SO AS INDICATED, I WAS DESCRIBED, THIS IS A PLANNED UNIT DEVELOPMENT AMENDMENT TO ALLOW FOR A DEMOLITION AND RECONSTRUCTION OF THE MCDONALD'S FACILITY, THAT ALSO INCLUDES THE DRIVE THRU AND SITE RENOVATIONS.

JUST LOCATED TO THE NORTH OF CENTRAL PARK BOULEVARD AND THE EAST SIDE OF CENTRAL DRIVE, 2100 CENTRAL PARK BOULEVARD, NOT TOO FAR FROM HERE.

SO HERE, HERE'S A LOCATION, JUST GIVES YOU AN IDEA OF WHERE IT'S LOCATED AT AND THE SURROUNDING USES THERE.

A LITTLE BIT OF BACKGROUND ON THIS HERE.

THIS PROPOSED PROJECT HERE.

THE PROPERTY WAS PLATTED IN NOVEMBER 1986, AND THE MCDONALD'S FACILITY WAS LATER CONSTRUCTED ON THIS SITE.

THIS ESTABLISHED A PLANNED UNIT DEVELOPMENT.

AND IN SEPTEMBER 2003, AN ORDINANCE WAS APPROVED BY THE CITY COUNCIL THAT ALLOWED FOR SOME ALTERATIONS AND MODIFICATIONS FOR THE DRIVE THRU TO ALLOW FOR DUAL ORDERING.

SO FOR SOME OF YOU WHO HAVE BEEN THERE RECENTLY OR HAVE BEEN TO THIS MCDONALD'S OR FAMILIAR, THERE'S LIKE TWO DIFFERENT MENU BOARDS RIGHT NOW CURRENTLY.

SO IT HAS A DRIVE THRU AND CURRENTLY SPLITS TO ALLOW FOR DUAL ORDERING.

AND RIGHT NOW THE APPLICANT IS PROPOSING TO DEMO THIS MCDONALD'S FACILITY AND RECONSTRUCT A NEW 5,265 SQUARE FOOT FACILITY, ALONG BY INCLUDING RECONFIGURING THE PARKING LOTS AND ALSO DOING SOME REPAVEMENT WITH THE PARKING LOT THERE AND ALSO REDOING THE DRIVE THRU LANES AS WELL WITHIN THE

EXISTING PUD BECAUSE IT IS AN ESTABLISHED A PUD IT'S GOING THIS PROJECT IS BEING PRESENTED BEFORE YOU TONIGHT TO AMEND THIS PUD TO ALLOW FOR THIS.

HERE'S THE SUBMITTED SITE PLAN THAT WE RECEIVED THAT HAS THE NEW CHANGES TO THE SITE THERE, INCLUDING THE NEW MODIFICATIONS TO THE PARKING LOT AND ALSO TO THE DRIVE THRU LANES HERE AS WELL WITH A LITTLE BIT OF CHANGES AS WELL TO THE LANDSCAPING AND TO THE FACILITY.

SO A LITTLE BIT ABOUT THE INFRASTRUCTURE THAT EXISTS ON THE SITE.

A LOT OF THE INFRASTRUCTURE THAT'S THERE, INCLUDING THE DRAINAGE PATTERNS, THE WATER SEWER LINES WILL REMAIN AND EXIST ON THE SITE, INCLUDING THE ACCESS POINTS AND THE DRIVEWAYS THAT ARE THERE AS WELL WILL ALSO REMAIN.

THE YOU KNOW, THE APPLICANTS ARE HERE AS WELL.

THEY CAN ALSO ADD A LITTLE MORE DETAIL TO THIS PROJECT AS WELL THIS EVENING, THE PARKING FOR THIS USE, THERE'S ONE SPACE REQUIRED FOR EVERY 150FT² OF THE FLOOR AREA OF THE SITE.

SINCE THE PROPOSED SPACE IS 5265FT², THERE IS A TOTAL OF 36 PARKING SPACES REQUIRED, BUT THE APPLICANT IS PROVIDING AND PROPOSING 46 PARKING SPACES.

HERE WE HAVE THE LANDSCAPING PLAN AS PART OF THE ORDINANCE, 20% MINIMUM IS REQUIRED.

THE APPLICANT IS PROPOSING 25% OF THAT TO BE LANDSCAPED, SO APPROXIMATELY 11,065 SQUARE FOOT OF IT, SQUARE FEET OF THAT WILL BE LANDSCAPED OUT OF THE 43,607FT² OF THE ENTIRE SITE.

SOME BREAKDOWNS OF THE LANDSCAPING IT'S INCLUDED IN YOUR STAFF REPORT AS WELL AND ALSO THE LANDSCAPE PLAN HERE.

SO WHAT'S SURROUNDING HERE.

IF SOME OF YOU ARE FAMILIAR, IT'S MOSTLY COMMERCIAL.

WE DO HAVE THE MOVIE TAVERN AND OTHER RESTAURANTS AND RETAIL JUST NORTH OF THAT.

SOUTH WE ALSO HAVE A SMALL SHOPPING CENTER, AND RETAIL SERVICES ACROSS THE STREET IS A LARGE PARKING LOT FOR THE HIGH SCHOOL STADIUM THERE THAT EXISTS FOR FOOTBALL GAMES AND OTHER EVENTS. WE DO HAVE A MEDICAL OFFICE THAT'S LOCATED EAST OF THIS SITE, WHICH IS CURRENTLY ZONED PUD.

AND JUST SOUTHEAST OF THIS SITE, WE DO HAVE A MULTIFAMILY APARTMENT COMPLEX THERE.

SO AS THE COMPREHENSIVE PLAN INDICATES, THIS AREA TO BE, THE LAND USE IS COMMERCIAL AND THE PROPOSED AMENDMENT IS PROPOSED PROJECT WILL BE IN CONFORMANCE WITH THE GOALS OF THE COMPREHENSIVE PLAN AND ALSO WITH THE LAND USE CATEGORY.

HERE ARE SOME PHOTOS OF THE SITE HERE FOR SOME OF YOU WHO ARE NOT FAMILIAR WITH WITH THE CURRENT CONDITIONS OUT THERE.

AND YOU CAN SEE SOME OF THE CARS LINED UP AS WELL WITH THE CURRENT DUAL ORDERING OF THE DRIVE THRU AND ALSO THE CURRENT CONDITIONS OF THE PAVEMENT THERE IN THE PARKING SURFACES THERE AT THE SITE AND A LITTLE BIT OF THE EXTERIOR AS WELL.

AS PART OF THE NOTIFICATION PROCESS.

WE DID PUT A SIGN OUT THERE ON THE PROPERTY.

WE ALSO NOTIFIED THE ADJACENT PROPERTIES, WHICH ARE MOSTLY COMMERCIAL.

SO FIVE ADJOINING PROPERTY OWNERS WERE NOTIFIED AND AS OF TODAY, WE RECEIVED NO COMMENTS OR NO RESPONSES IN REGARDS FOR THE NOTIFICATION.

SO TONIGHT YOU WILL CONDUCT YOUR PUBLIC HEARING AND THEN THERE'S POSSIBLE OPTIONS YOU MAKE TONIGHT.

EITHER APPROVE THIS REQUEST AS PRESENTED, YOU RECOMMEND DENIAL, OR YOU CAN ALSO RECOMMEND APPROVAL WITH CONDITIONS.

AND MY QUESTIONS RELATE TO THE TREE ORDINANCE.

SPECIFICALLY, I NOTICED ONE OF THE TREES.

TWO OF THE TREES YOU PLAN TO AS REPLACEMENT TREES ARE SWEETGUM TREES.

WE DON'T. WE WERE INDICATING THOSE AS NOT BEING PREFERABLE.

HOWEVER, OUR TREE ORDINANCE DOES NOT PROHIBIT, AS FAR AS I UNDERSTAND, IT DOES NOT PROHIBIT AN APPLICANT FROM USING A SWEETGUM TREE IN A PROPOSED SITING.

BUT MY OTHER QUESTION IS, AS I DROVE BY THE MCDONALD'S TODAY, IT'S A IT'S A GREAT SITE.

AND WHAT'S REALLY GREAT ABOUT IT IS IT'S GOT TWO LOVELY TREES ON THE CENTRAL SIDE IN PARTICULAR.

AND IT LOOKED LIKE TO ME THAT ONE OF THEY'RE BOTH MATURE TREES, THEY'RE BOTH OAKS.

ONE OF THEM LOOKED LIKE IT HAD LIKE A 22 INCH DIAMETER.

AND THE OTHER 18 THIS WAS TO MY UNAIDED EYE.

SO I DIDN'T BRING A RULER TAPE MEASURE WITH ME.

AND MY QUESTION IS, IT LOOKS LIKE THOSE ARE REQUIRED 2 TO 1 REPLACEMENTS WITH THE NEW ORDINANCE.

SO MY I GUESS IT'S JUST AN OBSERVATION.

I WOULD LIKE TO SEE THAT THOSE TREES.

I'D LOVE TO SEE IF THOSE TREES COULD BE PRESERVED AS OPPOSED TO BEING REPLACED BY SIX INCH DIAMETER TREES.

AND MAYBE WHETHER A LOOK AT THOSE TREES TO SEE WHETHER THEY'RE IN FACT AS LARGE AS I THINK THEY ARE.

SO THOSE ARE MY COMMENTS WITH RESPECT TO THE TREES.

I JUST WAS TRYING TO LOOK AT THE LANDSCAPE PLAN TO CONFIRM IF THEY WERE STAYING OR NOT.

THEY'RE DEFINITELY IN THAT LANDSCAPE AREA ALONG CENTRAL.

SO I THINK WE CAN DEFINITELY, SINCE WE'RE TEN SPOTS, PARKING SPOTS OVER WHAT WE'RE REQUIRED, I DON'T SEE ANY ISSUES OF WHY WE COULDN'T KEEP THEM.

THAT'S MY ONLY THOUGHT IS THAT THEY'RE BEAUTIFUL TREES.

THEY'RE FULLY MATURE.

AND AS I LOOKED AT THE PLAT, I'M NOT EXPERT AT READING THESE PLATS.

I WAS HOPEFUL THAT THEY MIGHT BE PRESERVED BECAUSE THERE ARE TWO THOSE TWO LARGE TREES ON CENTRAL.

THE THREE THAT ARE ON CENTRAL PARK BOULEVARD ARE NOT THEY'RE LARGE TREES, BUT THEY'RE NOT AS FULLY DEVELOPED AS THOSE JUST THAT OBSERVATION ON MY PART. WELL, ALSO, SINCE WE'RE NOT CHANGING THE FOOTPRINT OF THE BUILDABLE AREA, THOSE TREES ARE OUTSIDE OF THE BUILDABLE AREA.

IT'S MAYBE A LITTLE EASIER TO PRESERVE THOSE, PARTICULARLY WITHIN THE CONFINES OF WHAT WE JUST DID WHILE WE'RE ON THIS SUBJECT.

AND THEN WE'LL BACK UP AND LET YOU DO THE REST OF YOUR THING.

WE HAVE NOT GOTTEN TO THE POINT AS A COMMISSION OR COUNCIL OF ADDING TREES THAT ARE DESIGNATED FOR REPLACEMENT BECAUSE IT GOES INTO OUR LANDSCAPING ORDINANCE THAT WE HAVEN'T REVISED YET.

HOWEVER, IN YOUR REPLACEMENT PLAT HERE, WE RECOGNIZE THAT THERE'S CRAPE MYRTLE AND SWEETGUM AND THE CEDAR ELM THAT WE WERE NOT EXCITED ABOUT CONTINUING.

IF I REMEMBER SOME OF OUR LIST AND IF YOU'D BE OPEN TO WE HAVE A PROTECTED TREE LIST THAT'S IN THE TREE ORDINANCE AND AND IT'S A RELATIVELY NEW ORDINANCE.

WE RECOGNIZE THE FACT THAT IT WAS ONLY APPROVED AT THE LAST COUNCIL MEETING.

BUT IF YOU COULD SELECT FROM THE PROTECTED TREE LIST IN THE EXISTING BEDFORD TREE ORDINANCE AS FILL IN THE BLANK FOR YOUR REPLACEMENT TREES.

I THINK WE'D APPRECIATE THAT BECAUSE THAT'S THE DIRECTION WE'RE HEADED IN THE NOT TOO DISTANT FUTURE.
