THEN THE OTHER PART IS INTRODUCING NEW DEVELOPMENT PATTERNS AND HAVING A CHANCE TO SEE WHAT YOU THINK THE FUTURE OF BEDFORD SHOULD BE FROM A LAND USE AND DEVELOPMENT PATTERNS PERSPECTIVE.

TWO EXERCISES TONIGHT THAT WILL BE GOING THROUGH.

FIRST, WE'LL BE DEALING WITH THE VISION AND SECOND, WE'LL BE TALKING ABOUT HOW THE COMMUNITY SHOULD LOOK IN THE FUTURE AS FAR AS DEVELOPMENT PATTERNS GO.

WE'LL TALK A LITTLE BIT BRIEFLY BEFORE EACH ONE OF THE EXERCISES BUT THEN THE REASON THAT WE HAVE YOU IN THE GROUPS IS SO THAT WE CAN IMMEDIATELY JUMP INTO THOSE EXERCISES, SO THIS IS A TRUE WORKSHOP IN THAT REGARD.

THEN YOU USE THOSE TWO TOOLS TO BUILD YOUR LAND-USE ELEMENT, YOUR MOBILITY ELEMENTS, YOUR ENVIRONMENT, ETC.

AND THEN START TO LOOK AT POLICIES, ACTIONS, LAND USE PLAN FOR THOSE AND THAT BECOMES YOUR COMPREHENSIVE PLAN ESSENTIALLY.

THEN ALL YOUR OTHER TYPES OF ACTIVITIES, REGULATIONS, DESIGN STANDARDS, INCENTIVES, YOU'RE NOW ABLE TO BUILD AND REFINE ALL OF THOSE AS A RESULT OF THIS.

THAT'S HOW THAT PROCESS WORKS.

WE DESCRIBE THESE AS A SUCCESSFUL COMPREHENSIVE PLAN.

YOU CAN BEGIN WITH THE VISION STATEMENT ASK THE QUESTION, HOW? HOW DO WE DO THAT? THE GUIDING PRINCIPLES SHOULD ANSWER THAT QUESTION.

THE TRAITS, ROLES OF A STRONG VISION STATEMENT.

THIS IS CRITICAL BECAUSE WE'VE SEEN A LOT OF VISION STATEMENTS AND WE'VE SEEN A LOT OF BAD VISION STATEMENTS, GENERALLY BECAUSE PEOPLE TRY TO SAY EVERY SINGLE THING THEY CAN THINK OF THAT THEY WANT ABOUT THEIR COMMUNITY IS ENVISION STATEMENT.

THE INTENTION IS TO REMEMBER THAT THIS IS SOMETHING THAT AT EACH OF YOUR POSITIONS WHETHER IT'S PLANNING AND ZONING OR CITY COUNCIL YOU'RE GOING TO WANT TO BE ABLE TO REMEMBER WHAT THIS VISION STATEMENT IS WHEN YOU ARE MAKING DECISIONS.

IF IT IS A PARAGRAPH LONG YOU WILL NEVER REMEMBER IT, SO THAT'S WHY YOU WANT SOMETHING THAT IS AUTHENTIC, IT'S MARKETABLE, IT'S BRIEF, SHORT ENOUGH TO BE MEMORABLE, GENERALLY SPEAKING ABOUT 35 WORDS, YOU NEED TO BE CLEAR, NO JARGON, NO BUZZWORDS.

IT NEEDS TO BE INSPIRATIONAL.

YOUR VISION IS SOMETHING THAT YOU'RE TRYING TO ACHIEVE SO IT SHOULD BE BOLD IN THAT REGARDS.

BUT AT THE SAME TIME SHOULD BE ACHIEVABLE,

THE GUIDING PRINCIPLES GENERALLY THEN BUILD OFF OF THIS, THEY ARE THE GUIDELINES THAT DESCRIBE HOW A CERTAIN FOCUS AREA CAN CONTRIBUTE TO YOUR VISION STATEMENT.

PROMOTING ECONOMIC OPPORTUNITY, FOSTERING A BUSINESS ENVIRONMENT WHERE EMPLOYERS ARE ENCOURAGED TO STAY IN OR MOVE TO SEATTLE BECAUSE OF DOT-DOT.

IT'S FURTHER DEFINED THAT WAY.

THE SECOND BEING WHAT WE CALL AUTO-DOMINANT NEIGHBORHOOD.

THE BIG DIFFERENCE BETWEEN THOSE TWO IS THAT THE AUTO-DOMINANT TENDS TO BE A LITTLE BIT NEWER AND YOU CAN SEE HOW THE FOCUS CHANGES FROM WHAT IS INCREDIBLY WALKABLE.

IF YOU THINK OF SOME OF YOUR OLDER ESTABLISHED NEIGHBORHOODS WITH THE TREES THAT CANOPY OVER THE STREETS AND YOU SEE MORE PEOPLE WALKING, AND SOMETIMES THEY DON'T EVEN BOTHER WITH THE SIDEWALK, THEY JUST WALK RIGHT IN THE MIDDLE THE STREET, THAT'S BECAUSE THEY HAVE OWNERSHIP OF THE NEIGHBORHOOD AND THERE IS A SENSE OF THE COMMUNITY.

IT'S WHAT WE CALL COMMUNITY AS A GARDEN.

IT HAS THE GREEN SPACE.

THE FOCUS IS ON WALKABILITY.

THINGS MOVE A LITTLE BIT SLOWER IN THAT TYPE OF NEIGHBORHOOD VERSUS AN AUTO-DOMINANT, WHICH IS REALLY FOCUSED ON THE CAR.

A RUNNING JOKE IS, IF YOU LIVE IN AN AUTO-DOMINANT NEIGHBORHOOD, THAT'S THE ONE WHERE YOU ENTER YOUR HOUSE THROUGH THE GARAGE, AND THEN YOU GO INSIDE, YOU LEAVE THROUGH THE GARAGE, AND YOU FORGET YOU EVER HAD A FRONT DOOR.

YOU CAN THINK OF THE NEIGHBORHOODS IN YOUR COMMUNITY, AND YOU'LL HAVE AN IDEA OF WHICH ONES WE'RE TALKING ABOUT.

SUBURBAN MULTIFAMILY.

THOSE ARE YOUR GARDEN APARTMENTS THAT YOU CURRENTLY HAVE IN PLACE AND YOU DON'T HAVE TO WORK HARD TO KNOW WHERE THOSE ARE.

SUBURBAN STRIP, COMMERCIAL CORRIDOR, THINK ABOUT ALONG THE DIFFERENT ROADWAYS THAT YOU HAVE THE DIFFERENT COMMERCIAL DEVELOPMENT, AND ALMOST EXCLUSIVELY YOU HAVE WHAT WE CALL STRIP LINEAR COMMERCIAL DEVELOPMENT.

URBAN RESIDENTIAL IS WHERE WE TAKE THE IDEA OF INTRODUCING THAT IN A MORE SCALABLE AREA.

FOR EXAMPLE, TOWNHOUSES.

NOW YOU CAN HAVE A GROUP OF TOWNHOUSES.

THEN THE LAST ONE THAT WE'VE ADDED IS WHAT WE CALL EMPLOYMENT PARK.

AN EMPLOYMENT PARK TAKES THE SAME CONCEPTS AS YOUR CAMPUS, OR IT CAN BE PART OF YOUR INDUSTRIAL.

IT CAN BE A MIX OF ALL OF THOSE DIFFERENT TYPES OF THINGS, BUT IT BECOMES AN EMPLOYMENT CENTER OF ITS OWN, WHETHER IT'S A CAMPUS STYLE OR IT CAN BE A LITTLE TIGHTER CLUSTER.
