IN APRIL OF 2000, PROMOTED ENGINEER HE'S CERTIFIED WITH THE TEXAS COMMISSION ON FIRE PROTECTION AS AN ADVANCED FIREFIGHTER AND AS APPARATUS OPERATOR AND PUMP OPERATOR. TONY IS OUR SENIOR ENGINEER, SO THAT MEANS HE'S GOT THE MOST TIME IN THE SEAT OF ANYBODY IN THE DEPARTMENT.

HE'S THE PERSON THAT PEOPLE GO TO LEARN HOW TO PUMP, LEARN HOW TO DRIVE.

AND HE'S JUST BEEN ONE OF THOSE SUPER SOLID PEOPLE.

CURRENTLY LIVES IN WEATHERFORD WITH HIS WIFE, DEEDEE.

AND THE THING I'LL SAY ABOUT TONY IS IN THE FIRE SERVICE FOR ACTUAL FIREFIGHTERS.

PROBABLY THE BEST COMPLIMENT YOU CAN GET IS THAT YOU'RE A GOOD FIREFIGHTER, AND THAT SEEMS THE MOST BASIC THING TO SAY, BUT NO ONE REALLY LIKES FANCY FIREFIGHTERS.

NO ONE LIKES SHOW OFFS OR ANY OF THAT KIND OF STUFF.

SO THE TERM YOU'RE A GOOD FIREFIGHTER MEANS A LOT.

WELL, TONY'S A GOOD ENGINEER.

HE'S A GOOD FIREFIGHTER.

AND SO WHAT THAT MEANS IS IF YOU'RE A CAPTAIN OR YOU'RE A FIREFIGHTER AND YOU'RE GOING TO AN INCIDENT, YOU KNOW, YOU'RE GOING TO GET THERE, YOU'RE GOING TO GET THERE SAFELY.

AND, YOU KNOW, WE GIVE A LOT OF, YOU KNOW, CREDIT TO THE CAPTAINS AND WE SEE THE FIREFIGHTERS DOING A LOT OF WORK.

BUT OVER THERE BY THAT ENGINE PUMPING AND GETTING THINGS DONE AND GETTING PEOPLE SAFELY TO AND FROM THAT ENGINEER.

HERE TO KIND OF EXPLAIN SO FAR WHAT WE'VE LOOKED AT FOR THE NEW STATION AND KIND OF WHERE IT'S GOING.

WE'LL START WITH AN AERIAL.

I THINK EVERYBODY KNOWS WHERE THE SITE IS, BUT MAYBE NOT KNOW THIS PERSPECTIVE.

SO PD IN THE MIDDLE, GET AHEAD OF ME.

PART OF THAT IS, LIKE ANY BUILDING, WE NEED MORE STORAGE, NEVER ENOUGH STORAGE.

NOW THERE'S POTENTIAL THAT WE COULD KEEP SOME OF THAT.

AGAIN, 25,000 SQUARE FOOT FIRE STATION KIND OF OUT FRONT DOOR FACING THE SORT OF ROUND PARKING OUT FRONT THERE.

SO THAT'S WHERE THE PUBLIC WOULD COME IN AND INTERFACE WITH THE BUILDING INSIDE THE STATION ITSELF.

WE HAVEN'T DESIGNED IT YET, BUT TYPICALLY THIS IS KIND OF BASED ON A STATION THAT WE DID THAT IS UNDER CONSTRUCTION ABOUT TO WRAP UP IN EULESS.

AND WE'VE GOT FOUR APS BAYS, DOUBLE LOADED APS BAYS IN THE CENTER THERE.

LEFT SIDE OF THE BUILDING IS THE LIVING QUARTERS.

SO KITCHEN, DINING OFFICES, THAT KIND OF THING.

SO WE'VE SET THAT OUT THERE WHERE YOU COULD HAVE ACCESS FROM BOTH GROUPS TO GET TO THAT.

THE RIGHT SIDE OF THE PLAN CLOSEST TO THE BUILDING, THAT WOULD BE THE ADMINISTRATION SIDE.

SO WE'VE GOT ABOUT 5000FT OR SO.

WE'VE PROGRAMED ROUGHLY FOR THE ADMINISTRATION SIDE OF THE STATION.

IN COMPARISON, THE OLD STATION CURRENTLY IS ABOUT 14,200FT².

AND WE'RE RIGHT NOW GOING BEEN TOLD IT'S ROUGHLY 25,000 IS WHAT WE'RE WHAT WE'RE LOOKING AT.

AND SO YOU KIND OF SEE HOW THAT SITS THERE.

I THINK THERE WAS SOME MENTION OF NEEDING MORE STORAGE.

WE WILL OBVIOUSLY TRY TO GET AS MUCH STORAGE IN HERE AS WE CAN IN THE BUILDING AND SEE IF THERE'S POTENTIAL FOR MORE STORAGE ON, ON THE PD SIDE AS WELL.

AS FAR AS TIMING, IF THIS IS THE SITE, IF ONCE WE'RE GIVEN THE OKAY THAT WE'RE GOING WITH HERE WE'VE GOT SLATED ROUGHLY ABOUT 8 TO 9 MONTHS. THAT'S MORE MEETINGS.

IT IS JUST OUR ABILITY TO COLLECT HAS BEEN HAMPERED LATELY, BUT WE ARE IN THE PROCESS OF FIXING THAT.

ESSENTIALLY, WE DID BID THE NEWSLETTER PRINTING CONTRACT AND ESSENTIALLY RECEIVE SEVERAL BIDS BACK.

ULTIMATELY CHOSE MIDWAY.

UNFORTUNATELY, AS WE DOVE INTO THE CONTRACT AND STARTED TO.

NEGOTIATE THE MINUTIA.

IT WAS DISCOVERED THAT THE ACTUAL MAILING OF THE NEWSLETTER WAS NOT INCLUDED WITHIN THAT BID ESTIMATE.

AND SO UNFORTUNATELY, THE COMPANY ALSO IS NOT INTERESTED IN PROVIDING THAT SERVICE FOR US.

SO WE REALLY WERE LOOKING FOR A ONE STOP SHOP FOR THE PRINTING AND THE MAILING.

NOT REALLY INTERESTED IN TAKING ON THAT ADDITIONAL MAILING BURDEN ON OUR OWN.

SO ESSENTIALLY WE WILL TERMINATE WITHOUT CAUSE, WHICH WILL ALLOW US TO REBID THIS AND GO BACK OUT AND GET BIDS AGAIN.

AND THEN WE CAN MAKE SURE THAT WE GET A CONTRACT THAT DOES INCLUDE THAT PIECE FOR US.

SO I ANTICIPATE THAT BID WILL PROBABLY GO OUT IN THE NEXT WEEK OR SO.

ITEM NUMBER FOUR, CONSIDER A RESOLUTION AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO ENTER INTO A THREE YEAR AGREEMENT WITH TWO ONE YEAR RENEWAL OPTIONS FOR MAINTENANCE, REPAIR, AND OPERATIONS, SUPPLIES, PARTS, EQUIPMENT, MATERIALS, AND RELATED SERVICES FROM W.W.

GRAINGER, INC. THROUGH A MASTER CO-OP AGREEMENT WITH OMNIA PARTNERS FOR AN ANNUAL AMOUNT OF UP TO 20,000, WITH A TOTAL NOT TO EXCEED 100,000 IF ALL RENEWALS ARE EXERCISED, AND AGAIN, THE CITY TYPICALLY AND REGULARLY USES GRAINGER FOR PURCHASES, TYPICALLY USING A P CARD OR A PROCUREMENT CARD, AND BY ESTABLISHING THIS CONTRACT WITH THE VENDOR THROUGH THE OMNIA, PUBLIC SECTOR EMPLOYEES WILL BE ABLE TO PURCHASE VIA DIRECT INVOICING AS WELL AS NOW USING OUR P CARDS.

ITEM FIVE CONSIDER RESOLUTION AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO ENTER INTO A ONE YEAR CONTRACT, WITH THE OPTION TO RENEW FOR ONE ADDITIONAL ONE YEAR PERIOD WITH EDS ELECTRIC SERVICE FOR ELECTRICAL MAINTENANCE AND REPAIR SERVICES THROUGH A MASTER INTERLOCAL AGREEMENT WITH THE CITY OF GRAND PRAIRIE, TEXAS, IN THE AMOUNT OF UP TO 75,000 ANNUALLY, TOTALING 150,000 IF ALL EXTENSIONS ARE EXERCISED, AND AGAIN THE WORK ON THIS SHALL INCLUDE NEW INSTALLATIONS, REPAIRS AND MAINTENANCE, AS WELL AS BUILDING LIGHTING, TRANSFORMER REPAIRS, GATE OPENERS, BALLPARK LIGHTING, CHRISTMAS TREE LIGHTING, PUMPS, MOTORS AND OTHER REPAIRS AS NEEDED.

THIS IS ESSENTIALLY OUR IT AND IT CONTRACT, AND THE CITY HAS APPROXIMATELY 40,000 OF ANNUAL RENEWING SOFTWARE THAT IS PURCHASED THROUGH CDW, SPECIFICALLY SOPHOS FOR 29,000 AND DUO FOR 11, WHICH ARE USED FOR IDENTITY AND CYBERSECURITY.

CDW, THROUGH ITS VARIOUS CO-OP AGREEMENTS WITH DIR OMNIA PARTNERS AND SOURCEWELL, OFFERS A WIDE RANGE OF THESE PRODUCTS AND SOFTWARES.

THIS IS PAID FOR THROUGH THE IT OPERATING BUDGET.

ITEM NUMBER SEVEN CONSIDER RESOLUTION AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO ENTER INTO A ONE YEAR AGREEMENT WITH FOR ONE YEAR RENEWAL OPTIONS FOR THE PURCHASE OF WATER, UTILITY SUPPLIES AND MATERIALS FROM ATLAS UTILITIES, SUPPLY, FERGUSON WATERWORKS, AND BENMARK SUPPLY FOR A COMBINED ANNUAL AMOUNT OF $152,200, TOTALING $761,000 IF ALL EXTENSIONS ARE EXERCISED.

OUR PUBLIC WORKS DIVISION UTILIZES VARIOUS VENDORS TO PURCHASE UTILITY SUPPLIES AND MATERIALS TO KEEP WATER AND WASTEWATER INFRASTRUCTURE IN GOOD WORKING CONDITION, INCLUDING MAINS, TANKS AND PUMP STATIONS THROUGHOUT.

THIS ITEM WAS BID, ADVERTISED AND SENT TO 51 VENDORS.

THREE BIDS WERE RECEIVED, AND ESSENTIALLY OF THOSE THREE, THEY ALL OFFER DIFFERENT COMPONENTS.

AND SO WE WOULD RECOMMEND GOING AHEAD AND AWARDING THE CONTRACT TO ALL THREE OF THOSE VENDORS.

THIS IS HANDLED THROUGH THE PUBLIC WORKS SUPPLY AND DISTRIBUTION WATER AND WASTEWATER OPERATING BUDGETS.

NUMBER EIGHT, CONSIDER A RESOLUTION AUTHORIZING THE CITY MANAGER, OR HER DESIGNEE TO ENTER INTO A ONE YEAR CONTRACT WITH FOR ONE YEAR RENEWAL OPTIONS WITH ARMSTRONG FORENSIC LABORATORY AND TARRANT COUNTY MEDICAL EXAMINER FOR LABORATORY TESTING SERVICES, FOR A COMBINED TOTAL OF UP TO 125,000 ANNUALLY, TOTALING 625,000 IF ALL EXTENSIONS ARE EXERCISED.

THIS IS A POLICE DEPARTMENT CONTRACT.

THE POLICE DEPARTMENT WILL USE THESE AGREEMENTS TO UTILIZE LAB SERVICES TO ANALYZE EVIDENCE COLLECTED FROM CRIME SCENES, SUSPECTS AND VICTIMS. ADDITIONAL TESTING SERVICES INCLUDE BIOLOGICAL EVIDENCE SUCH AS DNA, BLOOD, ALCOHOL, AND HUMAN REMAINS.

DRUGS TO INDICATE THE TYPE OF SUBSTANCE AND OTHER EVIDENCE AS NEEDED.

AGAIN, THIS IS PAID FOR THROUGH THE PD OPERATING BUDGET.

NUMBER NINE, CONSIDER A RESOLUTION AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO ENTER INTO A ONE YEAR AGREEMENT WITH FOR ADDITIONAL ONE YEAR RENEWAL OPTIONS WITH SAMSARA FOR THE PURCHASE OF FLEET AND ASSET TRACKING SOFTWARE AND LICENSING THROUGH A MASTER CO-OP AGREEMENT WITH SOURCEWELL IN AN AMOUNT OF UP TO $20,524.60 ANNUALLY, TOTALING $185,683 IF ALL EXTENSIONS ARE EXERCISED.

THIS IS A CONTRACT THAT I KNOW OUR PUBLIC WORKS DEPARTMENT IS VERY EXCITED TO ENTER INTO.

ESSENTIALLY, THIS IS A PURCHASE FOR FLEET AND ASSET TRACKING SOFTWARE AND LICENSING.

OUR CURRENT VENDOR TRACKS MILEAGE DATA AND LOCATION DATA AT A COST OF $12.85 PER UNIT, AND THE SERVICE, UNFORTUNATELY DOES NOT HAVE THE CURRENT CONTRACT IN PLACE, HAS NOT BEEN ABLE TO PROVIDE RELIABLE DATA FOR OUR FLEET.

ALSO, IN TOTAL, 134 OF THE OF 176 VEHICLES HAVE THIS GPS TRACKING IN PLACE.

THE BEAUTY OF THIS CONTRACT IS IT WILL NOW COVER 100% OF OUR CITY VEHICLES, AND THERE WILL BE SUBSIDIES FOR THE FIRST COUPLE OF YEARS OF THIS CONTRACT.

SO AGAIN, SAMSARA PROVIDES A SENSE ADVANCED SENSOR DATA, VEHICLE UTILIZATION REPORTING, SAFETY REPORTING, CUSTOMIZABLE DEPARTMENT REPORTS.

AND IT WILL ALSO ALLOW THE DATA TO BE INTEGRATED WITHIN OUR FLEET WORK ORDER MANAGEMENT SOFTWARE.

SO DEFINITELY A WIN ACROSS THE BOARD ON THIS.

AND THIS IS PAID FOR THROUGH VARIOUS DEPARTMENT OPERATING BUDGETS.

ITEM NUMBER TEN CONSIDER AN ORDINANCE AUTHORIZING AN AMENDMENT TO THE ADOPTED BUDGET OF THE CITY OF BEDFORD, TEXAS, FOR THE FISCAL PERIOD OF OCTOBER 1ST, 2024 THROUGH SEPTEMBER 30TH OF 20 2525, PROVIDING FOR THE SPENDING OF FUNDS FROM THE CITY OF BEDFORD DRUG ENFORCEMENT FUND IN THE AMOUNT OF 18,000, IN ACCORDANCE WITH CHAPTER 59.06 OF THE TEXAS CODE OF CRIMINAL PROCEDURE AND DECLARING AN EFFECTIVE DATE.

AGAIN, THIS ITEM IS TO AMEND THE ADOPTED BUDGET TO ALLOCATE FUNDS IN THE AMOUNT OF $18,000 IN THE DRUG ENFORCEMENT FUND FOR TRAINING SESSIONS FOCUSED ON POLICE LEADERSHIP AND ORGANIZING ORGANIZATIONAL CULTURE.

SO THIS HAS BEEN IN PLACE FOR WELL OVER 30, 40 YEARS, AND IT WAS BROUGHT TO OUR ATTENTION, I THINK, EARLY LAST YEAR WHEN THE GENTLEMAN CAME IN AND WANTED TO CONVERT THE CARPORT INTO AN OFFICE SPACE, WHICH IS WHEN WE DISCOVERED THE PROPERTY LINE WAS IMMEDIATELY ADJACENT TO IT, NOT FARTHER OVER AS INITIALLY, AND YOU KNOW, AS HE ORIGINALLY HAD THOUGHT.

SO THIS RIGHT OF WAY USE AGREEMENT WILL ALLOW THE DRIVEWAY TO REMAIN IN PLACE.

AND IT JUST KIND OF MAKES THINGS A LITTLE BIT MORE OFFICIAL, IF ANYTHING WERE TO HAPPEN TO THAT DRIVEWAY.

IT'S JUST A DECLARATION THAT WE'RE AWARE THIS IS ON OUR PROPERTY, AND IT ALLOWS THEM TO CONTINUE TO USE IT.

SO GIVEN THE LONGEVITY OF THIS, STAFF DOES NOT HAVE ANY OBJECTION TO THIS AND MOVING FORWARD WITH THIS AGREEMENT.

THIS IS A DISCUSSION ON CREATING A TENANT'S RIGHTS ORDINANCE IN THE CITY OF BEDFORD, TEXAS.

THIS ITEM WAS REQUESTED BY MYSELF, COUNCIL MEMBER DAWKINS.

I'M GOING TO TRY TO GET THROUGH THIS QUICKLY BEFORE I LOSE MY VOICE HERE.

BUT GOING BACK THIS I WANT TO SAY THIS HAPPENED SHORTLY AFTER COUNCIL MEMBER DAWKINS CAME ON.

SHE ADVOCATED FOR PUTTING ON OUR WEBSITE A LIST OF RENTERS RIGHTS FOR OUR RENTERS, OUR TENANTS WITHIN THE CITY AND DOING SOMETHING, GIVING A RESOURCE FOR THEM.

THEY MAKE UP HALF OF OUR POPULATION HERE IN THE CITY OF BEDFORD WE HAVE OVER 35 APARTMENT COMPLEXES.

SO YOU GO ONLINE TO ANY SOCIAL MEDIA AND PEOPLE ARE ASKING FOR HELP.

AND SO WE HAVE A PLACE TO DIRECT THEM.

HAD A CONVERSATION AND WANTED TO SEE HOW WE COULD EXPAND UPON THAT.

NOW YOU KNOW HOW I FEEL ABOUT HOW THE TEXAS LEGISLATURE HAS BINDED US AND WHAT WE CAN AND CAN'T DO.

YEAH. RENTAL WOULD BE A LITTLE BIT MORE DIFFICULT RIGHT NOW JUST BECAUSE WE HAVEN'T FULLY IMPLEMENTED THE LONG TERM RENTAL PROGRAM.

TYPICALLY MY UNDERSTANDING IS A NOTICE OF VIOLATION THAT GOES FIRST AND THEN IF THEY DON'T COMPLY WITHIN SO MANY DAYS, THEN YOU ISSUE A CITATION FOR MUNICIPAL COURT.

SO THE LEGISLATURE HAS CAPPED NON-HEALTH AND SAFETY RELATED VIOLATIONS.

NON ZONING VIOLATIONS TO UP TO $500 A DAY PER OCCURRENCE.

SO ONCE A DAY YOU COULD ISSUE A CITATION.

NOW THE RECIPIENT OF THE CITATION HAS A RIGHT TO CONTEST IT IN COURT AND COULD BE FOUND NOT GUILTY OR FOUND GUILTY.

AND THEN I'VE HAD JURIES ASSIGN A FINE.

WHEN IT'S UP TO $500 THEY'LL SAY WE FIND YOU $1.

SO I JUST WANT TO MANAGE EXPECTATIONS.

THE COURT IS SOMEWHAT OF A GAMBLE, BUT THAT'S THE HAMMER THAT'S AVAILABLE.

WHAT I FOUND IS WHAT WHEN I'VE SEEN COMPLAINTS BY MULTIFAMILY OR RENTERS, THEY DON'T WANT TO PAY THE INSPECTION FEE BECAUSE THAT'S, YOU KNOW, A COUPLE HUNDRED BUCKS EVERY YEAR.

AND THAT'S WHAT THEY GRIPE ABOUT.

IT'S NOT NECESSARILY THE REQUIREMENT THAT THEY HAVE TO PROVIDE INFORMATION PAPERWORK.

I THINK THAT THE CONCERN I HAVE IS LIKE SOME OF THE LEGAL THINGS LIKE, WELL, I AT ONE TIME WE HAD AN ANTI-BUSINESS. CORRECT.

AND SO ESSENTIALLY, THEY WOULD USE OUR CREDIT AS A WAY TO GET TO THE FINANCING.
