SO HOW DOES THE SPACE WORK FOR THE ARTISTS, FOR THE STAFF, AND FOR THE PUBLIC THAT COMES IN? ALL THREE OF THOSE ARE REALLY KEY IN A PERFORMING ARTS CENTER. WE REALLY THINK ABOUT HOW YOU LIVE IN THAT SPACE. THEN WE ALSO DO THE EQUIPMENT SYSTEMS DESIGN. SO THESE ARE THE RIGGING SYSTEMS, THE LIGHTING, THE AUDIO VISUAL, THOSE ELEMENTS. WE HELP WITH THE DOCUMENTS FOR THOSE THAT CAN THEN GO TO THE CONTRACTOR FOR CONSTRUCTION. WE'VE WORKED ALL OVER THE WORLD. I DID WANT TO HIGHLIGHT SOME OF OUR WORK HERE IN DALLAS, FORT WORTH. I WANTED TO SHOW A FEW EXAMPLES OF SOME COMMUNITY SPACES THAT REALLY ARE DESIGNED TO WORK WITH A NUMBER OF DIFFERENT USERS AND HOW THOSE WORK. SO ONE EXAMPLE I WANTED TO POINT TO WAS CRESTED BUTTE CENTER FOR THE ARTS. THIS IS IN COLORADO, AND IT WAS IMPORTANT THAT THIS BUILDING BE ABLE TO HOST EVENTS FOR THE COMMUNITY AND THOSE MIGHT BE REALLY FLEXIBLE GALA TYPE THINGS WITH WITH TABLES AND FOOD BEING SERVED BUT ALSO TO HOST PERFORMANCES. AND SOMETIMES THIS IS EVEN BRINGING IN SOME GUEST ARTISTS TO PERFORM FOR THAT COMMUNITY. SO IN THESE PHOTOS YOU COULD SEE IN THE BOTTOM RIGHT AGAIN, THIS HAS RETRACTABLE SEATING, AS ANDREW MENTIONED. SO HERE THE SEATING IS BACK AND WE HAVE A LARGE FLAT FLOOR VENUE. WHEN THAT COMES OUT, WE'RE ABLE TO CREATE A STAGE SPACE ON ONE SIDE OF THE ROOM THROUGH ADDING SOME CURTAINS AND MAKING SURE THAT WE HAVE REALLY GOOD INFRASTRUCTURE FOR STAGE LIGHTING, FOR AV TO BE ABLE TO SUPPORT THOSE USES. THE WALTON ART CENTER IS IN NORTHWEST ARKANSAS. THIS IS THEIR SMALLER SECONDARY SPACE, THE STAR THEATER. THIS IS USED FOR PROFESSIONAL DEVELOPMENT EVENTS. IT'S ALSO USED FOR GALAS AND BANQUETS. THEY USE THIS FOR A JAZZ SERIES FOR CABARET STYLE EVENTS WITH SOME MUSIC AND SOME TABLES, SOMETIMES HIGH TOPS AND ALSO FOR SOME DRAMA. AND THIS HAS A CATWALK SYSTEM OVERHEAD THAT ALLOWS THEM TO ADD IN SOME ELEMENTS LIKE CURTAINS WHEN NEEDED TO CREATE WINGS AND SECTIONS FOR THEATER IN PARTICULAR. ALSO TO SUPPORT, OF COURSE, THE LIGHTING AND THE AV EQUIPMENT. DIFFERENT TYPE OF. I'M SORRY. ONE OTHER THING TO POINT OUT IN HERE IS THE WINDOW, WHICH YOU COULD SEE ON THE RIGHT SIDE OF THE LARGE PHOTO. THIS WINDOW DOES HAVE GOOD BLACKOUT CAPABILITY. BUT WHEN WE GO TO SOME EVENTS, PARTICULARLY THEATER, WE TEND TO WANT TO CONTROL ALL THE LIGHTING IN THE SPACE. SO IN THOSE INSTANCES IT'S IMPORTANT THAT WE'RE ABLE TO COVER THOSE WINDOWS, REALLY BLOCK THEM OUT, AND TO BE ABLE TO CONTROL WHAT THAT LIGHTING ENVIRONMENT IS. SO IN THIS VENUE WE DO THAT WITH BOTH SHADES ON THE WINDOW AND CURTAINS THAT CROSS IN FRONT OF IT. THIS IS AN EXAMPLE OF A FLAT FLOOR SPACE. YOU MIGHT CALL IT A FLEXIBLE THEATER. JUST A FEW DIFFERENT SETUPS IN HERE, SO YOU CAN SEE HOW MANY DIFFERENT WAYS THIS TYPE OF SPACE CAN REALLY BE USED AND ACTIVATE IT. AND THEN ONE MORE I WANT TO SHOW WAS THE SEATTLE OPERA AT THE CENTER. THIS IS A REHEARSAL AND INFORMAL PERFORMANCE SPACE ASSOCIATED WITH THE SEATTLE OPERA. HERE WE HAVE A LOT OF NATURAL LIGHT COMING IN AROUND THE ROOM, AND THE INTENT WAS TO CREATE A LANTERN EFFECT AND REALLY ACTIVATE THE CAMPUS. SO THE OUTDOOR GATHERING SPACES BECAME VERY IMPORTANT AS WELL AS KNOWING THIS WANTED TO BE THE CULTURAL ARTS IDENTITY OF BEDFORD. SO HOW CAN WE INJECT ART AND ACTIVITY THROUGHOUT? SO WE DEVELOPED KIND OF A CONCEPTUAL MASTERPLAN ABOUT COULD THIS SITE ENCOMPASS AND HANDLE MORE DEVELOPMENT IN THE FUTURE? JUST ENOUGH SO THAT WHERE WE START WITH THIS PROJECT FOR THE PERFORMING ARTS CENTER THAT WE WOULDN'T BE IMPEDING POTENTIAL FUTURE OPPORTUNITIES. SO AS WE MOVE FORWARD, WE ARE LOOKING AT THE SITE PLAN THROUGH OUR WITH OUR LANDSCAPE ARCHITECT. AND AGAIN, THIS IS BEYOND OUR SPECIFIC PROJECT ADJACENT TO THE OBS, OUR PERFORMING ARTS CENTER. BUT AGAIN, LOOKING AT WHAT IT COULD BECOME BEYOND JUST THAT OUTDOOR AREA, BUT LOOKING AT EVENT LAWNS, PICNIC, GROVE'S PLAZA SPACES THAT CAN REALLY HAVE THE INDOOR OUTDOOR CONNECTION THAT THROUGH THOSE VISIONING SESSIONS WE ALL DETERMINED WAS REALLY IMPORTANT. WITH THE PLANS AS WE WE PRESENTED TO YOU THE LAST TIME WE HAD A PROGRAM OF ALL THE DIFFERENT SPACES THAT WERE GOING TO BE GOING INTO THE PERFORMING ARTS VENUE THAT WE HAD IDENTIFIED. AND WITH THE SIZE OF EACH OF THOSE SPACES WERE HOW MUCH WE COULD AFFORD TO BUILD IN THE VARIOUS SPACES. AND HERE YOU'RE LOOKING AT SOME OF THE LATER, MORE DEVELOPED DIAGRAMS OF SHOWING THE TO THE UPPER PART OF THE FLOOR PLAN IS WHAT WE CALL THOSE SUPPORT SPACES, THE BACK OF HOUSE SPACES THAT WE HAVE TO THE LEFT OF THE MAIN PERFORMANCE AREA, WHICH IS THE LARGE BLUE BOX IN THE MIDDLE. OUR OTHER SUPPORT SPACES THAT WE HAVE, THE RESTROOMS, THE SECONDARY LOBBY SPACE TO THE SOUTH IS SOME OF THE PRE FUNCTION SPACE AND THE LOWER PART OF THE PLAN WHERE THE LOBBY IS, THE CATERING AREAS ARE. AND THEN OF COURSE THE MAIN BIG BOX IN THE MIDDLE WAS THE AREA FOR THE PERFORMANCE AREA. AND AGAIN WE ALL BECAME VERY EXCITED ABOUT THE POSSIBILITY OF HAVING RETRACTABLE SEATS AND THOSE CAN BE FULLY RETRACTABLE OR PARTIALLY RETRACTABLE, WHATEVER THE CASE IS FOR HOWEVER MANY SEATS YOU NEED UP TO. I BELIEVE WE WERE SEATING OVER 200 NOW IN THAT AREA. AND WE IDENTIFIED WITH THAT, KNOWING THAT THIS IS A HISTORIC SITE. SO WE WANTED TO ACKNOWLEDGE THAT AND TAKE WHAT WE CAN FROM THE PAST, BUT ALSO LOOK FORWARD FOR THIS BUILDING. AND THAT BECAME KIND OF THE LAUNCHING PAD FOR OUR EXTERIOR DESIGN. WE LOOKED AT THE, I THINK SOME MATERIALITY OF THE OBS. SO INSIDE THERE'S A WOOD FLOORS THAT SEEMED REALLY WARM AND HAVE A LOT OF CHARACTER THAT WE THAT RESONATED WITH US. AND WE WANT TO INJECT THAT INTO THIS PROJECT. AND OF COURSE, AS WELL AS A RED BRICK, WHICH WE KNOW FROM OBS BUT ALSO AT THE LIBRARY, IS THAT TERRACOTTA BRICK TONES. WE ALREADY HAVE A CHERYL DRIVE CHERYL AVENUE. [INAUDIBLE] SO THIS IS IN THE RUSTIC WOODS ADDITION BETWEEN FOREST DRIVE AND CUMMINGS DRIVE. IT'S APPROXIMATELY HALF A MILE UPSTREAM CHANNEL. THE SCOPE AND OBJECTIVE OF THE STUDY WAS TO IDENTIFY EXISTING AND POTENTIAL IMPACTS TO PUBLIC INFRASTRUCTURE, HOMES AND PROPERTIES ADJACENT TO THE CHANNEL BY EROSION. RESULTS OF THE ASSESSMENT AND A PRIORITIZED LIST OF CONCEPTUAL ALTERNATIVES FOR STREAM BED STABILIZATION ARE BEING PRESENTED THIS EVENING. AS JIM MENTIONED, THE FINAL REPORT IS INCLUDED IN THE COUNCIL AGENDA IS IT AVAILABLE AND IS AVAILABLE ON THE CITY'S WEBSITE UNDER THIS THIS EVENING'S COUNCIL MEETING. IT IS A GROWING FIELD, ESPECIALLY AS WATER RESOURCES BECOME MORE AND MORE OF AN ISSUE IN OUR WORLD? THANKS FOR BEING HERE. SO I'M HERE TO PRESENT THE RESULTS OF THIS STREAM EROSION ASSESSMENT. KEITH BURNS IS RIGHT HERE. HE WILL ANSWER ANY ENGINEERING QUESTIONS AT THE END SHOULD THEY ARISE. SO THE STUDY AREA FOR THIS EROSION ASSESSMENT WAS RIGHT HERE IN BEDFORD. FOREST DRIVE AND CUMMINGS DRIVER IN THE NORTHEAST OF THE CITY. YOU CAN SEE ON THE RIGHT SIDE OF THIS SLIDE, YOU SEEM REALLY YOUNG TO HAVE A SCIENTIST TITLE [APPLAUSE]. THANK YOU. GOT A MASTER'S DEGREE [INAUDIBLE]. AND THANK YOU FOR THAT. YEAH, YOU'RE WELCOME. SO THE STUDY AREA IS THE NATURAL STREAM BETWEEN FOREST DRIVE TO CUMMINGS DRIVE. THE STREAM FLOWS FROM FOREST DRIVE NORTH TOWARDS CUMMINGS DRIVE. THIS STREAM IS UNDER THE MANAGEMENT AND JURISDICTION OF THE HOA. I ALSO PUT THE PROPOSED DEVELOPMENT ON THIS MAP JUST TO SHOW WHERE IT IS IN LOCATION, BECAUSE I KNOW THAT IS A HOT BUTTON ISSUE. HOWEVER, THIS IS NOT PART OF OUR STUDY AREA. DURING THIS ASSESSMENT, WE WALKED THE STREAM. WE TOOK OBSERVATIONS OF ANY FEATURES THAT MAY PROVIDE ANY INDICATION OF HOW THE STREAM IS ERODING OR CHANGING THROUGH TIME. WE DID A MAPPING EXERCISE CALLED B HIGH BANK EROSION HAZARD INDEX, WHICH LOOKS AT THE DIFFERENT VARIABLES AND FACTORS ON THE STREAM BANK TO GIVE AN IDEA OF THE EROSION POTENTIAL ALONG THAT STREAM. AND WE ALSO MAPPED AN EROSION HAZARD ZONE, WHICH IS THE MAXIMUM PROBABLE AREA THAT EROSION MIGHT OCCUR IN THE FUTURE THERE. ALL OF THE PHOTOS THAT WE TOOK OF THE STREAM ARE GEO REFERENCED WITH GPS. AND WITH THAT I WILL START TALKING ABOUT THE RESULTS THAT WE SAW WHEN WE WERE OUT THERE. BUT BEFORE I GET STARTED, I JUST WANTED TO VERY GENERALLY GO OVER WHAT CAUSES STREAM EROSION. WITHIN A WATERSHED YOU CAN THINK OF A NATURAL WATERSHED THAT STILL HAS FOREST AND PRAIRIE. WHEN RAIN FALLS ON THE GROUND WITHIN THAT WATERSHED, IT INFILTRATES INTO THE GROUND AND THEN MAKES ITS WAY SLOWLY TO THE STREAM BECAUSE OF ALL OF THE ROUGHNESS AND VEGETATION. WHEN WE BUILD HOMES AND DEVELOP THE LAND, ALL OF THAT ROAD AND ROOFS IS IMPERFECT, IMPERMEABLE SURFACES AND THE WATER ACTUALLY GETS TO THE STREAM A LOT [01:00:10] FASTER AND IN GREATER FORCE. SO A STREAM IS SIZED TO THE AMOUNT OF FLOW IT GETS. SO WHEN YOU INCREASE THE AMOUNT OF FLOW, THE STREAM IS GOING TO ADJUST TO THE SIZE OF HOW MUCH DISCHARGE IS GOING THROUGH THAT CHANNEL. AND THAT OCCURS THROUGH EROSION. DURING THAT EROSION PROCESS THAT PROCESS BEGINS AT THE DOWNSTREAM EXTENTS OF A WATERSHED AND THEN MIGRATES UPSTREAM THROUGH THE WATERSHED. SO YOU ACTUALLY SEE THOSE THAT EROSION BEGINNING AT THE LOWER ENDS OF THE WATERSHED BEFORE THE UPPER ENDS OF THE WATERSHED. SO WHEN I'M TALKING ABOUT THIS, I'M ACTUALLY GOING TO GO FROM THE BOTTOM OF THE WATERSHED DOWN UP THROUGH THE TOP OF THE WATERSHED. SO THE MOST DOWNSTREAM SECTION OF THIS ASSESSMENT WAS STARTING AT CUMMINGS DRIVE IS I, I CREATED A STATIONING ALONG HERE SO WE HAVE A REFERENCE TO TALK ABOUT. SO BETWEEN [INAUDIBLE] CUMMINGS DRIVE AND STATION 1800, WE DIDN'T SEE A WHOLE LOT OF STREAM EROSION. THERE WAS SOME ISOLATED LOCATIONS OF EROSION, BUT THIS AREA WAS GENERALLY STABLE. THERE WERE NO INDICATIONS AT THIS AREA THAT WE REALLY THOUGHT THAT THERE WAS GOING TO BE SOME WHOLESALE EROSION OR ANY FUTURE CHANGES THAT PRESENT A SERIOUS ISSUE. MOVING UPSTREAM THE CHANNEL LOOKS LIKE IN THE PAST, INSTABILITIES HAD MIGRATED THROUGH THIS AREA. THERE WERE STILL SOME AREAS THAT HAD SOME ISOLATED EROSION, BUT IN GENERAL IT LOOKED A LITTLE BIT BETTER. THERE MIGHT BE SOME SOME LASTING ADJUSTMENTS. THERE WAS ONE LOCATION OF INTEREST IN THIS SECTION THAT WAS OF CONCERN, AND THIS WAS AT THE END OF CREEKSIDE COURT. ADJACENT TO CREEKSIDE COURT IS THIS STREAM, AND THE STREAM HAS ACTUALLY UNDERCUT THE BANK AT THAT LOCATION. IF THIS EROSION CONTINUES TO UNDERCUT THAT BANK, CREEKSIDE COURT COULD ACTUALLY FALL INTO THE STREAM AND THAT COULD POSE A LIABILITY. WHEN WE'RE OUT THERE IT DID LOOK LIKE IN THE PAST SOMEONE HAD ATTEMPTED TO PROTECT THIS BANK, BUT THAT BANK PROTECTION, THOSE BANK PROTECTION MEASURES WERE FAILING WHEN WE WENT OUT THERE. THE NEXT SECTION IS JUST JUST UPSTREAM OF CREEKSIDE COURT AND GOING UPSTREAM. I TOOK I SHOWED I'M SHOWING THIS PHOTO ON THE BOTTOM RIGHT. THAT'S AN EXAMPLE OF ONE OF THOSE INSTABILITIES THAT'S MIGRATING UP THROUGH THE WATERSHED. IT KIND OF LOOKS LIKE A LITTLE MINI WATERFALL, JUST LIKE HOW NIAGARA FALLS IS MIGRATING. I'M SORRY. JUST LIKE HOW NIAGARA FALLS IS MIGRATING EVERY YEAR. THIS IS THE SAME KIND OF FEATURE JUST ON A MUCH, MUCH SMALLER SCALE WHERE IT'S MIGRATING UP THROUGH THE THROUGH THE WATERSHED AND CAUSING THE STREAM TO DOWN CUT VERTICALLY. AND THEN ONCE IT'S DOWN, CUT VERTICALLY, IT WILL WIDEN. AND THAT'S WHEN YOU START SEEING THE STREAM BANK EROSION, WHEN PEOPLE START CALLING LIKE, HEY, MY STREAMS FALLING IN. SO JUST UPSTREAM OF THIS, IT LOOKS REALLY GOOD. IT LOOKS REALLY STABLE RIGHT THERE. BUT AT THE DOWNSTREAM EXTENT WE HAVE ON THOSE INSTABILITIES THAT MIGHT BE MIGRATING ITS WAY THROUGH AT THIS LOCATION, WE DID SEE BEDROCK ON THE BOTTOM OF THE STREAM, BUT WITHOUT FURTHER TESTING, WE'RE NOT SURE WHETHER THAT BEDROCK IS ACTUALLY ABLE TO RESIST EROSION OR RESIST THAT INSTABILITY MIGRATING UP THROUGH THE STREAM. AT THE UPPER END OF THE WATERSHED. THIS IS WHEN WE START SEEING THE REAL ISSUES. THERE WERE A LOT OF INSTABILITIES OBSERVED THROUGH THIS AREA TO THE POINT WHERE THE INSTABILITIES A LOT OF TIMES HAD ALREADY GONE THROUGH THE WATERSHED AND NOW THE STREAMS ARE STARTING TO WIDEN AND GET A LOT OF STREAM BANK EROSION. ONE OF THE BIGGEST AREAS OF CONCERNS THAT WE SAW WAS AN EXPOSED SEWER LINE. AND AS THESE INSTABILITIES CONTINUE TO MIGRATE THROUGH THIS UNSTABLE SECTION OF STREAM, IT COULD CAUSE THESE THE SEWER LINE TO FAIL. FURTHER UPSTREAM IN THE FINAL SECTION. THIS AREA IS ALSO UNSTABLE, BUT IT'S NOT AS FAR ALONG IN THAT MIGRATION OF INSTABILITIES THROUGH THE CHANNEL. WE SAW ANOTHER EXPOSED SEWER LINE AND THEN SO THAT WAS AN AREA OF CONCERN. AND THEN FOREST DRIVE ITSELF WAS AN AREA OF CONCERN FOR US BECAUSE WE STARTED TO SEE THOSE INSTABILITIES STARTING TO MIGRATE THROUGH UPSTREAM AND GIVEN ENOUGH TIME, THEY'LL EVENTUALLY REACH FOREST DRIVE AND COULD IMPACT FOREST DRIVE FROM A FUNCTIONALITY PERSPECTIVE. SO TO SUMMARIZE THE STREAM EROSION ASSESSMENT, THE UPSTREAM AREAS ARE CURRENTLY UNSTABLE. WE THINK THAT THIS EROSION WILL CONTINUE UNTIL THE STREAM ADJUSTS TO A NEW EQUILIBRIUM THAT'S ABLE TO HANDLE THE FLOW THAT IT'S [01:05:06] RECEIVING FROM THE WATERSHED. THAT UPSTREAM DEVELOPMENT IS NOT GOING TO CHANGE THE FACT THAT THE STREAM IS UNSTABLE IN THIS AREA. THE ONLY THING THAT IT MIGHT AFFECT IS THE RATE AT WHICH THOSE ADJUSTMENTS OCCUR. BUT IT'S NOT GOING TO. IT'S STILL GOING TO BE UNSTABLE REGARDLESS OF THAT DEVELOPMENT BEING PUT TOGETHER. WITHOUT CONTINUED MONITORING, IT'S REALLY DIFFICULT TO SAY HOW FAST THAT PROCESS WILL TAKE. THIS IS ONLY ONE DATA POINT. IT'S A SNAPSHOT IN TIME. AND IT'S ALSO REALLY HARD TO SAY THE EXTENT OF WHAT EROSION COULD OCCUR IN THE FUTURE. SO FOLLOWING THE STREAM EROSION ASSESSMENT, WE DECIDED TO OR WE WERE TASKED WITH DEVELOPING FOUR CONCEPTUAL LEVEL ALTERNATIVES. WE CHOSE THESE ALTERNATIVES BASED ON THE HIGHEST PRIORITY LOCATIONS, WHERE IF EROSION WERE TO CAUSE AN IMPACT, WE WANTED TO MITIGATE THE GREATEST AMOUNT OF RISK. THIS ENDED UP BEING AT FOUR LOCATIONS OF PUBLIC INFRASTRUCTURE. HOWEVER, JUST BECAUSE THESE ALTERNATIVES AIM TO PROTECT THE INFRASTRUCTURE, THEY'RE ALSO AIMED TO REDUCE EROSION. THE UPSTREAM AREAS OF OF UPSTREAM OF THOSE PROTECTION MEASURES BECAUSE THEY'RE ACTUALLY STOPPING THOSE INSTABILITIES FROM PROGRESSING UP FURTHER INTO THE WATERSHED. SO THE FIRST AREA IS THAT UNDERCUT BANK AT CREEKSIDE COURT. AND CURRENTLY OUR PROPOSAL IS TO ARMOR THE BOTTOM OF THE STREAM WITH ROCK RIP WRAP. AND THEN FOR THE ACTUAL STREAM BANK THAT IS ERODING, LAY BACK THE SLOPES AND ADD A [INAUDIBLE] BANK PROTECTION WHICH IS MECHANICALLY STABILIZED EARTH. SO THAT WAY, WHEN THAT WAY THAT UNDERCUT UNDERCUTTING WILL BE STOPPED AND THE ROCK ROCK RIP WRAP WILL PROTECT THE TOE OF THAT SLOPE. SO SCOUR CAN'T UNDERMINE THAT STREAM BANK ANYMORE. AT THE FIRST SEWER LINE CROSSING. WHAT WE PROPOSE IS SO THIS IS THIS IS UPSTREAM LOOKING AT THE SEWER LINE CROSSING, AND THEN THE OTHER PHOTO IS IMMEDIATELY DOWNSTREAM LOOKING AT THE EROSION THAT'S COMING UP THROUGH ABOUT TO HIT THAT SEWER LINE. SO WHAT WE PROPOSE FOR THIS SOLUTION IS TAKING THAT PIPE AND ENCASING IT IN CONCRETE, BUT HAVING THAT CONCRETE BE FLUSH WITH THE BOTTOM OF THE CHANNEL. THE CONCRETE WILL ALSO DOING THAT. AGAIN, CONCRETE WILL ALSO CUT DOWN INTO THE BED OF THE STREAM. SO IF THOSE INSTABILITIES MIGRATE UP, THEY'LL HIT THAT CONCRETE WALL AND THEY CAN'T MIGRATE ANY FURTHER. THAT'S ALSO SUPPLEMENTED WITH ROCK WRAP PROTECTION ON THE ON THE CHANNEL BOTTOM. THIS IS THE OTHER EXPOSED SEWER LINE THAT WE OBSERVED AT STATION 450. AND THE APPROACH TO PROTECT THAT SEWER LINE IS THE SAME CONCRETE ENCASEMENT AND CHANNEL BOTTOM PROTECTION WITH ROCK [INAUDIBLE] WRAP. AND THEN THE FINAL ALTERNATIVE THAT WE THAT WE DEVELOPED AS PART OF THIS PROJECT WAS TO PROTECT FOREST DRIVE FROM ANY FUTURE INSTABILITIES MIGRATING INTO THAT CHANNEL. HOW WE PROPOSE TO DO THAT AS YOU CAN SEE IN THIS, AS YOU CAN SEE IN THIS PHOTO, THE INSTABILITY IS LOOKING DOWNSTREAM OR IN THE LEFT PHOTO AND THEN LOOKING UPSTREAM. IT STARTS TO LOOK GOOD. AND SO THAT EROSION IS MOVING ON ITS WAY UP TOWARDS THE TOWARDS FOREST DRIVE. SO FOR THIS ONE, WE HAVE PROPOSED EXCAVATING THE CHANNEL TO A DEPTH OF THE EXPECTED DOWN CUTTING OR EROSION AND THEN FILLING THAT BACK UP WITH ROCK RIP WRAP SO THAT AS THAT INSTABILITY MIGRATES UP INTO THE ROCK RIP WRAP, IT'S IT'S HALTED BY THAT MORE RESISTANT STONE COMPARED TO THE EXISTING MATERIAL. SO TO SUMMARIZE THE STREAM ASSESSMENT, THE UPSTREAM AREAS ARE UNSTABLE AND WE EXPECT TO CONTINUE EROSION. THIS THE UPSTREAM DEVELOPMENT DOES NOT CHANGE THIS, BUT IT COULD AFFECT THE TIMELINE AND WE RECOMMEND CONTINUED MONITORING TO GET AN IDEA OF HOW SOON THAT COULD OCCUR. FOR THE CONCEPTUAL ALTERNATIVES WE DEVELOPED FOUR. I DID WANT TO MENTION THAT THIS IS NOT THESE ARE NOT THE ONLY AREAS WHERE EROSION CONCERNS ARE ARE OCCURRING. IN THE REPORT, WE ACTUALLY IDENTIFIED 12 OR 11 DISCRETE LOCATIONS. IT IS IT SHOULD BE NOTED THAT EROSION IS NOT ONE OF THESE THINGS WHERE, OH, IT'S HAPPENING THERE AND THEN IT'S HAPPENING THERE. IT'S IT'S A SYSTEM WIDE PROCESS. SO JUST BECAUSE WE IDENTIFIED THOSE 11 SPOTS DOESN'T MEAN THERE COULDN'T BE EROSION ISSUES IN THE FUTURE. HOWEVER, THE ALTERNATIVES THAT WE DID DEVELOP WILL HELP PREVENT OR I SHOULDN'T SAY PREVENT, BUT REDUCE THE POTENTIAL EROSION ELSEWHERE IN THE WATERSHED BESIDES [01:10:02] JUST THE LOCATIONS WHERE THE ALTERNATIVES WERE SUGGESTED. SO SO ALTERNATIVE ONE WOULD PREVENT EROSION FROM MIGRATING UP INTO THE NEXT SECTION AS INSTABILITIES MIGRATE [01:20:04] UPSTREAM WITH THE SEWER LINE CROSSING'S EROSION WOULD BE REDUCED UPSTREAM OF THE SEWER LINE CROSSING. SO ALTERNATIVE ONE DOING THAT WOULD HELP REDUCE THE REDUCE AT THE ALTERNATIVE TO SITE. OR YOU'RE SAYING OVER OVER TIME. BUT THAT'S SO FAR UPSTREAM. AND SO IN THIS WILL WE WILL HAVE THIS AGREEMENT FOR THREE YEARS AND THE ANNUAL AMOUNT FOR THE SUBSCRIPTION IS $26,400. THE FIRST YEAR WILL BE PRORATED TO $25,300 SINCE THE FISCAL YEAR HAS ALREADY BEGUN. THE NEXT ITEM IS TO CONSIDER A RESOLUTION AMENDING THE WRITTEN POLICY FOR ESTABLISHMENT OF PRIMARY DEPOSITARY BANK SERVICES TO DESIGNATE THE ASSISTANT CITY MANAGER OVER THE FINANCE DIVISION AS THE DESIGNATED OFFER. THIS IS SIMILAR TO THE PURCHASING COOPERATIVES THAT WE'VE ENTERED INTO RECENTLY AND AND HISTORICALLY THAT WILL ENABLE OUR RESIDENTS TO SAVE TAX DOLLARS BECAUSE OF THE ECONOMY SKILL BENEFITS OF PIGGYBACKING ON OTHER PURCHASING COOPERATIVES. THE NEXT ITEM IS TO CONSIDER A RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ENTER INTO A COOPERATIVE PURCHASE AGREEMENT WITH ESC REGION 19 PURCHASING, WHO HAS A DBA OF ALLIED STATES COOPERATIVE. SO A SIGNIFICANT AMOUNT OF MONEY. SO THERE'S NO CHANGE TO THE TERM THE CITY OF BEDFORD IS PARTICIPATING IN AT 75%. WE'RE PROPOSING THAT THE COUNTY PARTICIPATE AT 50% AND ALSO TARRANT COUNTY COLLEGE. WE WOULD DO THAT THROUGH AN INTERLOCAL AND WE'VE ALREADY HAD THOSE DISCUSSIONS WITH THEIR REPRESENTATIVES. SO OVERALL TAXES GENERATED THROUGH THAT 30 YEAR TERM IS $152 MILLION. THE CURRENT TIF PROPOSED TIF PARTICIPATION. TONIGHT WE'LL BE TALKING ABOUT THE BOUNDARY AND WE WOULD COME BACK WITH THIS IS REALLY THE PRELIMINARY PROJECT AND FINANCING PLAN WHICH IS AN EXHIBIT BUT $28.9 MILLION LEAVING A NET BENEFIT OF $123 MILLION TO THE TAXING JURISDICTIONS. SO IT'S A PRETTY GOOD RETURN ON INVESTMENT. AND SO REALLY IT'S LEVERAGING NEW DOLLARS TO INVEST INTO AREAS FOR PROJECTS THAT BUT FOR THIS PARTICIPATION, THEY WOULD NOT OCCUR. THIS CAME ABOUT WHEN OLD TOWN DEVELOPMENT STARTED MOVING FORWARD WITH THEIR DUE DILIGENCE ON THE PROJECT AND AS WE WERE DISCUSSING, POTENTIAL INCENTIVES TO HELP OFFSET SOME OF THOSE COSTS TO KICK START THE PROJECT. AS WE REALLY DISSECTED AND LOOKED AT THINGS, CONSULTED WITH OUR ENGINEERING GROUP, WE FELT THAT THIS ARRANGEMENT IS REALLY BEST FOR ALL PARTIES INVOLVED. SO ESSENTIALLY WHAT IT WILL ALLOW US TO DO IS DIRECTLY CONTRACT WITH THE ENGINEER OF OUR CHOICE, WHERE IF WE HAD STEPPED BACK AND LET THE THE, THE PROPOSED DEVELOPER WORK THAT IT WOULD HAVE BEEN THE ENGINEER OF THEIR CHOICE AND THEY WOULD HAVE RUN THAT CONTRACT. SO THIS ALLOWS US SOME CONTROL WITH THE WITH AN ENGINEER CHOSEN AND ALSO ALLOWS US TO CREATE A GREAT FOUNDATION WITH A GROUP THAT WE'RE FAMILIAR WITH, WE'RE COMFORTABLE WORKING WITH, AND WE FEEL LIKE IT GIVES US A GREAT START FROM WHICH SO MANY OTHER THINGS ARE GOING TO BE DESIGNED AND BUILT IN BEDFORD COMMONS.
