THE APPRAISAL DISTRICT WILL ACCEPT THE RESOLUTION UP UNTIL MIDNIGHT ON DECEMBER 16TH.
SO THERE'S BEEN A LOT OF GAMESMANSHIP AND POLITICIZATION ON THAT BOARD.
AND SO THE REASON I'M RUNNING IS BECAUSE I RAN IN THE MAY ELECTION, AND I HAVE NO DESIRE OTHER THAN TO CREATE AN APPRAISAL DISTRICT THAT DOES FAIR AND EQUITABLE PROPERTY VALUE EVERY YEAR AT 100%.

AND WHAT WAS THAT? AUGUST, AUGUST 9TH MEETING AND WHY I BELIEVE THAT HOWEVER YOU CHOOSE TO ALLOCATE YOUR VOTES, YOU SHOULD CHOOSE TO ALLOCATE THEM FOR SOMEONE THAT IS COMMITTED TO REVERSING THAT CHANGE.
WE HAD A 5% PAY CAP VALUES AT 5% RIGHT.
SO YOU HAVE A 5% CAP ON INCREASING VALUE.

AND REGARDING THE TWO YEAR REAPPRAISAL AND AN ASCENDING MARKET, WHAT'S GOING TO HAPPEN WHEN VALUES ARE INCREASING? THE VALUES THEY'RE GOING TO THEY'RE GOING TO VALUE IT AT THE 100% OF THE MARKET VALUE, RIGHT.
SO TAXES ARE GOING TO BE INCREMENTALLY LARGER EVERY OTHER YEAR.
SO FOR FAMILIES THAT HAVE THEIR HOMES, THEIR MORTGAGES, ESCROWED, THEY'RE GOING TO HAVE A LARGER JUMP THAT THEY'RE GOING TO HAVE TO DEAL WITH, AND IT'S GOING TO CREATE FINANCIAL HARDSHIP FOR THOSE FAMILIES.
YOU KNOW, EVERY YEAR IF YOUR VALUES GO UP AND YOU'RE PAYING INCREASED TAXES, IT'S EASIER TO BUDGET FOR A SMALLER INCREASE THAN IT IS IN A DECREASING MARKET.
WHAT'S GOING TO END UP HAPPENING IS THE CITIES.
SO I'M RUNNING TO GO DOWN THERE AND I'M OPPOSED TO THE REAPPRAISAL PLAN.
BUT AT THE END OF THE DAY, I REALLY, I WANT WHAT'S BEST FOR DOWN THERE.

THAT'S AWFUL CLOSE TO OUR HOME.
WHEN SHE'S DISTURBED, I'M DISTURBED.
I DID OPEN THE BACK GATE AND I ASKED HIM IF HE WAS OKAY.
AND AS YOU CAN TELL, IT WAS RAINING AND THERE WAS SOME PRETTY BAD STORMS HEADED THAT WAY THAT DAY.
I TOLD HIM HE'D BE BETTER OFF GOING TO THE Y, YMCA.
HE PACKED UP HIS STUFF AND LEFT.

THERE'S SOME KID STUFF IN HERE, AND THERE WAS NOTHING THEY COULD DO ABOUT IT.THE NON-EMERGENCY NUMBER, AS YOU ALL TOLD ME TO DO, AND WAS TOLD AT THAT PARTICULAR MOMENT THERE WERE NO UNITS AVAILABLE AND THEY WOULD GET SOMEBODY OUT THERE WHEN THEY COULD. ABOUT THAT TIME, CHIEF LAPENNA CALLED ME ABOUT MY EMAIL EARLY THAT MORNING, AND I TOLD HIM WHAT HE SAID AND SOMEBODY WAS OUT THERE PRETTY QUICK.
JUST A FEW MOMENTS AFTER HE LEFT I HEARD SCREAMING, LOUD SCREAMING.
I POKED OUT MY HEAD OUT THE BACK GATE TO SEE WHAT WAS GOING ON.
UNFORTUNATELY, LIVING NEXT TO THE YMCA PARK, YOU GET A LITTLE DESENSITIZED TO SCREAMING.
HE SAW ME AND STARTED TO WALK IN MY DIRECTION.
HE ACCUSED ME OF STEALING HIS STUFF.
I TOLD HIM THE POLICE HAD HIS PROPERTY AND HE COULD CALL THEM TO GET IT BACK.
HE WAS NOT ACTING IN A NORMAL BEHAVIOR.
HE WAS OVERLY AGGRESSIVE AND STARTED WALKING TOWARDS ME, STILL YELLING REPEAT! HE STEADILY REPEATED THAT HE WAS GOING TO KILL ME.
I BECAME CONCERNED FOR MY SAFETY AND MY WIFE'S SAFETY.
SO I RETREATED TO MY BACKYARD AND I CALLED 911.
I TOLD HER THAT THIS GENTLEMAN'S BEHAVIOR WAS GETTING TO THE POINT I FELT THE NEED TO ARM MYSELF.
I WAS BEGINNING TO THINK WE WERE FIXING TO HAVE SOME MAJOR PROBLEMS. JUST THAT FACT ALONE SHOULD HAVE BEEN A CLUE TO THE POLICE.
THIS WAS, THERE WAS SOMETHING SERIOUS HAPPENING.
THE POLICE OFFICERS ARRIVED ON THE SCENE AND WAS TALKING TO THE PERSON.
HOW LOUD YOU WOULD HAVE TO SCREAM TO BE HEARD.
WHEN THE OFFICERS ARRIVED, THEY SPOKE WITH HIM FOR A WHILE.
THAT'S ABOUT 400FT AWAY AND COULD NOT HEAR WHAT WAS BEING SAID.
I DID NOTICE THE MAN WAS NOW RIDING A BICYCLE.
HE DID NOT HAVE A BICYCLE THAT MORNING.
AS THE OFFICERS WERE TALKING TO HIM, A TEEN WALKED UP AND SPOKE TO THE OFFICERS AND AFTER A FEW MINUTES THEY GAVE THAT BICYCLE TO THE TEEN AND HE LEFT THE AREA. I LATER LEARNED FROM CHIEF LAPENNA THAT THE BICYCLE HAD INDEED BEEN STOLEN PROPERTY.
THE POLICE OFFICER FINALLY CAME BACK TO MY LOCATION AND TO TALK TO ME.
THE BASIC QUESTION I GOT WAS WHAT HAPPENED? SHE FAILED TO ASK ANY PERTINENT QUESTIONS SO THAT WE COULD, SO THAT SHE COULD FULLY REALIZE WHAT HAD HAPPENED.
I WAS NOT ASKED IF I WANTED TO PROSECUTE.
I DID NOT REALIZE I NEEDED TO INTERVIEW MYSELF FOR THE OFFICER.
I DID NOT NEED TO REALIZE I NEEDED TO LAY OUT THE CASE FOR THE OFFICER.

IN THE CALL LOG NOTES THAT THE OFFICER FILED, YOU COULD READ DOWN AT THE BOTTOM.
SUBJECT ADMITTED TO GOING TO GET A GUN.
STATE HE NEVER SAID HE WAS GOING TO KILL ANYONE.
HE WAS MAD. CALLER STATED HE THREATENED TO KILL HIM.
HE WAS UPSET THAT WE DID NOT TAKE HIM TO JAIL.
THE OFFICER CLEARLY STATES THE SUBJECT ADMITTED TO GOING TO GET A GUN.
I DID FILE A FORMAL COMPLAINT AGAINST THE OFFICER AND THE WAY THE CALL WAS HANDLED.
THE FIRST THING I HAD TO DO WAS SIGN A DOCUMENT WHERE I HAD TO ACKNOWLEDGE THAT IF I MISREPRESENTED ANYTHING OR PROVIDED A FALSE STATEMENT ON ANY OFFICIAL DOCUMENT, I COULD BE CHARGED WITH A FELONY.
CHIEF LAPENNA DID TELL ME THAT THE POLICE ARE NOT QUICK TO ENFORCE THAT, BUT IT WAS STILL THERE.
I PERSONALLY TOOK THIS AS AN ATTEMPT TO INTIMIDATE ME, NOT TO FILE A COMPLAINT.
HOW MANY OFFICERS COMPLAINTS HAVE NOT BEEN FILED BASED ON THIS FORM? I DECIDED TO DELETE SOME OF WHAT I WAS GOING TO SAY.
I READ THROUGH EMAILS AND OTHER CALLS AND I SAW SEVERAL INSTANCES OF THE HOMELESS. JUST BEING ALLOWED TO WALK AWAY.
MAYBE BEDFORD IS NOT AS WELL EQUIPPED TO HANDLE THE HOMELESS AS THEY THINK THEY ARE.
I ACKNOWLEDGE IT IS NOT AGAINST THE LAW TO BE HOMELESS, NOR DO I WANT IT TO BE.
I HOPE THAT A CITY THAT THE CITY WILL ACKNOWLEDGE THAT HOMELESS PEOPLE IN THE AREA WHERE THERE ARE NO RESOURCES COULD CONSTITUTE A DANGER TO TAXPAYING CITIZENS.
ENFORCEMENT OF THE LAWS COULD ACTUALLY BE THE THING THAT HELPS A HOMELESS PERSON.
NOT ENFORCING THEM COULD BE HURTING THEM.

AND HE WAS TRYING TO TELL ME HE'S LIKE A LOT OF TIMES THEY'RE NOT TRYING TO ARGUE WITH YOU.

FURTHER, IT WAS DISCOVERED THERE'S BEEN SOME RECENT LEGISLATION THAT APPLIES SOME ADDITIONAL RESTRICTIONS ON THE USE OF THE BOND FUNDS THAT WE HAD ISSUED FOR THIS PROJECT. SO ESSENTIALLY TRYING TO KEEP IT SIMPLE BECAUSE IT'S BURIED, BURIED, BURIED.
AND HOW WE LANDED HERE WAS REALLY YOU KNOW, KIND OF PUTTING PIECES OF THE PUZZLE TOGETHER, BUT ESSENTIALLY WHAT IT DID IS IT LIMITED OUR ABILITY TO FUND THAT PUBLIC INFRASTRUCTURE AT 30% OF THE TOTAL PUBLIC INFRASTRUCTURE COSTS.
SO WHILE WE HAD THE GREATEST IDEA AND INTENTIONS OF UTILIZING THOSE BOND FUNDS TO ROLL OVER INTO THIS PROJECT, WE'RE NOW CAPPED AT THAT AS WE DOVE INTO IT DEEPER. AND THAT WAS THAT WAS REALIZED.
SO ESSENTIALLY, WE HAD ONE CLEAN AGREEMENT.
WE WERE GOING TO UTILIZE BOND FUNDS AND REFUND VIA THAT WAY.
AND THEN WE HAD TO SUPPLEMENT WITH A PARTICIPATION AGREEMENT.
SO THIS WAS ALWAYS AN OPTION TO DO SOMETHING LIKE THIS.
UNFORTUNATELY WHAT IT DOES IS IT IT'S MORE OF JUST A STRAIGHT CASH OPTION.
AND SO THOSE BOND FUNDS WERE THERE KIND OF READY TO GO FOR THIS.
SO ALL IN ALL IT JUST KIND OF TAKES ONE AGREEMENT AND PUTS IT INTO TWO, AND IT REALLY SHIFTS KIND OF WHERE THE MONEY IS COMING FROM TO FUND THESE, THIS PROJECT. IT IS UNFORTUNATE BECAUSE, AGAIN, THOSE BOND FUNDS HAVE SOME RESTRICTIONS ON IT.
SO ESSENTIALLY THIS IS JUST THE RESIDENTIAL COMPONENT RIGHT NOW.
THAT IS THE PART THAT'S REALLY MOVING MUCH FASTER.
THE COMMERCIAL PIECE IS FORTHCOMING AND I WILL KNOCK ON WOOD HAVE THE PARTICIPATION AGREEMENTS IN FRONT OF YOU IN JANUARY FOR THE COMMERCIAL COMPONENT. BUT THIS IS THE RESIDENTIAL PIECE AND THEY ARE REALLY READY TO GO.

WE HAD OUR BOARD AND COMMISSION INTERVIEWS.
WE APPOINTED MEMBERS TO THOSE TO THOSE COMMISSIONS.
WE LEFT ONE SPOT VACANT ON THE CDC AND WANTED TO BE ABLE TO GET THAT FILLED BEFORE OUR NEXT MEETING TO HAVE A FULL BOARD BEFORE THE MEETING IN JANUARY.
