WE'RE GOING TO START THIS MEETING OUT WITH THE INVOCATION AND THE PLEDGE OF ALLEGIANCE, AND THE INVOCATION WILL BE DONE BY JIM PACK CITY LIFE CHURCH, DFW.

FATHER, WE COME TO YOU TONIGHT INVOKING YOUR PRESENCE IN THIS ROOM.

WE'RE ALL THANKFUL THAT WE HAVE THE PRIVILEGE OF LIVING IN A COUNTRY WHERE THE WORDS ONE NATION UNDER GOD HAVE MEANING, AND, LORD, WE KNOW THERE'S NO LEADERS IN OFFICE THAT YOU HAVEN'T ORDAINED. SO WE PRAY NOW.

SO IT'S APPARENTLY PROCLAMATION RECOGNIZING THE MONTH OF JULY 2023 AS NATIONAL PARKS AND RECREATION MONTH IN THE CITY OF BEDFORD. SO I'M GOING TO READ THE PROCLAMATION.

THE CITY OF BEDFORD PROCLAMATION.

WHEREAS PARKS AND RECREATION IS AN INTEGRAL PART OF COMMUNITIES THROUGHOUT THIS COUNTRY, INCLUDING THE CITY OF BEDFORD, TEXAS, AND WHEREAS, PARKS AND RECREATION PROMOTES HEALTH AND WELLNESS, IMPROVING THE PHYSICAL AND MENTAL HEALTH OF PEOPLE WHO LIVE NEAR PARKS, AND WHEREAS, PARKS AND RECREATION PROMOTES TIME SPENT IN NATURE, WHICH POSITIVELY IMPACTS MENTAL HEALTH BY INCREASING COGNITIVE PERFORMANCE AND WELL-BEING AND ALLEVIATING ILLNESSES SUCH AS DEPRESSION, ATTENTION DEFICIT DISORDERS AND ALZHEIMER'S, AND WHEREAS, PARKS AND RECREATION ENCOURAGES PHYSICAL ACTIVITIES BY PROVIDING SPACE FOR POPULAR SPORTS TRAILS, SWIMMING POOLS AND MANY OTHER ACTIVITIES DESIGNED TO PROMOTE ACTIVE LIFESTYLES, AND WHEREAS, PARKS AND RECREATION INCREASE A COMMUNITY'S ECONOMIC PROSPERITY THROUGH INCREASED PROPERTY VALUES, EXPANSION OF THE LOCAL TAX BASE, INCREASED TOURISM, THE ATTRACTION AND RETENTION OF BUSINESSES AND CRIME REDUCTION, AND WHEREAS, PARKS AND RECREATION IS FUNDAMENTAL TO THE ENVIRONMENTAL WELL-BEING OF COMMUNITY, AND WHEREAS, PARK AND RECREATION IS ESSENTIAL AND ADAPTABLE INFRASTRUCTURE THAT MAKES COMMUNITIES RESILIENT IN THE FACE OF NATURAL DISASTERS AND CLIMATE CHANGE, AND.

WHEREAS, PARKS AND NATURAL RECREATION AREAS ENSURE THE ECOLOGICAL BEAUTY OF THE COMMUNITY AND PROVIDE A PLACE FOR CHILDREN AND ADULTS TO CONNECT WITH NATURE AND RECREATE OUTDOORS.

AND WHEREAS, THE US HOUSE OF REPRESENTATIVES HAS DESIGNATED JULY AS PARKS AND RECREATION MONTH, AND WHEREAS, THE CITY OF BEDFORD RECOGNIZES THE BENEFITS DERIVED FROM PARKS AND RECREATION RESOURCES.

NOW, THEREFORE, LET IT BE KNOWN THAT I, AMY SABOL, MAYOR PRO TEM OF THE CITY OF BEDFORD AND THE CITY COUNCIL, CALL UPON THE CITIZENS AND ALL CIVIC AND EDUCATIONAL ORGANIZATIONS TO OBSERVE THE MONTH OF JULY 2023 AS NATIONAL PARKS AND RECREATION MONTH.

WE ARE HONORED AND EXCITED TO REPRESENT OUR WINNERS OF OUR LATEST ROUND OF TRAFFIC SIGNAL BOX DESIGNS.

THEY'RE BEAUTIFUL.

THEY'RE THEY'RE NEWLY INSTALLED.

I THINK THE LAST ONE WAS INSTALLED EARLY TUESDAY MORNING.

IT TOOK A FEW DAYS THIS TIME BECAUSE THEY WERE OUT THERE AT 4 A.M.

TRYING TO BEAT THE HEAT, BUT WE GOT THEM ALL INSTALLED.

THEY'RE AMAZING. WE'VE ALREADY GOTTEN SUCH GOOD FEEDBACK ON THIS ROUND, SO IF YOU HAVEN'T SEEN THEM, GO CHECK THEM OUT.

SO WHAT WE'RE GOING TO DO IS RECOGNIZE EACH OF OUR ARTISTS AND THEN WE'LL TAKE A GROUP PICTURE AT THE END.

ALL RIGHT. SO OUR FIRST ONE IS LYNDA KRUPA.

LYNDA'S DESIGN WAS INSPIRED BY A SWARM OF HONEYBEES THAT HAD MIGRATED FROM A NEIGHBOR'S TREE INTO ONE OF HERS.

LYNDA AND HER NEIGHBOR CREATED NATURAL HABITATS IN THEIR YARDS TO ENCOURAGE HONEYBEE AND BUTTERFLY MIGRATIONS.

THIS ONE IS AT THE INTERSECTION OF CENTRAL DRIVE AND BEDFORD ROAD.

SO COME ON UP, LYNDA.

WOO! YES.

THANK YOU SO MUCH, AND LYNDA WAS ONE OF OUR VENDORS THIS WEEKEND AT OUR WARM ART FESTIVAL.

AARYA'S DESIGN WAS INSPIRED BY CHILDHOOD MEMORIES OF GOING ON WALKS AROUND THE POND WITH HER BROTHER AND GRANDPARENTS AT GENERATIONS PARK AT BOYS RANCH.

THEY WERE ALWAYS MESMERIZED BY THE TURTLES AND THE DUCKS, BASKING IN THE ROCKS AT THE EDGE OF THE POND.

SHE CREATED THIS PAINTING OF A TURTLE TO CHERISH ALL THE MOMENTS THAT THEY HAVE SPENT IN THE PARK.

AARYA WOULD LIKE TO THANK THE CITY OF BEDFORD FOR CONSERVING THE POND, PROVIDING A HABITAT FOR WILDLIFE, AND PROVIDING A PLACE FOR CHILDREN AND FAMILY TO CONNECT WITH NATURE. THIS BOX IS LOCATED AT THE CORNER OF SPRING VALLEY DRIVE AND HARWOOD ROAD.

AS A RESIDENT OF BEDFORD, DORIS ENJOYS SITTING IN HER KITCHEN WINDOW TO WATCH A PARADE OF DOGGIES GO BY ON THEIR DAILY WALKS.

BIG DOGS, SMALL DOGS, FLUFFY DOGS AND YAPPING DOGS.

DOGS OF ALL BREED SHAPES, SIZES AND COLORS.

THERE ARE MANY, MANY RESIDENTS THAT HAVE A PUP, POOCH, WOOFER, MUTT OR FUR, BABY.

SO EARLIER THIS YEAR, THE CITY CHALLENGED HARWOOD JUNIOR HIGH ART STUDENTS TO CREATE A DESIGN FOR THE CROSSWALK LOCATED IN FRONT OF THE SCHOOL AT MARTIN DRIVE.

FROM THE SUBMITTED DESIGNS, A SUBCOMMITTEE CHOSE THREE FINALISTS AND THE WINNER ACE UTTER.

IN THE BEGINNING OF JUNE, ACE'S BEAUTIFUL DESIGN WAS HAND PAINTED BY CITY STAFF.

HARWOOD JUNIOR HIGH ART TEACHER ASHLEY MILLIGAN, WHO'S HERE WITH US TONIGHT, AND FAMILY MEMBERS.

THE GROUP FIRST CHALKED OUT THE DESIGN.

THEN WE MIXED SPECIAL STREET PAINT WITH GLASS BEADS TO CREATE A SAFE AND REFLECTIVE SURFACE, AND THE CROSSWALK WILL BE TOUCHED UP AS NEEDED ONCE A YEAR.

SO THANK YOU TO ACE AND TO EVERYONE WHO CAME OUT TO PAINT WITH US.

WE HAD SUCH A GOOD TIME AND IT IS AMAZING.

WE'RE LOCATED IN BEDFORD, TEXAS.

THE REASON WHY I'M HERE TODAY IS WE ARE A NON PROFIT ORGANIZATION AND WE ARE FEATURED IN HELPING THE COMMUNITY WITH INDIVIDUAL AND FAMILY THERAPY.

WE HAVE ALSO OTHER SERVICES SUCH AS TARGETED CASE MANAGEMENT, WHICH I'LL EXPLAIN IN ONE SECOND, AND THEN WE HAVE ALSO PEER SUPPORT SERVICES AND LIFE COACHING. THE REASON WHY I'M HERE TODAY IS, AS I SURVEY A LOT OF OUR COMMUNITY MEMBERS, THEY DO NOT KNOW ABOUT FAMILY, COMMUNITY CASE MANAGEMENT.

WE ALSO ATTEMPTED TO MAKE HAVE A PARTNERSHIP WITH THE POLICE DEPARTMENT AND WE WERE UNSUCCESSFUL WITH THAT WHEN THE CHIEF RESIGNED.

SO WHEN THE NEW CHIEF CAME IN, WE WEREN'T ABLE TO GET WITH HIM.

I WANTED TO SHED LIGHT ON OUR ORGANIZATION BECAUSE OF THE FOLLOWING.

IT WAS REALLY ON MY HEART TO HEAR THAT THE ALLEN SHOOTER, AS EVERYBODY KNOWS, HE HAD MENTAL HEALTH ISSUES AND IT'S BECOMING A RECURRING ISSUE WITH A LOT OF THE MASS SHOOTINGS WITH THEY ARE HAVING MENTAL HEALTH ASPECTS.

SO I WANTED TO LET OUR ORGANIZATION BE KNOWN TO THE COMMUNITY THAT WE'RE HERE FOR THEM IN THAT ASPECT.

NOT ONLY DO WE HAVE THE SERVICES THAT I JUST MENTIONED, BUT WE CAN ALSO HELP OUT WITH THE TEEN COURT.

WE HAVE MENTORS FOR STATE PURPOSES.

IT'S NOT CALLED MENTORSHIP NOW, IT'S CALLED PEER SUPPORT SPECIALISTS, AND THEY WE HAVE BOTH MALE AND FEMALES THAT ARE THAT HAVE BEEN HAVE THEIR EDUCATION OR THEY'VE BEEN THROUGH CERTAIN SIMILAR SITUATIONS WHERE THEY'VE BEEN IN THE COURT WHEN THEY WERE JUVENILES AND THEY MADE POOR CHOICES.

SO WE WANT TO CUT THAT THE REPEATING ASPECT FROM THEM TO SHOW THEM THAT THEY CAN MAKE BETTER CHOICES , AND AS I CONTINUE, I PROMISE TO TELL YOU WHAT THE CASE MANAGEMENT AND WHY I NAMED IT FAMILY COMMUNITY CASE MANAGEMENT.

SO THE UTILITY RENEWAL PROJECT WAS ORIGINALLY BID AND AWARDED IN 2021, WITH CONSTRUCTION TO BEGIN AFTER THE FIRST OF THE YEAR IN EARLY 2022.

THE NOTICE TO PROCEED, THE INITIAL NOTICE TO PROCEED WAS ISSUED IN JANUARY AND THEN HAD TO BE RETRACTED WHILE FRANCHISE UTILITIES RELOCATED THEIR FACILITIES WITHIN THE CORRIDOR DUE TO A SERIES OF UNFORESEEN CIRCUMSTANCES, AS WELL AS THE DELAY IN BEGINNING CONSTRUCTION, IT WAS DETERMINED TO BE IN THE CITY'S AND THE CONTRACTOR'S BEST INTEREST TO REBID THE PROJECT.

BECAUSE IT'S NEARLY TWO YEARS LATER AND THERE'S BEEN SOME DRASTIC PIPE ESCALATION COSTS AND GAS PRICES AND THERE'S SO MUCH WORK GOING ON OUT THERE THAT WE WERE.

WE COULDN'T GUARANTEE THAT THE THAT THE CONTRACTOR WOULD BE ABLE TO HOLD THOSE PRICES AND WE WOULD BE STARTING OUT THE WHOLE PROJECT WIT CHANGE ORDERS FROM THE VERY BEGINNING.

SO THIS PROJECT HAS BEEN REBID AND SO THE PROJECT WAS ADVERTISED MAY 17TH AND MAY

A TOTAL OF FOUR BIDS WERE RECEIVED, RANGING IN PRICE FROM OVER 5.1 MILLION TO NEARLY $6 MILLION.

HALFF AND ASSOCIATES, THE DESIGN ENGINEER FOR THE FOR THE PROJECT REVIEWED THE BID TABULATIONS THAT ARE INCLUDED IN YOUR PACKET AND EVALUATION COMMITTEE WAS ASSEMBLED TO RANK THE SUBMITTALS AND DETERMINE THE BEST VALUE OF BIDS RECEIVED.

HISTORICALLY, CITY OF BEDFORD HAS GONE WITH THE LOWEST BIDDER AND THIS TIME WE WENT WITH A BEST VALUE.

THAT WAY, THE LOWEST BIDDER WASN'T NECESSARILY THE AUTOMATIC CONTRACTOR FOR THE PROJECT. SO WE DID ASSEMBLE A GROUP OF OF THE CONSULTANT TO LOOK AT THE REFERENCES FOR EACH OF THE CONTRACTORS. SO IF APPROVED THIS EVENING, THE WATERLINE IMPROVEMENTS WILL BE PAID FROM THE SWIFT 2015 CERTIFICATES OF OBLIGATION BONDS, SANITARY SEWER LINE IMPROVEMENTS WILL BE PAID FROM THE 2010-2011, 2012-2012.

A CERTIFICATES OF OBLIGATION BONDS AND THE UTILITY REPAIR FUND.

HALFF AND ASSOCIATES DID PROVIDE A RECOMMENDATION LETTER TO AWARD THE CONSTRUCTION PROJECT TO CANARY CONSTRUCTION LLC AFTER CONTACTING REFERENCES WHERE THEY'VE WORKED ON SIMILAR PROJECTS IN SIZE AND SCOPE.

CITY OF LOUISVILLE AND THE NORTH TEXAS MUNICIPAL WATER DISTRICT PROVIDED FAVORABLE FAVORABLE REFERENCES, AND IF APPROVED, THE CONTRACT TIME IS 270 CALENDAR DAYS.

WE ANTICIPATE CONSTRUCTION TO BEGIN PROBABLY AROUND SEPTEMBER ONCE WE GET EXECUTED DOCUMENTS.

SO AT THIS POINT, THOSE ITEMS THEN WOULD BE HANDLED OUTSIDE, AND AGAIN, THE AMOUNT OF UP TO $200,000, WE'RE REALLY ESTIMATING TO BE MUCH LOWER THAN THAT.

THAT IS A HIGHER ESTIMATE, BUT AGAIN, WE WANTED TO MAKE SURE WE HAD FLEXIBILITY.

WE WILL HAVE SOME HOUSING PROJECTS THAT WE DO HOPE THAT WILL START AND THOSE WILL THEN INCREASE SOME OF THE FEES THAT WE WILL NEED TO PAY FOR PLAN REVIEW UNDER THIS CONTRACT. SO SAFEBUILT HAS BEEN AROUND FOR QUITE SOME TIME.

THEY'RE ONE OF THE TOP FEW COMPANIES THAT DOES PROVIDE THE SERVICE TO MUNICIPALITIES ALL AROUND HERE IN TEXAS.

I THINK I LISTED SEVERAL OF THE ONES THAT ARE LOCAL THAT USE THEIR SERVICES.

WE HAVE BEEN VERY PLEASED WITH THEIR ABILITIES AT THIS POINT.

AGAIN, WE STARTED OUT ON A LIMITED BASIS.

THEY HAVE WORKED WITH US AS WE IMPLEMENTED OUR ONLINE PERMITTING SYSTEM.

INITIALLY WE WERE DOING THINGS KIND OF TWICE OR THEY WERE, BUT THEY'VE ACTUALLY JUMPED INTO OUR SYSTEM NOW AND IT IS VERY SEAMLESS.

SAFEBUILT HAS WONDERFUL EXPERTS IN ALL THESE POSITIONS, BUT WE DO REALLY TRY TO MAKE SURE THAT WE'RE AWARE OF OF THOSE ACTIVITIES AND THAT OUR STAFF IS THE ONE THAT FOLKS ARE INTERFACING WITH UNTIL THEY GET TO A MORE COMPLEX LEVEL, AND THEN WE PULL IN OBVIOUSLY SAFEBUILT AT THAT POINT.

I MEAN, WE'VE HAD STRATEGIC PLANS BEFORE, BUT THEY JUST KIND OF LAID AND IT REALLY PAYS.

I JUST HAVE TO SAY, IT REALLY PAYS TO HIRE PEOPLE THAT UNDERSTAND GOVERNMENT, AND THEN IT'S KIND OF LIKE A LAYERED THING.

SO IF YOU HIRE A GUY LIKE JIMMY AND THEN HE HIRES PEOPLE THAT ARE QUALIFIED UNDERNEATH, IT JUST MAKES A DIFFERENCE, YOU KNOW, IN HOW THINGS ARE MOVED FORWARD BECAUSE EVERYBODY KNOWS HOW TO GET IT DONE.

WE HAVE EXPECTATIONS AND THEY GET DONE BECAUSE OF OUR MANAGEMENT AND THAT'S ALL I CAN SAY.

IT'S JUST REMARKABLE.

THINGS THAT WE'VE GOTTEN DONE IN TWO YEARS SHOULD HAVE TAKEN US FOUR, AND I THINK WE'RE ALL WELL AWARE OF THE FACT THAT IT WORKS LIKE THAT.

RIGHT NOW WE'VE GOT COUNCIL THAT REALLY WANTS TO BE ON COUNCIL.

SHE KNEW ABOUT JIMMY STATHATOS AND FLOWER MOUND, AND WE HAD INTERVIEWS TO DO, BUT NONE OF US AT THE TIME WERE VERY HAPPY, AND THAT WOULD HAVE INCLUDED RUSTY SARTORE AND DAN COGAN.

SO WE ARE MORE THAN GRATEFUL FOR THIS PLAN.

MOLLY DID A TERRIFIC JOB ON MOLLY, AND ABBY DID A TERRIFIC JOB OF LAYING THIS ALL OUT FOR US.
