AND. WHEREAS, IN TARRANT COUNTY, 5506 CHILDREN WERE CONFIRMED AS VICTIMS OF CHILD ABUSE OR NEGLECT IN 2022.

AND. WHEREAS, THE ALLIANCE FOR CHILDREN PROVIDED TRAUMA INFORMED SERVICES TO 2434 CHILDREN IN 2022.

AND. WHEREAS, FINDING SOLUTIONS TO PREVENT CHILD ABUSE IS A COMMUNITY RESPONSIBILITY DEPENDS UPON THE INVOLVEMENT OF ALL CITIZENS.

AND. WHEREAS, EFFECTIVE CHILD ABUSE PREVENTION, INVESTIGATION AND TREATMENT PROGRAMS SUCCEED BECAUSE OF THE PARTNERSHIPS AMONG PUBLIC AND PRIVATE AGENCIES, SCHOOLS, RELIGIOUS ORGANIZATIONS, MEDICAL SERVICES AND THE BUSINESS COMMUNITY.

NOW, THEREFORE, BE IT RESOLVED THAT I.

AS NOTED IN THE PROCLAMATION, CHILD ABUSE IS A SERIOUS CHALLENGE FACING OUR COMMUNITIES, AND WE ARE COMMITTED TO NOT ONLY SERVING CHILD VICTIMS, BUT WORKING TO PREVENT ABUSE FROM OCCURRING ALTOGETHER.

WE ARE GRATEFUL TO PARTNER WITH THE CITY OF BEDFORD AND TO PARTNER WITH YOUR POLICE DEPARTMENT IN OUR RESPONSE TO ABUSE INVESTIGATIONS.

OUR WORK TOGETHER IN CRIMES AGAINST CHILDREN INVESTIGATIONS IS VITAL.

BY COLLABORATING IN A MULTIPLE DISCIPLINARY TEAM APPROACH TO FELONY CHILD ABUSE, WE ARE CREATING A RESPONSE THAT IS MORE EFFICIENT AND MORE EFFECTIVE FOR THE PROTECTION OF CHILDREN.

AND THE NEXT ITEM IS CONSIDER A RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ESTABLISH AN ANNUAL REQUIREMENTS CONTRACT FOR THE PURCHASE OF OFFICE SUPPLIES AND OTHER AS NEEDED GOODS FROM OFFICE DEPOT BUSINESS SOLUTIONS IN AN ESTIMATED AMOUNT OF $50,000 THROUGH THE TEXAS LOCAL GOVERNMENT PURCHASING COOPERATIVE DBA, OMNIA PUBLIC SECTOR.

THIS IS VERY SIMILAR TO THE OTHER PURCHASING AGREEMENTS THAT WE'VE DONE IN THE PAST BY HAVING ACCESS TO AN ORGANIZATION THAT'S BID OUT THESE ITEMS. ON THE PREFACE OF KIND OF ECONOMIES OF SCALE, WE'RE ABLE TO SAVE OUR TAXPAYERS MONEY AND SAVE TAXPAYER DOLLARS.

THE NEXT ITEM IS TO CONSIDER A RESOLUTION OF THE CITY COUNCIL OF BEDFORD, TEXAS, AUTHORIZING THE SPENDING OF FUNDS FROM THE CITY OF BEDFORD POLICE DRUG ENFORCEMENT FUND IN THE AMOUNT OF $22,028.41 IN ACCORDANCE WITH CHAPTER 59.06 OF THE TEXAS CODE OF CRIMINAL PROCEDURE.

THIS ITEM, WHILE YOU MAY RECOGNIZE IT'S UNDER $50,000, THIS ITEM IS NOT BUDGETED.

The 1.21 acres site is located northeast of Forum Parkway and Airport Freeway and commonly known as 3029 Airport Freeway. (PUD-22-2) (Item was recommended for denial by the Planning and Zoning Commission by a vote of 7-0-0) (Tabled from the meeting on March 28, 2023).]

WE HAD WE HAD OPENED A PUBLIC HEARING A FEW WEEKS AGO, AND SO IT'S STILL OPEN.

IT'S STILL OPEN. AND IN FACT, WE ACTUALLY HAVE THE THRESHOLD NEEDED TO APPROVE.

BUT BECAUSE OF A SINGLE ABSENCE, IT WOULD HAVE TO BE A UNANIMOUS DECISION IN FAVOR.

SO WHAT I TYPICALLY RECOMMEND IS IN THOSE CIRCUMSTANCES, ASKING THE APPLICANT SPECIFICALLY WHETHER THEY'D LIKE ACTION TONIGHT OR WHETHER THEY'D LIKE FOR US TO TABLE UNTIL WE HAVE A FULL COUNCIL PRESENT.

AND THE PURPOSE OF THE REQUEST TONIGHT IS TO THE ORIGINAL PUD APPROVED THE USE THE PURPOSES TO LOOK AT THE SITE PLAN TO MAKE SURE THE SITE PLAN IS COMPATIBLE WITH THE COMMUNITY'S VISION.

SO IT'S KIND OF A TWO PART PROCESS WHEN YOU'RE IN A PUD AND WE'RE IN THE SECOND PART RIGHT NOW, IF THAT MAKES SENSE.

THE AGAIN, THE REQUEST, WHEN WE LOOK AT THESE TYPES OF REQUESTS, WE LOOK AT SURROUNDING LAND USES, THAT BEING TWO HOTELS, FULL SERVICE HOTELS ON THE NORTH AND WEST SIDE, COMMERCIAL AND OFFICE TO THE EAST AND MOVING ON ADJOINING PROPERTY OWNERS.

AS YOU ALL KNOW, WE NOTIFY EVERYONE WITHIN 200FT OF THE SITE.

WE ALSO PLACE A SIGN ON THE PROPERTY.

IN THIS PARTICULAR CASE, WE DID RECEIVE WE NOTIFIED FOUR ADJOINING PROPERTY OWNERS.

WE RECEIVED TWO NOTICES WITHIN THE 200 FOOT, WHICH DID TRIGGER A IT'S MORE THAN 20% LAND AREA OPPOSITION.

SO IT DOES TRIGGER THAT SUPERMAJORITY THAT THE CITY ATTORNEY WAS TALKING ABOUT.

WE ALSO RECEIVED NON RESPONSES FROM THE COMMUNITY OUTSIDE THE NOTIFICATION AREA REGISTERING OPPOSITION TO THE REQUEST.

TONIGHT. YOU'RE CONTINUING YOUR PUBLIC HEARING.

YOU'RE TAKING ACTION ON EITHER APPROVING APPROVING CONDITIONS TABLE OR DENY THE.

PRIMARILY, THEIR CONCERNS WERE THE LIMITED USE OF THE HOTEL AND THEY THOUGHT IT WAS TOO SMALL OF A SITE FOR THE HOTEL.

AND SINCE YOU'VE KIND OF GOT A DOUBLE WHAMMY HERE TONIGHT, SINCE YOU'VE GOT THE 20% REGISTERING OPPOSITION WITHIN THE 200 FOOT TRIGGERING THE SUPERMAJORITY, BUT ALSO SINCE PLANNING AND ZONING COMMISSION RECOMMENDED DENIAL, YOU'VE GOT THAT TRIGGERING THE SUPERMAJORITY REQUIREMENT AS WELL.

SO I CAN ANSWER ANY QUESTIONS YOU HAVE.

AND SO THAT WILL MEAN WE'LL NEED AT LEAST FIVE OF US TO VOTE IN OPPOSITION TO WHAT THAT WILL BE.

SO FIRST, I WOULD LIKE TO START WITH A QUICK OVERVIEW OF THE PROJECT.

THE HOTEL WILL BE A BOUTIQUE HOTEL.

IT WILL CONSIST OF 49 INTERIOR CORRIDOR ROOMS. THE INTERIOR DESIGN OF THE HOTEL IS INSPIRED BY MODERN ARCHITECTURE TO ATTRACT YOUNG TRAVELERS, BUSINESS TRAVELERS AND AIRPORT TRAVELERS.

THE HOTEL WILL PROVIDE AMENITIES SUCH AS HOT BREAKFAST FITNESS CENTER, SIMILAR TO BRANDED HOTELS BY HILTON AND MARRIOTT.

THE CONCEPT OF BOUTIQUE HOTEL GIVES US THE FREEDOM TO DESIGN THE HOTEL AND THE GUEST ROOMS UNIQUE TO THE LOCATION.

THE YOUNG TRAVELERS PREFER UNIQUE EXPERIENCES WHEN THEY TRAVEL, WHICH IS WHY THE BOUTIQUE HOTEL MARKET IS EXPECTED TO GROW 14.7% IN YEAR 2023, AND WE INTEND TO CAPITALIZE ON THIS TREND.

OUR GOAL IS TO PROVIDE OUR GUESTS A LUXURIOUS EXPERIENCE ON BUDGET.

WE CAN MAKE THIS POSSIBLE BY CONTROLLING THE OVERHEAD COSTS, WHICH ARE UNAVOIDABLE WITH BIGGER AND FRANCHISED HOTELS.

WE HAVE DEVELOPED MANY HOTELS IN DFW AREA.

MOST OF THE HOTELS WE HAVE DEVELOPED ARE FRANCHISE HOTELS WITH AFFILIATION WITH MARRIOTT, HILTON, IHG AND OTHER MAJOR BRANDS.

THIS WILL BE OUR FIRST ATTEMPT FOR IN THE BOUTIQUE HOTEL SEGMENT.

SO FOR COMPARISON, WE HAVE IDENTIFIED SIMILAR PROPERTIES HERE IN TEXAS AND OKLAHOMA AND CHOSE THEM BASED ON THE NON AFFILIATION WITH BRANDS AND THE HOTEL SIZE.

AS NOTED HERE, THE ADR, WHICH IS THE AVERAGE RATE PER NIGHT AND THE REVIEWS ARE VERY SIMILAR WITH BRANDED HOTELS.

AND THE LAST IS IMPACT.

THIS HOTEL WILL BRING IN THE LOCAL COMMUNITY.

WE EXPECT TO CREATE A TOTAL OF 11 FULL TIME, THREE PART TIME AND MANY TEMPORARY JOBS.

THE HOTEL WILL ADD ABOUT $140,000 IN TAX REVENUE ANNUALLY AND LAST.

A PORTION OF THE MONEY SPENT BY THE GUEST WILL INDIRECTLY BENEFIT THE HOTEL, THE LOCAL COMMUNITY.

SO WE HAVE FIVE WE HAVE SEVEN CODE OFFICERS OR NEIGHBORHOOD SERVICE OFFICERS.

AND WE'VE DIVIDED THE CITY UP INTO FIVE DISTRICTS.

THESE DISTRICTS MIMIC THAT OF THE POLICE DEPARTMENT.

SO AS WE IMPLEMENT THOSE PROGRAMS, THOSE NEIGHBORHOOD SERVICE OFFICERS WILL BE DOING THOSE INSPECTIONS AS WELL.

AND THEN WE'VE ALSO COME UP WITH OVER THE PAST COUPLE OF YEARS, WE'VE KIND OF FINE TUNED OUR POLICIES AND MADE THINGS A LITTLE BIT MORE CONSISTENT.
