SO ONE OF THE THINGS THAT WE HEARD AT THE LAST AT THE LAST PUBLIC HEARING WAS THERE'S A LOT OF CONCERN ABOUT WHAT'S GOING TO HAPPEN AT THIS SITE AND WHAT IS THE CHARACTERISTIC OF THE SITE GOING TO LOOK LIKE. SO WE'RE HOPING THAT THIS WORKSHOP COULD HELP ALLEVIATE SOME OF THOSE CONCERNS AND LET YOU ALL KNOW WHAT WE'RE GOING TO DO.

OKAY. SO TO STEP BACK, WE'LL DISCUSS WHO IS THE TRINITY RIVER AUTHORITY AND WHAT IS THE TARRANT COUNTY WATER SUPPLY PROJECT? BECAUSE THE MURPHY DRIVE PUMP STATION SITE NEST WITHIN THIS LARGER ORGANIZATION.
SO THAT NAME MAY BE A LITTLE MISLEADING BECAUSE PROJECTS ARE TYPICALLY SOMETHING THAT START AND END.
BUT THIS IS SOMETHING THAT IS IN CONTINUATION BECAUSE THE TARRANT COUNTY WATER SUPPLY PROJECT, THEY TAKE RAW WATER FROM LAKE ARLINGTON AND THEY HAVE A PUMP STATION.
THEY MOVE THAT UP INTO EULESS TO THE WATER TREATMENT PLANT.
THEY TREAT THAT WATER AND THEN THEY PUSH THAT WATER OUT TO FIVE DIFFERENT MEMBER CITIES.
AND THEN THAT WATER EVENTUALLY ENDS UP AT THE MURPHY DRIVE PUMP STATION.
SO THOSE FIVE MEMBER CITIES THAT ARE CUSTOMERS WITH NINE DIFFERENT DELIVERY POINTS ARE NORTH RICHLAND HILLS, COLLIERVILLE, GRAPEVINE, EULESS, AND THEN ALSO BEDFORD. AND BEDFORD HAS TWO DELIVERY POINTS.
YOU'VE GOT A BEDFORD NORTH AND A BEDFORD SOUTH, WHICH THE WATER SUPPLY.
THAT'S WHERE YOUR POTABLE WATER COMES FROM.
SO WE'VE GONE OVER THIS A LITTLE BIT.
I WON'T READ ALL THE SLIDES TO YOU, BUT A COUPLE OF THINGS TO KEY IN ON THE WATER SUPPLY PROJECT.
THEY CAN GENERATE ABOUT 87 MILLION GALLONS OF WATER PER DAY.
THIS MURPHY DRIVE PUMP STATION SITE DEPENDING ON THE DAY OF YEAR BECAUSE THAT'S SEASONAL USAGE.
THEY MAY BE PUSHING 6 MILLION GALLONS OF WATER PER DAY OR IN PEAK FLOWS.
THEY CAN STORE UP TO 20 MILLION GALLONS OF WATER PER DAY.

THE AUTHORITY BEGAN PROVIDING WATER TO THE CITY IN 1974.THE ORIGINAL MURPHY DRIVE PUMP STATION CAME OUT OF THE GROUND AROUND 1980, AND THAT'S WHEN THE WATER SUPPLY PROJECT WAS ABLE TO REALLY BOOST THAT WATER PRESSURE AND GET IT OUT TO THOSE FIVE CITIES.
AND THE CURRENT BUILD OUT IS AROUND 94 MGD MILLION GALLONS PER DAY.
SO THIS IS A AERIAL GOOGLE VIEW OF THE EXISTING PUMP STATION.
SO THIS IS LOOKING NORTH IS ON THE LEFT SIDE OF THE SCREEN.
SO YOU HAVE TWO PUMP STATION BUILDINGS.
THERE'S THE ONE FURTHEST TO THE NORTH HAS FIVE PUMPS AND THE ONE TO THE SOUTH, THAT'S FOUR PUMPS.
THEY'RE ALL GETTING TOWARD THE END OF THEIR LIFE CYCLE.
AND THEN ALSO NOTE ON THIS SLIDE THAT THERE'S AN EXISTING DRIVEWAY ON THE NORTH SIDE.
THAT'S THE MAIN ACCESS TO THE SITE ON THE SOUTH END OF THE SITE.
THERE'S ALSO ACCESS, BUT THAT IS THAT'S NOT PAVED.
THAT'S FOR CONSTRUCTION ACCESS OR OTHER LARGE VEHICLES.
PARDON ME. THERE'S ALSO SEVERAL PIPELINES COMING IN AND OUT OF THIS SITE.
THERE THERE'S A PIPELINE COMING FROM THE WATER TREATMENT PLANT INTO THE SITE.
IT FEEDS ALL FOUR OF THESE TANKS.
AND THEN FROM THE PUMP STATION, THERE'S THREE DIFFERENT PIPELINES THAT GO TO THE NORTH.
AND THEN THERE'S ALSO ONE THAT COMES TO THE SOUTH, TO THE CITY OF BEDFORD.
SO THERE'S THERE'S A WHOLE LOT GOING ON ON THIS SITE.
AND SO THIS MOST RECENT PUMP STATION, THIS ONE THAT YOU SEE ON THE LEFT, LEFT THE NORTHERNMOST PUMP STATION BUILDING THAT WAS DONE IN AROUND 1987. THERE'S BEEN A NUMBER OF UPGRADES OVER THE YEARS TO TRY TO CONTINUE THE LIFE CYCLE OF THAT ASSET AND TO PUSH THAT OUT.
AND THE AUTHORITY WAS LOOKING AT AN OPPORTUNITY TO UPGRADE SOME OF THE ELECTRICAL GEAR IN THERE.
BUT FROM A CONSTRUCTABILITY OPPORTUNITY, IT JUST THEY COULDN'T DO IT.
SO THAT WAS A LARGE DRIVER FOR NEEDING SOME NEW ASSETS.
SO ONE OF THE MAIN THINGS THAT THIS PROJECT IS GOING TO DO WITH THAT SECOND BULLET IS IT'S GOING TO REPLACE THESE EXISTING ASSETS TO TO IMPROVE RELIABILITY AND REDUNDANCY. THE PUMP STATION WORKS.
AND THERE'S ONLY SO MANY TIMES YOU CAN REPLACE THE PARTS.
YOU'VE GOT TO REPLACE THE WHOLE THING.
SO THE EXISTING ONE OF THE BIG CONSTRAINTS AND ONE OF THE BIG DRIVERS IS THE EXISTING PUMP STATION HAS IT MUST REMAIN IN OPERATION DURING CONSTRUCTION. WE'VE GOT TO KEEP THIS THING GOING WHILE THE NEW PUMP STATIONS ARE BEING BUILT AND THEN THE EXISTING ONES CAN BE TAKEN DOWN.
WE'RE TRYING TO SEE WHERE WE CAN FIT ALL OF THIS IN.

GOING TO BE DRIVEN BY VARIABLE FREQUENCY DRIVES THAT WILL ALLOW THE AUTHORITY TO BETTER TAILOR THE FLOWS THAT ARE GOING OUT TO THE CITIES TO SO THEY CAN GO FROM SIX UP TO 100 MILLION GALLONS PER DAY OF WHAT THEY'RE PUSHING OUT.SO WE HAVE A NEW ELECTRICAL BUILDING.
A BIG PART OF THIS IS WORKING WITH THE POWER UTILITY.
WE HAVE TO BRING IN NEW POWER TO FEED THIS GEAR AND THIS EQUIPMENT.
AND SO ARE WE GOING TO PUT THAT WHILE WE'RE NOT ONLY DO WE NEED NEW POWER, BUT WE HAVE TO MAINTAIN THE EXISTING POWER ON SITE SO WE CAN KEEP THOSE EXISTING PUMP STATIONS RUNNING.
SO THE THE BACKYARD THAT THE AUTHORITY PURCHASED AND IS PART OF THE REPLAT ON THIS NORTHERNMOST PART OF THE SITE, THAT WHAT'S GOING TO GO THERE AND WE'LL SHOW PICTURES EXAMPLE PICTURES OF OF WHAT WE EXPECT TO LOOK LIKE THEY'RE GOING TO BE PAD MOUNTED SWITCHGEAR AND PAD MOUNTED TRANSFORMERS. WE'RE GOING TO BRING A ROAD UP FROM THE SOUTH.
IT'S GOING TO BE FLEX BASE GRAVEL.
AND THEN THAT ACCESS ROAD IS WHAT WINDS ITS WAY AROUND TO THAT EMERGENCY ACCESS DRIVE.
SO WE'VE COVERED THE EXISTING ACCESS.
WE'RE GOING TO KEEP THAT. WE'VE TALKED ABOUT THE EMERGENCY VEHICLE ACCESS DRIVE.
AND THAT HOUSE HAS ALREADY BEEN DEMOLISHED.
SO IN THE WINTER OF 2021, WE HAD THE BIG SNOWMAGEDDON, THE BIG POWER FAILURE AND THE ICE STORM AND.
SO SOME OF THE UTILITIES IN NORTH TEXAS WERE KNOCKED OUT.
AND WHEN I SAY UTILITIES, SPECIFICALLY WATER UTILITIES.
THAT WAS A THAT WAS A BIG LESSON FOR A LOT OF A LOT OF CITIES, A LOT OF MUNICIPALITIES.
AND THE STATE PUT OUT SENATE BILL THREE AND THAT REQUIRED ALL THE UTILITIES AND CITIES AND ANYBODY WHO'S PROVIDING WATER TO PUT TOGETHER THESE EMERGENCY RESPONSE PLANS AND THESE EMERGENCY PREPAREDNESS PLANS.
AND SO PART OF THAT IS HOW DO WE KEEP WATER FLOWING? HOW DO WE MAINTAIN WATER PRESSURE IN THESE SYSTEMS SO THAT WE DON'T HAVE TO ISSUE BOIL WATER NOTICES SO THAT WE CAN MAKE SURE YOU CONTINUE TO HAVE WATER DURING THESE FREEZES? AND A BIG PART OF THAT IS, ONE, IT'S LOOKING AT MAKING SURE YOU HAVE WHATEVER IT IS YOU NEED TO TREAT YOUR WATER AT YOUR WATER TREATMENT PLANT, BUT IT'S ALSO LOOKING AT YOUR POWER AND.
YOU CAN. YOU CAN DEAL WITH YOUR POWER A COUPLE OF DIFFERENT WAYS.
SO THERE'S A PRETTY SIGNIFICANT COST THAT'S ASSOCIATED WITH THAT.
BUT THEN YOU'RE ALSO YOU'RE ALSO BEHOLDEN AND THAT'S A RISK MANAGEMENT QUESTION YOU HAVE TO ASK YOURSELF WHEN YOU'RE TRYING TO MAKE A MORE RELIABLE, RESILIENT PLACE, LIKE, HEY, IF I'M TRYING TO IF I'M TRYING TO MAKE SURE WE CAN CONTINUE TO DELIVER WATER AND I'M WORRIED ABOUT POWER GOING OUT OVER HERE, WELL, WHY WOULDN'T I BE WORRIED ABOUT POWER GOING OUT OVER HERE? SO THIS PROJECT INCLUDES BACKUP GENERATORS.

AND THEN ALSO PART OF THIS PROJECT.
SO WE'VE TALKED. WE'VE TALKED ABOUT THE THINGS THAT ARE THERE FOR MOVING WATER.
WE'VE TALKED ABOUT THE THINGS THAT ARE THERE TO BACK UP THE WATER AND THE POWER AND WHAT ENCORE IS GOING TO PROVIDE WITH THESE PAD MOUNTED SWITCHES ON THE NORTH END OF THE PROJECT. SO SOMETHING ELSE SITE RELATED THERE.
THERE ARE TWO ADDITIONAL TANKS THAT HAVE NOT BEEN REHABILITATED YET.
SO TANKS, NUMBER ONE AND FOUR.
THE LAST ONE TOOK LONGER THAN ANTICIPATED, AND WE DON'T WANT THAT TO HAPPEN AGAIN.
BUT THIS PROJECT IS GOING TO GO AHEAD AND KNOCK OUT THOSE OTHER TWO TANKS, GET THOSE REHABILITATED.
AND SO THE PURPOSE OF THIS IS TO HAVE NEW ASSETS, REHAB ON THESE TANKS SO WE CAN PUSH OUT ANY SORT OF OTHER LARGE MAINTENANCE ANOTHER 20 OR 30 YEARS ON THESE TANKS AND MAYBE 40 YEARS ON THESE PUMP STATIONS.
THERE'S PART OF THE SITE THAT WAS TAKEN IN THAT WOULD NECESSITATE NEW FENCING.
BUT IN IN RESPONSE TO SOME OF THE THINGS WE HEARD LAST MONTH ON FEBRUARY 9TH, WE'RE CHANGING THAT APPROACH AND WE'RE LOOKING AT A MORE SUBSTANTIAL PRIVACY FENCE, A COMPOSITE FENCE, AND WE'LL SHOW YOU A PICTURE OF WHAT WE KIND OF THINK THAT WOULD LOOK LIKE.
AND AND THE INTENT IS NOT TO JUST DO THAT WHERE WE'RE WHERE WE'VE TAKEN IN NEW NEW LAND PART OF THIS REPLAT, BUT TO DO THE ENTIRE SITE PERIMETER SO EVERYONE GETS THE SAME COMPOSITE FENCE.

SO IT'S NOT JUST A THEY'RE NOT JUST GOING TO USE IT TO RUN THE PUMPS.
AND THE SOUND ATTENUATING ENCLOSURES ARE MEANT TO REDUCE THAT SOUND.
AND WHILE WE'RE WHILE WE'RE ON THE TOPIC OF SOUND REDUCTION AND FENCING, SO THIS FEEDS INTO FENCING, ONE OF THE FIRST THINGS WE WANT TO DO IN THE PROJECT IS IN THE SEQUENCING OF THE PROJECT.
THE FIRST IS WE'VE GOT TO RELOCATE ELECTRICAL POWER.
WE'VE GOT TO GET THAT MOVED OUT OF THE WAY SO WE CAN BUILD THE NEW PUMP STATION.

SO THE GENERATOR IS ONE OF THE LAST THINGS THAT GETS INSTALLED.
BUT ONE OF THE THINGS WE WANT TO FRONT LOAD IS WE WANT TO FRONT LOAD THIS FENCE BECAUSE WE BELIEVE THAT'S GOING TO PROVIDE ADDITIONAL PRIVACY DURING CONSTRUCTION, MORE SO THAN THE EXISTING CHAIN LINK WITH THE PRIVACY SLATS AND SOMETHING ELSE WE'RE HAVING THE CONTRACTOR DO THAT'S IN THE PLANS IS WE'RE GOING TO HAVE A 12 FOOT SOUND BARRIER GO AROUND MOST OF THE SITE WHERE WE'RE GOING TO HAVE CONSTRUCTION ACTIVITIES AND.
RECOGNIZING MOST OF THOSE ACTIVITIES ARE GOING TO BE ON THAT NORTH END.
WHEN I SAY BLASTING, THAT'S NOT LIKE DYNAMITE.

BUT BUT THAT IS GOING TO HAPPEN ON THOSE TWO TANKS.
