    UH, THE TOTAL FUNDS, UH, WAS JUST OVER $5 MILLION.

    UM, THE CURRENT ROAD CONSTRUCTION IS BEING DONE BY THE CITY OF ELI.

    THE CITY ITSELF, OR THE STREET ITSELF IS IN THE CITY OF ULI.

    IT'S NOT IN THE CITY OF BEDFORD.

    UM, I WILL TELL YOU THAT EVEN MORE UPDATED THAN THIS.

    WE HAD, UH, A ROUND OF FINAL INSPECTIONS TODAY ON, UH, VARIOUS THINGS.

    AND THE TRAFFIC IS SCHEDULED AS OF THIS MOMENT TO SWITCH TO TOMORROW, UM, TO THE, THE NORTH, TO THE NEW, THE, THE NEWLY BOUND PAVED LANES WESTBOUND.

    YEAH.

    UH, WHAT WILL BE WESTBOUND? ONE, IT'S ALL OPEN, UH, BUT BOTH LANES, BOTH DIRECTIONS WILL BE UP THERE, BUT THAT'LL MEAN THAT ALL OF THE CONNECTIONS TO OUR RESIDENTIAL STREETS WILL BE OPEN.

    UM, SO WHEN WE DO LARGE UTILITY PROJECTS WITH, UH, A NUMBER OF UNDERGROUND TRENCHES AND OTHER THINGS, UM, WE LIKE TO LEAVE A LITTLE BIT OF TIME FOR THE TRENCHES TO SETTLE BEFORE WE COME BACK AND DO A FULL PAYMENT SECTION JUST TO BUY US A LITTLE BIT OF EXTRA INSURANCE THAT WE WON'T HAVE TO COME BACK AND FIX THE PAVEMENT.

    SO LET IT, IF IT'S GOING TO SETTLE, LET IT SETTLE FOR ABOUT A YEAR, AND THEN WE'LL COME BACK AND DO, UH, STREET IMPROVEMENTS.

    UM, WE ARE JUST A FEW WEEKS AWAY, I'LL SAY A FEW WEEKS AWAY TO BUY ME A LITTLE BIT OF GIVE, UM, ALMOST DONE WITH BROWN TRAIL, UM, WHERE WE'VE GOT SOME, SOME LAST, UH, SOME LAST PAVEMENT REPAIRS TO DO TEMPORARY PAVEMENT REPAIRS.

    UM, AND THEN THIS, UH, THE PROJECT WILL TURN THE CORNER AND WE'LL BEDFORD ROAD FOR A LITTLE BIT, UM, ON BROWN TRAIL.

    LIKE I SAID, WE'RE JUST ABOUT DONE.

    UM, IF YOU RECALL LAST FALL, COUNCIL APPROVED A, UH, PROFESSIONAL SERVICES AGREEMENT AND THE INTER-LOCAL AGREEMENT WITH THE COUNTY TO COME IN AND DO THE, UH, STREET IMPROVEMENTS AS THE COUNTY BOND FUND PROJECT.

    HAS THE COUNTY, UM, APPROVED THAT YET? UH, THE ILA, I'M NOT SURE.

    WE, UH, UM, ARE LOOKING FOR, UM, AT THIS POINT A BREAK IN THE WEATHER BETWEEN FREEZE AND THEN RAIN AND EVERYTHING ELSE TO BE ABLE TO CLOSE OUT THE, UH, DO A MORE SUBSTANTIAL PATCH ON, UH, BEDFORD WHERE WE JUST TIED IN THE, THE WATER LINE THAT'LL GO THERE AND, UH, AND RECONNECT ALL THOSE, UH, UM, THE, UM, RESIDENCES.

    UM, EVEN THOUGH SOME OF IT IS, UH, IS BEING, UH, PAID FOR BY THE, THE FEDS, A A GOOD PORTION OF IT IS, UH, IS THE STREET IMPROVEMENTS THAT WE'RE DOING.

    THIS IS VERY SIMILAR TO THE DEUCE DRIVE WHERE WE'RE DOING THE UTILITIES AND STREET ALL AT ONCE.

    UM, MOVING INTO THE FUTURE PORTIONS, UM, THIS IS, I THINK, UH, WHERE WE SAID CONSTRUCTION PENDING, UH, GREGORY AND BEDFORD COURT ADDITIONS, UH, THERE'S, UH, UTILITIES AND STREETS INVOLVED HERE.

    CURRENTLY.

    WE'RE WAITING ON, UM, ATMOS TO COME IN AND THEY'RE ACTIVELY RELOCATING GAS LINE, THEIR, THEIR INFRASTRUCTURE IN THE AREA, THE GAS LINE INFRASTRUCTURE.

    UM, SO AGAIN, WE'LL CAN'T HAVE TWO THINGS IN ONE PLACE.

    UM, THEY'LL MOVE THEIR GAS LINES OUT OF THE WAY AND THEN WE'LL DO OUR UTILITY PROJECT, UM, HOPING TO, TO START THIS BASED ON THEIR CURRENT SCHEDULE, UM, TOWARDS THE LATER SPRING, EARLY SUMMER PORTION THIS YEAR, I GUESS.

    AND THEN HOW LONG? UM, IT'S, IT'S SIMILAR TO THE PROJECTS WE JUST, UH, DID AT THIS JOINER ACRES, IF YOU SEE ACROSS THE, THE WAY FROM IT.

    UM, SO I THINK IT'S 12 TO 18 MONTHS, BUT, BUT THAT IS, A LOT OF THOSE UTILITIES ARE ACTUALLY BACKYARDS AND SUCH.

    SO WE'RE USING SOME, UM, ALTERNATE CONSTRUCTION METHODS THAT TAKE A LITTLE BIT MORE TIME, BUT ARE A LITTLE BIT LESS INVASIVE, UPSET NEIGHBORS.

    I THINK THAT WAS A FEDERAL GRANT TOO, TO DO THAT.

    SO, UM, I DON'T HAVE A FORMAL PRESENTATION FOR YOU TONIGHT.

    UM, BUT THIS IS JUST KIND OF A STATUS UPDATE, UM, ON THE FINANCIALS OF WHERE WE ARE AS OF DECEMBER 31ST.

    SO SALES TAX IS, UM, OBVIOUSLY TWO MONTHS BEHIND.

    SO WHAT YOU HAVE BEFORE YOU IS REALLY ONLY ONE MONTH'S WORTH OF SALES TAX.

    UM, I DID GO AHEAD AND PULL WHAT WE GOT IN JANUARY, WHICH WOULD BE REFLECTIVE OF NOVEMBER SALES, UM, JUST TO KINDA GIVE YOU AN IDEA, BUT FOR SALES TAX ON YOUR REPORT IS 331,278.

    THAT IS, UM, 7.86% HIGHER THAN THIS TIME LAST YEAR.

    NOW FOR JANUARY, HOWEVER, UM, THAT WAS ACTUALLY DOWN 4.1%.

    SO SALES TAX OVER THE LAST COUPLE OF YEARS HAS BEEN, UM, VERY VOLATILE.

    WE'VE BEEN, IT'S BEEN VERY CHALLENGING TO PREDICT.

    UM, SO THAT'S WHY IN THE BUDGET THIS YEAR WE PRETTY MUCH KEPT IT FLAT.

    UM, THE GOOD THING IS, IS THAT INTEREST EARNINGS IS DOING VERY WELL.

    UM, WE HAVE A PHENOMENAL FINANCE TEAM WHO IS JUST DOING A REALLY GOOD JOB OF REALLY MAKING SURE OUR DOLLARS ARE INVESTED, UH, AND LADDERED AND THINGS LIKE THAT.

    AND SO FOR FOUR B OR FOR THIS FUND THROUGH THE END OF DECEMBER, WE'VE UH, COLLECTED A LITTLE OVER 68,000 IN INTEREST EARNINGS.

    JUST TO KIND OF GIVE YOU AN IDEA, LAST FISCAL YEAR, UNAUDITED WE WERE ABOUT 246,000 IN INTEREST EARNINGS IN THIS FUND.

    SO THAT REALLY HELPS, UM, FOR FUTURE PROJECTS AND IT HELPS WITH THE VOLATILITY OF SALES TAX.

    SO, UM, YEAR TO DATE EXPENSES, AGAIN, WE'RE ONLY THREE MONTHS IN, SO WE'RE SITTING AT ABOUT 251,000.

    UM, BUT WE'RE PROJECTING PRETTY MUCH ON TRACK OF WHERE WE WANNA BE.

    SO, UM, ANY QUESTIONS ON THE FINANCIALS BEFORE I MOVE FORWARD WITH THE DEBT ANALYSIS? NOPE, ABSOLUTELY.

    OKAY, PERFECT.

    SO ONE OF THE CONVERSATIONS THAT CAME UP DURING OUR BUDGET PRESENTATION OVER THE SUMMER WAS KIND OF TO LOOK AND SEE WHAT FUTURE DEBT WE HAVE.

    YOU KNOW, WE DID DEBT BACK IN 2021, A LITTLE OVER 6.2 MILLION.

    UM, AND WE'RE ABOUT, WE ARE LEFT WITH ABOUT 1.4, UM, INCLUDING SOME INTEREST EARNINGS IN THAT BOND LEFT FOR, FOR DEBT PROJECTS OR FOR STREET PROJECTS.

    SO WE'RE, WE'RE AT THE POINT WHERE WE NEED TO LOOK AND SEE WHAT WE CAN DO.

    SO I REACHED OUT TO HILLTOP, WHO'S OUR FINANCIAL ADVISOR, TO KIND OF SEE WHAT WE MIGHT BE ABLE TO ISSUE AS PART OF FOUR B GOING FORWARD.

    UM, SO IF YOU'LL NOTICE WHAT WE GAVE YOU IS, I HAVE TWO DIFFERENT SCENARIOS, UM, IN THAT WE PRETTY MUCH KEPT REVENUES FLAT WITH KIND OF WHAT WE HAVE BUDGETED 'CAUSE WE JUST DON'T KNOW WHAT THE FUTURE HOLDS.

    UM, AND THEN WE DID ALSO ANTICIPATE SOME PAY AS YOU GO PROJECTS.

    SO THAT'S WHY YOU'LL SEE PROJECTED EXPENSES AT 3 MILLION JUST SO WE CAN KIND OF SEE CAN WE ISSUE SOME DEBT BUT ALSO STILL DO SOME PAY AS YOU GO PROJECTS AND KIND OF WORK WITH THAT.

    SO HE DID TWO FOR ME.

    UM, ONE IS A 20 YEAR PAYBACK PERIOD AND ONE IS A 10 YEAR PAYBACK PERIOD.

    YOU NOTICE WITH THE 20 YEAR PAYBACK PERIOD, WE DO, UM, ACTUALLY HAVE SOME FLEXIBILITY AND GET ALMOST DOUBLE WHAT WE WOULD BE ABLE TO DO IF WE DID A 10 YEAR PAYBACK PERIOD.

    UM, AND THAT'S ALSO WITH A, UM, JUST KIND OF HOW THE MARKET IS WITH INTEREST RATES AND THINGS LIKE THAT.

    SO WE COULD DO, UM, PROBABLY 4.7 MILLION, UM, FOR A 20 YEAR PAYBACK PERIOD, OR WE COULD DO ABOUT 2.9 MILLION FOR A 10 YEAR PAYBACK PERIOD.

    UM, ONE OF THE THINGS THAT WE HAVE TO BE CAREFUL WITH WITH FOUR B IS ONE OF OUR FUND BALANCE REQUIREMENTS IS TO MAKE SURE WE'VE GOT FUND BALANCE.

    IT'S, UM, ONE TIMES OUR ANNUAL DEBT SERVICE PAYMENT.

    SO THAT'S WHY, IF YOU'LL NOTICE, UM, IT DOESN'T AFFECT FUND BALANCE BECAUSE HE'S PROJECTING HIS, OUR REVENUES

    YOU HAVE TO PLAN IT JUST RIGHT.

    BUT, BUT THE QUESTION IS, UM, IS IT GONNA MATTER MY QUESTION TO YOU SINCE, I MEAN YOU'RE, YOU'RE THE FINANCE GURU, YOU KNOW HOW ALL THESE NUMBERS ARE.

    SO LET'S SAY, UM, THEY'RE ANTICIPATING IT TO GO, YOU KNOW, OBVIOUSLY A COUPLE MORE CUTS TO THE INTEREST RATE.

    IS THAT REALLY GONNA SAVE US TOO MUCH? I MEAN OBVIOUSLY SAVE, I MEAN WE'RE SEEING INTEREST RATES ON DEBT ISSUANCES ABOUT WHERE IT IS RIGHT NOW OVER THE LAST COUPLE OF YEARS.

    I MEAN, IT DOESN'T REALLY AFFECT THE MUNICIPAL BOND MARKET THAT MUCH THAT MUCH.

    UM, SO I DON'T REALLY ANTICIPATING IT A WHOLE LOT.

    YEAH, BECAUSE THEN, THEN THAT, THAT CASE WE CAN THEN PLAN ACCORDINGLY ON HOW WE WANNA MOVE FORWARD.

    SO, BUT WHAT JOE AND I HAVE BEEN TALKING ABOUT SINCE HE WALKED IN THE DOOR IS THAT REALLY BUILDING A ROBUST CIP.

    AND SO I THINK, UM, MY GOAL, AND IT'S BEEN MY GOAL SINCE I WALKED IN THE DOOR THREE YEARS AGO, IS TO BUILD THAT CIP AND TRULY COME UP WITH A PLAN OF NOT ONLY THE PROJECTS BUT ALSO POTENTIAL FUNDING SOURCES.

    AND SO I THINK THIS WAS A REALLY GOOD, UH, OPPORTUNITY TO KIND OF SEE WHAT CAPACITY WE DO HAVE IN ADDITION TO USING YOUR POINT OF ADDITIONAL BOND FUNDS THAT ARE SITTING OUT THERE AS WELL AND COME UP WITH A ROBUST CIP UM, THAT WE LOOK AT EVERY YEAR.

    BUT WE STILL HAVE A FIVE YEAR PLAN AND WE KNOW THAT THAT FIVE YEAR PLAN CAN CHANGE, BUT WE LOOK AT IT AND WE LOOK AT IT REALLY WELL EVERY YEAR.

    GOOD.

    UM, ARE WE TAKING OUR MASTER PLAN INTO CONSIDERATION WITH THIS AS WELL? SO WE JUST COUNSEL JUST RECENTLY, UM, OBVIOUSLY APPROVED THAT AND SO WHEN WE'RE BUILDING THAT CIP LIST, WE'RE TAKING THAT INTO CONSIDERATION.

    SO IT GIVES US FLEXIBILITY AT THAT POINT TO LOOK AT ADDITIONAL FUNDING AT THAT POINT.
