RIGHT ON CUE, AS I LOOK AROUND THIS ROOM, I'M BLESSED TO BE SURROUNDED BY FRIENDS, MY STUDENTS, MY COWORKERS, PEOPLE THAT HAVE BEEN WITH ME FROM THE BEGINNING ON MY JOURNEY TO GIVE BEDFORD THE FRESH START THAT IT NEEDED JUST A FEW YEARS AGO.

NOW LOOK AT WHERE WE ARE AND HOW FAR WE'VE COME.

I ALSO WANT TO THANK THE MOST IMPORTANT PERSON IN MY LIFE WHO IS THE BIGGEST SUPPORTER AND WHO I OWE EVERYTHING TO, MY WIFE, [INAUDIBLE].

YOU SEE, POLITICS IS A FAMILY ENDEAVOR.

IT MEANS MISSING OUT ON SOME FAMILY DINNERS, BEDTIME STORIES, SOCCER GAMES AND BIRTHDAY PARTIES.

IT MEANS SHARING A HUSBAND AND A FATHER WITH THE WHOLE CITY SO THAT THOUSANDS OF FAMILIES CAN BE PROUD TO CALL BEDFORD HOME.

I'M NOT HERE SO THAT I CAN BE NOTICED WHEN I ENTER A ROOM OR FOR PHOTO OPS OR FOR OUT OF SOME DELUSION OF SELF-IMPORTANCE.

I'M HERE FOR ONE REASON ONLY TO DO THE WORK THE CITIZENS OF THIS GREAT CITY HAVE TASKED ME TO DO.

NOT ONCE BUT TWICE.

TO KEEP MOVING THE CITY FORWARD TOGETHER.

NOW, AS ONE OF THE ONLY COUNCIL MEMBERS WHO IS RAISING A YOUNG FAMILY IN THIS CITY, THIS POSITION TAKES ON NEW MEANING.

I WANT TO SECURE OUR CITY'S FUTURE FOR ALL OF OUR FAMILIES, BECAUSE THE DECISIONS WE MAKE IN THE CITY WE BUILD TODAY WILL BE INHERITED BY OUR CHILDREN AND GRANDCHILDREN TOMORROW.

YOU KNOW, JUST AFTER I FIRST CAME TO COUNCIL.

I REMEMBER THEN COUNCIL MEMBER BOYTER MEETING WITH ME AND WE SPOKE ABOUT HOW FAR THE CITY HAD FALLEN BEHIND.

AND I REMEMBER HIM SAYING TO ME, I'M GOING TO CHANGE THIS CITY.

I'M GOING TO CHANGE THE DIRECTION WE'RE ON.

DAN, CAN I COUNT ON YOU? AND I REPLIED, ABSOLUTELY.

I'M IN. WHICH IS WHY IT'S AN HONOR TO PICK UP THE MANTLE OF MAYOR BOYTER AND CONTINUE THE WORK THAT WE STARTED.

WE CAN'T GO BACK TO ECONOMIC STAGNATION WITH YEARS BETWEEN NEW DEVELOPMENTS.

WE CAN'T GO BACK TO IGNORING RESIDENTS OPINIONS ON HOW LAND SHOULD BE USED OR DEVELOPED, LETTING OUR ROADS AND THOROUGHFARES FALL INTO DISREPAIR BECAUSE WE'RE PAYING CASH FOR STREET REPAIRS INSTEAD OF SMART FINANCING.

ASKING THE VOTERS TO APPROVE MILLIONS OF DOLLARS FOR HALF BAKED PLANS AND IDEAS, ALL WHILE PUTTING OUR CITY'S FINANCIAL HEALTH IN JEOPARDY.

ELIMINATING OUR SENIOR CENTER AND EVEN HAVING FIREFIGHTERS PAYING FOR THEIR OWN EQUIPMENT OUT OF THEIR OWN POCKETS.

THE LIST GOES ON AND ON.

BEDFORD. WE CAN'T GO BACK TO THIS.

WE WILL NOT GO BACK.

AND AS LONG AS I'M YOUR MAYOR, WE WILL NEVER GO BACK.

WE WILL CONTINUE TO INVEST IN OUR ROADS AND INFRASTRUCTURE AND TAKE PRIDE IN OUR CITY BY CLEANING UP OUR NEIGHBORHOODS AND SHOPPING CENTERS.

WE WILL FOCUS OUR EFFORTS ON REVITALIZING THE CITY THROUGH ECONOMIC DEVELOPMENT AND SUPPORT OUR FIRST RESPONDERS, MAKING SURE THAT THEY HAVE THE RESOURCES NECESSARY TO KEEP OUR FAMILIES SAFE.

WE WILL CONTINUE TO KEEP BEDFORD MOVING FORWARD TOGETHER.

MAY GOD BLESS BEDFORD AND GOD BLESS THE GREAT STATE OF TEXAS.

SO PRIOR TO COMING TO THE CITY OF BEDFORD, SHE ATTENDED THE SAM HOUSTON STATE UNIVERSITY WHERE SHE GRADUATED.

SHE'S BEEN WITH US FOR FIVE YEARS, DURING HER FILE IF YOU LOOK AT IT, SHE'S GOT MULTIPLE LETTERS OF COMMENDATION AND AWARDS THAT SHE'S RECEIVED.

WHILE SERVING HERE SHE'S BEEN A FIELD TRAINING OFFICER.

SHE HELPED GUIDE SOME OF OUR NEW OFFICERS TO MAKE SURE THAT THEY'RE MEETING OUR VALUES AND WHAT THE COMMUNITY EXPECTS OF US.

SHE WAS HAND-SELECTED FOR OUR NEW DEPLOYMENT TEAM THAT WE SET UP THIS LAST YEAR.

SO IT'S A TEAM THAT HANDLES THINGS OUTSIDE OF THE NORM, OUTSIDE OF NORMAL PATROL WORK AND OUTSIDE OF NORMAL CRIMINAL INVESTIGATION WORK, THINGS THAT TAKE A LITTLE BIT EXTRA TIME.

THEY'RE OUR PROBLEM SOLVING TEAM.

SO SHE GOT TO SERVE ON THAT FOR A GOOD WHILE.

AND SHE IS OUR NOW NEWEST PROMOTED CORPORAL IN THE POLICE DEPARTMENT.

SO SHE JUST ACHIEVED HER RANK OF CORPORAL AND SHE'S ON THE ON THE MIDNIGHT SHIFT.

SO INTERESTING THINGS ABOUT HER.

SHE SAYS THAT SHE WAS ASKED A QUESTION, ONE OF HER COLLEGE CLASSES ONE TIME OF WHAT MAKES HER INTERESTING.

AND SHE SAID THAT SHE TRAINED HAMSTERS FOR WHAT WAS IT FOR BUT ANYWAY, SO BUT DURING THERE WAS THREE CORPORALS RECENTLY RECENTLY PROMOTED AND I LOOK FOR THINGS TRYING TO SUM UP WHO THEY ARE.

WHEREAS MUNICIPAL COURTS PLAY A SIGNIFICANT ROLE IN PRESERVING PUBLIC SAFETY AND PROMOTING QUALITY OF LIFE IN TEXAS.

AND WHEREAS, MORE PEOPLE COME INTO CONTACT WITH MUNICIPAL COURTS THAN ALL OTHER TEXAS COURTS COMBINED, AND PUBLIC IMPRESSION OF THE TEXAS JUDICIAL SYSTEM IS LARGELY DEPENDENT UPON THE PUBLIC'S EXPERIENCE IN MUNICIPAL COURT.

WHEREAS THE CITY OF BEDFORD HAS HOSTED THE BEDFORD MUNICIPAL COURT SINCE 1970.

WHEREAS STATE LAW AUTHORIZES AUTHORIZES THE MUNICIPALITY TO EITHER APPOINT OR TO ELECT A MUNICIPAL JUDGE FOR THE TERM OF OFFICE AND THE BEDFORD MUNICIPAL COURT IS A STATE COURT AND AS JUDGES ARE MEMBERS OF THE STATE JUDICIARY.

WHEREAS THE PROCEDURES OF THE BEDFORD MUNICIPAL COURT OPERATIONS ARE SET FORTH IN THE TEXAS CODE OF CRIMINAL PROCEDURE AND OTHER LAWS OF THE STATE OF TEXAS.

AND WHEREAS, THE CITY OF BEDFORD IS COMMITTED TO THE NOTION THAT OUR LEGAL SYSTEM IS BASED ON THE PRINCIPLE AND THE INDEPENDENT, FAIR AND COMPETENT JUDICIARY WILL INTERPRET AND APPLY LAWS THAT GOVERN US, AND THAT JUDGES AND COURT PERSONNEL SHOULD COMPLY WITH THE LAW AND ACT IN A MANNER THAT PROMOTES PUBLIC CONFIDENCE IN THE INTEGRITY AND IMPARTIALITY OF THE JUDICIARY.

WHEREAS BEDFORD MUNICIPAL JUDGES ARE NOT POLICY MAKERS FOR THE CITY OF BEDFORD BUT ARE BOUND BY THE LAW AND THE CANONS OF THE JUDICIAL CONDUCT AND ARE REQUIRED TO MAKE DECISIONS INDEPENDENT OF GOVERNING BODY OF THE CITY COUNCIL, CITY OFFICIALS AND EMPLOYEES.

WHEREAS THE CITY COUNCIL RECOGNIZES THAT THE CONSTITUTION AND LAWS OF THE STATE OF TEXAS CONTAIN PROCEDURAL SAFEGUARDS IN CRIMINAL CASES FOR ALL DEFENDANTS, INCLUDING INDIGENT DEFENDANTS AND SUPPORTS FOR BEDFORD MUNICIPAL COURT IN COMPLYING WITH SUCH LEGAL REQUIREMENTS.

I GUESS YOU'VE SEEN A LOT IN THE NEWS RECENTLY ABOUT TAD, AND MOST OF IT HAS NOT BEEN GOOD.

I FOLLOW IT VERY CLOSELY.

AND I CAN TELL YOU AS A FORMER TAD BOARD MEMBER, THAT THE THINGS YOU'VE READ ARE ACTUALLY TRUE AND THAT'S NOT A GOOD THING.

THE CURRENT MAJORITY OF THE TAD BOARD HAS CHOSEN NOT TO GOVERN FOR WHATEVER REASON.

I DON'T KNOW. THEY'VE SAID THAT PUBLICLY, SO I'M NOT SPEAKING AGAINST THEM OR BEHIND THEIR BACKS.

YET THE STATE PROPERTY TAX CODE TELLS YOU THAT YOU NEED TO GOVERN AS A BOARD MEMBER.

SO I'M A LITTLE CONFUSED, BUT WE HAVE GOTTEN TO THE POINT THAT WE HAVE GOTTEN TO.

THE CHIEF APPRAISER RECENTLY RESIGNED AND THE CURRENT BOARD HAS SELECTED A SEARCH FIRM TO SELECT THE NEXT CHIEF APPRAISER. I WOULD HOPE THAT IT'S THE NEW BOARD THAT MAKES THAT SELECTION BECAUSE I BELIEVE WE'VE GOT ONE CHANCE TO GET IT RIGHT.

WE DO NEED TO GET IT RIGHT.

THIS IS HISTORICAL.

I DON'T THINK THIS HAS HAPPENED IN THE HISTORY OF TAD, BUT I'M NOT A LICENSED HISTORIAN.

I'M JUST HEARING THAT FROM OTHERS.

REGARDING MYSELF, I SPENT SIX YEARS ON THE [INAUDIBLE] APPRAISAL REVIEW BOARD AND I HAVE HEARD THOUSANDS OF HEARINGS.
