40,000 SQUARE FOOT SHOPPING CENTER. AS YOU KNOW, OR AS ALREADY STATED, THE TATTOO PARLOR REQUIRES A SPECIFIC USE PERMIT IN ALL ZONING CLASSIFICATIONS, INCLUDING BEDFORD COMMONS. THE APPLICANT HAS PROPOSED A TATTOO PARLOR CONSISTING OF A LITTLE OVER 1000FT², AND THEIR HOURS OF OPERATION ARE PROPOSED FOR MONDAY THROUGH SUNDAY, 12PM TO 12AM.

THE ZONING MAP JUST GIVES YOU AN IDEA. THIS PROPERTY IS COMPLETELY SURROUNDED BY BEDFORD COMMONS PUD.

THE PROPERTY IS LOCATED IN THE HIGHWAY MIXED USE CHARACTER ZONE.

YOU REMEMBER THAT BEDFORD COMMONS IS DIVIDED UP INTO DIFFERENT CHARACTER ZONES.

HIGHWAY MIXED USE IS PRIMARILY WHAT YOU WOULD SEE ALONG THE HIGHWAY WITH RESTAURANTS.

STAFF FINDS THAT THE SITE IS CURRENTLY DEVELOPED.

STAFF FINDS THAT A TATTOO PARLOR WOULD NOT BE BEST SUITED AT THIS LOCATION.

THERE ARE OTHER AREAS IN THE COMPREHENSIVE PLAN THAT TALK ABOUT MORE ARTISTIC AND AND ARTISTIC SLASH ENTERTAINMENT STYLE USES, AND BEDFORD COMMONS IS NOT ONE OF THEM. HOWEVER, IF COMMISSION FINDS THAT THE USE IS APPROPRIATE IN ITS CURRENT OR IN ITS PROPOSED LOCATION, THEN YOU CAN ALWAYS ADD CONDITIONS IF THERE'S A CONCERN OF COMPATIBILITY OR SOMETHING TO THAT NATURE.

I'VE OWNED A STUDIO THERE THE LAST 16 YEARS, AND I'VE WORKED DIRECTLY WITH THE CITY OF HURST AND THE ARTS AND WITH CHRIS CONNELLY, WITH THE ECONOMIC DEVELOPMENT TO BUILD THE ARTS PROGRAM AND A FITNESS PROGRAM FOR THE CITY OF HURST OVER THE LAST DECADE.

AND WE FEEL OUR FOR OUR BUSINESS, THIS IS THE BEST GROWTH GROWING WITH THE CITY OF BEDFORD.

WE'VE DONE OVER TEN YEARS THE BEDFORD ARTS FEST, WHERE WE DONATED FREE ART SERVICES TO THE COMMUNITY WHEN THEY WOULD DO THE SHOWS DOWN THERE TO THE BOYS RANCH AND THE BEDFORD RECREATION AND WE TAKE A LOT OF PRIDE IN CARE AND TEACHING OUR CHILDREN TO BE INVOLVED IN THE COMMUNITY AND ART HAS KIND OF BEEN OUR PLATFORM TO PROVIDE A SAFE PLACE FOR OUR FAMILIES AND GROWTH, AND DEVELOPING THIS NEW BUSINESS WITH BEDFORD, I FEEL, IS THE BEST POTENTIAL FOR THE FUTURE OF OUR FAMILIES AND OUR BUSINESS AND MY COWORKER HAS BEEN WITH ME A LITTLE OVER 15 YEARS, AND THIS GENTLEMAN HAS BEEN WITH ME A LITTLE OVER TEN YEARS, AND THEY'VE SEEN MY VISION FOR OVER 15 YEARS AS BEING AN ARTIST AND NOT REALLY KNOWING A PROFESSIONAL WAY HOW TO DESCRIBE HOW IMPORTANT WE ARE TO THE COMMUNITY.

I'VE PUT A COUPLE OF LETTER OF RECOMMENDATIONS OF PROFESSIONALS THAT WE HAVE WORKED WITH, THAT HAVE BELIEVED IN US AND SEEN OUR VALUE TO THE COMMUNITY.

THE ONLY THING I REALLY WANT TO ADDRESS IS THAT WE'RE GOOD PEOPLE, WE LOVE ART.

WE LOVE COMMUNITY. WE LOVE TO BE IN THE SHOPPING CENTER.

I SPENT THE LAST TEN YEARS STATISTICALLY BEING INVOLVED WITH EVERY TATTOO SHOP OWNER, FROM DALLAS TO FORT WORTH TO CREATE A SAFETY UNIT FOR THE HEALTH DEPARTMENT.

AND I'VE WORKED WITH THE STATE HEALTH DEPARTMENT TO CREATE CRITERIA FOR TATTOO SHOPS IN THE STATE OF TEXAS.

SORRY. I'M A LITTLE EVERYWHERE. TO BACKPEDAL TEN YEARS AGO, I OPENED THE FIRST DISPOSABLE STUDIO IN TEXAS TO PROVIDE A SAFER, SAFE PLACE FOR TATTOO ARTISTS TATTOO STUDIOS TO GROW IN ART COMMUNITIES AND ENTERTAINMENT COMMUNITIES.

AND IN THAT, WE'VE GOT KIND OF A REPUTATION IN THE TATTOO SCENE FOR BEING A VERY SAFE PLACE FOR ALL WALKS OF PEOPLE.

VERSUS THE OLD TATTOO TABOOS WAS REALLY ROUGH AND CULTURAL KIND OF DEAL, BUT WE'RE VERY OPEN TO ANYONE IN THE PUBLIC AND PROVIDED THAT OVER THE LAST DECADE AND THE ONLY THING I WOULD WANT TO ADDRESS IS LOOKING OVER THE COMPREHENSIVE PLAN OF THE CITY OF BEDFORD I REALLY LOVE, AND I AGREE WITH A LOT OF THINGS WES EVEN TOUCHED ON THE ONLY ONE THING I WOULD WANT TO TOUCH ON WE DON'T AGREE WITH IS THE ARTS AREA, THE ENTERTAINMENT AND THINGS IN THAT SHOPPING CENTER WE FEEL WE GO HAND IN HAND WITH.

I'VE BEEN A PATRON OF EVERY BUSINESS IN THAT SHOPPING CENTER.

ADAM SMITH, TEXAS HARLEY FOR THE LAST DECADE HAS PAID ME TWICE A YEAR TO COME AND RUN THE ART AT THERE.

ONCE A MONTH ON FRIDAYS THEY DO LIKE A BIKE NIGHT AND THEY HAVE ART, MUSIC AND ALL THE THINGS HAPPENING AT THE HARLEY SHOP THERE,

AND SO WE'VE ALWAYS BEEN EAGER TO GROW IN THE CITY OF BEDFORD, AND THIS IS THE FIRST TIME WE'VE HAD A LANDLORD WILLING TO SEE OUR VISION AND WORK WITH US, AND HAS GIVEN US A BEAUTIFUL CONTRACT TO PROTECT US AND OUR BUSINESS AND OUR FAMILIES.

SO I REALLY HOPE THAT YOU GUYS HAVE LOOKED OVER THE PACKET TO SEE A LITTLE BIT BETTER OF WHO WE ARE, BECAUSE I'M NOT TOO WELL SPOKEN IN MY WORDS, BUT I COULD PAINT YOU A BEAUTIFUL PICTURE TO DISPLAY THAT AND ONCE AGAIN, I JUST REALLY APPRECIATE YOUR TIME AND HOPE THAT YOU GUYS HAVE TAKEN A LITTLE CONSIDERATION THAT WE.

AND WE DO ALL THAT THROUGH TATTOOING AND PAINTING AND WE DO ALL OUR SERVICES FROM BUSINESS LOGO DESIGN, T-SHIRT DESIGN. WE'RE NOT JUST YOUR TYPICAL TATTOO SHOP AND I BELIEVE THAT'S ALL I HAVE TO SAY, REALLY. I'M A LITTLE NERVOUS, BUT I JUST HOPE YOU GUYS KNOW THAT I'M BORN AND RAISED IN THE CITY OF HURST.

I'VE WORKED HAND IN HAND WITH EVERY BUSINESS IN THAT SHOPPING CENTER FROM THE BARS AND MUSIC SCENE.

I'M KIND OF AN ANTI ALCOHOL GUY, BUT I'VE WORKED WITH A LOT OF THE GUYS IN THERE AND SPONSORED MUSICIANS THAT HAVE PLAYED AT THESE BARS AND RESTAURANTS, AND KIND OF BEEN A POSITIVE INFLUENCE THERE TO LET PEOPLE KNOW YOU CAN GET OUT AND SOCIALIZE AND DON'T HAVE TO DRINK AND DON'T HAVE TO BE PART OF THOSE SCENES AND STILL HAVE FUN IN THE COMMUNITY AND THANK YOU FOR YOUR TIME.

OUR DEMOGRAPHIC INSIDE THE NEIGHBORHOODS IS VERY CONGESTED, AND PEOPLE HAVE A HARD TIME EVEN KNOWING WE EXIST THERE, AND A LOT OF OUR CLIENTELE COMES FROM THE NORTH SIDE OF TOWN OR DALLAS AND FORT WORTH.

WE HAVE CLIENTS FROM ALL OVER DALLAS COUNTY AND TARRANT COUNTY THAT COME FOR OUR ART SERVICES, AND THAT LOCATION THERE IS EASY, ACCESSIBLE, EASILY VIEWED TO KNOW THAT THERE'S A TATTOO STUDIO THERE, THE AX THROWING, SORRY, THE AX THROWING, AND THE JIU JITSU SCHOOL THERE.

WHEN I TALK TO THESE GUYS THAT I'VE DONE BUSINESS WITH HAVE TOLD ME THAT'S BEEN THE BEST OUTLET FOR THEM IS THE EXPOSURE FROM THAT SHOPPING CENTER.

AND WE HAVE A GREAT CLIENTELE AND A GOOD FOLLOWING IN THE COMMUNITY, BUT WE WANT TO EVERYONE IN THE COMMUNITY TO KNOW WE EXIST AND SHOW WHAT WE HAVE TO OFFER.

DOES BEING CLOSE TO THE HARLEY SHOP? DEFINITELY.

THAT BENEFITS US 100%. I WORKED WITH ADAM SMITH DIRECTLY FOR OVER TEN YEARS SINCE I OPENED MY FIRST STUDIO, AND FOR FIVE YEARS IT TOOK HIM TO EVEN GET US TO OPEN THE IDEA TO BE THERE AT HIS EVENTS AND SUPPORT THAT, BECAUSE I DIDN'T SEE THE VISION. AND THEN WHEN I WAS THERE, I UNDERSTAND HE HE HAS A CULTURAL THING THERE SELLING MOTORCYCLES AND THE TATTOOS AND PAINTINGS, KIND OF. IT WOULD ENTICE HIS CLIENTS TO HANG AROUND A LITTLE LONGER AND SPEND A LITTLE MONEY AND WE HAVE CLIENTS THAT COME IN TO GET A TATTOO FROM US.

THEY EAT AT THE LOCAL RESTAURANTS. YOU KNOW, WE HAVE PEOPLE THAT FLY IN ALL OVER THE COUNTRY, AND THEN THEY STAY AT THE LOCAL HOTELS, AND IT DRAWS A LOT OF PEOPLE TO OUR COMMUNITY.

AND I FEEL LIKE THAT'S A BIG BENEFIT JUST FOR THE LOCAL BUSINESSES.

YOU KNOW, ALL MY CLIENTS WILL PROBABLY GO NEXT DOOR AND GET SOME FOOD AT CHINATOWN, OR HANG OUT AT AX THROWING WHILE THEY'RE WAITING FOR THEIR APPOINTMENT.

AND IT SEEMS LIKE EVERYONE IN THE SHOPPING CENTER IS PRETTY HAPPY TO HAVE US ON BOARD, AND AT LEAST HALF OF THEM HAVE BEEN PATRONS OF MY BUSINESS ALREADY, SO WE FEEL PRETTY WELCOME. AND YOUR OPERATING HOURS ARE 12AM TO 12PM, 12 TO 12.

YES, SIR. AND SUNDAYS, THERE'S A LITTLE CORRECT.

SUNDAYS THERE'S ONLY 12 TO 8. WE CLOSE A LITTLE EARLY ON SUNDAYS BECAUSE WE HAVE CHILDREN, AND WE WANT TO GET THEM PREPARED FOR THEIR WEEKS AND IS THAT CONSISTENT WITH THE REST OF THE TENANTS IN THE SHOPPING AREA, I BELIEVE? LIKE SATURDAY WE HAD A PARTY OF NINE LADIES IN A BOOK CLUB COME IN, AND THEY WERE GOING TO GO OUT TO A LOCAL RESTAURANT, AND THEY CAME IN FOR THEIR CELEBRATION TO GET A LITTLE TOKEN OF BOOKS TATTOOED AND KIND OF THERE WERE MOTHERS FROM ALL OVER THE CITY THAT GET TOGETHER ON THE WEEKENDS AND HAVE THEIR LITTLE BOOK CLUB. AND SO SOMETIMES WE HAVE BIG FLOODS IN WHERE 20 OR 30 PEOPLE MIGHT SHOW UP.

AND THE GOOD THING IS, WE'RE EXPERIENCED SO WE KNOW HOW TO, YOU KNOW, KEEP EVERYBODY HAPPY AND DESIGN ALL THEIR ART BECAUSE IT'S A PROCESS.
