WE HAVE A STAFF REPORT ON THE STATUS OF FISCAL YEAR 20 23, 20 24 STREET IMPROVEMENT ECONOMIC DEVELOPMENT CORPORATION PROJECTS TO GIVE YOU PUBLIC WORKS DIRECTOR CHERYL TAYLOR.
HOW ARE YOU DOING THIS EVENING? DOING GOOD ALL.
SO THIS IS A CURRENT ACTIVE PROJECTS MAPPED.
UM, I I THINK YOU ALL SHOULD HAVE A, UM, A HARD COPY OF THIS THAT WE PASSED OUT.
UM, AS YOU CAN SEE, WE HAVE A LOT OF PROJECTS THAT ARE GOING ON IN BEDFORD RIGHT NOW.
THIS OVERALL MAP SHOWS WATER, SANITARY SEWER, PRIVATE DEVELOPMENT, AND STREET PROJECTS THAT ARE EITHER UNDER CONSTRUCTION OR CURRENTLY UNDER DESIGN AND WILL BE GOING OUT FOR CONSTRUCTION IN THE NEXT YEAR.
I JUST, I LIKE TO SHOW THIS EVERY TIME I CAN BECAUSE THERE, THERE REALLY IS A LOT GOING ON HERE.
THIS ITEM ON YOUR AGENDA IS A STATUS UPDATE OF THE FY 2324 CIP PROJECTS THAT WERE APPROVED IN THE BUDGET AT YOUR LAST MEETING IN AUGUST.
MUCH OF TONIGHT'S PRESENTATION WILL BE A REFRESHER OF THE ITEMS WORKED THROUGH THE PREVIOUS BOARD B BOARD MEETING FOR THE NEW FACES ON THE COMMISSION.
ONCE WE COMPLETE THE STATUS OF THOSE PROJECTS, WE'LL PROVIDE A QUICK SUMMARY OF HOW WE GOT TO WHERE WE ARE TODAY AND IS, UM, ALSO SOME FUTURE PLANS FOR THE STREET SYSTEM.
THIS MAP SHOWS THE LOCAL STREETS AND THE THOROUGHFARES THAT WERE APPROVED FOR THE CURRENT FISCAL YEAR.
SO STARTING WITH THE THOROUGHFARES CITYWIDE TRAFFIC SIGNAL UPGRADE, CUMMINGS DRIVE AND WADE IN 2020, THE MARIN CITY COUNCIL'S PRIORITIES INCLUDED IMPROVEMENTS TO THE CITY'S THOROUGH AFFAIRS.
SINCE THAT TIME, HARWOOD ROAD, FOREST RICH DRIVE, BEDFORD ROAD, MCLEAN AND SAC HAVE BEEN IMPROVED AS WELL AS A FULL UPGRADE OF THE TRAFFIC SIGNAL AT THE INTERSECTION OF HARWOOD AND CENTRAL.
WHILE A SIGNIFICANT AMOUNT OF EFFORT HAS BEEN APPLIED TO THOROUGHFARE PREVIOUSLY, THERE ARE OTHERS THAT REQUIRE WORK.
CUMMINGS DRIVE AND WADE WERE APPROVED FOR THE CURRENT FISCAL YEAR TRAFFIC SIGNAL AND THE, THE FINAL TRAFFIC SIGNAL IN THE CITYWIDE UPGRADE PROJECT WILL BE COMPLETED THIS YEAR AT THE INTERSECTION OF CUMMINGS AND CENTRAL AND MAY ALSO INCLUDE A RELOCATION OF THE SIGNAL CABINET AT THAT INTERSECTION.
THE FISCAL YEAR 2324 THOROUGHFARE PROJECTS ARE HIGHLIGHTED ON THE SLIDE SPREADSHEET WAS INCLUDED IN YOUR PACKETS AND THE TABLE LISTS THE THOROUGHFARES THAT ARE FUNDED WITH THE 2021 THOROUGHFARE BOND.
WITH THE COMPLETION OF THESE PROJECTS, THE REMAINING BALANCE OF THE 2021 BOND WILL BE JUST OVER $700,000 UTILIZING AN INTERLOCAL AGREEMENT WITH THE CITY OF GRAND PRAIRIE, THE CITY IS CONTRACTED WITH REYNOLDS ASPHALT TO PAVE CUMMINGS DRIVE FROM CENTRAL ALL THE WAY UP TO ASHFORD DRIVE, WHERE THE CONCRETE ENDS UP TOWARDS STATE HIGHWAY 1 21 TO LESSEN THE POTENTIAL IMPACTS ON TRAFFIC FLOWS IN THE VICINITY OF SPRING GARDEN ELEMENTARY MILLING AND PAVING IS SCHEDULED FOR THE SUMMER WHEN SCHOOLS NO LONGER IN SESSION PAVEMENT STRIPING WILL BE SCHEDULED TO REPLACE ALL OF THE EXISTING MARKINGS APPROXIMATELY TWO WEEKS AFTER PAVING OPERATIONS ARE COMPLETE.
AGAIN, THIS PROJECT IS BEING FUNDED THROUGH THE 2021 THOROUGHFARE BOND.
THESE ARE THE BEFORE PHOTOS OF CUMMINGS DRIVE, PRIOR MILL PRIOR TO MILLEN OVERLAY.
A SIGNIFICANT AMOUNT OF CONCRETE WORK HAS BEEN COMPLETED ALREADY IN COORDINATION WITH OUR COMMUNICATIONS DEPARTMENT.
THESE ARE PHOTOS FROM THE DRONE FOOTAGE THAT THEY TOOK OF CUMMINGS FROM ONE END OF THE PROJECT TO THE OTHER.
HERE WE CAN SEE CONCRETE REPAIRS AT VARIOUS LOCATIONS AS WELL AS NEW CURB GUTTER AND VALLEY GUTTERS ALONG THE CORRIDOR.
PUBLIC WORKS WILL FILM A VIDEO OF THE PROJECT WHICH WE POSTED TO ALL OF THE CITY'S SOCIAL MEDIA CHANNELS IN THE CITY'S WEBSITE.
WADE DRIVE FROM PIPELINE ROAD TO HIRSCH DRIVE WILL BE REPAVED IN PARTNERSHIP WITH TARRANT COUNTY PRECINCT THREE EVERY YEAR.
THE CITY PARTNERS WITH TARRANT COUNTY.
THE CITY PROVIDES TRAFFIC CONTROL, COORDINATES THE MILLING OPERATION AND PURCHASES ASPHALT FOR THE PROJECT, AND THE COUNTY PROVIDES EQUIPMENT AND LABOR.
WADE IS SCHEDULED FOR, UH, IMPROVEMENTS AROUND THE WEEK OF MARCH 4TH.
SO THE INTER, EXCUSE ME, THE INTERLOCAL WITH TARRANT COUNTY WILL BE ON A FUTURE COUNCIL AGENDA.
CAN WE DO THAT ALREADY? THAT ONE'S COMING FORWARD.
NO, WE DID, WE APPROVED THAT ONE ALREADY AT THE LAST MEETING.
THAT ONE WAS APPROVED, SO THEY'VE GOTTA TAKE IT TO COMMISSIONER'S COURT SO THAT WE CAN START THE PROJECT IN MARCH.

SO WADE DRIVE IS A MAJOR COLLECTOR FROM AVAILABLE RECORDS.THE PAVEMENT WAS RESURFACED AROUND 2010.

MOVING ON TO THE FISCAL 2324 LOCAL STREETS.

LOCAL STREET ARE FUNDED WITH THE FOUR B OPERATING BUDGET.
THE LIST INCLUDES CONSTRUCTION OF PHYLLIS STREET, WHICH WAS AWARDED APPROXIMATELY $160,000 FROM, FROM TARRANT COUNTY THROUGH A GRANT, UH, GRANT PROGRAM.
THE ENGINEERING DESIGN FOR THAT PROJECT IS COMPLETE CONSTRUCTION CONTRACT IS ANTICIPATED TO COME BEFORE COUNCIL FOR APPROVAL THIS SPRING WITH CONSTRUCTION TENTATIVELY SCHEDULED FOR THE SUMMER, TOTAL ESTIMATED COST, INCLUDING WATER AND SEWERS, ABOUT $1.6 MILLION.
THE GREGORY AND BEDFORD COURT EDITION PROJECT INCLUDES PAVING OF THE STREETS AS WELL AS SANITARY SEWER IMPROVEMENTS TO REPLACE THE AGING PIPE.
DESIGN IS PROGRESSING AND THE PROJECT WILL BE ADVERTISED FOR BID IN THE SPRING OR SUMMER.
THE REMAINING 20 PLUS STREETS WERE CHOSEN USING A COMBINATION OF PAVING DATA COLLECTED BY IMS IN 2022.
UM, ALSO EXISTING PAVING WATER, SEWER AND DRAINAGE PROJECTS IN THE AREA.
AND, UM, THEY'RE ALSO CHOSEN BASED ON FUNDING AVAILABILITY.
LOOKS LIKE THE TOTAL OF ALL OF THE PROJECTS LOCAL STREETS FOR THE YEAR IS APPROXIMATELY $5 MILLION.
HERE'S A CITYWIDE MAP SHOWING THOSE 2324 LOCAL STREETS.
THEY ARE KIND OF SPRINKLED THROUGHOUT THE CITY.
THE MAP IS ALSO INCLUDED, UM, IN YOUR PACKETS.
SO THESE ARE THE INDIVIDUAL NEIGHBORHOODS.
THE BLUE LINES INDICATE MILL AND OVERLAYS, AND THE PINK LINES ARE FULL RECONSTRUCTION.
AS I MENTIONED, PHYLLIS AND GREGORY ADDITIONS ARE PLANNED FOR CONSTRUCTION IN THE SUMMER AND SPRING.
AND THEN THE REMAINING STREETS ARE EITHER COMPLETE OR WILL BE COMPLETED THIS MONTH.
SO BE, LET'S SEE, CENTURY PLACE EDITION, THE BOTTOM CENTER, UH, THOSE, THAT NEIGHBORHOOD WAS COMPLETED PRIOR TO THE END OF THE CALENDAR YEAR.
THE CONTRACTOR THEN MOVED OVER TO SHADY BROOK AND SHADY, UH, SHADY GROVE, AND THEY'VE COMPLETED THE PAVING THERE AS WELL.
AND THEN TOP RIGHT IS NOTTINGHAM ADDITION.
THAT ONE WAS COMPLETED PROBABLY IN THE LAST WEEK OR SO, AND THEY ARE CURRENTLY WORKING IN THE TOP MIDDLE, UM, NEIGHBORHOOD CUMMINGS DRIVE.
I BELIEVE THEY'VE COMPLETED THE PAVING OF THE TWO.
UM, TURNER, WHAT IS, THEY CALL IT, TURNOUTS.
AND THEY WILL BE PAVING CUMMINGS AND MICHAEL SEAN.
I BELIEVE THEY SHOULD BE COMPLETED WITH THAT PAVING SOMETIME THIS WEEK.
THEN THEY WILL MOVE OVER TO HARWOOD TERRACE, WHICH IS, UH, TOP LEFT.
AND THEY SHOULD BE COMPLETED WITH, I BELIEVE ALL OF THOSE STREETS, UM, PROBABLY IN THE NEXT COUPLE WEEKS.
SO THE REMAINING ONES ARE GONNA BE THE TWO THAT, THAT ARE GOING OUT FOR BID THAT ARE GREGORY EDITION.
AND PHYLLIS, ARE THERE ANY QUESTIONS ON LOCAL STREETS? YES, MA'AM.
SO FOR THE GREGORY AND BEDFORD COURT EDITIONS, WHAT IS FULL DEPTH RECLAMATION? WHAT KIND OF WORK IS THAT? SO, FULL DEPTH MEANS THAT THEY'RE GONNA HAVE TO REPLACE ALL OF THE PAVEMENT.
THEY'RE GONNA REPLACE ALL OF THE STABILIZATION.
AND BECAUSE IT'S A FULL RECONSTRUCTION PROJECT, UM, WE GENERALLY CALL OUT THOSE OUT FOR FULL RECONSTRUCTION WHEN THE CURBS AND THE GUTTERS ARE A LITTLE WAVY AND IT'S TOO MUCH TO JUST DO SMALL SECTIONS.
SO THEY'RE GONNA REPLACE ALL OF THE CURBS, ALL OF THE GUTTERS, UM, AND ALL OF THE PAVEMENT.
AND AS WE WERE PUTTING THAT, THE SCOPE OF THAT PROJECT TOGETHER, WE ALSO NOTICED THAT THERE WERE SEVERAL WORK ORDERS IN THAT AREA FOR SANITARY SEWER BACKUPS.
SO, UH, SANITARY SEWER REPLACEMENT IN PARTS OF THAT NEIGHBORHOOD ARE GONNA BE INCLUDED IN THAT PROJECT.
SO HERE ARE SOME AFTER PHOTOS OF THAT CENTURY PLACE EDITION.

SO THESE ARE LOCAL STREETS THAT ARE SELECTED FOR PREVENTIVE MAINTENANCE.
GIVEN THE GOOD FEEDBACK WE CONTINUE TO RECEIVE, STAFF WILL CONTINUE TO USE THE HIGH DENSITY MINERAL BOND AS A PRIMARY PREVENTIVE MAINTENANCE TECHNIQUE IN ADDITION TO CRACKED CEILING.
WE CONTINUE TO USE AN INTERLOCAL AGREEMENT WITH HEARST FOR THAT HIGH DENSITY MINERAL BOND.
WE KIND OF TRIED TO BLOW UP THOSE NEIGHBORHOODS OR ZOOM IN A LITTLE BIT SO YOU CAN SEE, UM, HOW MANY STREETS ARE GONNA BE DONE THIS YEAR.
AND DALE CONSTRUCTION IS AN APPROVED APPLICATOR OF THE HA FIVE HIGH DENSITY MINERAL BOND PRODUCT.
THEY PROVIDE A WEBSITE AND A PAGE DEDICATED SPECIFICALLY TO THE CITY OF BEDFORD.
AND THE WEBSITE IS GENERALLY THE SAME, THE HA FIVE INFO.COM/BEDFORD, THEY DO HAVE AN EXTENSIVE COMMUNICATION PLAN.

AND HAVE WE HAD ANY, UM, ANY ISSUES WITH IT? UH, THE CONTACT WITH THE RESIDENTS, ANY, ANY ISSUES AT ALL BY, UM, OR COMPLAINTS BY THE RESIDENTS I SHOULD SAY.
I MEAN, OBVIOUSLY THEY HAVE TO PARK THEIR VEHICLE, I MEAN, SOMEWHERE ELSE.

WELL AS IT, YOU KNOW, THE LONGER IT SITS AND CURES THE, THE MORE IT BECOMES A LITTLE BIT HARDER AND IT DOESN'T, AND IT DOESN'T DO THAT MUCH.
AND THERE WAS ONE LOCATION WHERE THEY COMPLAINED AND IT LOOKED REALLY BAD AND THE CONTRACTOR ACTUALLY CAME OUT AND THEY SAID, WE'LL, WE'LL COME BACK AND WE'LL FIX IT.
SO THEY TOOK OUT A PIECE AND THEY, AND THEY REDID IT.
SO THEY'VE BEEN PRETTY RESPONSIVE TO US.
SO ABOUT REDOING IT, IF ANYTHING LIKE THAT WERE TO HAPPEN.
AND SO, SO IN THAT CASE, WE ACTUALLY HAD A, WAS IT A REPUBLIC TRUCK THAT CAME DOWN AND, AND I CAN'T SAY WHO IT WAS, THEY A GARBAGE.
THEY'VE SAID THAT IT'S A TRASH TRUCK.

AND THAT'S THE, I MEAN, AND GOING BACK, THAT'S THE WHOLE POINT, RIGHT? THIS IS EXTENDING THE LIFE OF THE STREETS AND OBVIOUSLY MAKING IT LOOK A LOT BETTER
UM, THE THINGS THAT, THE THINGS THAT DESTROY YOUR ASPHALT STREETS ARE THE SUNLIGHT AND PRECIPITATION.
SO IF YOU PUT A SEAL OVER IT, THEN IT REDUCES THE AMOUNT OF SUNLIGHT THAT'S ABLE TO DEGRADE IT AND OR THE, UM, AMOUNT OF, UM, PRECIPITATION THAT'S ABLE TO GET IN THERE, MOISTURE THAT GETS IN THERE, THAT, THAT WILL DESTROY THE, THE PAVEMENT AS WELL.
SO IT'S A, IT'S A PRESERVATION TECHNIQUE AND IT'S SOMETHING THAT WE ARE ABLE TO DO TO KEEP THE STREETS IN PRETTY GOOD CONDITION.

AND THE, THE THOUGHT BEHIND THE PREVENTIVE MAINTENANCE IS THAT YOU ARE PRESERVING GOOD STREETS, SO YOU'RE NOT GONNA PUT IT ON A STREET THAT'S GOT CRACKS AND AWFUL, AND IT'S GOT BUMPS AND IT LOOKS REALLY, REALLY BAD BECAUSE THOSE ARE THE STREETS.
YOU EITHER, THEY'RE EITHER IN BAD ENOUGH SHAPE, YOU LET THEM CONTINUE TO DEGRADE, AND THEN YOU REPLACE THEM LATER.
OR, YOU KNOW, YOU CAN DO PATCHES ON 'EM.
BUT IF YOU'VE GOT A STREET THAT LOOKS REALLY GOOD AND IT RUNS REALLY WELL, I MEAN, IT, IT RIDES WELL AND THE STRUCTURE LOOKS REALLY GOOD.
IF WE CAN MAKE THIS LAST A LITTLE BIT LONGER, I MEAN, IF WE HAD UNLIMITED FUNDS, WE CAN, YOU KNOW, THAT IT'S JUST NOT REASONABLE FOR US TO, TO EXPECT TO BE ABLE TO DO ALL THE STREETS ALL THE TIME.
BUT IF YOU PICK THE GOOD STREETS AND YOU DO WHAT YOU CAN TO PRESERVE IT, THEN IT KINDA LETS THE MONEY SPREAD OUT.
YOU'RE ABLE TO USE THAT MONEY FOR, FOR OTHER THINGS.

SO WE ARE LIMITED IN OUR FUTURE PLANS.
WE DID MAKE SOME CHANGES THIS YEAR TO THE BUDGET TO KIND OF GIVE US A LITTLE BIT OF AN OPPORTUNITY TO KIND OF BUILD THAT FUND BALANCE A LITTLE BIT GOING INTO 24, 25.
AND WE'LL PROBABLY LOOK AT DOING SOMETHING LIKE THAT AS AGAIN, AGAIN, THAT'S A TRANSFER THAT WE WERE DOING TO ANOTHER FUND AND WE KIND OF HELD OFF FOR ONE YEAR JUST TO KIND OF GIVE THAT FUND BALANCE A LITTLE BIT OF GROWTH.
SO, AND WE'RE HOPING WITH SALES TAX GROWTH AND INTEREST, THAT'LL GIVE US MORE OPPORTUNITIES TO ADDRESS SOME OF THOSE CAPITAL NEEDS.
