SO AGAIN, REFLECTING THE NUMBERS CARYN MENTIONED EARLIER, THIS IS A SNAPSHOT OF WHERE INTEREST RATES WERE AT THE END OF THE LAST FISCAL YEAR IN 2021 VERSUS MOST RECENTLY. AND YOU SEE THE SIGNIFICANT INCREASE. THE CITY FUNDS WENT FROM EARNING 30 BASIS POINTS AND 21 TO 2.41% AS OF THE END OF SEPTEMBER AND SIMILAR NUMBERS IN THE SWIFT FUNDS AS WELL. THIS IS A QUICK LOOK AT YEAR TO YEAR AVERAGE QUARTER END COMPARISON. SO IN WHAT WE'RE DOING IN THIS ONE IS TAKING AT THE END OF EACH QUARTER, YOU HAD THOSE FOUR QUARTERS AVERAGING IT OUT. SO IT'S A LITTLE BIT LOWER THAN WHERE RATES ARE TODAY BECAUSE YOU'VE GOT THOSE LOWER NUMBERS KIND OF PULLING THOSE AVERAGES DOWN. BUT AGAIN, THE CITY FUNDS SIGNIFICANTLY HIGHER THAN WHERE THEY WERE. SAME FOR THE SWERVED SUBSTANTIALLY HIGHER. AND THEN YOU SEE THE IMPACT IN THE THREE MONTH TREASURY BILL, THE SIX MONTH TREASURY BILL AND TAX POOL, WHICH IS A GOOD INDICATOR OF THOSE LIQUID OVERNIGHT FUNDS. SO YOU HAVE TAXABLE GOING FROM FOUR BASIS POINTS AT THE END OF 21 TO 90 BASIS POINTS, AND THAT'S LOOKING AT AN AVERAGE OVER THE YEAR TOTAL PORTFOLIO SIZE. SO SIGNIFICANT INCREASE IN INTEREST EARNINGS THERE. AND THEN THIS IS JUST KIND OF A LOOK AT THE QUARTERLY QUARTER TO QUARTER COMPARISON. SO CITY FUNDS AGAIN DROPPED A LITTLE BIT JUST WHICH IS NORMAL CASH FLOW FOR THIS TIME OF THE YEAR, FOR THIS QUARTER. OVERALL, THE PORTFOLIO DOWN JUST A LITTLE BIT FROM 100 AND ALMOST 105 MILLION TO ABOUT 100 MILLION. SO AGAIN, NORMAL CASH FLOWS FOR THE FINAL QUARTER OF THE FISCAL YEAR. THIS ONE GIVES US A LOOK AT AGAIN, WHERE THE INTEREST RATES WERE AT THE END OF JUNE VERSUS THE END OF SEPTEMBER. AND AGAIN, YOU'RE SEEING THE IMPACT OF THIS RISING INTEREST RATE. SO THE CITY'S RETURNED SUBSTANTIALLY HIGHER AND BOTH THE CITY AND THE SWIRFT AND THE TOTAL PORTFOLIO FROM 1.28%. AND THEN JUST THREE MONTHS LATER, IT'S AT 2.36%. THIS IS AN INTERESTING ONE JUST TO LOOK AT THE INTEREST EARNED IN THE QUARTER, BECAUSE IN THE LAST QUARTER THE CITY EARNED MORE INTEREST THAN THE PREVIOUS NINE MONTHS COMBINED. SO AGAIN, VERY REFLECTIVE. THAT'S THE IMPACT OF THE RISING INTEREST RATES ARE HAVING AND SO ALMOST DOUBLED THE ALMOST ALMOST HALF OF THE THE QUARTER FOR THE FISCAL YEAR OVERALL CONTRIBUTED BY THE THIRD QUARTER OR THE FOURTH QUARTER, I'M SORRY. AND THEN ONCE THEY MATURE, THEN YOU DO REINVEST THOSE AT THE HIGHER RATES. SO IT'S GOING TO LAG A LITTLE BIT WHEN RATES ARE RISING SO RAPIDLY AS THEY HAVE BEEN. WE GOT OUR FIRST FED INCREASE IN MARCH, 25 BASIS POINTS IN MAY. THEY INCREASED IT 50 BASIS POINTS. INFLATION WAS STILL RUNNING VERY HIGH, SO THEY GOT MUCH MORE AGGRESSIVE AND THEY BEGAN INCREASING IN 75 BASIS POINT JUMPS FOR APRIL, I'M SORRY FOR JUNE, JULY, SEPTEMBER AND AGAIN IN NOVEMBER FOUR CONSECUTIVE MEETINGS IN A ROW, 75 BASIS POINTS AT A TIME. THE SUBDIVISION ORDINANCE, WHILE IT HAS GUIDELINES AND THINGS LIKE THAT FROM A KIND OF LEGAL PERSPECTIVE, THIS IS A MUCH BETTER PLACE FOR US TO HAVE IT. AND IT'S JUST GOT MORE IT'S GOT MORE MEAT TO IT. I'M NOT EDUCATED IN ECONOMIC DEVELOPMENT, BUT A SCOOTCH OF THINGS. IS THAT AN ECONOMIC DEVELOPMENT? YES, SIR, IT IS. YES. YES. ANOTHER THING THAT WE HAD HEARD ABOUT AND WE DID FIND SOME WONDERFUL LANGUAGE THAT WE'VE GOT DRAFTED, IS THE ORDINANCE WILL ADDRESS THE MAINTENANCE AND CARE OF TREES ON CITY PROPERTY. SO THERE WILL BE AN ACTUAL SECTION THAT ADDRESSES REQUIREMENTS AND BASIC CARE GUIDELINES FOR OUR OWN PROPERTIES. SO THERE WON'T BE A CONCERN OF WE DO THESE THINGS AND THE TREES ARE NOT GOING TO BE MAINTAINED. WE'VE GOT A WONDERFUL PARK STAFF, WE'VE GOT MARKET LEADERSHIP WITH US NOW. I'VE GOT NO CONCERN ABOUT THAT, BUT THIS WILL JUST SOLIDIFY IT. SO THERE WILL NOT BE ANY QUESTION AS TO WHAT HAPPENS WHEN WE PLANT HUNDREDS OF TREES ON LARGER PROJECTS FOR OUR OWN, FOR OUR OWN SAKE. AND THE OTHER THING WE'RE CHANGING IS THE THE ORDINANCE CURRENTLY LIVES UNDER THE GUISE OF THE BUILDING OFFICIAL. SO THAT IS A VERY UNIQUE THING AND I'M NOT REALLY SURE, AGAIN, WHY THAT WAS DONE. INITIALLY, IT MAY HAVE BEEN, HEY, WE HAD A BUILDING OFFICIAL FOR MANY YEARS. OUR PLANNING SERVICES WERE HANDLED BY AN OUTSIDE PARTY, SO PERHAPS WE FELT LIKE WE NEEDED TO HAVE THAT WITH AN IN-HOUSE PERSON. WE'RE EXTREMELY LIBERAL WITH THAT. WE'RE BASICALLY WE SAY ALL OF THAT'S YOUR BUILDABLE AREA. WELL, IF YOU'VE GOT A BUILDABLE AREA AND YOU HAVE TREES IN THAT, YOU'RE EXEMPT FROM DEALING WITH THOSE TREES, YOU CAN TAKE THEM OUT BASICALLY AT YOUR AT YOUR OWN WILL. SO THIS IS GOING TO TIGHTEN THAT UP SIGNIFICANTLY WHERE BASICALLY YOU WILL BE GIVEN THE FOOTPRINT OF THE HOME. THERE WILL BE A BUFFER AROUND THAT AND LIKELY INCLUDE THE DRIVEWAY. ANOTHER THING THAT WE HAVE ADDRESSED AS A CONCERN IS WE DO HAVE A LIST OF UNDESIRABLE TREES. AND SO BASICALLY, IF YOU'VE GOT THIS TREE SAYING IT'S A HACKBERRY, I THINK WE ALL UNIVERSALLY ARE NOT A BIG FAN OF THOSE. SO WE'RE REALLY GOING TO FLIP THAT AROUND AND PROBABLY PULL IT DOWN TO WHERE WE WILL HAVE A LIST OF SOME UNDESIRABLES THAT WE'RE JUST NOT SUPER EXCITED ABOUT KEEPING HERE. BUT WE'RE GOING TO BEEF UP AND ACTUALLY HAVE A LIST OF RECOMMENDED PREFERRED TREES FOR PLANTING AS WELL.
