WE'VE ADDED ATHLETIC BALL FIELD LIGHTS, LED LIGHTS AT STORMY JONES.
BUT BUILDING TOGETHER IS NOT JUST A PHYSICAL THING ALL THE TIME.
IT'S PARTNERSHIPS. IT'S RELATIONSHIPS THAT WE BUILD.
WE HAVE PARTNERSHIPS, OBVIOUSLY, WITH THE YMCA.
SO WE BUILD THOSE RELATIONSHIPS AND WE WORK TOGETHER.
WE ALSO WORK WITH MANY, MANY GROUPS LIKE BOY SCOUTS AND CHURCHES TO BUILD THINGS IN OUR CITIES.
SO I'M VERY PROUD OF THE STAFF. THAT IS WHAT I'M MOST PROUD OF IN THE WORK THAT THEY DO.
I ALWAYS SAY IN PARKS AND RECREATION, WE WORK WHEN MOST PEOPLE PLAY.
SO WE DO A LOT OF AFTER HOURS, THE 8 TO 5 NORMAL WORK DAY.
BUT WE ARE EXTREMELY PROUD OF THE STAFF. WE'RE EXTREMELY PROUD OF THE PARKS THAT WE HAVE.

CONSIDER RESOLUTION AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO ENTER INTO A THREE YEAR AGREEMENT WITH ONE THREE YEAR RENEWAL OPTION WITH MATRIX IMAGING MATRIX IMAGING SOLUTIONS, LLC FOR THE PRINTING AND MAILING OF UTILITY BILLS FOR AN ANNUAL ESTIMATED AMOUNT OF $134,100.48, TOTALING 804,602 AND $0.88 IF ALL EXTENSIONS ARE EXERCISED.
CURRENTLY, WE ARE ACTUALLY UNDER CONTRACT WITH MATRIX AS OF TODAY.
THAT CONTRACT DOES END AT THE END OF THIS MONTH.
WE DID GO OUT TO BID FOR THAT SERVICE AND SENT THAT BID OUT TO 33 VENDORS.
THREE RESPONSES WERE RECEIVED. WE HAD TWO THAT WERE TOP SCORES THAT CAME IN WITHIN ONE POINT OF EACH OTHER, AND MATRIX WAS ONE OF THOSE AND ULTIMATELY CHOSEN.
SO OBVIOUSLY THAT WAS ALSO A FACTOR. FUNDS FOR THIS SERVICE ARE AVAILABLE IN THE WATER FUND.
UTILITY BILLING. OPERATING BUDGET. ITEM NUMBER THREE CONSIDER A RESOLUTION AUTHORIZING THE CITY MANAGER, OR HER DESIGNEE TO ENTER INTO A ONE YEAR AGREEMENT WITH FOUR ONE YEAR RENEWAL OPTIONS FOR THE PURCHASE OF ELECTRICAL, MAINTENANCE AND REPAIR SERVICES FROM EDS ELECTRIC FOR AN ANNUAL AMOUNT NOT TO EXCEED 150,000.
TOTALING 750,000. IF ALL EXTENSIONS ARE EXERCISED AGAIN, WE BID THE CONTRACT OUT.

THIS IS A LONG TIME COMING.
WE'RE EXCITED ABOUT THIS ITEM, BUT THIS IS NEW BUILDING IDENTIFICATION SIGNAGE FOR THE CURRENT BUILDING THAT WE'RE IN, WHICH HAS BEEN KNOWN AS BUILDING A. SO WE WILL REBRAND THAT NOW AS CITY HALL.
AND THEN ALSO BUILDING C, WHICH IS ACROSS THE STREET, WILL BE REBRANDED AS CITY HALL ANNEX.
SO WITH THE DEMOLITION OF BUILDING B, HAVING BUILDINGS A AND C DID NOT MAKE ANY SENSE.
SO WE WILL HAVE SIGNAGE FOR THOSE TWO BUILDINGS AND THEN ALSO PUBLIC WORKS.
THE BUILDING OFF OF RELIANCE PARKWAY WILL HAVE NEW SIGNAGE ALSO.
NOW IN BUILDING IN CITY HALL ANNEX FOR BETTER IDENTIFICATION.
WHEN CUSTOMERS AND RESIDENTS GO IN THAT SPACE THERE WILL BE A SECOND PHASE TO THE SIGNAGE, WHICH IS ADDITIONAL DIRECTIONAL SIGNAGE WITHIN OUR PARKING LOT HERE.
AGAIN, WITH THE DEMOLITION OF BUILDING B, PEOPLE FINDING PLACES WITHIN THE BUILDING COURTS AND THINGS LIKE THAT, WE NEED TO REDO OUR DIRECTIONAL SIGNAGE IN THE PARKING LOT SO THAT WILL BE ADDRESSED AS WELL.
AGAIN, WE OBTAIN THREE QUOTES, OBVIOUSLY BY ONE OF THOSE BEING AND THEY ARE THE RECOMMENDED COMPANY.
WE HAVE UTILIZED THEM FOR THE NEW PARKS AND REC SIGNAGE, IF YOU'VE SEEN THAT.
AND THIS HAS BEEN IDENTIFIED TO BE FUNDED WITH ARPA INTEREST EARNINGS.
ITEM NUMBER FIVE, CONSIDER A RESOLUTION AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO ACCEPT AND EXECUTE ALL REQUIREMENTS FOR THE LOCAL ON SYSTEM IMPROVEMENT PROJECT AGREEMENT, KNOWN AS LOSA, WITH THE STATE OF TEXAS.
THIS AGREEMENT IS REQUIRED TO MODIFY THE EXISTING TRAFFIC SIGNAL AT THE INTERSECTION OF FM 157 AND TROJAN TRAIL, WHICH ACTUALLY FALLS IN THE CITY OF EULESS, WHICH IS DIRECTLY IN FRONT OF TRINITY HIGH SCHOOL OVER THERE.
THE CURRENT THREE WAY SIGNAL IS GOING TO BE CONVERTED TO A FOUR WAY SIGNAL TO ACCOMMODATE THE NEW PUBLIC ROADWAY THAT IS BEING INSTALLED GOING INTO THE GATEWAY VILLAGE PROJECT, WHICH IS ALSO FORMERLY KNOWN AS CAMPUS WEST, SO WE'RE EXCITED ABOUT MOVING FORWARD WITH THAT.
THE CITY IS RESPONSIBLE FOR THE COSTS, WHICH ARE ESTIMATED AT 250,000.
SO IT IS VERY POSSIBLE THAT WE WILL NEED TO COME FORWARD WITH A FOLLOW UP ITEM, JUST FORMALIZING THE AGREEMENT BETWEEN THE CITY AND THE DEVELOPER TO ADDRESS TXDOT'S REQUIREMENTS. BUT OUTSIDE OF THAT, EVERYTHING IS SET IN PLACE FOR US TO PROCEED, AND I THINK THAT IS IT.

WITH THAT, I CAN ANSWER ANY QUESTIONS. SO FIRST IS THE APPLICANT HERE TODAY? THE APPLICANT IS HERE AND I BELIEVE THEY HAVE A PRESENTATION TO MAKE AS WELL. ALL RIGHT. SO WE THAT WAS SOMETHING THAT NEEDED TO BE LOCATED IN THE ZONING ORDINANCE.
SO WE'VE IN THAT TAKES A LITTLE BIT OF PUBLIC HEARING NOTICES AND THINGS SUCH AS THAT.
JUST REAL QUICK, IN SECTION 3.1 WE'RE ADDING A DEFINITION OF SHORT TERM RENTAL.
I'M SORRY. WE'RE ADDING A THE LAND USE TO THE LAND USE CHART.
A SHORT TERM RENTAL IN SECTION 3.2C IS WHERE THE DEFINITIONS COMING INTO PLAY BACK IN 2021 WHEN WE

WHEN IT WAS FIRST ADOPTED, THE SHORT TERM RENTAL REGISTRATION ORDINANCE.THAT WASN'T. SO WHEN YOU LOOKED ON THE LAND USE CHART, YOU DIDN'T SEE SHORT TERM RENTAL.
THIS THIS IS CHANGING THAT A LITTLE BIT. SINCE WE'RE ADDING A FEW MORE REGULATIONS TO SHORT TERM RENTALS IN THE ZONING ORDINANCE. IT WAS THOUGHT TO JUST CREATE ITS OWN LAND USE DEFINITION, REALLY, TO MIMIC THAT THAT'S ALREADY DEFINED IN IN THE ORDINANCE THAT GOVERNS THE REGISTRATION PROCESS.
SO WE'RE ADDING THAT THAT TO THE LAND USE CHART IN 3.1.
AND, AND THE DISTANCE REQUIREMENTS. AND THEN BUILDING IN A SPECIAL EXCEPTION PROCESS THAT IF AN APPLICANT CAN JUSTIFY AND PROVE THAT JUSTIFICATION TO ZONING BOARD OF ADJUSTMENT, THEY CAN ASK FOR A SPECIAL EXCEPTION TO GO CLOSER THAN 1000FT TO ANOTHER SHORT TERM RENTAL. THE LAST THING I'LL ADD IS ALSO IN CHAPTER FIVE, THERE'S A PROVISION THAT TALKS ABOUT NON-CONFORMING USES.
SO ANY OF THOSE THAT ARE CURRENTLY REGISTERED AND HAVE HAVE THEIR CERTIFICATE, IF THEY ARE CLOSER THAN 1000FT TO ANOTHER ONE ALREADY, THEN THEY ARE CONSIDERED NON-CONFORMING AND THEY ARE ALLOWED TO CONTINUE AS LONG AS THEY DON'T LET THEIR REGISTRATION LAPSE.
IF THEY IF THE REGISTRATION OVERLAPS, THEN THEY WOULD LOSE THAT NONCONFORMING CLAUSE.

IT WAS A LITTLE HOT, BUT THAT'S OKAY. WE DID THAT OUTSIDE.
AND THIS IS WHERE ALL THE MAYORS COME TOGETHER IN TARRANT COUNTY AND, AND DISCUSS BUSINESS AND WAS INFORMED THAT UNFORTUNATELY WITH THE WITH NEW APPROPRIATIONS BILL THE BIG, BEAUTIFUL BILL THAT'S PROPOSED TO BE PASSED THERE WILL BE NO FUNDING FOR CBG BLOCK GRANTS IN THE FUTURE. SO THAT IS BEING CUT. SO IN ESSENCE IT WAS TOLD TO US THAT MAYORS COUNCIL BASICALLY WOULD BE DISSOLVED AT THAT POINT BECAUSE THE WHOLE PURPOSE OF IT IS TO BASICALLY FACILITATE THOSE FUNDS, FACILITATE THE CBDD BLOCK GRANT FUNDS.

SO THEY DO PROGRAMS AT THE LIBRARY. THEY HAVE ADOPTED BELLE MANOR ELEMENTARY AS A SCHOOL, WHERE THEY PROVIDE A CHIP PACKS, WHICH ARE FOOD FOR THE HUNGRY KIDS ON THE WEEKENDS THAT AT LEAST THEY'LL HAVE FOOD.
IF THEY GET FREE LUNCH DURING THE SCHOOL WEEK.
IT WAS WELL RECEIVED AND WE LOOK FORWARD TO DOING IT AGAIN IN FUTURE YEARS.

WE ARE ABLE TO LOOK AT IT DOWN TO 15 MINUTE INCREMENTS.
AND SO WE KNOW WHEN YOUR SPRINKLER SYSTEMS ARE CYCLING THROUGH, IF ONE OF THOSE IS EXTREMELY LARGE, WHAT'S HAPPENING? YOU CAN ALSO SEE WHETHER THERE'S A LEAK AND YOU'VE GOT CONTINUED USAGE.
