WE ARE IN OUR SECOND YEAR OF BEDFORD UNIVERSITY AND I MIGHT GET A LITTLE EMOTIONAL, WHICH IS KIND OF FUNNY BECAUSE I ACTUALLY, OF ALL THE THINGS THAT I DO FOR THE CITY, THIS IS ONE OF MY VERY FAVORITE THINGS AND THE REASON BEING IS I GET TO MEET THE CITIZENS OF BEDFORD.

IT REALLY PUTS ME IN DIRECT CONTACT WITH SOME REALLY AMAZING PEOPLE AND THESE FOLKS HAVE COMMITTED TO US 10 WEEKS OF THEIR LIFE TO COME AND LEARN ABOUT THE CITY, WHAT WE DO, THEY GET BEHIND THE SCENES.

LOOK AT WHAT REALLY HAPPENS WITH THE CITY.

I HOPE THAT THEY HAVE ALL.

I BELIEVE THAT THEY HAVE ALL COME AWAY WITH AN APPRECIATION FOR WHAT WE DO HERE AND HOW THE CITY REALLY WORKS AND OPERATES AND SO, WITHOUT ANY FURTHER ADO, I'D LIKE TO INTRODUCE TO YOU ALL THE CLASS OF 2024.

SO IT'S BEEN AN HONOR TO SERVE AS YOUR POLICE CHIEF.

THE LAST SEVERAL YEARS, I'VE DEVELOPED MANY MEMORIES AND FRIENDS THAT ARE GOING TO LAST ME A LIFETIME.

SO BUT I ASKED OUR INTERIM CITY MANAGER IF I COULD COME SPEAK TO KIND OF CLEAR UP ANY RUMORS AND THINGS THAT ARE GOING ON OUT THERE.

SO THERE IS NO SCANDAL FOR ME LEAVING.

I DON'T LIVE THAT EXCITING OF A LIFE.

THERE IS NO PRESSURE FOR ME LEAVING.

MY MOVE IS JUST IT'S STRICTLY JUST A LITTLE BIT MORE FREEDOM AND TIME WITH MY FAMILY AND TIME TO SLOW DOWN A LITTLE BIT.

I'M ABOUT THREE DECADES IN POLICING, SO I'M ON THE BACKSIDE OF MY CAREER.

SO ONE OF THE THINGS I WAS ALWAYS TAUGHT FROM EARLY CHILDHOOD WAS TO LEAVE THINGS BETTER THAN YOU FOUND THEM, AND I THINK WE'VE DONE THAT.

GENERAL GEORGE PATTON ONCE SAID, SUCCESS IS MEASURED ON HOW HIGH YOU BOUNCE AFTER YOU HIT BOTTOM AND WE WERE AT THE BOTTOM ABOUT THREE YEARS AGO.

BUT WHEN I CAME IN, THE ONE THING THAT I NOTICED IS WE'VE GOT GREAT PEOPLE HERE AT BEDFORD.

SO WE'VE ACCOMPLISHED A LOT, AND I LIKE TO GO OVER A FEW OF THOSE ACCOMPLISHMENTS, IF YOU DON'T MIND, PLEASE.

WE HAVE LOW CRIME IN BEDFORD.

WE'VE DRIVEN A LOT OF THAT EVEN LOWER AND LAST YEAR WE HAD ZERO HOMICIDES.

WE'VE REDUCED OUR RESPONSE TIME TO PRIORITY ONE CALLS.

THOSE ARE THE CALLS THAT ARE EMERGENCY IN NATURE, WHERE PEOPLE, THEIR LIVES ARE IN DANGER.

WE'VE INCREASED OUR TRAFFIC ENFORCEMENT.

WE INCREASED OUR DEPARTMENTAL TRAINING THAT WAS ALMOST NON-EXISTENT JUST A FEW YEARS AGO.

WE REMODELED OUR BUILDING WITH Y'ALL'S APPROVAL.

WE NO LONGER HAVE WATER LEAKING THROUGH THE ROOFS, AND WE HAVE A HEALTHY AND EFFICIENT ENVIRONMENT FOR EVERYBODY TO WORK IN.

YOU GUYS HAVE DONE AMAZING THINGS AS THE COUNCIL WITH EQUIPMENT.

WE HAVE PISTOLS THAT FIT IN OUR HOLSTERS.

WE HAVE UNIFORMS THAT ARE DESIGNED TO DO THE PATROL WORK.

WE HAVE BODY CAMERAS, WE HAVE IN-CAR CAMERAS, WE HAVE TASERS AND I CAN KEEP GOING AND GOING AND GOING AND GOING AND GOING AND THAT'S BECAUSE OF Y'ALL'S SUPPORT AND THE SUPPORT OF OUR CITIZENS HERE IN BEDFORD.

SO WE'VE DONE ORDINANCE CHANGES TO ALLOW OUR OFFICERS TO GO OUT AND TAKE ENFORCEMENT ACTION WHEN THEY NEED TO.

WE'VE TAKEN OUR PUBLIC SERVICE OFFICER PROGRAM AND RETURNED THOSE INDIVIDUALS TO THE STREET TO WORK ALONGSIDE OF OUR PATROL OFFICERS THAT ARE OUT THERE, AND THEY'VE TAKEN THE LEAD ON OUR PARKING ENFORCEMENT THROUGHOUT TOWN, WHICH WAS A MAJOR ISSUE THAT WE HAD JUST A FEW YEARS AGO.

WE'VE IMPLEMENTED A SENIOR CARE CALL PROGRAM.

IF YOU GUYS DON'T KNOW WHAT THAT IS, OUR VOLUNTEERS WILL REGULARLY CALL OUR SENIOR CITIZENS WHO LIVE BY THEMSELVES AND MAKE SURE THAT THEY'RE OKAY AND IF THEY SEE IF THEY NEED ANYTHING TO, YOU KNOW, THOSE FOLKS THAT ARE THAT DON'T HAVE FAMILY AND THINGS CLOSE TO CHECK ON THEM ON A REGULAR BASIS? OUR STAFFING LEVELS INCREASED.

AS OF TODAY, WE HAVE ONE POLICE OFFICER VACANCY IN THE CITY, AND.

WE HAVE A WAITING LIST FOR PEOPLE TO COME ON, WHICH IS THE FIRST THING WE'VE EVER HAD AND, YOU KNOW, THE THREE YEARS THAT I'VE BEEN HERE.

SO YOU'RE GOING TO HAVE PEOPLE LEAVE, THAT'S ALWAYS GOING TO HAPPEN.

BUT PEOPLE ARE NOT GOING TO BE FLEEING BEDFORD LIKE THEY WERE BECAUSE OF A NEGATIVE CULTURE.

PAY INCREASES. YOU GUYS HAVE HELPED US OUT THERE.

WE STILL HAVE SOME ROOM TO GROW, BUT WE'RE IN THE FIGHT RIGHT NOW.

WE ARE COMPETITIVE AND WE'RE ABLE TO TRACK THOSE OFFICERS.

WE'VE REIMAGED WHAT IT IS TO BE A BEDFORD POLICE OFFICER.

INTERNALLY, WE'VE WRITTEN NEW VISION AND PURPOSE STATEMENTS THAT GUIDE OUR OFFICERS IN THEIR DECISIONS AND THEIR ACTIONS EVERY DAY.

EXTERNALLY, WE'VE DONE SOME THINGS WITH REFERENCE PATCHES TO MAKE US LOOK A LITTLE DIFFERENT TO THE COMMUNITY, AND WITH THE HELP OF OUR PIO TEAM, WE'VE DONE SOME SOCIAL MEDIA WORK TO BE OUT THERE IN THE FRONT TO SHOW WHAT WE'RE DOING IT ALSO WHO WE ARE BEHIND THE BADGE A LITTLE BIT, BUT THE THING THAT I'M MOST PROUD OF, THAT WE'VE ACCOMPLISHED, THAT THIS TEAM HAS ACCOMPLISHED, HAS VERY LITTLE TO DO WITH ME AND MORE WITH THEM IS THE CULTURE CHANGE.

WE'VE SHIFTED OUR CULTURE TO PLACE WHERE PEOPLE BELONG.

THEY HAVE A SAY AND THEY HAVE A FUTURE AND AS LONG AS OUR EMPLOYEES ARE WILLING TO WORK AND LIVE THEIR LIVES THE RIGHT WAY, THEY KNOW THEY WILL ALWAYS HAVE A PLACE HERE AT BEDFORD. IT'S JUST BEEN AMAZING TO SEE HOW EVERYBODY'S CHANGED.

WE'VE BUILT MOMENTUM IN THE PD AND WITHOUT ANY MAJOR DISRUPTIONS WITHOUT ME AT THE HELM, IT IS GOING TO CONTINUE AND I HAVE NO CONCERNS WITH THAT.

WE HAVE AN EXCELLENT LEADERSHIP TEAM HERE AT THE CITY.

WE HAVE AN INTERIM CITY MANAGER THAT'S LEADING AND MANAGING WELL BEYOND HER EXPERIENCE.

THAT'S PRETTY IMPRESSIVE.

WE HAVE PROBABLY THE BEST LEADERSHIP TEAM INSIDE THE POLICE DEPARTMENT THAT I'VE PUT OUT THERE WITH ANYBODY AROUND.

THE LEADERS THAT WE HAVE IN THE UPPER LEVELS AND MID LEVELS, I'LL RIVAL THEM WITH ANY AGENCY AROUND US SO THEY ARE READY TO TAKE THE REINS AND KEEP GOING.

BUT I WANT TO KNOW THAT YOU GUYS WILL ALWAYS BE DEAR TO MY HEARTS.

THE CITIZENS HERE ARE LIKE FAMILY TO ME.

YEAH. WHEN YOU FIRST CAME ON, HOW MANY VACANCIES WERE HERE IN THE DEPARTMENT, WE HAD 16, SO 16 VACANCIES, AS YOU MENTIONED, ARE THE CULTURE.

WE HAD NEGATIVE CULTURE.

WE HAD A ROOF THAT WAS LEAKING.

WE HAD, AS YOU SAID, PISTOLS THAT DON'T FIT HOLSTERS, ALL THE THINGS THAT YOU MENTIONED.

I KNOW THAT THERE'S A LOT OF PEOPLE, A LOT OF OUR RESIDENTS.

YEAH. THIS PAINS THEM TO SEE YOU GO.

I FROM BEING AROUND OTHER COUNCIL MEMBERS AND MAYORS FROM OTHER CITIES AND BEING IN THE COMMUNITY, A LOT OF PEOPLE CAME UP TO ME AND TOLD ME, YOU HAVE A GREAT POLICE CHIEF. I WANT YOU TO KNOW THAT CHIEF WILLIAMS IS A GREAT GUY AND I SAID, I KNOW.

I SAID, I KNOW FIRSTHAND BECAUSE YOU HAVE REVOLUTIONIZED AND COMPLETELY CHANGED OUR DEPARTMENT AND EVERYTHING FOR THE BETTER.

SEEING YOU GO IS IS HARD.

IT'S HARD TO SEE THAT NOT YOU KNOW, I COULD I THINK I SPEAK TO EVERYONE UP HERE BECAUSE YOU'VE DONE SO MUCH FOR OUR CITY AND SO WE ARE IN YOUR DEBT FOR TURNING THIS SHIP AROUND AND I DO WANT TO THANK YOU FOR YOUR DEDICATION AND SERVICE TO THIS COMMUNITY.
