WE'RE MAKING A PROCLAMATION RECOGNIZING REECE HUGHES FOR HIS ACHIEVEMENT OF THE RANK OF EAGLE SCOUT.
AND IN THAT PROJECT FOR RHYS WAS PRETTY MUCH REDOING THE BEDFORD WELL, WHICH IF YOU'VE SEEN PICTURES PRIOR TO THAT, IT WAS IN REALLY, REALLY BAD SHAPE.
AND SO REECE COMPLETELY REDID THIS.
AND SO AND SO TO REDO THIS AND TAKE HONOR IN OUR IN OUR CITY.
WE JUST WANTED TO DO SOMETHING SPECIAL FOR YOU AS A GRATITUDE, A SHOW OF GRATITUDE AND THANKS FOR WHAT YOU'RE DOING FOR THE COMMUNITY AND WHAT YOU DID IN TAKING THIS UP AND ALL THAT. SO, I'D LIKE TO INVITE YOU TO THE MIC, AND IF YOU'D LIKE TO SPEAK A LITTLE BIT MORE ABOUT WHAT IT WAS LIKE AND WHAT LED YOU TO THIS CHOOSING THE BEDFORD WELL. SO ORIGINALLY I WENT TO STONEGATE ELEMENTARY ON BEDFORD ROAD FOR SEVEN YEARS.
AND EVERY TIME I WENT BY, I SAW THIS REALLY OLD LAMPPOST.
I ALWAYS WONDERED WHY IT WAS THERE AND WHY IT WAS IN SUCH BAD SHAPE.
SO WHEN I LEARNED THAT I HAVE AN EAGLE PROJECT TO DO, I RESEARCHED IT AND I DISCOVERED THAT IT WAS FROM THE VICTORIAN ERA IN LONDON THAT WAS BROUGHT OVERSEAS IN THE 60S FOR THE STONEGATE EDITION OF BEDFORD.
MY ORIGINAL PLAN WAS TO RESTORE THAT AND TRY TO PLACE IT AT THE OLD BEDFORD SCHOOL.

LOOKING, AND THE CITY NEEDS TO DO SOMETHING ABOUT IT.SO I STEPPED IN AND THOUGHT ABOUT WHAT I COULD DO FOR THAT.
I WORKED WITH SOME OF THE CITY MANAGER AND A BUNCH OF CITY PEOPLE, BUT ALSO MY TROOP.
THEY WERE VERY HELPFUL TO ME, AND WE WERE ABLE TO MAKE THE WELL LOOK BETTER THAN WE FOUND IT.
AND THAT'S THE BOY SCOUT MOTTO, ISN'T IT? IT IS. IT IS. AND YOU ABSOLUTELY SHOWED THAT, SHOWED THAT HERE.
AND I WANT TO JUST PERSONALLY CONGRATULATE YOU FOR THIS ACHIEVEMENT.

SO, WHEREAS REESE CARLIN HUGHES, A MEMBER OF TROOP 14144 IN NORTH RICHLAND HILLS, TEXAS, JOINED THE SCOUTING PROGRAM IN JANUARY 2017 WHEN HE WAS SIX YEARS OLD AND GRADUATED FROM CUB SCOUT PROGRAM AFTER ACHIEVING THE HIGHEST RANK, THE ARROW OF LIGHT, IN MARCH 2021, AT WHICH TIME HE JOINED THE BOY SCOUT PROGRAM.
AND WHEREAS, REESE HAS WORKED DILIGENTLY SINCE JOINING BOY SCOUTS TO EARN THE RANKS OF SCOUT, TENDERFOOT, SECOND CLASS, FIRST CLASS, STAR LIFE, AND NOW THE HIGHEST RANK EAGLE.
ON JULY 18TH, 2024, AND WHEREAS, REESE'S COMPLETED OVER 150 SERVICE HOURS AND HAS SERVED IN LEADERSHIP ROLES SUCH AS SCRIBE, CHAPLAIN, AIDE, ASSISTANT PATROL LEADER, PATROL LEADER, TROOP GUIDE AND CURRENTLY SERVES AS THE SENIOR PATROL LEADER FOR THE TROOP.

BUT IT IS THAT TIME OF YEAR FOR INVESTMENTS AND FINANCIALS.
IF WE CAN GET STARTED ON THOSE SLIDES, IT'S VERY SIMILAR TO OUR RESULTS FROM LAST QUARTER.
WE HAVE ALMOST THE EXACT SAME RETURN A LITTLE BIT OVER 5%.
OUR PORTFOLIO DID GO DOWN BY ABOUT $6 MILLION.
WE GET MOST OF OUR PROPERTY TAX REVENUES AT THE BEGINNING OF THE YEAR.
AND THEN AS TIME GOES ON, WE SPEND THOSE DOWN.

AND THEN WHENEVER THE NEW YEAR STARTS, WE GET OUR NEW REVENUES AND THEN THE CYCLE CONTINUES.AS I MENTIONED EARLIER, ALMOST IDENTICAL RETURNS ON OUR PORTFOLIO, JUST OVER 5%, WHICH IS A SOLID, RETURNS ABOUT A MILLION AND A HALF IN INVESTMENT INCOME THIS LAST QUARTER.
WE'RE AVERAGING THAT EACH QUARTER.
AND WE COULD HIT THAT $6 MILLION MARK NEAR THE END OF THE FISCAL YEAR.
WE ARE A LITTLE BIT BEHIND SOME OF THOSE VERY SHORT TERM INVESTMENTS.
THE THREE MONTH TREASURY, THE SIX MONTH TREASURY.
AND THIS IS BECAUSE OUR PORTFOLIO IS LONGER AND WE ARE IN WHAT IS CALLED AN INVERTED YIELD CURVE.
SO THE SHORT TERM THINGS ARE RETURNING A LOT HIGHER THAN THE LONG TERM.
JUST BECAUSE PEOPLE THINK THERE ARE GOING TO BE RATE CUTS GOING FORWARD.
BUT WE WANT TO MAKE SURE THAT WE ARE NOT HOLDING TO TODAY'S MARKET.
WE WANT TO MAKE SURE WE'RE COVERED LONG TERM.
SO ON OUR BUDGET YEARS, WE KNOW WE'RE GOING TO GET THOSE INVESTMENT RETURNS YEAR AFTER YEAR.
THIS IS THE INVERTED CURVE THAT I MENTIONED IN A NORMAL MARKET ON THE LEFT SIDE, IT'S MUCH LOWER.
AND THEN IT RAISES, IT'S NOT BEEN A NORMAL MARKET FOR A FEW YEARS NOW.
PEOPLE KEEP THINKING THEY'RE GOING TO BE INTEREST RATE CUTS AT SOME POINT.
THEY HAVEN'T HAPPENED YET, BUT THEY MAY.
THERE HAS NOT BEEN A RATE CUT SINCE JULY OF 2023.
WHEN WE HEAR LAST TIME, THE MARKET EXPECTED THERE WERE GOING TO BE MAYBE A HALF A CUT TO A FULL CUT.
BY THIS TIME, THERE STILL HAS NOT BEEN ONE.
I LOOKED BACK INTO SOME OLDER REPORTS BACK IN FEBRUARY.
THIS IS ONE OF THOSE REASONS WHY IT'S TOUGH TO PREDICT MARKETS.
WE'RE NOT TRYING TO FIND AN EDGE.
IN 2016, THE FED HELD OFF ON MAKING CUTS GOING INTO THE ELECTION.
THIS YEAR THEY'RE PRICING LIKE THEY ARE GOING TO MAKE CUTS GOING INTO THE ELECTION.
WHO'S TO SAY WHAT'S GOING TO HAPPEN? THE MARKET THINKS IT'S GOING TO HAPPEN.
SO THEY'RE ARE ANTICIPATING SOME HEAVY CUTS GOING FORWARD.
NORMALLY ONE OF THE FED DOES CUT RATES.
THEY DO IT RAPIDLY BECAUSE THEY'RE SEEING A PROBLEM A SLOWDOWN OF THE ECONOMY.
THE RECENT JOBS REPORT WAS NOT GREAT FOR THE U.S.
ECONOMY. THERE WERE MORE UNEMPLOYED THAN PEOPLE WERE EXPECTING.
AND THEY DO HAVE A DUAL MANDATE OF LOWERING INFLATION BUT KEEPING EMPLOYMENT HIGH.
AND THOSE ARE KIND OF GO AGAINST EACH OTHER AT TIMES.
THEY'VE BEEN FOCUSED ON THE INFLATION SIDE.
BUT IF THE UNEMPLOYMENT KEEPS GOING UP, THEY MAY NOT BE ABLE TO ANYMORE.
SO HERE ARE SOME OF THE QUARTERLY INVESTMENT RATES AS OF LAST WEEK.
SO THE CDS ARE A LITTLE BIT BETTER IN THE SHORT TERM.
THERE WERE A LOT OF BANKS ARE OFFERING THEM RIGHT NOW.
THEY'RE KEEPING THEIR MONEY DRY BECAUSE THEY'RE UNSURE OF WHAT'S GOING TO HAPPEN GOING FORWARD, GOING OUT LONGER THE US AGENCIES, SO THOSE BACKED BY THE MIGHT OF THE UNITED STATES GOVERNMENT ARE PERFORMING BETTER THAN THE BANK CDS.
IT IS A LITTLE LOWER THAN IT WAS.
CORE INFLATION, I THINK, IS DOWN TO ONE OF THE LOWEST IT'S BEEN IN A WHILE.
3.3% IS LESS IN JUNE FOR THE CORE CPI.
BUT AS I MENTIONED EARLIER, UNEMPLOYMENT IS NOT DOING GREAT.
SO, OUR STRATEGY BASED ON ALL THIS INFORMATION KEEP DOING WHAT WE'RE DOING.
WE HAVE OUR PORTFOLIO LADDERED OUT OVER THE NEXT THREE YEARS.

SALES TAX HAS BEGUN TO FLATTEN A LITTLE BIT.
SO YOU GENERALLY WANT THESE LINES TO BE MOVING UPWARDS.
THEY ARE ALTHOUGH YOU CAN SEE THE GREEN LINE AT THE VERY TOP.
WE'RE NOT JUST WE'RE NOT SEEING THAT GROWTH AS MUCH THIS LAST FEW MONTHS AS WE WOULD HAVE HOPED.
WATER AND SEWER CHARGES THOSE CONTINUE TO INCREASE.
TRE INCREASES OUR COSTS EVERY YEAR.
HOTEL OCCUPANCY TAX, WE ARE IN THE PROCESS OF GETTING SOME OF THAT BACK PAYMENT.
WE WORKED OUT A PAYMENT PLAN WITH ONE OF THE HOTELS, SO THAT WAS A POSITIVE STEP.
SO WE WILL SEE SOME OF THOSE REVENUES BEGIN TO CLIMB BACK TO WHAT WE EXPECTED IN YEARS PAST.

SO, WHAT I'M GOING TO BE PRESENTING IS LOOKING AT THE 2024 2025 BENEFIT RECOMMENDATIONS.
THE PLAN ANNIVERSARY DATE FOR THE EMPLOYEE BENEFITS PACKAGE IS OCTOBER 1ST.
THE CITY IS CURRENTLY CONTRACTED WITH AETNA OR TEXAS HEALTH AETNA FOR MEDICAL AND DENTAL INSURANCE.
THIS PARTNERSHIP HAS BEEN IN PLACE FOR OVER THREE AND A HALF YEARS.
PRIOR TO AETNA, THE CITY WAS ACTUALLY CONTRACTED WITH CIGNA FOR MEDICAL INSURANCE.
SO WHEN YOU TAKE THE TOTAL CLAIMS SO THAT'S MEDICAL PLUS PHARMACY CLAIMS. YOU DIVIDE THAT BY THE PREMIUM THAT YOU'RE PAYING TO AETNA TODAY.
IT GIVES YOU A LOSS RATIO PERCENTAGE.
THE TARGET LOSS RATIO UNDER A FULLY INSURED CONTRACT IS 85%.
SO THEY PUT ABOUT A 15% MARGIN IN THEIR CONTRACT FOR THEIR TAXES AND THEIR FEES.
NOW GIVING YOU SOME HISTORICAL CONTEXT, LOOKING AT THE LOSS RATIO SINCE 2021 TO ALL THE WAY TO EARLY 2023, THE LOSS RATIO WAS ACTUALLY ABOVE 100%, MEANING THAT AETNA WAS ACTUALLY LOSING MONEY OFF OF THE CITY OF BEDFORD OVER THAT THAT TIME SPAN.
NOW, THE REASON FOR THAT WAS DUE TO CATASTROPHIC CLAIMANTS.
WHAT I MEAN BY THAT ARE CLAIMANTS THAT EXCEED $100,000 IN SPEND.
NOW, THOSE MEMBERS ARE NO LONGER ENROLLED ON THE PLAN.
SO THAT IS THE REASON WHY, IF YOU LOOK KIND OF DOWN IN THE NEXT SENTENCE THERE, IT SAYS THAT THE RENEWALS THAT INCREASES THAT AETNA HAS PRESENTED DURING THAT TIME HAS RANGED FROM 2 TO 7%. SO LOSSES FOR AETNA DURING THAT TIME PERIOD BUT COMPETITIVE RENEWALS BETWEEN 2 TO 7%.
NOW, LOOKING AT THE 2024 TO 2025 RENEWAL, IT WAS ISSUED BY AETNA AT A 30% INCREASE TO PREMIUMS. THAT IS SIGNIFICANT.

SO WE WENT OUT TO BID FOR BOTH MEDICAL AND DENTAL INSURANCE.
ALL OF THEIR POLICIES EXCEPT THE VOLUNTARY VISION PROGRAM WERE IN RATE GUARANTEES.
SO IN THAT VERY LEFT HAND COLUMN YOU'LL SEE MEDICAL BENEFITS.
