBILE INTENSIVE CARE UNIT, AMBULANCES, FIRE APPARATUS EQUIPPED WITH ADVANCED MEDICAL EQUIPMENT, SEVERAL CRITICAL EMS DEVICES INCLUDING CARDIAC MONITORS AND DEFIBRILLATORS, DELUXE CPR DEVICES, STRETCHERS, STRETCHER LOAD SYSTEMS AND STAIR CHAIRS.

ESSENTIALLY, THIS IS ALMOST ACTS AS A LEASE SO THAT WE MAKE SURE THAT WE HAVE CURRENT EQUIPMENT THAT ARE ABSOLUTELY VITAL FOR FOR LIFE SAVING MEASURES.

YEAR ONE WILL BE PAID WITH SERIES 2024 CO BONDS, USING THE SAVINGS FROM OUR MOTOROLA RADIO PROJECT, AND YEARS TWO THROUGH FIVE WILL BE PAID WITH BUDGETED GENERAL FUND DOLLARS OUT OF THE FIRE DEPARTMENT OPERATING BUDGET.

FOR THE 2025-26 SCHOOL YEAR, IN THE AMOUNT OF $450,000 PAID FOR BY THE DISTRICT.

MOST RECENTLY, ON OCTOBER 20TH, THE HEB ISD BOARD OF TRUSTEES APPROVED AN INCREASE TO THE REIMBURSEMENT PACKAGE TO THE CITY FOR THE THREE SROS THAT WE DO PROVIDE TO THE SCHOOLS. THE AMOUNT WAS RECENTLY INCREASED AS A RESULT OF THAT VOTE TO MORE ACCURATELY REFLECT THE CITY'S ACTUAL COST FOR THESE EMPLOYEES.

SO NOW WE ARE JUST ABOUT FULLY COVERED FOR THE SALARIES, BENEFITS, VEHICLES AND TRAININGS OF THESE INDIVIDUALS THAT ARE PLACED IN THE SCHOOLS.

I DO WANT TO ACKNOWLEDGE THAT IT IS A LITTLE LATE.

I THINK WE ALL AGREE THE SCHOOL YEAR HAS ALREADY STARTED AND WE'RE WELL INTO THAT.

AND IT REALLY WAS JUST SIMPLY A MATTER OF TIMING OF GETTING ALL FOUR ENTITIES TOGETHER.

AND WE HAD SUCH GOOD TIMES WITH THE OTHER REALTORS THAT WE TRUSTED THEM AND THE PROPERTY MANAGERS AND WE, YOU KNOW, EVERYTHING WAS A GO. WE ALMOST $10,000 YOU PUT INTO IT ALREADY WITH THE DEPOSITS FOR THE SIGN, THE INSURANCE, THE REALTORS. SO THE REALTOR SAID IT WAS ZONED? YES. SO THEY WERE MISTAKEN SINCE IT WAS IT WAS THE COMMENCEMENT. COMMENCEMENT DATE WAS AUGUST 1ST AND THEN JULY 15TH.

WE SIGNED IT. SO WE ALREADY WERE ALL READY, READY TO GO ON THIS THING.

AND THEN I AND I HAD CONTACTED THE CITY AHEAD OF TIME BEFORE WE EVEN LOOKED INTO BEDFORD AND WAS TOLD THAT THERE WERE SOME PLACES THAT WERE NOT ZONED.

BUT SINCE THAT ONE WAS OBVIOUSLY ALREADY BUILT OUT, IT WAS LUKE SPA BEFORE AND SEEN THE HEALTH NUT, SEEING THERE'S A GYM THERE. SEEING THERE'S A NAIL SALON THERE.

AND AND THERE WAS NO ANY RELIGIOUS PLACE, ANY CHURCH NEXT DOOR AT THE TIME.

SO THAT WOULD HAVE PROBABLY STOPPED US THERE JUST THINKING.

AND THE ZONING, OF COURSE, BECAUSE WE WEREN'T EVEN PUSHING. WE WERE JUST NONCHALANTLY LIKE, THERE'S A LOT OF OPEN STOREFRONTS HERE. AND SO.

RIGHT, RIGHT. LIKE WE WERE READY TO GO AND SIGN THE LEASE, TALK TO THE ENERGY AND TRY TO GET THE ELECTRICITY ON.

AND THEY WERE LIKE, NO, IT'LL BE ON MONDAY. BUT THEN I CALLED TXU BACK AND SAID, THEY SAID, WELL, THERE'S A PROBLEM WITH THE CITY OF BEDFORD. AND THAT'S WHEN I FOUND OUT THE ZONING. SO I ALREADY WROTE THEM A LETTER AND CALLED THEM RIGHT AWAY THAT MONDAY AND SAID, YOU KNOW, IT'S NOT ZONED, YOU KNOW, CAN WE GET OUT OF THE LEASE? BECAUSE THE OTHER REALTOR SAID THAT'S HAPPENED BEFORE IT'S HAPPENED? WE'D LIKE YOU TO MOVE FORWARD WITH THE CITY OF BEDFORD AND THEN SO ON DOING SO.

YOU KNOW, WE PAID THE 475, WHICH THAT'S WHAT PUT US ALMOST UP TO 10,000 WITH THE REST.

AND, AND THEN WE WENT, WENT FORWARD WITH ALL THAT.

THE REALTOR GAVE US MORE IN HURST, AND I'M LIKE, WE WOULD HAVE LOOKED AT HURST FIRST AND HE WAS THE ONE THAT TOLD US LIKE, THERE'S NO OPENING FOR MASSAGE IN HURST. SO THAT'S WHERE WE'RE KIND OF STUCK.

AND THEN SO WE'VE DONE EVERYTHING WE CAN TO PUSH THROUGH THIS.

I MEAN, FORTUNATELY, THIS ONE IS HAD A LOT MORE TIME INVESTED IN IT.

WE DID STATION THREE REALLY ON THE FLY LAST TIME, AND THAT PROJECT TURNED OUT WELL, BUT THIS ONE HAS BEEN GOT DELAYED A LITTLE BIT, SO WE HAD A LOT OF TIME TO GO THROUGH ALL THE PLANS.

IT'S BEEN REVIEWED BY EVERYONE IN THE CITY, ALONG WITH THE I'VE HAD A CHANGE IN WHO THE PROJECT MANAGER IS AND OVERALL THOROUGHLY LOOKED AT THIS THING.

PROBABLY THE BIGGEST PART OF IT IS WITH THE TOTAL CONTRACT, IT ALSO ALLOWS THE STATION TO BE A FULL PULL THROUGH STATION, WHICH MEANS WE DON'T BACKUP FIRE ENGINES. WE DON'T HAVE TO BACK UP AMBULANCES.

WHICH IS A BIG DEAL FOR US. WE DON'T LIKE DOING THAT.

IT ALSO CHANGES THE STATION TO ALLOW US TO HAVE INDIVIDUAL ROOMS. SO FOR SOME PRIVACY IT GETS RID OF A LOT OF THE OLD PROBLEMS WE HAD IN THE STATION WITH DIFFERENT THINGS THAT WE WERE DEALING WITH ALL THE TIME, WITH LEAKS AND MOLD AND ALL THAT KIND OF STUFF. SO I'M REALLY EXCITED ABOUT THE OPPORTUNITY.

I'M IN THAT PROCESS, YOU KNOW, CAME DOWN TO THE RECOMMENDED BID OF HCI WAS A COMBINATION OF THEIR HISTORY WITH THE CITY, PREVIOUS PROJECTS TOTAL COST AND TOTAL DAYS OF THE PROJECT.

AND SO IT'S A 243 DAY ESTIMATE FOR HOW LONG IT'S GOING TO TAKE.

BUT IT COMES WITHIN THE BUDGET WE HAVE ALLOCATED FOR THE PROJECT.

AND HCI WAS THE CONTRACTOR WITH STATION THREE.

I'VE DONE A LOT OF WORK IN THE CITY, PRETTY COMFORTABLE WITH THEIR THEIR QUALITY OF WORK AND THE WAY THEY GO ABOUT THEIR BUSINESS. NOT.

THERE WAS ALSO SOME OTHER REALLY GOOD COMPETITION OUT THERE, BUT IN OUR SCORING SYSTEM WE HAD, THEY ULTIMATELY CAME OUT NUMBER ONE IN THAT PROCESS.

SO WE HAVE THAT FOR YOU TONIGHT HOPEFULLY TO MOVE FORWARD.

WE'VE GONE THROUGH A LOT OF DETAILS TO WORK WITH THE CITY AND KIND OF SLOWED DOWN THE PROCESS TO ENSURE THAT IT MET EVERYTHING THAT WE WANTED AND WHAT THE FIREFIGHTERS WANTED, WHAT THE CITY WANTED. SO I FEEL VERY COMFORTABLE WITH IT. AND HCI IS PRETTY PROVEN COMMODITY AND ULTIMATELY CAME IN WITH A GOOD PRICE AND A GOOD TIMELINE.

VERY GOOD. 243 DAYS. THAT'S QUITE A BIT, QUITE A BIT.

SO WHAT ALL WORK? COULD YOU SUMMARIZE THE EXTENT OF WHAT'S BEING DONE AT THAT FIRE STATION, ALSO KNOWN AS THE BROOM CLOSET, AS WE CALL IT? YEAH, IT'S VERY SIGNIFICANT. SO BASICALLY THE ENTIRE DORM AREA IS BEING REMOVED AND EXTENDED OUT.

IF YOU'VE BEEN TO THAT STATION, AS YOU WALK INTO THE BACK, THERE'S A LARGE GRASS AREA. THERE'S A THERE'S A PROPANE TANK IN THE GROUND THAT'S GOING TO COME OUT. IT'S GOING TO REPLACE THE GENERATOR THAT'S THERE AND IT'S GOING TO MOVE.

IT'S GOING TO ALLOW THE THE PARAMEDIC UNIT RIGHT NOW HAS TO BACK IN.

IT CAN'T IT CAN'T FIT THROUGH. SO WE'RE ACTUALLY REMOVING ONE CLOSET SO WE CAN PULL THROUGH.

THAT OPTION WAS ALLOWING FOR THE PULL THROUGH OF THE OF THE MEDIC UNIT.

IT'S JUST THERE'S A LOT OF COSTS THAT GET ADDED TO IT. AND THIS WAS THE FIRST ONE IN DALLAS AND I WAS ABLE TO SECURE IT HERE FOR BEDFORD, WHICH WAS REALLY COOL.

WE HAD OVER 100, 115 WALKERS THAT SHOWED UP THAT DAY.

AND REALLY IMPRESSED WITH WITH THE BOYS RANCH AND THEY WANTED SOMEPLACE THAT WAS VERY CENTRALLY LOCATED.

WE HAD PEOPLE FROM ALL OVER AZLE, FRISCO, JUST COMING AND DISCOVERING BEDFORD JUST REALLY BLOWN AWAY.

I REMEMBER SOME OF THEM MENTIONED THEY'RE LIKE, I THOUGHT WE WERE GOING TO BE RUNNING IN NEIGHBORHOODS AND EVERYTHING ELSE. YOU HAVE SUCH A BEAUTIFUL PARK HERE. SO MY MY GOAL IS HOPEFULLY THAT WE WILL CONTINUE HOSTING THAT IN THE FUTURE.

IT JUST WAS A GREAT, GREAT OPPORTUNITY FOR EVERYONE TO GET TOGETHER FOR THAT AND A LITTLE BOOST FOR OUR ECONOMY BECAUSE I KNOW EVERYONE WENT OUT TO THE ICE HOUSE AFTERWARDS.

BEAUTIFICATION ADVISORY BOARD. THANKS. MR. MAYOR, BEFORE I GO INTO THE UPDATES, I WANTED TO WISH ALL OF OUR FIRST RESPONDERS HAPPY NATIONAL FIRST RESPONDERS DAY. IT'S OCTOBER 28TH. AND SO I DID WANT TO ACKNOWLEDGE FOR ALL THE WORK YOU DO FOR OUR COMMUNITY.

WITH THE BEAUTIFICATION, WE MET LAST MONDAY AND WE HAD AN UPDATE FOR OUR PAPER SHRED DAY WHERE WE HAD 357 CARS COME THROUGH.

AND I THINK THIS IS THE FIRST TIME IN A LONG TIME THAT WE DIDN'T HAVE TO TURN PEOPLE AWAY.

ONE OF THE GREAT RESPONSES FROM OTHER RESIDENTS, THEY HAVE LIVED HERE FOR 43 YEARS, AND IT WAS THE FIRST TIME THAT THEY WERE AWARE THAT WE HAD A SHRED DAY. AND SO KUDOS TO OUR COMMUNICATIONS STAFF.

I GUESS HE LOOKED AT THE BEDFORD CONNECTION AND SAW THAT I WAS THERE AND CAME OUT.

AND WE OBVIOUSLY HAD POSITIVE COMMENTS BECAUSE A LOT OF TIMES THE TRUCK FILLS UP AND PEOPLE ARE DISAPPOINTED THAT THEY WEREN'T ABLE TO RECYCLE THEIR ITEMS OR SHRED THEIR ITEMS. SO THE BEAUTIFICATION BOARD IS WORKING WITH A SCOUT WHO HAS A PROJECT TO DO LANDSCAPING AT THE NEW SENIOR CENTER. SO THEY'RE STILL TRYING TO IDENTIFY WHAT ACTUAL PROJECT WILL BE.

AND THEN ALSO BE MINDFUL OF WHAT MAINTENANCE WOULD BE.

AND THEN THE BOARD IS ALSO CONTEMPLATING ONCE THE ANIMAL SHELTER IS REDONE, A LANDSCAPING PLAN FOR THAT AS WELL. AND THEN THE LAST THING IS THAT THE BOARD IS HOSTING THE FALL SWEEP ON NOVEMBER 15TH FROM 9 TO 11, WHERE WE WILL START AT THE LIBRARY, AND THEN YOU CAN PICK A STREET IN BEDFORD TO HELP CLEAN UP.

AND THEN MARIA, OUR LIBRARIAN, HAS ASKED ME TO ANNOUNCE THAT HOCUS POCUS HAS BEEN RESCHEDULED BECAUSE OF ALL THAT NASTY RUN.
