YOU CAN SEE THERE'S A LOT SOUTH OF THIS PROPERTY, WHICH IS A LOT 1 AND THEN LOT TWENTIES DARED LOCATED EAST AND A PORTION OF LOT TWO OF THE RESPOND ADDITION LOCATED JUST NORTH OF THIS PROPERTY HERE A BACKGROUND IN SUMMARY OF THIS PROPERTY HERE.

THE SUBDIVISION WAS ORIGINALLY PLATTED IN JANUARY 1979 AND LATER ON.

THE PUMP STATION AND WATER STORAGE FACILITY BY TRA WAS DEVELOPED HERE.

ONCE AGAIN, THE PURPOSE OF THIS PLAN IS TO MERGE THOSE THREE LOTS.

I WAS MENTIONED BEFORE TO BE PART OF THE LARGER PROPERTY THAT CONTAINS THE WATER STORAGE FACILITY AND PUMP STATION.

I LIVE AT 3509 MURPHY DRIVE, WHICH IS ALSO KNOWN AS LOT 19, WHICH IS RIGHT NEXT TO THE PROPOSED NEW ACCESS ROAD. AND WE JUST KIND OF GO THROUGH OUR CONCERNS.

WE LIVED THERE FOR ABOUT SIX YEARS NOW.

MY WIFE AND I.

AND YEAH, WE KNEW THE TANKS WERE BEHIND THE HOUSE, BUT THERE WAS LIKE AN ACCESS ROAD OVER A LITTLE BIT, YOU KNOW, SMALL ACCESS ROAD.

AND IT WAS VERY QUIET.

WITH THIS PROPOSED CHANGES HERE.

FIRST OF ALL, THEY TORE IT ON HOUSE NEXT TO OURS, AND THAT'S WHERE THE PROPOSED NEW ACCESS ROAD IS GOING TO GO.

AND IT'S ONLY LIKE 16 FEET AWAY FROM OUR LOT LINE.

AND WE HAVE NO PRIVACY.

BUT THAT'S ONE ISSUE.

THE OTHER ISSUE IS WE'RE VERY CONCERNED ABOUT THE PROPERTY VALUE THAT THIS MIGHT IMPACTED NEGATIVELY AND ALSO THE HOW DESIRABLE OR SELLABLE THE HOUSE IS.

ONCE THIS IS ALL DONE AND WE'RE RIGHT NEXT DOOR TO THE LARGER, MORE INDUSTRIAL TYPE OPERATION THAN A SMALL LITTLE ACCESS ROAD. AND THOSE ARE TWO BIG FACTORS.

THIRD, WE'VE ENDURED IN THE PAST FEW YEARS, OCCASIONALLY SOME MACHINE NOISE.

AND TO BUILD A BIGGER PUMP STATION, MORE PUMPS OR WHATEVER.

WE'RE CONCERNED ABOUT NOISE ALSO.

AND AS WE DON'T KNOW WHAT THE PROPOSED NEW BUILDINGS, LOCATION OR STRUCTURE IS GOING TO BE, I CAN'T ADDRESS THAT BECAUSE IT APPEARS THAT BECAUSE THE NEW ACCESS ROAD IS GOING TO GO THROUGH THE EXISTING BUILDINGS, THEY'RE GOING TO HAVE TO BE BUILT FURTHER OUT OR FURTHER BACK.

AND I DON'T KNOW AS FACT, BUT THAT'S THE WAY IT APPEARS.

BUT BASICALLY THE MAIN TWO ISSUES WE HAVE IS THE PROPERTY, VALUABLE VALUE AND THE DESIRABILITY OF OUR HOUSE, IN CASE YOU WANT TO SELL IT, AND ALSO THE PRIVACY THAT WE NO LONGER HAVE.

AND ALL THEY GOT RIGHT NOW IS JUST A LITTLE CHAIN LINK FENCE BETWEEN TWO PROPERTIES OR A NICE SEVEN FOOT PRIVACY FENCE THAT WOULD BE DEFINITELY RECOMMENDED BECAUSE OF ALL THE TRAFFIC, BECAUSE OF THE NEW CONSTRUCTION, BECAUSE OF ALL THE MORE ACTIVITY THAT'S GOING TO TAKE PLACE.

SO THOSE ARE TWO CONCERNS THAT WE HAVE.

BUT I APPRECIATE YOUR PAYING ATTENTION TO THIS.

AND AGAIN, IT'S YOU KNOW, WE'RE KIND OF VERY ANXIOUS OF WHAT'S GOING TO HAPPEN HERE BECAUSE THERE'S DEFINITELY AN IMPACT IN OUR HOUSE, PRIVACY, NOISE, ETC..

I'M JUST WEST OF THE PLOT ITSELF.

AND I'M A LITTLE CONCERNED AS WELL ABOUT THE PROPERTY VALUE.

BEHIND ME IS THE THE LOT THAT HAS I COUNTED LIKE 15 OR 16, 30 YEAR OLD OAK TREES OUT THERE.

AND WHEN I LOOKED AT IT TODAY, THEY'RE ALL MARKED WITH SILVER TAGS.

SO I'M ASSUMING THAT MEANS THAT THEY'RE GOING TO BE CUT DOWN.

I MEAN, I DON'T KNOW THAT FOR SURE.

IT'S A VERY BEAUTIFUL LOT AS IT IS.

AND IF YOU CUT THE TREES DOWN AND I'M CONCERNED, IS SOMETHING GOING TO BE BUILT RIGHT BEHIND MY HOUSE? AGAIN, AS A GENTLEMAN BEFORE ME TO TALK ABOUT A NOISE FACTOR, WE'VE ALREADY GOT SOME NOISE.

THAT MACHINERY IS RUNNING OVER THERE PERIODICALLY.

I DON'T KNOW IF IT'S DUE TO THE CONSTRUCTION OF THE TANKS, THE PAINTING OF THEM, THE REDOING OF THEM.

THERE'S WHEN THOSE COME ON, THERE'S A CONSTANT SMELL OF DIESEL IF THE WIND IS BLOWING OUT OF THE SOUTH.

AND SO I COULD GET DIESEL FUMES IN MY BACKYARD AND EVERYTHING.

I MOVED IN THAT HOUSE ABOUT, WELL ABOUT FIVE AND A HALF YEARS AGO, AND I INVESTED ABOUT $100,000 INTO THAT HOUSE TO REDO MY BACKYARD, PUT A POOL IN A COVER AND ALL THAT OUTDOOR KITCHEN.

AND I DON'T REALLY WANT ANYTHING TO BE BUILT BACK THERE UNLESS WE HAVE A SAY SO ON IT.

AND I HATE TO SEE THOSE TREES GO BECAUSE THEY'RE VERY BEAUTIFUL.

THE LAND IS VERY BEAUTIFUL THERE.

THEY OFFER A LOT OF GOOD SHADE.

IT'S A GREEN SPACE, SO TO SPEAK.

AND IF YOU KNOW SOMETHING CHANGES BECAUSE OF BUILDING SOMETHING ON THERE, THEN IT'S GOING TO BE TO ME, IT'S GOING TO BE DETRIMENTAL TO MY HOUSE AND THE PROPERTY VALUE OF MY HOUSE AS WELL. I'VE ALREADY BUILT A PRIVACY FENCE AT MY HOUSE SO THAT I HAVE ALREADY TRIED TO SHIELD MYSELF FROM THAT AREA AS IT IS.

BUT WITH THAT LOCK DIRECTLY BEHIND ME, EVERY TREE ON IT IS I COUNTED AT LEAST A DOZEN.

IT HAS A LITTLE SILVER DOT ON IT NOW THAT WASN'T THERE BEFORE.

AND SO THEY'RE MARKED FOR SOMETHING IF THEY'RE GOING TO BE CUT DOWN OR WHATEVER.

THERE'S A HURRICANE FENCE THERE NOW WE SHARE WITH THE FORMER NEIGHBOR.

THAT'S TENNESSEE OR NOT TENNESSEE.

TRINITY RIVER AUTHORITY, YOU KNOW, THAT'S A RESIDENTIAL LOT.

AND NOW THEY'RE PROPOSING THIS CHANGE IN THE ROAD.

AND, YOU KNOW, OF COURSE, WE DON'T HAVE ANY INSIGHT AS TO WHAT THEY'RE GOING TO DO WITH THE LAND.

BUT AS TOM MENTIONED PREVIOUSLY, YOU KNOW, THEY DIDN'T BUILD, AS I SAID, WHEN I CALL THE CITY PREVIOUSLY, THEY DIDN'T BUILD IT, YOU KNOW, BY THAT TO BUILD A SOCCER FIELD ON IT.

RIGHT. SO THEY'RE GOING TO UTILIZE THAT LAND.

THEY'RE GOING TO CUT DOWN THOSE TREES.

THERE'S A DETRIMENT TO NATURE.

THERE SHOULD BE AT THE VERY LEAST, THERE NEEDS TO BE AN ECOLOGICAL STUDY DONE FOR NESTING OF PREY BIRDS AND ENDANGERED SPECIES.

I WOULD SAY ADDITIONALLY, OUR PROPERTY VALUE, YOU KNOW, WE SPECIFICALLY DID A LOT OF RESEARCH INTO WHAT THAT WAS.

WE CALLED THE TRINITY RIVER AUTHORITY.

WE MADE SURE THERE WASN'T GOING TO BE BUILDING THROUGH OUR BACKYARD, THAT THERE WASN'T AN EASEMENT ISSUE BEFORE WE BROUGHT BOUGHT THE PROPERTY AND NOW WITH THIS, THAT UPENDS EVERYTHING. SO IT'S GOING TO BE A SIGNIFICANT PROPERTY DECLINE FOR ALL OF US THAT ABUT UP TO THIS.

ADDITIONALLY I HAVE SMALL CHILDREN WE ARE POOL IS BACK THERE.

IT'S GOING TO BE DIRECTLY FACING THAT INDUSTRIAL AREA NOW AND I THINK I THINK THAT'S MOSTLY IT.

THIS IS A YOU KNOW IT'S A REALLY SERIOUS CONCERN FOR US PRIVACY, NOISE CONSTRUCTION, PEOPLE BEING ABLE TO SEE DIRECTLY IN OUR BACKYARD WHERE WE'RE SWIMMING. IT'S NOT WHAT WE SIGNED UP FOR.

AND, YOU KNOW, WE'RE WE'RE WE'RE UPSET.

OUR YOU KNOW, THE NEIGHBORS HERE WERE UPSET AND WE WOULD HAVE BOUGHT THAT LAND.

YOU KNOW, WE WOULD HAVE JOINED TOGETHER AS A CONSORTIUM AND BOUGHT IT.

YOU KNOW, WE DIDN'T WE DIDN'T GET THAT OPTION.

I MEAN, WHAT ARE THE ACTUAL PLANS FOR THIS AREA? AS SOMEBODY THAT LIVES IN THIS AREA, THAT WOULD BE A CONCERN OF OURS.

AS OUR NEIGHBOR MENTIONED, THEY HAVE CHILDREN.

WE HAVE CHILDREN, TOO.

AND OUR BACKYARD IS A GREAT GREEN SPACE FOR THEM.

SO IF YOU'RE TALKING ABOUT PUTTING A GIANT BUILDING NEXT TO OUR FENCE LINE, THAT'S A PROBLEM FOR US.

THAT'S NOT SOMETHING THAT WE WOULD WANT TO OR WOULD SIGN UP FOR.

SO WHAT'S GOING THERE IS A CONCERN OF OURS.

THE NOISE, THE QUALITY OF OUR LIFE WILL CHANGE.

WE RIGHT NOW HAVE A CHAIN LINK FENCE THERE.

SO NO PRIVACY TO A BUNCH OF PEOPLE THAT WILL BE WORKING RIGHT THERE.

AND OUR CHILDREN ARE RIGHT THERE.

AND THAT'S A HUGE SAFETY PROBLEM.

SO NO PRIVACY.

THE NOISE, TOO. WE DEAL WITH A NOISE RIGHT NOW THAT GOES ON THERE.

WE WATCHED FOR YEARS WHILE THEY REPAINTED AND SANDBLASTED AND EVERYTHING.

WHAT'S THERE NOW IN EXISTENCE.

AND SO NOW YOU'RE TALKING ABOUT PROBABLY A MUCH GREATER SOURCE OF CONSTRUCTION.

AND THAT IS A CONCERN OF OURS.

SO IT WILL DROP OUR PROPERTY VALUES.

WE WON'T HAVE THE SAME OPPORTUNITIES, SIT IN OUR BACKYARD AND ENJOY IT AS WE DO TODAY, BECAUSE WE'LL BE DEALING WITH CONSTRUCTION AND PROBABLY OVER A LENGTHY PERIOD OF TIME.

SO YOU'RE TALKING ABOUT A HUGE IMPACT TO US, NOT ONLY FINANCIALLY, BUT JUST THE WAY THAT WE LIVE OUR LIVES NOW.

WE LIVE IN A COMMUNITY.

AS YOU CAN SEE, ALL OF US ARE HERE AS A COMMUNITY COMING FORTH SAYING WE LIKE OUR COMMUNITY, WE'RE PROUD OF OUR COMMUNITY.

AND NOW THIS HAS A HUGE IMPACT ON OUR COMMUNITY.

SO AS A WHOLE, WHEN WE'RE THIS UPSET ABOUT WHAT'S GOING ON, YOU CAN SURELY SEE THAT WILL CHANGE THE WAY THAT WE LIVE OUR LIVES TODAY AND THE TYPE OF COMMUNITY THAT WE'VE BUILT HERE IN BEDFORD. WE DON'T LIVE IN OTHER CITIES BECAUSE WE LIKE THE COMMUNITY WE LIVE IN.

AND SO THIS IS GOING TO BE A HARDSHIP, I THINK, FOR ALL OF US THAT LIVE IN THE AREA.

THE REASON WE WENT INTO EXECUTIVE SESSION WITH THE CITY ATTORNEY IS THAT DUE TO THE ICE STORM.

AND THE MAIL BEING SHUT DOWN.

THE NON DELIVERED FOR SEVERAL DAYS NOTICES DID NOT REACH THE PEOPLE THAT THEY WERE SENT TO IN THE PROPER AMOUNT OF TIME, ACCORDING TO CITY ORDINANCE AND STATE ORDINANCE. AND THAT ISSUE OBVIOUSLY HAS COME UP.

BUT THE NOTICES WERE NOT IN ENOUGH ADVANCE TIME DUE TO.

WHO KNEW THAT THE POSTAL SERVICE WASN'T GOING TO DELIVER FOR SEVERAL DAYS IN A ROW? SO WHAT WE'RE GOING TO DO IS WE'RE GOING TO TABLE THIS PUBLIC HEARING.
