WE HAVE RECOGNITION OF PARKS SUPERINTENDENT DON HENDERSON, A RECIPIENT OF THE HONORARY LIFE MEMBERSHIP AWARD FROM THE TEXAS RECREATION AND PARKS SOCIETY.

AND I HAVE PARKS AND RECREATION DIRECTOR MARK LONG.

GOOD EVENING. COUNCIL.

THIS IS REALLY COOL FOR ME TO BE IN THIS POSITION TONIGHT TO RECOGNIZE AND HONOR THIS GENTLEMAN WHO IS SOMEONE WHO HAS MADE IT HIS LIFE MISSION TO MAKE A POSITIVE IMPACT ON THE QUALITY OF LIFE OF EACH AND EVERY RESIDENT IN BEDFORD FOR THE BETTER PART OF FOUR DECADES.

PARK SUPERINTENDENT DON HENDERSON WAS RECOGNIZED WITH THE 2024 HONORARY LIFE MEMBERSHIP AWARD AT THE TEXAS RECREATION AND PARK SOCIETY ANNUAL CONFERENCE IN GALVESTON EARLIER THIS MONTH.

THIS AWARD IS GIVEN TO A PERSON WHO HAS DISTINGUISHED THEMSELVES THROUGH THEIR SERVICE AND DEVOTION TO ADVANCING THE FIELD OF PARKS AND RECREATION, ALONGSIDE THE TEXAS RECREATION AND PARKS SOCIETY.

FOR 43 YEARS, DON HAS BEEN A STAPLE IN THE CITY OF BEDFORD.

HE BEGAN HIS CAREER AS A PARK MAINTENANCE CREW MEMBER IN 1982.

DO YOU ALL KNOW WHAT Y'ALL WERE DOING IN 1982? I WASN'T ALIVE, I WAS GOING TO SAY.

HE WAS SUBSEQUENTLY PROMOTED THREE TIMES TO HIS CURRENT POSITION OF PARK SUPERINTENDENT, WHICH HE HAS HAD FOR THE LAST 14 YEARS.

WE THOUGHT WE WOULD GO BACK, AND WE WOULD PUT SOME.

I ALWAYS LIKE TO THROW THEM CURVEBALLS.

SO, THIS IS DON.

I THINK WE THINK THE FIRST ONE IN THE BOAT IS CIRCA 1985-ISH.

SO, I CAN TELL YOU IT'S GREAT HAIR.

I WOULD JUST SAY FOR THE RECORD, IN 1985 I HAD A PRETTY, PRETTY, PRETTY THICK HEAD OF HAIR AS WELL.

BUT THIS IS NOT ABOUT ME.

SO, WE'RE GOING TO MAKE IT ABOUT DON.

SO, DON HAS BEEN AND CONTINUES TO BE INSTRUMENTAL IN THE DEVELOPMENT AND GROWTH OF THE PARKS AND RECREATION DEPARTMENT.

OVER THE YEARS, HE HAS PLAYED A CRUCIAL ROLE IN ALMOST ALL MAJOR PROJECTS, INCLUDING GENERATIONS PARK AT BOYS RANCH AND THE NANCY LIEBERMAN COURT AT CENTRAL PARK, WHICH IS THE CITY'S FIRST AND ONLY FULL SIZE OUTDOOR BASKETBALL COURT.

AND HE HAS HAD HIS HANDS IN EVERY PARK AND EVERY PLAYGROUND IN THE CITY OF BEDFORD TO DATE.

I RECENTLY ASKED DON AS EARLY AS THIS MORNING WHAT HE THOUGHT HIS PROUDEST MOMENTS WERE OVER THE LAST 40 YEARS.

HE QUICKLY LAID BACK IN HIS CHAIR AND HE SAID, IT'S NOT A SINGULAR PROJECT OR EVENT, BUT IT'S THE MEMORIES HE'S MADE WATCHING GENERATIONS OF CHILDREN GROW UP USING OUR PARK SYSTEM AND THE JOY HE SAW ON EACH OF THEIR FACES.

FOR DON, IT'S NOT ABOUT GETTING THE NAME ON A PLAQUE AFTER A BIG PROJECT, WHICH HE HAS MANY OF.

IT'S NOT ABOUT A PAT ON THE BACK OR BEING RECOGNIZED FOR DOING SOMETHING GREAT, BUT IT'S SIMPLY ABOUT CREATING SPACE AND SMALL MOMENTS FOR FAMILIES TO CONNECT WITH EACH OTHER WHILE OUT IN NATURE.

I GOT THE OPPORTUNITY TO COMMUNICATE WITH A GENTLEMAN BY THE NAME OF KEVIN FREILICH'S.

IF YOU'RE A LONGTIME BEDFORD RESIDENT, YOU MAY KNOW WHO KEVIN FREILICH'S IS.

HE WAS THE DIRECTOR OF COMMUNITY SERVICES FROM 1993 TO 1997, HERE IN THE CITY OF BEDFORD.

I THINK KEVIN SAID IT BEST.

HE SPEAKS FOR ALL OF US WHO HAVE HAD THE PRIVILEGE OF WORKING WITH THIS MAN RIGHT HERE WHEN HE SAYS.

DON IS ONE OF THE MOST APPROACHABLE, SOFT-SPOKEN LEADERS THAT I HAVE EVER HAD THE PRIVILEGE OF SERVING WITH.

HE LEADS BY EXAMPLE, AND WHEN HE DOES LEAD, EVERYONE ON HIS TEAM FOLLOWS RIGHT BEHIND.

AND THAT'S TRUE TO THIS DAY.

HE GOES ON TO SAY HE CARES SO MUCH FOR HIS PEOPLE.

HE CARES SO MUCH FOR HIS PRODUCT, AND HE CARES SO MUCH ABOUT THIS COMMUNITY AND THE PEOPLE THAT SIT BEHIND ME.

FOR 40 PLUS YEARS, HE HAS NEVER WAVERED.

AND THE CITY OF BEDFORD, TEXAS IS BETTER BECAUSE OF THIS MAN RIGHT HERE TO THIS DAY.

HE'S STILL VERY SOFT SPOKEN, HE'S VERY APPROACHABLE, AND HE'S ALWAYS WILLING TO TEACH.

AND THAT'S WHAT I LOVE ABOUT THIS MAN.

AND HE HAS TAUGHT ME, AND I HAVE LEARNED A TREMENDOUS AMOUNT FROM HIM.

THE HISTORY IN THIS MAN'S HEAD IS INCREDIBLE, AND IT'S GOOD TO KNOW HISTORY WHEN YOU COME INTO A POSITION.

SO, DON WAS ALSO NAMED THE 024 TRAPS NORTH REGION PARK PROFESSIONAL OF THE YEAR IN 2022.

HE WAS NAMED TO THE TOP 100 INFLUENCERS IN LOCAL GOVERNMENT BY THE ENGAGING LOCAL GOVERNMENT LEADERS ORGANIZATION.

I CAN'T THINK OF ANYONE MORE DESERVING OF THIS AWARD THAN THIS MAN TO MY LEFT.

THANK YOU, DON, FOR ALL YOU DO AND HAVE DONE FOR THE RESIDENTS OF BEDFORD AND THE INDUSTRY AS A WHOLE OVER THE LAST 43 YEARS.

I AM INCREDIBLY PROUD OF YOU, AND IT IS AN HONOR TO WORK ALONGSIDE YOU ON A DAILY BASIS.

CONGRATULATIONS, SIR, ON THIS TREMENDOUS HONOR.

I HAVE 3 OR 4 INDIVIDUALS WHO HAVE STAYED WITH ME FOR AT LEAST 15 YEARS OR MORE, AND I SAY IT ALL THE TIME.

HE RECENTLY GOT THROUGH THE OKLAHOMA SMOKE DIVERS' COURSE, AND THAT IS A THAT'S A COURSE YOU HAVE TO COMPETE TO BE TO GET INTO. AND THEN ONCE YOU GET IN, THE MAJORITY OF PEOPLE DON'T PASS.

AND IT'S ABOUT A HARDER THING PHYSICALLY AND MENTALLY AS YOU CAN GO THROUGH IN OUR IN OUR BUSINESS.

SO, WE ARE SUPER PROUD OF JOSH GETTING THROUGH THAT.

AND JUST KIND OF SHOWS HIS FORTITUDE AND, AND THE KIND OF PERSON HE IS.

SO, HE'S BEEN SOMEONE THAT HAS BEEN A REAL POSITIVE SINCE HE'S BEEN THERE AND CAN BE ONE OF THE FUTURE LEADERS OF THE DEPARTMENT.

AS YOU MAY KNOW, I HAVE BEEN AN ADVOCATE FOR THE SOUTH BEDFORD FOR OVER 30 YEARS.

SO, I MOVED THERE.

THE DIGITAL MONUMENT SIGN IN FRONT OF FIREHOUSE THREE.

THAT WAS ME. I STOOD HERE AT THE PODIUM MANY, MANY TIMES TALKING ABOUT COMMUNICATION FOR THE FOLKS IN SOUTH BEDFORD AND THEY FINALLY DID IT.

WELL, I WAS ADVOCATED FOR THE SOUTH BEFORE.

I HAVE DONE THE SAME FOR ALL.

ALL THE BEDFORD BUSINESSES ARE, IN MY OPINION, THE HEART OF A CITY TO KEEP A CITY GOING, ESPECIALLY SMALL BUSINESSES.

I WAS INVOLVED WITH BRINGING IN THREE BUSINESSES TO BEDFORD AND 2019 AS SEVERAL OF YOU FOLKS UP HERE AS WELL.

THERE WERE NEIGHBORHOODS BEHIND THE LIQUOR STORES THAT COMPLAINED AND SAID THAT THEY DIDN'T WANT LIQUOR STORES THERE.

THE LIQUOR PETITION PASSED BY CLOSE TO 81%.

BUSINESSES GO ON.

AND THOSE LIQUOR STORES ARE NOT A PROBLEM TO THIS DAY.

I STARTED A BUSINESS GROUP ON FACEBOOK CALLED BEDFORD BUSINESS CONNECTION TO HELP PROMOTE BEDFORD BUSINESSES.

AND OF COURSE, I DID A LOT OF WORK WITH BUSINESSES ON THE CAC.

THIS BRINGS ME TO THE ISSUE OF HAVING A CAR WASH ON BROWN TRAIL IN SOUTH BEDFORD.

I'M A LITTLE CONFLICTED.

I UNDERSTAND THE RESIDENTS ARE UPSET BY THAT.

I ALSO UNDERSTAND THAT THE THAT A BUSINESSES ARE NEEDED.

WE DON'T NEED AN EMPTY LOT SITTING THERE.

THE CAR WASH COMPANY A FEW MONTHS AGO GAVE AN IMPRESSIVE PRESENTATION OF THEIR COMPANY, ONE OF THE BEST I'VE SEEN IN ALL MY YEARS SITTING HERE AT MEETINGS IN THE CITY COUNCIL.

THERE ARE CONCERNS WHO? FROM THE FOLKS WHO LIVE BEHIND THE CAR WASH, THE NOISE LEVEL, THE ENTRANCE EXIT OFF OF OLD KIRK ROAD, WHICH LEADS INTO THE NEIGHBORHOOD.

INTO THEIR NEIGHBORHOOD.

I'M NOT SURE IF THIS NEIGHBORHOOD RESIDENTS HAVE WORKED WITH THE CAR WASH COMPANY ON SOME CHANGES TO ADDRESS THEIR CONCERNS OR NOT.

I WOULD HOPE THEY DID.

I REMEMBER NOT TOO LONG AGO THE RESIDENTS OF MORAL GREEN WERE UPSET ABOUT THE NEW CONSTRUCTION GOING TO BE RIGHT NEXT DOOR TO THEM.

AND I REMEMBER ONE MEETING I LEFT, LEFT AFTER THE MEETING AND THE OWNER, A DEVELOPER, WAS STANDING OUTSIDE HERE, RIGHT OUTSIDE THE CHAMBERS WITH THE RESIDENTS, AND THEY WERE WORKING ON A COMPROMISE, A COMPROMISE THAT THEY WENT THAT THEY ACCOMPLISHED.

WENT FROM, I THINK, 31 HOMES TO 29 HOMES AND SOME OTHER THINGS THAT THE DEVELOPER GAVE.

GAVE TO THEM. HOWEVER, THIS COMPANY CLEARLY WANTS TO COME TO BEDFORD.

AND RECENTLY THEY AT THE LAST MEETING, THEY HAVE MADE CHANGES TO THEIR SITE PLAN TO ADDRESS THE CONCERNS OF THE NEIGHBORHOOD ENTRANCE.

EXIT IS NOW GOING TO BE ON BROWN TRAIL.

THE NOISE LEVEL.

THEY MOVE THE VACUUMS CLOSER TO THE BROWN TRAIL IN A STRUCTURE, AND TO HAVE SILENCERS ON THE VACUUMS TO LESSEN THE NOISE.

SO, IT SEEMS TO ME THAT THESE FOLKS HAVE GONE OUT OF THEIR WAY, HAVE TRIED TO COMPROMISE, HAVE TRIED TO WORK ON THIS BROWN TRAIL IS A COMMERCIAL STREET.

ALL BUSINESSES, FAST FOOD RESTAURANTS, MEXICAN MARKET, A LAUNDROMAT, AND SEVERAL OTHER BUSINESSES.

THERE'S A SOME OF YOU TALK OF THE VISION FOR SOUTH BEDFORD, AND THAT VISION DOES NOT INCLUDE A CAR WASH.

WELL, AS A 30 PLUS YEAR RESIDENT OF SOUTH BEDFORD, I WELCOME A COMPANY THAT HAS WORKED TO ADDRESS THE CONCERNS OF ITS NEIGHBORS.

MY VISION IS THAT THE FOLKS IN THE RESIDENCE AND THE COMPANY WILL WORK TOGETHER AND HOPEFULLY COME TO A COMPROMISE.

I WE'RE PROBABLY PAST THAT POINT.

AGAIN, I DON'T KNOW IF THEY DID TALK TO THE COMPANY.

I'M NOT SURE. A COMPANY THAT WILL PROVIDE SALES AND PROPERTY TAX REVENUES FOR YEARS TO COME.

A COMPANY WHO APPROACHES THEIR BUSINESS PROFESSIONALLY.

A COMPANY THAT WILL PROVIDE JOBS TO BEDFORD RESIDENTS.

A COMPANY THAT HAS SHOWN A DESIRE TO COME TO BEDFORD.

A COMPANY THAT HAS MADE THE NECESSARY CHANGES.

OF WHAT? WHAT WE SEE OR I SEE.

THE SAFER SIDE OF BROWN TRAIL TO DO THAT WALK IS THE SIDE WHERE WE WOULD OPEN THE CAR WASH.

SO, ANOTHER CONGESTION ON THAT SIDEWALK.

ALSO, IF YOU'VE EVER BEEN IN OUR NEIGHBORHOOD AND YOU TRY TO MAKE A LEFT HAND TURN OFF OF OLD KIRK ONTO BROWN TRAIL, THE WAY THE STREET HAS A CURVE IN IT THERE, YOU REALLY HAVE TO BE CAUTIOUS ABOUT MAKING THAT LEFT HAND TURN.

BUT IT WORKED OUT IN THIS PARTICULAR CASE WHERE MY NEIGHBORS AND NEIGHBORHOOD ARE HAVING PROBLEMS WITH THE CAR WASH, AND I WANTED TO COME UP AND JUST SPEAK VERY, VERY QUICKLY IN MY SUPPORT IN REGARD TO THEM.

PLUS WE NOTICED AN INCREASE IN LITTER SURROUNDING THE PROPERTY.

THE CURRENT SOUNDSCAPE IN OUR NEIGHBORHOOD IS FULL OF BIRDS CHIRPING, CHILDREN PLAYING IN THE SCHOOLYARD, NEIGHBORS MOWING THEIR YARD, AND THE OCCASIONAL SIREN FROM THE FIRE STATION. AN OVERALL PLEASANT FAMILY NEIGHBORHOOD ENVIRONMENT.

I'VE GOT OUR RESULTS FROM OUR LIBRARY SATISFACTION SURVEY AND THE FLASH VOTE THAT OUR WONDERFUL COMMUNICATIONS DEPARTMENT HELPED US DO. SO I WANT TO START OUT WITH MY FAVORITE COMMENT THAT WE HAD ON THE SURVEY, WHICH WAS, OUR LIBRARY IS SUCH A GIFT TO THIS COMMUNITY. I ENJOYED GOING BY THERE THE SELECTION AND THE ABILITY TO DOWNLOAD BOOKS.

I WILL ALSO BE UTILIZING THE LIBRARY OF THINGS, WHICH IS A REALLY COOL IDEA AND SERVICE.

SO I JUST I COULD HAVE WRITTEN THAT MYSELF, BUT I DIDN'T SO SURE ABOUT THAT, BUT I APPRECIATE IT.

AND SO I WANTED TO START WITH THIS SLIDE BECAUSE IT TELLS YOU 22 PEOPLE ON THIS SURVEY SAID THAT THEY GOT A JOB OR A BETTER JOB BECAUSE OF THE LIBRARY, YOU KNOW, AND THAT INSTANCE, I REALLY FEEL LIKE WE'RE HELPING TRANSFORM SOMEBODY'S LIFE.

686 PEOPLE STUDIED OR LEARNED SOMETHING NEW.

SO WE'RE EMPOWERING THEM TO DO BETTER IN WHATEVER THEIR PURSUIT IS, WHETHER THEY'RE COMING IN BECAUSE THEIR INTERNET'S DOWN AT HOME AND THEY WORK FROM HOME, AND THEY NEED A SPACE WHERE THERE'S WI-FI OR THEY'RE COMING IN BECAUSE THEY'RE GETTING TUTORED.

OR THEY'RE STUDYING FOR AN EXAM, AND THEY JUST NEED A QUIET PLACE AWAY FROM HOME THAT THEY CAN CONCENTRATE.

594 PEOPLE REPORTED THAT THEY CAME FOR ACCESS TO TECHNOLOGY, WHETHER THAT WAS WI-FI OR THE COMPUTERS OR FAXING, SCANNING, PRINTING.

IT'S SO IT'S SO FUNNY THAT IN THIS DAY AND AGE THAT THE COST OF A PRINT CARTRIDGE HAS DRIVES A LOT OF TRAFFIC TO THE LIBRARY, AND SO MANY PEOPLE NEED ITEMS SCANNED TO SEND.

AND I WOULD THINK THAT WE'D BE PAST FAX TECHNOLOGY, WHICH IS A REALLY OLD TECHNOLOGY.

BUT THERE ARE CERTAIN IF YOU'RE DOING THINGS LEGAL OR MEDICAL, A LOT OF TIMES THEY DO TITLE RELATED, THEY REQUIRE A FAX.

AND SO THEY COME TO THE LIBRARY FOR THAT.

356 PEOPLE SAVED MONEY.

AND 148 PEOPLE IMPROVED THEIR HEALTH.

SO ON THE FLASH VOTE, WE ASKED THE QUESTION HOW? HOW WERE WHAT'S YOUR OVERALL SATISFACTION WITH SERVICES AND STAFF? AND SO OF THE OF THE PEOPLE WHO RESPONDED, 71% SAID IT WAS EXCELLENT AND ANOTHER 24% SAID IT WAS GOOD AND ALMOST 4.5% SAID IT WAS OKAY.

I DIDN'T LIKE THAT ONE. BUT YOU KNOW, WE CAN'T BE PERFECT.

SO ON THE LIBRARY SATISFACTION SURVEY, WE ALWAYS ASKED FOR A GRADE, AND 80.93% OF THE PEOPLE GAVE US AN A, AND ANOTHER 13.94% GAVE US A B.

AND WE DID HAVE AN F AT 0.18%.

SO, YOU KNOW, SOMEBODY WAS REALLY UNHAPPY WITH US, BUT FOR THE MOST PART, OUR PATRONS COME IN AND THEY'RE VERY SATISFIED.

WE ASKED ON THE LIBRARY SATISFACTION SURVEY, YOU KNOW, IS THE LIBRARY MEETING YOUR NEEDS? AND 52.99% STRONGLY AGREE THAT THE BEDFORD LIBRARY IS MEETING THEIR NEEDS, AND ANOTHER 40% AGREED.

SO THAT'S A 92% RATE OF PEOPLE WHO AGREE OR STRONGLY AGREE THAT THE LIBRARY IS MEETING THEIR NEEDS.

ON THE SURVEY, WE ASKED WHAT IS, YOU KNOW, WHAT IS YOUR SATISFACTION WITH THE ABILITY OF STAFF TO QUICKLY ASSIST PATRONS? 95% RATED AS EXCELLENT OR GOOD.

FRIENDLINESS OF STAFF 95% 92% WITH THE KNOWLEDGE OF STAFF.

SO WE'RE WE'RE PLEASED THAT WE'RE MEETING OUR OUR MEASURES THAT WE WANT FOR CUSTOMER SERVICE.

NOW THIS. THIS IS WHAT I LOVE ABOUT THE FLASH VOTE IS WE ARE GETTING AN ENTIRELY DIFFERENT AUDIENCE WHEN WE'RE PROMOTING OUR LIBRARY SATISFACTION SURVEY.

THE FLASH VOTE DOESN'T NECESSARILY GET TO PEOPLE WHO WE ARE USE USING.

AND SO IN THAT ONE, WE ASKED, IN THE PAST 12 MONTHS, HAVE YOU OR YOUR FAMILY VISITED THE LIBRARY OR USED ITS PROGRAMS?

37% SAID THEY HAD GONE 1 TO 3 TIMES IN THE PAST YEAR, AND ANOTHER 31% SAID THAT THEY HAVE GONE FOUR TIMES OR MORE. SO EVEN IN THE SURVEY, WE'RE GETTING A PRETTY HIGH AMOUNT OF PEOPLE THAT ARE USING THE LIBRARY, AND IT'S PROBABLY BECAUSE THEY SIGNED UP FOR THE FLASH VOTES BECAUSE THEY'RE ENGAGED IN THEIR COMMUNITY.

THEY WANT TO HAVE A VOICE IN WHAT'S BEING SAID.

AND OF THE 30% WHO SAID THEY HAVEN'T VISITED THE LIBRARY, WE SAID, WELL, WHY HAVEN'T YOU VISITED? AND? 83% SAID THEY JUST DIDN'T HAVE A REASON TO GO.

ANOTHER 2.65% SAID YOU'RE JUST NOT OPEN WHEN I WANT IT TO BE AND DOESN'T HAVE WHAT I NEED.

THAT ONE KILLS ME BECAUSE I GUARANTEE WE HAVE SOMETHING FOR EVERYBODY IN THAT LIBRARY.

IF EVEN IF IT'S THE PRESSURE WASHER OR YOU NEED TO CLEAN YOUR CARPET OR YOU NEED A CORNHOLE GAME FOR THAT PARTY YOU'RE HOSTING, WE'VE GOT SOMETHING FOR EVERYBODY.

SO IF YOU'RE BEDFORD RESIDENT AND YOU'RE LIKE, NO, I READ ALL MY BOOKS ONLINE.

WELL, WE HAVE EBOOKS AND WE HAVE AUDIOBOOKS THAT YOU DON'T HAVE TO PAY LIKE YOU DO ON AMAZON OR KINDLE.

THE 2% SAID THEY HAD A BAD EXPERIENCE, AND THAT ALWAYS MAKES ME REALLY SAD BECAUSE I WANT TO KNOW, WELL, WHAT HAPPENED.

AND, YOU KNOW, DID MY STAFF DO SOMETHING WRONG? WAS IT THE POLICY THAT CREATED FRICTION? WHAT WENT WRONG? BUT ALL I, ALL I KNOW HERE IS THAT, YOU KNOW, THEY HAD A BAD EXPERIENCE AND THAT'S REALLY SAD.

AND THEN THERE WAS VARIOUS AND OTHER COMMENTS.

SOME PEOPLE SAID, YOU KNOW, THAT THEY WERE FORTUNATE ENOUGH THAT THEY CAN BUY THEIR OWN BOOKS, BUT THEY THINK IT'S A GOOD LIBRARY.

SO THAT WAS BETTER.

ANOTHER PERSON SAID I WAS ALLOWED THE OPPORTUNITY TO INTRODUCE INTRODUCE MY GRANDCHILD TO THE IMPORTANCE OF READING BOOKS AND LEARNING ABOUT DIFFERENT PLACES AND THINGS.

SO I THINK WHEN YOU THINK OF THE LIBRARY, THIS IMAGE IS WHAT YOU'RE THINKING OF.

YOU KNOW, KIDS COMING INTO THE LIBRARY, READING BOOKS, SHARING IT WITH THEIR FAMILY MEMBERS.

AND WE THAT IS STILL AT THE CORE OF WHAT WE DO.

BUT WE DO A LOT MORE.

AND I THINK THAT MY STAFF IS REALLY INNOVATIVE IN THE TYPES OF THINGS THAT WE TRY TONIGHT.

BUT ON THE FLASH VOTE, THE NUMBER ONE, THE SECOND THING THAT THEY WANT IS PROGRAMS AND EVENTS ARE THIS WE'RE IN A WE'RE IN A GREAT GENERATION OF PEOPLE WHO ARE WHO ARE YOUNG ADULTS AND NEW ADULTS AND EVEN OUR SENIORS.

THEY ALL ARE LOOKING FOR AN EXPERIENCE.

THEY'RE LOOKING FOR QUALITY OF LIFE TYPE PROGRAMING, WHETHER IT'S AN ADULT EASTER EGG HUNT, WHICH WAS WILDLY POPULAR ON OUR ON OUR FACEBOOK, LOTS OF COMMENTS.

OR THEY'RE LOOKING FOR AN AREN'T YOU? YOU JUST RUBBING THAT IN FOR US AREN'T YOU? YEAH I KNOW, SORRY.

OR THEY CAME ON.

SO WHAT DO WE DO WITH THIS INFORMATION? I THINK THAT THAT THAT WAS ONE OF THE QUESTIONS THAT COUNCILMAN DAWKINS SAID, WHAT ARE YOU DOING WITH THESE SURVEYS AND THESE FLASH VOTES? HOW ARE YOU APPLYING THIS INFORMATION? AND FOR US, WHEN WE LOOK AT IT, WE GO, YOU KNOW, THESE ARE THE COMMON THREADS THAT WE'RE SEEING.

AND, YOU KNOW, THEY'RE THEY'RE DOING EVERYTHING REMOTELY BUT BRINGING THEM IN OUR COLLECTIONS.

THAT CONTINUES TO BE THE NUMBER ONE THING, PRIMARILY WHAT THE LIBRARY CIRCULATES OUT OF THE 422,000 ITEMS THAT WE CIRCULATED LAST YEAR, MOST OF IT WAS PRINT MATERIALS, BOOKS.

AND THAT WAS WHEN I WHEN I STARTED IN THE IN AT THE LIBRARY IN 2006.

THEY WERE LIKE, YOU GUYS ARE, YOU KNOW, NOT GOING TO BE AROUND.

WHY ARE THEY BUILDING A NEW LIBRARY? I MEAN, BOOKS ARE GOING AWAY.

IT'S ALL GOING TO BE IN THE CLOUD.

WELL, THE KIDS COMING UP, THEY GET ENOUGH SCREEN TIME THAT THEY LIKE READING A PHYSICAL BOOK.

YOU KNOW, IT'S IT'S NOT WHAT WE EXPECTED.

IT'S NOT WHAT WE PREDICTED.

BUT THE PHYSICAL ITEMS ARE STILL VERY IMPORTANT TO OUR COMMUNITY.

BUT THE DIGITAL IS WE CAN SEE IT IS SOMETHING THAT IS VERY CONVENIENT.

AND WHAT I FIND FUNNY IS THAT THE PEOPLE WHO MOST USE THE DIGITAL STUFF, A LOT OF THEM ARE SENIORS AND, YOU KNOW, PEOPLE MY AGE WHO HAVE READERS. AND YOU CAN CHANGE THE BACKGROUND TO BLACK AND YOU CAN HAVE THE PRINT AND WHITE AND YOU CAN MAKE THE FONT BIGGER, AND YOU CAN CHOOSE A SEPIA TONE IF IT'S FOR DAYTIME. AND, YOU KNOW, THERE'S ALL THESE LITTLE ACCESSIBILITY TOOLS THAT ARE BUILT INTO THOSE AUDIOBOOKS THAT REALLY HELP.

AND THEN THE LAST THING IS PROGRAMS. PEOPLE ARE LOOKING FOR A PLACE TO GO WHERE THAT THIRD PLACE, WHERE IT USED TO BE CHURCH AND YOUR BOWLING LEAGUE, YOU KNOW, THE LIBRARY IS KIND OF FILLING IN THAT SPOT. AND, YOU KNOW, IT'S IMPORTANT THAT WE PROVIDE THOSE TYPE OF THINGS.

AND I JUST WANT TO SAY THANK YOU TO CITY COUNCIL, BECAUSE LAST YEAR WHEN WE SAID THESE ARE A PRIORITY, THEY FUNDED AN ADDITIONAL $15,000 FOR US TO HAVE AN ADVANTAGE PLAN WITH LIBBY BECAUSE PEOPLE WERE SAYING THE WHOLE TIME IS TOO LONG.

OUR DIGITAL CONTENT NOW, AS A PERCENTAGE OF THE COLLECTION IS 17% OF EVERYTHING THAT WE CHECK OUT IS DIGITAL.

AND THAT WASN'T THE CASE LAST YEAR.

IT WAS LIKE RUNNING AT 12 AND 13%.

SO THE ADDITIONAL MONEY THAT YOU GAVE FOR CONTENT MADE A DIFFERENCE AND IT'S INCREASED PROGRAMS.

WE JUST WITHDREW 300 CD AUDIO BOOKS BECAUSE PEOPLE DON'T HAVE CD IN THEIR CARS, THEY DON'T HAVE CDS AT HOME.

AND SO WE WENT AND LOOKED AND SOME OF THESE HADN'T CIRCULATED SINCE 2015, 2017.

I IMAGINE IN ANOTHER TWO YEARS I'LL BE SAYING, OKAY, NO MORE CD AUDIOBOOKS.

WE GOT RID OF THE CD MUSIC, MUSIC IN 2020 BECAUSE IT JUST WASN'T CIRCULATING THERE WERE YOU HAVE SOME PEOPLE WHO WERE USING IT, BUT FOR THE MOST PART, IT'S NOT WHERE WE NEED TO SPEND OUR TAXPAYER MONEY AND THE SPACE THAT YOU HAVE IN THE LIBRARY.

THROUGH THIS GREEN RIBBON PROGRAM, THE CITY IS SEEKING FUNDING IN THE AMOUNT OF $374,907 TO IMPROVE BOTH THE EAST AND WEST MEDIANS ALONG HARWOOD

AWARD ANNOUNCEMENTS ARE ANTICIPATED LATE APRIL OF THIS YEAR.

THE CITY'S ESTIMATED PORTION OF THE COST IS $119,769, FOR A PROJECT TOTAL COMBINED BETWEEN THE TWO OF JUST A LITTLE UNDER $500,000. THIS ITEM IS ACTUALLY TIED TO THE CITY'S RECENT ENTRYWAY MEDIAN LANDSCAPE DESIGN PROJECT, WHICH WILL PROVIDE NEW LANDSCAPE CONTEXT FOR OUR CITY ENTRYWAY MEDIANS, WHICH WILL INCLUDE PLANTING TEMPLATES, PALLETS FROM WHICH WE CAN THEN CHOOSE GOING FORWARD AS WE RENOVATE THOSE.

WE'VE WORKED WITH THE LANDSCAPE ARCHITECT, AND IT WAS DECIDED THAT HARWOOD AND 121 INTERSECTION WOULD PROVIDE THE MOST IMPACT AS FAR AS STARTING WITH THAT INTERSECTION.

AND WE KIND OF GET THE BIGGEST BANG FOR OUR BUCK OUT OF THAT ONE.

IF YOU LOOK AT THAT AREA AND THAT INTERSECTION AND THOSE MEDIANS, THERE'S ESSENTIALLY NO LANDSCAPING.

CURRENTLY IT IS JUST GRASS.

SO IN LIEU OF TACKLING MEDIANS AND ENTRYWAYS THAT ALREADY HAD LANDSCAPING, WE THOUGHT WE WOULD START WHERE WE'D MAKE THE BIGGEST IMPACT.

SO WE WILL SOON BE BACK TO YOU WITH THE FINAL LANDSCAPE DESIGN GUIDELINES ON THAT PROGRAM.

WE WANTED TO BRING THIS TO YOU TOGETHER AT THE SAME TIME, UNFORTUNATELY, TIMING WISE WITH THIS GRANT PROHIBITED THAT FROM HAPPENING.

BUT THE INTENT IS REALLY TO HELP ALLEVIATE AIR QUALITY AND IMPROVE OUR AIR QUALITY.

SUFFICIENT WHETHER THE DRAINAGE SYSTEM WILL BE ENOUGH TO HANDLE OUR OUR DISCHARGE INTO THE SEWER SYSTEM OF THE CITY.

AND SO, YOU'VE BEEN ABLE TO INCORPORATE ITEMS THAT WE'VE BROUGHT THAT ARE NOT, YOU KNOW, NECESSARILY MATERIAL ITEMS THAT MAYBE, YOU KNOW, WE WILL COME IN AND SAY FROM AN INTERNAL CONTROL STANDPOINT, WE FEEL LIKE YOU ALL COULD DO THIS.

IT'S NOT A SITUATION WHERE WE THINK THERE'S FRAUD OR THERE'S A BREAKDOWN IN CONTROLS, BUT YOU COULD DO THIS A LITTLE BIT BETTER.

THEY'RE GREAT.

THE TEAM THAT YOU ALL HAVE NOW ARE REALLY GREAT WITH TAKING THAT AND MOVING FORWARD WITH IT.

ALSO, WITHIN THIS DOCUMENT, YOU ALL HAVE A LOT OF FUNDS WHEN YOU'RE LOOKING AT IT IN COMPARISON TO THE BUDGET DOCUMENT TO IN PREVIOUS YEARS, IT WASN'T ALWAYS LINING UP WITH WHAT YOU ALL WOULD SEE FROM A BUDGET DOCUMENT VERSUS THIS, BECAUSE GATSBY DOES NOT ALWAYS MATCH WHAT YOU CAN DO FROM A BUDGET STANDPOINT.

AND SO THE FINANCE TEAM GOT WITH US AND WE WERE ABLE TO ALIGN THAT A LOT BETTER, SO THAT YOU ALL CAN SEE THAT THE CITIZENS CAN SEE THAT WHEN THEY'RE LOOKING AT THIS 200 PAGE DOCUMENT, WHICH I'M SURE EVERYONE HAS READ AT LENGTH AND BUT IN THAT BEING SAID, YOU KNOW, IN YEARS PAST, YOU SAID WE DID NOT DO THAT, TO LINE IT UP, TO MAKE IT MORE TRANSPARENT AND TO MAKE IT.

YES. YEAH. FROM A TRANSPARENCY STANDPOINT, IT'S A LOT BETTER AND DOESN'T MEAN THAT IT WAS WRONG IN PREVIOUS YEARS.

IT'S STILL ALIGNED WITH THE STANDARDS, BUT TO THIS MAKES IT MORE TRANSPARENT FOR EVERYONE WHO'S LOOKING AT THE DOCUMENT.

AND IN PREVIOUS YEARS THEY, YOU KNOW, WANTED TO KEEP IT AS IS.

AND THAT'S OKAY TOO.

BUT THIS MAKES IT WHERE IT'S MORE OF A TRANSPARENT DOCUMENT.

SO SENIOR ADVISORY PANEL MET LAST MONTH, AND WE DISCUSSED THE MEMBERS WENT TO SURROUNDING SENIOR CENTERS, AND THEY REPORTED BACK TO US WITH ALL THE THINGS THEY'RE DOING FOR ALL THE WAY FROM IRVING TO NORTH RICHLAND HILLS TO EULESS AND COLLEYVILLE AND HURST.

IT'S BEEN VERY INFORMATIVE, AND WE'RE CONTINUING TO PUT TOGETHER WAYS WE CAN BETTER IMPROVE THE QUALITY OF LIFE FOR OUR SENIORS.

WE ALSO WENT THROUGH WE GOT TO SEE SOME DEPICTIONS OF WHAT THE SENIOR CENTER WILL LOOK LIKE ON THE INTERIOR.

AT THE ROUNDTABLE, CITY OFFICIALS DEBATE AND MAKE A CASE FOR WHY THEIR PROJECT SHOULD BE CHOSEN.

THERE WERE 35 PROJECTS SUBMITTED.

BEDFORD SUBMITTED TWO OF THEM.
