GOOD EVENING. AS PART OF THIS FISCAL YEAR'S BUDGET, WE INCLUDED A STREET ASSESSMENT OR EXCUSE ME, LAST FISCAL YEAR'S BUDGET.

WE INCLUDED A STREET ASSESSMENT, A CITYWIDE STREET ASSESSMENT FOR ALL OF THE PUBLIC STREETS WITHIN THE CITY.

PREVIOUSLY, THE LAST TIME THE ASSESSMENT WAS PERFORMED IN 2018.

SO GENERALLY YOU TRY TO DO THEM 3 TO 5 YEARS OR SO.

SO THE STREET ASSESSMENT WAS PERFORMED BY IMS MIDSUMMER, AND WHAT WE TOLD YOU IN THE JULY MEETING WAS THAT THE RESULTS OF THAT ASSESSMENT WOULD BE PRESENTED TO YOU THIS EVENING.

SO THIS EVENING WE'VE GOT KURT KEIFER AND HE IS UP FROM AUSTIN THIS EVENING TO SHOW YOU THE PRESENTATION, AND THEN WE'VE ALSO GOT AMIR HERE TO ANSWER ANY OF THE HARD QUESTIONS THAT YOU MIGHT HAVE.

I APPRECIATE THE OPPORTUNITY TO PRESENT THE RESULTS FOR THIS STUDY THAT WE PERFORMED FOR YOU GUYS, AS CHERYL MENTIONED, BACK IN JUNE OF LAST YEAR, AND WE'VE COMPILED ALL THE DATA AND WE'LL BE RUNNING YOU THROUGH AN ASSESSMENT OF KIND OF SHOWING WHERE YOU'RE AT WITH THE CITY'S ROADWAYS, THE IMPROVEMENT, THE SIGNIFICANT IMPROVEMENT THAT CHERYL, JOHN, STACY AND HER TEAM HAS MADE OVER THE LAST SEVERAL YEARS IN IMPROVING THE ROADWAY CONDITIONS AND THEN ALSO RUNNING THROUGH SOME BUDGET ANALYZES THAT WE PERFORMED TO KIND OF SEE WHAT FUNDING LEVELS MIGHT BE APPROPRIATE MOVING FORWARD TO MAINTAIN AND IMPROVE THE CITY'S ROADWAY CONDITIONS.

SO NO FURTHER ADO, THE AGENDA WE'LL JUST GO THROUGH A QUICK OVERVIEW OF EXISTING CONDITIONS.

THE PROCESS THAT WE FOLLOWED IN ASSESSING THE CONDITION OF THE CITY'S ROADWAYS AND THEN SOME BASIC PAVEMENT MANAGEMENT BEST PRACTICES AND PRINCIPLES TO HOW BEST MANAGE YOUR INFRASTRUCTURE AND THEN THE ANALYZES THAT WE PERFORMED AS WELL AS SOME CLOSING THOUGHTS ON KIND OF WHAT WE SEE IN THE CITY'S ROADWAYS.

SO OVERVIEW OF PAVEMENT CONDITIONS, FIRST AND FOREMOST, THE METHODOLOGY THAT WE USED FOR ASSESSING THE CITY'S ROADWAYS WAS DEVELOPED BACK IN THE LATE 1970S BY THE US ARMY CORPS OF ENGINEERS.

IT WAS BASICALLY DEVELOPED AS A WAY FOR CONGRESS TO DETERMINE WHERE MONEY SHOULD BE SPENT AT DOD INSTALLATIONS ACROSS THE UNITED STATES AND AROUND THE WORLD.

A LOT OF AGING INFRASTRUCTURE AFTER WORLD WAR TWO WAS IN EXISTENCE, AND SO THEY NEEDED A STANDARD APPROACH TO ASSESSING CONDITIONS TO DETERMINE WHERE TO SPEND MONEY.

THAT METHODOLOGY IS THE ASTMD 6433 IS THE METHODOLOGY THAT WE USED FOR ASSESSING THE CITY'S ROADWAYS.

THIS IS STANDARD PRACTICE FOR MUNICIPAL PAVEMENT MANAGEMENT.

SO EVERYTHING THAT WE'RE SPEAKING TO RELATES BACK TO A STANDARD ACCEPTED IN INDUSTRY.

THERE'S A TERM I'M GOING TO BE USING HERE CALLED BACKLOG, AND BACKLOG MEANS A BUNCH OF DIFFERENT THINGS TO DIFFERENT PEOPLE, BUT IN THE CONTEXT OF THIS PRESENTATION, BACKLOG IS ANY ROADWAY THAT HAS A PAVEMENT CONDITION INDEX SCORE, WHICH GOES FROM 0 TO 100 AT OR BELOW A 40.

SO THAT'S KIND OF A ROADWAY LIKE IN D OR BARELY PASSING CONDITION, AND THAT'S A ROAD THAT'S ANYTHING BELOW A 40 IS A CANDIDATE FOR MAJOR REHABILITATION.

SO, WHERE IS THE CITY AT RIGHT NOW? WELL, AT THE TIME OF THE INSPECTION THAT WE PERFORMED BACK IN JUNE, WE FOUND THAT THE NETWORK AVERAGE PAVEMENT CONDITION INDEX SCORE FOR ALL 231 CENTERLINE MILES OF ROADWAY MANAGED BY THE CITY.

WE FOUND THAT TO HAVE A SCORE OF ABOUT 69.

SO THAT'S OVERALL GOOD OKAY AND THAT'S TEETERING ON VERY GOOD.

IT'S A MATTER OF FACT, AND THAT BACKLOG, 2.5% OF THE CITY'S ROADS WERE AT A PCI SCORE OF 40 OR BELOW.

HOWEVER, THERE WAS WORK THAT CHERYL AND HER TEAM DID AFTER OUR SURVEY IN JUNE, AND SO WHEN WE FACTOR IN THAT WORK, WE'RE LOOKING AT A NETWORK AVERAGE PCI OF 71. SO WE WENT FROM A 69 TO A 71, A GOOD TO VERY GOOD AND A BACKLOG REDUCTION OF A 10TH OF A POINT DOWN TO 2.4%.

I KNOW HISTORICALLY WHEN WE WERE KICKING OFF THE PROJECT, THERE'S A PERCEPTION THAT SOME OF THE ROADS THROUGHOUT THE CITY WERE NOT THE BEST CONDITION, AND WHAT WE THROUGH OUR ANALYSIS, WE DISCOVERED THAT THERE WAS SOME MICRO SURFACING THAT WAS DONE BACK SEVERAL YEARS AGO THAT WASN'T THE MOST VISUALLY ATTRACTIVE TYPE OF SURFACE TREATMENT , AND IT MAY HAVE LED PEOPLE TO THINK THAT THE ROADS WERE IN WORSE CONDITION THAN THEY ACTUALLY WERE WHEN IT WAS IN FACT JUST A SURFACE TREATMENT THAT WAS PEELING OFF THE ROADWAYS, BUT STRUCTURALLY, MANY OF THOSE ROADS WERE IN GOOD SHAPE SO THAT MICRO SURFACING, MANY OF THOSE ROADS HAVE BEEN REHABILITATED SINCE THEN AND SO OVERALL, WE'RE LOOKING AT A NETWORK THAT'S IN VERY GOOD CONDITION.

THE PROCESS FOR PAVEMENT MANAGEMENT, TYPICALLY WHAT WE'RE TRYING TO DO WITH THIS IS KEEP ROADS THAT ARE IN GOOD CONDITION, IN GOOD CONDITION.

IT'S KIND OF LIKE CHANGING THE OIL IN YOUR CAR, NOT ROCKET SCIENCE.

IT'S A PETROLEUM PRODUCT.

THE ASPHALT IS PETROLEUM.

OIL IN YOUR CAR IS PETROLEUM.

WHAT WE'RE TRYING TO DO IS REGENERATE OR REJUVENATE THE SURFACE OF ROADS THAT ARE IN GOOD SHAPE TO PREVENT THEM FROM CRACKING.

SO THE PUNCHLINE HERE IS THAT IT'S REALLY MORE COST EFFECTIVE TO KEEP ROADS IN GOOD SHAPE BY APPLYING SURFACE TREATMENTS, CRACK SEALING THOSE TYPES OF ACTIVITIES, RATHER THAN WAITING FOR THE ROADS TO GET INTO A CONDITION DOWN IN THE SIXTIES OR FIFTIES WHERE WE SEE MUCH MORE RAPID DETERIORATION.

FREEZE THAW, WE DON'T GET A LOT OF IT DOWN HERE, BUT WE DO GET FREEZE THAW.

ONCE YOU GET WATER INTO THE PAVEMENT STRUCTURE, ANY TIME IT FREEZES WATER UNLIKE ANY OTHER LIQUID ON THE FACE OF THE EARTH, DOES WHAT? WHEN IT FREEZES, IT EXPANDS, AND WHEN YOU GET THAT EXPANSION IN YOUR BASE AND IN YOUR ASPHALT, YOUR ROADS START TO DETERIORATE FASTER.

SO KEEP MOISTURE OUT OF YOUR PAVEMENTS.

KEEP THEM SEALED. THAT'S THE BEST WAY TO MAINTAIN A NETWORK IN VERY GOOD, EXCELLENT CONDITION.

THE OVERALL PROCESS FROM A POLICY ALL THE WAY THROUGH ENGINEERING KIND OF WORKFLOW IS AGENCIES SET UP THEIR POLICIES.

WHAT ARE THE GOALS? WHAT DO YOU WANT TO KEEP YOUR NETWORK CONDITION SCORES OUT.

WHAT LEVEL OF SERVICE DO YOU WANT TO PROVIDE YOUR RESIDENTS? THAT'S POLICY.

THEN WE GO OUT AND WE START DOING CONDITION ASSESSMENTS TO SEE HOW YOUR PAVEMENTS ARE DETERIORATING.

WE APPLY MAINTENANCE AND REHABILITATION ACTIVITIES AND THEN WE SEE IF THE RESULTS OF THOSE ACTIVITIES ARE RESULTING IN THE POLICY GOALS THAT THE AGENCY HAS ESTABLISHED.

PAVEMENTS ARE THE ARE THE GIFT THAT KEEPS ON GIVING.

THEY WILL DETERIORATE, THEY BEGIN DETERIORATING THE MOMENT YOU PUT THEM DOWN.

SO IT'S AN ASSET THAT NEEDS TO BE MAINTAINED OVER ITS LIFE CYCLE, AND MANY OF THESE ROADWAYS ARE GOING TO BE HERE MANY DECADES, IF NOT CENTURIES AFTER WE'RE GONE, AND THEY'RE GOING TO BE MAINTAINED FOR A VERY LONG TIME MOVING FORWARD.

THE SURVEY THAT WAS PERFORMED, WE DROVE AROUND IN ONE OF THESE VANS THAT'S OUTFITTED WITH ALL THIS FANCY EQUIPMENT, LASER BEAMS TO ILLUMINATE THE SURFACE OF THE ROAD, 3D CAMERAS SO THAT WE CAN SEE EVERY LITTLE CRACK ON THE PAVEMENT SURFACE.

WE BASICALLY DID A COMPREHENSIVE ASSESSMENT OF THE ROADWAY CONDITIONS.

WE FOUND DIFFERENT DISTRESSES.

PAVEMENT ENGINEERS, WE HAVE NAMES FOR EVERYTHING.

ALLIGATOR CRACKING, IT LOOKS LIKE CRACKING ON THE BACK OF AN ALLIGATOR, WHICH INDICATES STRUCTURAL FAILURE THAT RESULTS IN POTHOLES.

THAT'S WHAT EVERYBODY COMPLAINS ABOUT.

WE HAVE CORNER BREAKS FOR CONCRETE SLABS.

NETWORK. I THINK YOU GUYS HAVE ABOUT 45 CENTERLINE MILES OF CONCRETE ROADS WHICH ARE EXCELLENT.

BUT ONCE THEY START TO FAIL, THEY'RE EXPENSIVE TO REPLACE.

SO WE HAVE OTHER DISTRESSES FOR CONCRETE PAVEMENTS AND WE ALSO MEASURE THE BUMPINESS, WHAT WE CALL THE INTERNATIONAL ROUGHNESS INDEX, HOW MUCH COFFEE YOU'RE GOING TO SPILL ON YOUR SHIRT ON THE WAY TO THE OFFICE.

SO WE CAPTURED ROUGHNESS AND RUTTING CAN BE AN ISSUE WITH FOR HYDROPLANING, ESPECIALLY AT INTERSECTIONS WHERE YOU HAVE RUTS, PEOPLE HIT THE BRAKES AND THEY SLIDE THROUGH, KIND OF LIKE THAT WATER CREATES A LAYER THAT YOU JUST KIND OF SLIDE THROUGH ON.

SO WE CAPTURED RUTTING MEASUREMENTS AS WELL.

IT'S IN GREAT SHAPE. THERE'S A LITTLE BIT OF CRACKING ALONG THE PAVING SEAMS THAT WENT DOWN WHEN THE ROAD WAS PUT DOWN.

DIFFERENT LANES AS YOU'RE PAVING A LITTLE BIT OF CRACKING ALONG THERE, BUT OTHERWISE IN GREAT CONDITION, AND THERE'S BEEN CRACK SEALING PERFORMED TO THAT ROAD TO KEEP MOISTURE OUT OF THE PAVEMENT STRUCTURE.

CUMMINGS DRIVE 2009 A 2-INCH MILL AND OVERLAY SO PREVIOUS SLIDE THIS TWO INCH MILL AN OVERLAY WAS DONE IN 2021.

THIS ONE WAS DONE IN 2009, SO TEN YEARS PRIOR.

PCI SCORE OF 73, ABOUT TWO POINTS PER YEAR OF DETERIORATION WITH THIS OVERLAY AND YOU CAN START TO SEE SOME CRACKING HERE ON THE ROADWAY.

AGAIN, CANDIDATE FOR CRACK SEALING SURFACE TREATMENT STILL IN REALLY GOOD CONDITION ON A PRESERVE THAT ONE.

WADE DRIVE.

HERE'S THAT MICRO SURFACING THAT LOOKS KIND OF CRUMMY, BUT THE ROAD'S NOT IN BAD SHAPE.

IT'S JUST THE SURFACE TREATMENT IS COMING OFF.

SO WE'VE GOT SOME CRACK SEALING IN THERE AND SOME PATCHING TO KEEP THINGS TOGETHER, BUT AGAIN, THE PCI SCORE IS 56, WHICH ISN'T BAD.

HERE WE'VE GOT LEE DRIVE.

THIS ONE'S SEEN BETTER DAYS, BUT I BELIEVE THAT THIS IS CURRENTLY PLANNED FOR REHABILITATION NEXT YEAR OR ACTUALLY I'M SORRY, THIS YEAR.

I CAN'T BELIEVE IT'S THE 17TH OF JANUARY ALREADY.

YEAH. SO THIS GUY'S IN ROUGH SHAPE, BUT HE'LL BE REPLACED HERE PRETTY SOON.

CONDITIONS AT THE TIME OF INSPECTION.

SO IN JUNE OF 2022, AGAIN, AVERAGE PCI OF 69 WITH A BACKLOG OF 2.5%.

GUYS, THIS IS REALLY GOOD.

THIS IS NOT BAD.

THE ROADWAYS, THIS CONDITION SCORE, I JUST WANT TO.

THAT DISTRIBUTION IS VERY, VERY GOOD, AND THEN WITH THE WORK DONE SINCE THE INSPECTION, YOU CAN SEE THAT SOME OF THOSE ROADS THAT WERE IN FAIR CONDITION WERE REHABILITATED AND ARE NOW IN EXCELLENT CONDITION, AND SO THAT AVERAGE SCORE JUMPS FROM 69 UP TO 71 IN A VERY GOOD CONDITION AND THE BACKLOG SLIGHTLY REDUCED.

SO WE RAN SOME ANALYZES AS PART OF THIS STUDY AND WE REALLY WANTED TO FRAME THE FRAME THE PROBLEM.

FUNDING ISN'T UNLIMITED.

SO THERE IS A BUDGET.

IF YOU WERE TO GO OUT AND FIX EVERYTHING, HOW MUCH WOULD YOU NEED FOR THAT? AND THEN IF YOU HAD NO FUNDING, WHAT WOULD RESULT IN THAT CASE? OUR APPROACH IN PRIORITIZATION OF WORK WHEN WE HAD A CONSTRAINED BUDGET, IT'S NOT WORST FIRST, WE'RE NOT TRYING TO FIX EVERYTHING THAT'S FAILED.

WE'RE TRYING TO FIX THINGS AT THE OPTIMAL TIME SO THAT WE'RE GETTING THE BIGGEST RETURN ON INVESTMENT.

SO THAT'S THE PIE IN THE SKY BUDGET, ABOUT $80 MILLION OVER THE NEXT FIVE YEARS TO FIX EVERYTHING, TAKE CARE OF EVERY POTHOLE, REHABILITATE EVERY STREET, AND YOU CAN SEE THAT EVEN SPENDING THAT MUCH MONEY WOULD STILL PUT YOU ONLY AT AN 85, AND SO WE'RE AT A 71 RIGHT NOW, BUT IN 85, SPENDING THAT MUCH MONEY WITH THE CITY'S CURRENT FUNDING LEVEL, WHICH IS AROUND 2.5 MILLION PER YEAR, WE'D END UP WITH A PCI SCORE OF 67.

SO YOU DROP BACK FROM VERY GOOD DOWN INTO GOOD AND THE BACKLOG WOULD GO FROM ABOUT 2.4% UP TO 5.9%.

SO I DON'T WANT EVERYONE TO REMEMBER THESE SPECIFIC NUMBERS, BUT THE TREND IS THE IMPORTANT THING.

THERE'S GOING TO BE VARIABILITY IN WHAT ACTUALLY HAPPENS WITH THIS, AND WE'RE FORECASTING CONDITIONS BASED OFF OF ONE SET OF DATA.

WE'RE DETERIORATING PAVEMENTS, YOU KNOW, WITH LIMITED HISTORICAL DATA TO WORK WITH.

SO THE TREND IS THAT IT WOULD BE THE BACKLOG WOULD BE SLIGHTLY INCREASING AND THE PCI SCORE WOULD BE GOING DOWN AS WELL, AND THEN IF BASICALLY NOTHING WAS SPENT AT ALL OVER THE NEXT FIVE.

YEARS WOULD BE WE'D BE DROPPING DOWN INTO THE LOW SIXTIES AND THE BACKLOG WOULD BE SIGNIFICANTLY INCREASING.

SO READ THIS BAR CHART IS SHOWING PAVEMENT, THE PAVEMENT, CONDITION DISTRIBUTION, AND THEN THE Y AXIS IS SHOWING THE PERCENTAGE OF THE NETWORK BY AREA. SO CURRENT NETWORK DISTRIBUTION IS SHOWN IN RED.

THAT'S THE 71 AND THE 2.4% BACKLOG, AND THEN IF WE FOLLOW THE CITY'S CURRENT BUDGET OVER THE NEXT FIVE YEARS, WE WOULD ANTICIPATE THAT THE DISTRIBUTION WOULD LOOK A LITTLE BIT MORE LIKE WHAT'S IN BLUE THERE.

SO WE'D SEE STILL QUITE A FEW ROADS IN EXCELLENT CONDITION AND VERY GOOD.

WE'D SEE A REDUCTION IN GOOD, BUT AN INCREASE IN THE FAIR, MARGINAL AND POOR ON THAT FRONT.

SO AGAIN, I JUST WANT TO REITERATE THAT THE CITY'S CURRENT CONDITIONS FOLLOWING THE REHABILITATION WORK THAT WAS DONE IN 2022 POST SURVEY PUT THE AVERAGE CONDITION AT 71, WHICH IS JUST RIGHT, STRADDLING THE VERY GOOD AND GOOD.

IT'S IN THE VERY GOOD CATEGORY, AND THEN WITH BEDFORD'S CURRENT BUDGET OF 2.5 MILLION PER YEAR, WE'D BE LOOKING AT A RESULTING PCI SOMEWHERE AROUND 67 AT THE END OF FIVE YEARS, AND A BACKLOG OF ABOUT 5.9%.

WE'LL REVIEW THE PROJECTS THAT WERE COMPLETED LAST FISCAL YEAR AFTER YOUR JULY MEETING STATUS UPDATE OF THE CURRENT YEAR'S PROJECTS AND THEN THE CIP AMENDMENT TO ADOPT THE NEW PROJECT LIST, AND THEN WE WILL END WITH AN UPDATE ON SOME OTHER PROJECTS.

SO LAST YEAR'S THOROUGHFARES WERE HARWOOD ROAD FROM THE CITY LIMITS UP TO JUST PAST FOREST RIDGE DRIVE.

WE SHOWED YOU PICTURES OF THE HARWOOD ROAD PROJECT IN JULY, AND SINCE THEN, I THINK IT'S MID-AUGUST.

FOREST RIDGE DRIVE WAS COMPLETED BETWEEN HARWOOD ROAD AND BEDFORD ROAD.

SO THIS IS A BEFORE PHOTO OF FOREST RIDGE, AND THEN THESE ARE THE AFTER PHOTOS OF FOREST RIDGE DRIVE.

SO THESE ARE THE LOCAL STREETS THAT WERE PAVED LAST YEAR.

PAVING HAS GENERALLY BEEN ACCOMPLISHED DURING THE SUMMER MONTHS.

LAST YEAR'S LOCAL STREETS WERE ALL PAVED BETWEEN AUGUST AND THE END OF SEPTEMBER, WHICH IS THE END OF THE FISCAL YEAR.

THIS YEAR WE HAVE ATTEMPTED TO TRY TO MOVE SOME OF THE PAVING OF THE STREETS TO ALLOW MORE TIME AND FLEXIBILITY WITH STAFF'S OTHER PROJECTS.

THESE ARE PHOTOS OF SOME OF LAST YEAR'S STREETS THAT WERE COMPLETED AFTER THIS BOARD'S JULY MEETING , AND THIS IS THE OVERALL CITYWIDE MAP OF ALL OF THE PAVING PROJECTS FOR LAST YEAR.

IS THAT THE WHATEVER IT WAS CALLED THE MICROSERVICE BECAUSE IT'S PRETTY DETERIORATED.

OKAY, SO MOVING ON TO THIS FISCAL YEAR, THE THOROUGHFARES INCLUDE BEDFORD ROAD FROM CENTRAL DRIVE ALL THE WAY DOWN TO BROWN TRAIL AND SIMILAR TO LAST YEAR, IMPROVEMENTS TO THE THOROUGHFARES WILL BE A COMBINATION OF COUNTY COOPERATIVE AND REYNOLDS ASPHALT INTERLOCAL AGREEMENT WITH THE CITY OF GRAND PRAIRIE. SO BEDFORD ROAD SOUTH FROM BROWN TRAIL TO STATE HIGHWAY 183 WAS COMPLETED BEFORE THE HOLIDAY.

BEDFORD ROAD NORTH FROM 183 TO CENTRAL DRIVE IS ANTICIPATED TO BEGIN NEXT MONTH.

TARRANT COUNTY IS SCHEDULED TO BE HERE IN MARCH TO COMPLETE MCLAIN AND SCHUMAC.

THE INTERLOCAL AGREEMENT WITH TARRANT COUNTY WILL BE ON THE JANUARY 24TH CITY COUNCIL AGENDA.

HOW LONG DO YOU THINK BEDFORD ROAD WILL TAKE TO COMPLETE? I THINK IT TOOK THEM 3 TO 4 WEEKS ON THE SOUTH SIDE.

SO I ANTICIPATE PROBABLY THE SAME ON THE NORTH SIDE.

WE'VE ALREADY--OUR CONTRACTOR HAS ALREADY COMPLETED SOME CURB REPAIRS IN ANTICIPATION OF THAT PROJECT.

SO WE'VE ALREADY LOOKED AT THE CURBS AND EVERYTHING.

SO WHENEVER THEY'RE READY TO GO, THEY'LL BE IN AND OUT PRETTY QUICKLY.

SO THESE ARE THE BROWN TRAIL TO STATE HIGHWAY 183 PHOTOS OF BEDFORD ROAD.

THESE ARE THE BEFORE PHOTOS, AND THEN THESE ARE THE AFTER PHOTOS.

ADDITIONAL STREETS WERE PRIORITIZED FROM THE DATA COMPILED IN THAT STREET ASSESSMENT.

THERE ARE ALSO STREETS THAT ARE ADJACENT TO THE NEW GENERATION'S PARK, WHICH WILL HAVE A GRAND OPENING ON SATURDAY, AND IT ALSO INCLUDES THE ENTRANCE TO THE PARK ALONG DOUG RIVERS ROAD. ALSO INCLUDED IN THIS FISCAL YEAR, STREETS ARE CONSTRUCTION OF DEUCE DRIVE, WHICH IS SOUTH OF 183, JUST WEST OF BROWN TRAIL THAT IS CURRENTLY UNDER DESIGN, AND WE ANTICIPATE GOING TO CONSTRUCTION THIS YEAR, AND THEN THE DESIGN OF BRIAR DRIVE, WHICH WILL INCLUDE UTILITY AND DRAINAGE IMPROVEMENTS AND WOULD BE CONSTRUCTED IN A SUBSEQUENT FISCAL YEAR.

SO THESE ARE PHOTOS OF THE LOCAL STREETS THAT HAVE ALREADY BEEN COMPLETED.

THESE WERE DONE PRIOR TO THE HOLIDAYS.

WALTER STREET IS ON THE BOTTOM RIGHT.

WALTER STREET, ALL THE PAVING AND THE DRIVEWAYS ARE NOW COMPLETE.

CONTRACTOR STILL NEEDS TO SEAL THE JOINTS ON THE STREET, AND THEY'RE GOING TO BEGIN YARD RESTORATION THIS WEEK.

SO WE WILL BE COORDINATING WITH TARRANT COUNTY.

THAT IS A COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM THAT IS RUN BY TARRANT COUNTY, WILL BE COORDINATING WITH TARRANT COUNTY FOR A FINAL WALKTHROUGH PROBABLY IN THE NEXT 30 DAYS.

SO THIS IS THE PAVEMENT PRESERVATION.

WE DID A TRIAL RUN OF THIS LAST YEAR, AS YOU MAY RECALL.

IT WAS DONE IN SEVERAL NEIGHBORHOODS.

THE FEEDBACK WE RECEIVED WAS REALLY PRETTY POSITIVE AND THE APPROVED BUDGET FOR THIS FISCAL YEAR DOES INCLUDE ANOTHER ROUND OF NEIGHBORHOODS.

THE STREETS IN THIS NEIGHBORHOOD, AND THESE NEIGHBORHOODS HAVE PCI SCORES GENERALLY FROM 65 TO 86 WATTS.

SO IT'LL HAVE AN AVERAGE OF ABOUT 75.5, WHICH MADE THEM GOOD CANDIDATES FOR THE HA5 TREATMENT WHICH WILL CONTINUE TO PRESERVE THE GOOD TO EXCELLENT STREETS BY SLOWING DOWN DETERIORATION PROCESS, THEREBY MAXIMIZING 4B DOLLARS FOR OTHER STREETS THAT NEED IMPROVEMENTS.

THE TOTAL NUMBER OF STREETS THAT ARE PLANNED FOR THIS YEAR.

IT'S THREE NEIGHBORHOODS, SO IT'S ABOUT 22 STREETS.

SO HOW DID THE [INAUDIBLE] TAKE THE PROCESS BECAUSE I KNOW THEY COULDN'T GO ON THE STREET FOR 24 OR 48 HOURS, 24 HOURS FROM THE TIME THAT THEY STARTED.

WE MADE SURE THAT WE PUT IT OUT ON OUR SOCIAL MEDIA.

THE TABLE AT THE TOP SHOWS THE ADDITION OF THE VEHICLE DETECTION SYSTEM FOR CITYWIDE TRAFFIC SIGNALS THAT WERE APPROVED IN DECEMBER AND THE ADJUSTED PRICES FOR THE PAVING PROJECTS IN COORDINATION WITH TARRANT COUNTY.

THE LOWER TABLE INCLUDES THE ADDITION OF 35 LOCAL STREETS BASED ON THE STREET ASSESSMENT DATA, RECENT FIELD INVESTIGATIONS AND CARRYOVERS FROM LAST YEAR.

SO FUNDS ARE ALREADY ESTABLISHED IN THE IN THE BUDGET THAT WAS APPROVED IN JULY, AND THE CIP AMENDMENT FORMALIZES THE UPDATED STREET LIST.

ON THE CHEEK-SPARGER EXPANSION, THAT'S COLLEYVILLE IS HANDLING IT.

SO WE'RE ONLY ONE QUARTER INTO THE FISCAL YEAR, SO THAT'S AS OF DECEMBER 31ST, 2022, AND SO REVENUE YEAR TO DATE WE'RE AT $326,791, WE ONLY HAVE TWO AREAS OF REVENUE IN THIS FUND AND IT'S THE SALES TAX AND INTEREST INCOME AND AUCTION PROCEEDS, WHICH WE HAVEN'T HAD AN AUCTION YET THIS YEAR.

SO WHAT YOU'LL NOTICE WE CHANGED OUR ACCOUNTING PRACTICE LAST YEAR, SO SALES TAX RECEIPTS ARE ACTUALLY GIVEN TO THE CITY TWO MONTHS AFTER THE SALES OCCUR. SO THAT'S WHY YOU SEE ZERO FOR BOTH OCTOBER AND NOVEMBER.

THOSE SALES ACTUALLY PERTAIN TO LAST FISCAL YEAR.

SO IT LOOKS A LITTLE SAD BECAUSE WE ONLY HAVE ONE MONTH OF SALES TAX IN THERE.

SO BUT SO WE ARE AT SALES TAX FOR DECEMBER CAME IN AT 5.65% HIGHER THAN THE PREVIOUS YEAR.

INTEREST INCOME IS ACTUALLY DOING REALLY, REALLY WELL.

WE HAD A CD THAT WAS MATURING AT THE END OF NOVEMBER AND WE'VE ASKED OUR CONSULTANTS TO GO OUT AND DO TWO DIFFERENT BIDS, IF YOU WILL. SO THEY GO OUT AND THEY GET SOLICITATIONS FOR CDS BUT ALSO FOR SECURITIES, AND THEN WE HAVE THE ABILITY TO EVALUATE WHICH ONES IN THE BEST INTEREST.

WE WERE KIND OF IN A UNIQUE POSITION BECAUSE THIS ONE OCCURRED RIGHT BEFORE THE THANKSGIVING HOLIDAY, SO WE ACTUALLY ONLY DID CDS THIS TIME, BUT IT CAME IN AT 4.85%. SO WE WERE ABLE TO REINVEST A CD THAT WAS AT 0.35%, AT 4.85%.

SO IT'S REALLY EXCITING.

SO AND WHEN WE DID THE BUDGET FOR THIS YEAR, WE WEREN'T REALLY SURE WHAT THE MARKET WAS GOING TO DO, AND SO, I MEAN, WE WERE ALREADY $14,000 OVER IN INTEREST INCOME FOR THE YEAR.

SO THAT'S FANTASTIC FOR THIS FUND AND THAT'LL JUST GO INTO OUR FUND BALANCE.

SO EXCITING NEWS, AND LET'S SEE, EXPENDITURES THROUGH THE END OF DECEMBER IS AT 682, AND SO AGAIN, OUR YEAR TO DATE TOTALS, INTEREST OR INCOME OVER REVENUES LOOKS A LITTLE WONKY, BUT IT'S JUST BECAUSE WE ONLY HAVE ONE YEAR OR ONE MONTH OF SALES TAX.

SO WE'RE DOING REALLY GOOD.

WE BUDGETED SOME FUND BALANCE USAGE FOR THOSE ONE TIME CAPITAL PROJECTS, BUT WE'RE STILL SITTING IN A REALLY GOOD PLACE WITH OUR FUND BALANCE REQUIREMENT.

SO REALLY HIGH LEVEL.
