WE PRAY FOR GUIDANCE AND MATTERS AT HAND AND ASK THAT YOU WOULD CLEARLY SHOW US HOW TO CONDUCT OUR WORK WITH A SPIRIT OF JOY AND ENTHUSIASM.

GIVE US THE DESIRE TO FIND WAYS TO EXCEL IN OUR WORK.

IT'S BEEN OUTSTANDING.

HE CAME TO US FIVE YEARS AGO WITH EXPERIENCE AND HE'S PROGRESSED AND EVERY WHICH WAY THAT I COULD EVEN IMAGINE.

HE STARTED OUT AS A MECHANIC ONE IN A SHORT HANDFUL OF YEARS.

HE WENT TO BEING OUR SENIOR MECHANIC, WHICH MEANS HE WORKS ON OUR FIRE APPARATUS, FIRE EQUIPMENT, POLICE VEHICLES, KEEPS THEM IN TIP TOP SHAPE, FINDS BROKEN PARTS, REPAIRS.

REPLACES RADIATORS, TURBOS.

INNER COOLERS. A BIG JOB.

A LOT OF THE JOBS THAT HE TAKES ON WE OUTSOURCE.

BUT THE KNOWLEDGE AND THE EXPERIENCE THAT HE'S ACQUIRED AND THE TRAINING THAT CITY OF BEDFORD HAS PROVIDED US BECOMING BETTER INDIVIDUALS.

HE'S REALLY EXCELLED AND IN THIS INDUSTRY AND I'M REALLY EXCITED TO HAVE HIM ON OUR TEAM.

HE IS AN ASSET TO THE CITY OF BEDFORD.

AND ONE THING I KNOW ABOUT KIRK IS HE'S ALWAYS OUT, HE'S ALWAYS OUTSTANDING, ALWAYS GO GET A GO GETTER, GOT A POSITIVE ATTITUDE, AND HE'S GOING TO BE EXPECTING HIS FIRST BABY, WHICH IS AWESOME.

SO WELCOME TO FATHERHOOD.

AND HE JUST RECENTLY GOT MARRIED TO THE LOVE OF HIS LIFE, THEY SAY.

AND THEY LIKE TO SPEND TIME.

THEY LIKE TO SPEND TIME AT THE LAKE.

THEY LIKE TO ENJOY BOATING AND OUTDOOR ACTIVITIES.

SO I REALLY AM EXCITED TO HAVE HIM AS A PART OF OUR FLEET.

TOP FLEET MECHANICS AND HIS GOALS FOR THE CITY OF BEDFORD IS TO KEEP MAKING THINGS BETTER FOR THE FIRE DEPARTMENT AND THE POLICE DEPARTMENT AND AS WELL AS MAINTAINING A HIGH QUALITY LEVEL OF SERVICE.

BASICALLY, HE'S A I THINK HE'S DONE ABOUT EVERYTHING AT THE POLICE DEPARTMENT THAT YOU COULD DO FROM WORKED IN NARCOTICS TO.

HE'S HE'S BACK INTO OUR RECRUITING AND TRAINING SECTION.

THIS IS A SECOND TIME IN THAT SECTION.

SO HE'S RESPONSIBLE FOR BRINGING ALL OF OUR NEW EMPLOYEES ON, PLUS ALSO GETTING OUR DEPARTMENT UP TO THE TRAINING LEVEL THAT WE ALWAYS WERE SHOOTING FOR.

SO HE'S BEEN AN FTO IN THE DEPARTMENT.

HE'S CURRENTLY SERVING AS A CORPORAL, HAS 11 LETTERS OF COMMENDATION IN HIS RECORD AND TWO LIFE SAVING BARS.

SO THAT'S THAT'S A PRETTY IMPRESSIVE TO TO HAVE TWO LIFE SAVING BARS IN ONE CAREER.

SO I'M GOING TO TELL YOU A LITTLE BIT ABOUT OUR NEIGHBORS AND SOME OF THE THINGS THAT THEY HAVE DONE.

IT'S AMAZING.

WE ENDED UP WITH SIX AWARDEES.

WE HAVE FIVE RESIDENTS AND ONE BUSINESS.

SO WE'RE ALWAYS LOOKING FOR ANYONE THAT HAS MADE IMPROVEMENTS.

AND MAYBE THERE'S THE ONLY HOUSE IN THE NEIGHBORHOOD THAT HAS, BUT MAYBE THEY WOULD SET THE EXAMPLE AND SHOW OTHER PEOPLE, HEY, YOU CAN DO THIS, ESPECIALLY WHEN THEY'VE DONE IT ON THEIR OWN AND DON'T HAVE A GARDENER.

SO THEY'RE VERY PROUD OF THEIR ACCOMPLISHMENTS AND WE FELT LIKE EVERYBODY NEEDED THE AWARD.

THEY DESERVED IT. SO I, FIRST OF ALL, I WANTED TO THANK ALL OF OUR BEAUTIFICATION COMMISSION.

HE HAS A LOT OF GOOD OPPORTUNITIES, A LOT OF GOOD IDEAS, AND I THINK HE'S BEEN ON SOME OTHER BOARDS DURING HIS TERM.

PATTI SINCLAIR HAS BEEN ON THE BEAUTIFICATION FOR ABOUT 15 YEARS, I THINK NOW MAYBE A LITTLE BIT LONGER.

AND SHE KEEPS HELPING US OUT WITH THE FALSE SWEEP, WHICH, BY THE WAY, IS COMING UP OCTOBER 1ST, IF ANYBODY IS INTERESTED.

HE ALSO HELPS WITH LOOKING AT WHAT WE COULD DO.

LOOKING AHEAD, WHAT WE CAN MAKE LOOK BETTER AND MAKES REALLY GOOD SUGGESTIONS.

WE ALSO HAVE YVONNE GARCIA.

SHE'S RELATIVELY NEW TO THE COMMISSION AND SHE BRINGS A LOT OF IDEAS FROM THE YOUNGER SIDE, THE YOUTH.

SHE HAS TEENAGE CHILDREN, SO THEY'VE COME OUT AND HELPED US ON WORKDAYS AND THE CLEAN UP DAYS ALSO.

THEN WE HAVE RACHEL ISEMAN AND SHE'S BEEN VERY HELPFUL WITH THE SCHOOLS, WITH THE JUNIOR HIGHS AND THE PAINTING OF THE ROCKS THAT WE DID.

A LOT OF THOSE FROM BASICALLY THEY END UP IN THE FRONT OF THE LIBRARY, BUT CENTRAL, CENTRAL AND BEDFORD JUNIOR HIGH. SO WE'RE TRYING TO GET THE KIDS INVOLVED AS MUCH AS WE CAN.

SHE'S ALSO INVOLVED WITH SOME GIRL SCOUTS.

AND SO WE'RE GOING TO PLAN A PROJECT PROBABLY NEXT WEEK WITH THE GIRL SCOUTS.

SO ANYWAY, I JUST WANTED TO THANK THEM AND FOR ALL THEIR PARTICIPATION.

WE HAVE BEEN KNOWN TO GET OUT IN THE MUD AND PLANT MILKWEED AND OTHER FLOWERS, AND WE HAD A BEAUTIFUL CROP OF WEEDS THIS SUMMER AND THEN THE EVERYTHING DRIED UP.

SO BUT THE WEEDS ARE STILL GREEN.

SO WE LEFT THE WEEDS.

SO ANYWAY, WE'RE TRYING TO DO A BED IN FRONT OF OLD BEDFORD SCHOOL, SO HOPEFULLY THAT WILL CHANGE AND WE WILL HAVE SOME FLOWERS, BUT IT TAKES A WHILE TO GET MILKWEED STARTED.

IT'S A WEED AND IT NEEDS OTHER WEEDS AROUND IT TO HELP IT GROW AND KEEP IT GROWING.

SO ANYWAY, WE'RE GOING TO DO A LITTLE EDUCATION ON MILKWEED AND WHAT TO EXPECT AND HOW NOT TO KEEP IT FROM BEING A PERENNIAL.

SO ANYWAY, LET'S GET BACK TO THE BEAUTIFICATION AWARDS.

LIKE I SAID, WE HAVE SIX FAMILIES THAT WE ARE GOING TO GIVE THE AWARDS TO AND THIS IS GOING TO BE SATURDAY WITH YOUR APPROVAL SATURDAY MORNING START 8:00. WE HAVE THE FIRST ONE IS ROGER AND MAGGIE GORENSTEIN, AND THEY'RE OVER ON FAIRMONT CORK, CHEEKS, BARGER AND MARTIN IN THE ZERO LOT LINE HOMES.

WE CHOSE THEM AS AN OUTSTANDING YARD.

THEY HAVE A SMALL AREA, BUT HE CHOSE TO DO WHAT HE COULD WITH WHAT HE HAD PUT IN TREES AND SHRUBS AND ANNUALS AND PERENNIALS.

SO THEY HAD SOMETHING GROWING AND COLORFUL AND INTERESTING ALL YEAR LONG.

HE DID A GREAT JOB.

WE DIDN'T SEE THE BEFORE PICTURE, BUT HE REALLY DID AN OUTSTANDING JOB.

THE SECOND ONE IS LINDA STORE AND SHE'S OVER ON WIMBERLY DRIVE, 3820.

SHE HAS AN OUTSTANDING YARD.

AS I WAS DRIVING THROUGH THIS NEIGHBORHOOD, I.

FOUND THIS HOUSE AND IN FRONT THERE WERE GORGEOUS, GORGEOUS GERANIUMS, BRIGHT RED AROUND THE TREES AND EVERYWHERE, VERY PRETTY.

BUT THEN I FINALLY KNOCKED ON THE DOOR AGAIN AND SHE CAME OUT AND SHE SAID, OH, LET ME SHOW YOU MY BACKYARD.

AND I WAS JUST BLOWN AWAY.

BUT THE FRONT IS BEAUTIFUL.

SHE'S USED A LOT OF PAVERS.

SHE'S USED A LOT OF DIFFERENT KIND OF FERNS AND DIFFERENT KIND OF FLOWERS.

SO SHE'S KIND OF LITTLE BY LITTLE GOING TOWARD THE ECO FRIENDLY.

AND THAT'S ONE OF THE THINGS WE'RE REALLY INTERESTED IN TEACHING PEOPLE ABOUT CONSERVING WATER, USING MORE MULCH AND ROCKS AND CACTUS.

SO NUMBER THREE IS DON BUSH.

HE'S OVER ON 813 HARWOOD TERRACE AND HIS IS A SMART YARD.

HE HAS A A LOT OF FOLIAGE, A LOT OF DIFFERENT KINDS OF BUSHES.

WE ARE CONTINUING TO SEE INCREASES IN COST FROM YOUR WHOLESALE PROVIDER TRAY.

SO ALL THE RECOMMENDATIONS THAT WE HAVE FOR YOU TONIGHT REALLY ARE BASED ON PASSING ALONG THE INCREASES THAT YOU'RE SEEING IN THE COST OF GOODS SOLD.

SO SAME STORY THAT WE'VE TALKED ABOUT IN PREVIOUS YEARS, CAPITAL INVESTMENT AS WELL AS PASSING ALONG THOSE WHOLESALE INCREASES.

IF YOU FAIL TO DO THAT, IT JUST MEANS YOU END UP GETTING FURTHER BEHIND.

AT THE SAME TIME, AS WE LOOK AT WATER AND SEWER RATES, WE WANT TO MAKE SURE THAT WE ARE MEETING OUR FINANCIAL TARGETS.

WE ARE PLANNING FOR THAT RAINY DAY THAT WE HAD YESTERDAY.

WE WANT TO MAKE SURE THAT WE HAVE SUFFICIENT MONEY IN RESERVES, THAT WE'RE MEETING OUR DEBT SERVICE COVERAGE TARGETS AND THAT OUR REVENUES ARE PERFORMING SUFFICIENTLY.

SO AS WE LOOK AT THE PERFORMANCE OF RATES RIGHT NOW, CURRENT RATES UNDER UNDER OUR BUDGET GOING INTO NEXT YEAR, IF WE DID NOTHING, IF WE DID NOT CHANGE RATES, YOU CAN SEE THAT THERE IS SOME INSUFFICIENCY PROJECTED INTO NEXT YEAR.

UNDER YOUR CURRENT RATES, YOUR RESERVES ARE IN GOOD SHAPE RIGHT NOW.

BUT THE BIGGER CONCERN FOR ME IS THAT BOTTOM RIGHT HAND CORNER, THAT DEBT SERVICE COVERAGE AMOUNT.

WE WANT TO MAKE SURE THAT WE ARE MAINTAINING THAT DEBT SERVICE COVERAGE FACTOR.

THAT'S WHAT THE DEBT RATING AGENCIES LOOK AT.

ANY TIME YOU DECIDE TO GO TO THE DEBT MARKETS, THEY'RE GOING TO BE LOOKING AT THAT METRIC THAT IS GOING TO IMPACT YOUR LONG TERM BORROWING COST.

SO THAT'S WHY WE WANT TO MAKE SURE THAT WE ARE MAINTAINING AND ABIDING BY OUR FINANCIAL POLICY ON THE DEBT SERVICE COVERAGE SIDE.

IN THE BOTTOM LEFT HAND CORNER OF THE SCREEN, YOU SEE WHAT OUR RECOMMENDATIONS ARE GOING INTO 2023 AS FAR AS A PERCENTAGE ADJUSTMENT TO THE VARIOUS COMPONENTS OF THE WATER AND SEWER RATES, YOU CAN SEE WE'RE RECOMMENDING A HIGHER ADJUSTMENT ON THE VOLUMETRIC SIDE THAT IS ASSOCIATED WITH THOSE WHOLESALE INCREASES.

BUT THAT COMBINED SUMMER UTILITY BILL RIGHT NOW 103.29 UNDER THE ADJUSTMENTS THAT WE'RE PROPOSING, THAT WOULD TAKE THAT TO 110.55 SO THE SUMMER BILL INCREASE AVERAGE CUSTOMER $7.25 ON THE WINTER SIDE AGAIN IN THE WINTER, WE'RE USING LESS WATER.

SO THAT'S THE REFLECTION OF THE CHANGE IN THOSE TWO TO GROUPINGS OVER THE QUARTER.

SO SIGNIFICANT INCREASES THERE.

THE OVERALL PORTFOLIO WAS AT 57 BASIS POINTS AT THE END OF MARCH.

BY THE END OF JUNE 30TH, IT WAS AT 1.28%.

AND THEN THIS IS A LOOK AT THE INTEREST EARNINGS ITSELF.

NOW, I GUESS OF NOTE IS THE FISCAL QUARTER IS MADE UP OF THREE QUARTERS WITH THE FISCAL QUARTER FISCAL YEAR END COMING AT THE END OF 930.

SO YOU CAN SEE IN THIS LAST QUARTER, THAT'S MORE THAN HALF OF THE YEARS.

SO THOSE TWO QUARTERS MORE THAN DOUBLED WHAT HAD HAPPENED IN THE PREVIOUS TWO QUARTERS.

SO, AGAIN, A REFLECTION OF THE RISING INTEREST RATE.

AND SINCE THIS TIME, WE'LL TALK ABOUT THE FED INCREASE IN JULY.

ALL OF THESE RATES ARE HIGHER SINCE THEN.

WE'LL TAKE A LOOK AT SOME MORE CURRENT RATES ON THAT CURVE, WHICH HAS HAD QUITE A BIT OF CHANGE FROM WHERE IT WAS JUST A YEAR OR SO AGO.

THE RED LINE IS WHERE WE WERE EXACTLY ONE YEAR AGO OR AT THE END OF JUNE OF 2021.

GREEN LINE IS WHERE THE YIELD CURVE WAS AT THE END OF MARCH, AND THE BLUE CURVE IS WHERE IT WAS AT THE END OF JUNE 30TH.

AND SO A COUPLE OF THINGS TO LOOK AT IS YOUR OVERNIGHT RATE, THE FAR LEFT AXIS.

SO A YEAR AGO, IT WAS BASICALLY PAYING ALMOST NOTHING.

AT THE END OF JUNE, IT WAS AT ONE AND ONE HALF PERCENT ON YOUR OVERNIGHT RATES, A SIGNIFICANT JUMP THERE.

BUT THE ONE CONCERN IS JUST HOW YOU SEE HOW FLAT THE CURVE IS ONCE YOU GET PAST THAT TWO YEAR MARK.

NORMAL A NORMAL YIELD CURVE IS GOING TO CONTINUE TO GRADE UP.

AND IT'S NOT, IT'S VERY FLAT.

AND IF WE GO TO LAST MONTH AT THE END OF JULY 31ST, WE HAD THIS REFLECTS THE ADDITIONAL 75 BASIS POINT INCREASE OF CONCERN HERE IS THAT NOW YOU DO HAVE AN INVERTED YIELD CURVE WHERE LONGER TERM YIELDS ARE ACTUALLY LOWER THAN THE SHORTER TERM YIELDS.

AND SO WHAT THAT TELLS US IS THE MARKET IS CONCERNED IF THE RATES CAN BE SUSTAINED AT THIS LEVEL BECAUSE TECHNICALLY WE'RE IN A RECESSION, WE'VE HAD TWO CONSECUTIVE QUARTERS OF DECLINING GDP GROWTH.

AND SO OBVIOUSLY TO SPUR AN ECONOMY ON, YOU TYPICALLY LOWER INTEREST RATES.

SO THAT WOULD THAT'S KIND OF WEIGHING IN.

BUT WE'VE ALSO GOT VERY HIGH INFLATION REMAINING.

AND SO TO COUNTER THAT, YOU RAISE INTEREST RATES.

SO YOU'VE GOT THESE TWO COMPETING NEEDS AND THE FEDERAL RESERVE IS TRYING TO FIGURE OUT HOW TO BALANCE THOSE AND AND JUST FIND THE SOFT LANDING FOR THAT.

THE OTHER THING THAT THIS DOES FROM A STRATEGY PERSPECTIVE IS AND WHAT WE TALKED ABOUT IN THE INVESTMENT COMMITTEE IS IT'S GOING TO MAKE SENSE TO MOVE SOME OF THE CITY'S FUNDS TO MAYBE THE TWO YEAR RANGE, EVEN A LITTLE BIT LOWER RATE TO LOCK IN THESE RATES SINCE THEY ARE SO MUCH HIGHER THAN THEY HAVE BEEN.

SO IN THE EVENT THAT RATES DO BEGIN TO DECLINE, AT LEAST YOU'VE LOCKED UP SOME OF THOSE HIGHER RATES FOR A LONGER TERM.

AND THEN THIS IS KIND OF A REFLECTION OF WHAT WE'RE SEEING IN RATES.

THE RISING INTEREST RATES HAVE REALLY HELPED THE BANK SITUATION BECAUSE BANKS WERE OVERWHELMED WITH CASH THAT THEY DIDN'T KNOW WHAT TO DO WITH.

THERE WAS NO PLACE FOR THEM TO PUT IT.

WELL, NOW A COUPLE OF THINGS HAVE HAPPENED.

THE HIGHER RATES ARE PULLING PEOPLE'S DEPOSITS OUT OF THE BANKS BECAUSE THEY'VE GOT NOW THEY'VE GOT ATTRACTIVE ALTERNATIVES TO INVEST IN.

SO THEY'RE TAKING MONEY OUT OF THE BANK.

AND THE BANKS DO HAVE A PLACE TO PUT THEIR CASH DEPOSITS TO THE TO INVEST AND GET A GOOD RETURN.

SO THAT'S REALLY HELPED THAT SITUATION.

WE'RE SEEING MORE APPETITE FROM BANKS FOR CDS.

SO REALLY ON BOTH SIDES, YOU'VE GOT FAIRLY ATTRACTIVE RATES AVAILABLE SIX MONTHS, ONE YEAR, TWO YEARS, AND THEN THE TREASURIES AND AGENCY RATES ARE ALSO VERY ATTRACTIVE AS WELL. AND THEN JUST KIND OF A COUPLE OF MARKET HIGHLIGHTS.

ON JULY 27TH, FAIRLY RECENTLY, THE FED RAISED AN ADDITIONAL 75 BASIS POINTS.

SO THE NEW RANGE IS TO 25 TO TO 50.

THEY'RE MEETING AGAIN SEPTEMBER 20TH AND 21ST.

AND THE ANTICIPATION RIGHT NOW IS THAT THEY ARE GOING TO RAISE ANOTHER 50 BASIS POINTS.

SO WE'LL SEE WHAT HAPPENS BETWEEN NOW FOUR WEEKS.

THINGS CAN HAPPEN IF THINGS HAPPEN IN THE ECONOMIC REPORTS COME OUT, THEY MAY PULL BACK ON THAT.

BUT RIGHT NOW, THE TALK IS KIND OF THE EXPECTATION IS ANOTHER 50 BASIS POINT INCREASE.

AT THAT POINT, OBVIOUSLY, WE KIND OF TALKED ABOUT INFLATION, PARTICULARLY ENERGY AND FOOD HAVE BEEN VERY ELEVATED.

EMPLOYMENT IS ONE OF THE BRIGHT SPOTS IN THE ECONOMY.

IT'S BACK TO PRE-PANDEMIC LEVELS.

SO WE'VE KIND OF EVENED OUT, LEVELED OUT THAT THREE MONTH, THREE MONTH AVERAGE.

FOR THE LAST THREE MONTHS, THE ECONOMY HAS ADDED AN ADDITIONAL 437,000 NEW JOBS ON AVERAGE EVERY MONTH.

SO GOOD JOB GROWTH THERE.

BUT THEN THAT BOTTOM LINE IS KIND OF THE THING THAT CITIES AND EMPLOYERS ARE STRUGGLING WITH IS YOU'VE GOT A LOT OF JOB OPENINGS, BUT NOT NOT ENOUGH JOB SEEKERS.

SO IT'S KIND OF A 2 TO 1 MISMATCH ALMOST RIGHT NOW.

HOUSING IS REALLY THE OTHER BIG PART OF THE ECONOMY.

MEDIAN PRICING IS UP 124 MONTHS IN A ROW.

I'M THINKING WE MAY BE IT'LL BE INTERESTING TO SEE IF I SAY THAT AGAIN WHEN I'M HERE IN THREE MONTHS.

AND I'LL TELL YOU, I'LL SHOW YOU IN A SECOND.

THE MEDIAN PRICE IS UP 13.4% YEAR OVER YEAR.

30 YEAR MORTGAGE RATES HAVE CONTINUED TO CLIMB.

THAT'S IMPACTING IT.

THE OBVIOUSLY THE HIGHER COST OF HOUSING IS CAUSING A SLOWDOWN IN PURCHASING.

SINCE JUNE NEW HOME SALES FELL 8.1% IN JUNE AND HOME SALES HAVE DECLINED FIVE MONTHS IN A ROW.

SO THAT'S YOU WOULD THINK THAT'S GOING TO BEGIN TO FACTOR IN ON THE COST OF HOUSING AT SOME POINT.

IF YOU'RE WANTING TO SELL YOUR HOUSE, IT MAY NOT BE SUCH A SELLER'S MARKET IN THE FUTURE.

AND THEN LASTLY, JUST A QUICK LOOK AT A COUPLE OF THE INVESTMENTS THAT THAT WERE CITY MADE IN THE TWD B FUNDS ACCOUNT.

SO ALMOST A LITTLE OVER RIGHT AT $5 MILLION INVESTED FOR SIX MONTHS AND THE CITY IS GETTING 2.84 AND 2.93%.

SO REFLECTIVE OF JUST THE HIGHER RATES THAT ARE CURRENTLY AVAILABLE.

SO WE'RE LOOKING PRETTY GOOD. PROPERTY TAX IS ABOUT WHERE WE EXPECT IT TO BE.

OF COURSE, THE BULK OF IT'S COLLECTED WHERE WE'RE WAITING ON IS PEOPLE WHO ARE DOING INSTALLMENTS OR SOMEONE WHO MIGHT COME THROUGH WITH WHERE THEY'VE PERHAPS BEEN DELINQUENT AND GETTING THAT REVENUE IN.

AND SO WE'LL GET THOSE LAST FEW CATCH UPS THROUGH THE END OF THE YEAR.

SALES TAX. AGAIN, IF YOU LOOK AT OUR YEAR OVER YEAR, ACTUAL COMPARISONS ON OUR MONTH COMPARISONS, WE'RE DOING FANTASTIC.

WE'RE OUTPACING OUR BUDGET NUMBERS.

OVERALL CHARGES FOR SERVICES WE ACTUALLY ARE PROJECTING OVER BUDGET.

A LOT OF THAT'S GOING TO BE OUR AMBULANCE REVENUE COMING IN WHERE IT IS AND WE'VE ADJUSTED THOSE BUDGET NUMBERS THEN FOR NEXT YEAR AND THEN LICENSES AND PERMITS.

RUSSELL ALWAYS OUTPERFORMS BUDGET, BUT I NEVER WANT TO BANK ON IT SINCE WE'RE SO FAR SO CLOSE TO FULL BUILDOUT.

SO OVERALL, LOOKING VERY GOOD WITH WHERE WE EXPECT ON THE REVENUE SIDE, WE ARE DEFINITELY PROJECTING WE WILL BE OVER OUR BUDGET NUMBERS ON THE REVENUE SIDE AND THE COLLECTIONS ARE KEEPING PACE WITH WHERE WE EXPECT IT.

SO YEAR OVER YEAR AGAIN, PROPERTY TAX, WE ARE SEEING THAT ABOVE THE LAST YEAR.

OPERATING TRANSFERS LOOKS A LITTLE WONKY BECAUSE WE HAD SOME CORRECTING ENTRIES ON THE ACCOUNTING SIDE AND SO IT LOOKS LIKE IT'S A NEGATIVE FOR THIS YEAR.

IT WAS JUST CORRECTING AND MOVING THOSE FUNDS TO WHERE THEY SHOULD BE RECORDED APPROPRIATELY.

AND THEN MISCELLANEOUS INCOME, ACTUALLY QUITE A BIT OF THAT IS THE REFUND FROM TARRANT COUNTY FOR ALL OF OUR STAFF TIME THAT WENT OVER TO THE COVID VACCINE CLINIC. SO THEY'VE BEEN ABLE TO WORK THROUGH THEIR PROCESSES TO GET US REIMBURSED FOR THAT TIME.

SO ON THE EXPENDITURE SIDE, YOU CAN SEE AGAIN, WE'VE GOT THAT PROJECTION BAR IN THE MIDDLE FOR EACH OF OUR DEPARTMENTS AND NOW OUR BUDGET NUMBERS LOOK A LITTLE BIT BETTER WITH THOSE AMENDMENTS.

THIS IS SHOWING OUR AMENDED BUDGET NUMBERS PRIMARILY IMPACTED THERE BEING DEVELOPMENT WITH THE LAND PURCHASE THAT WAS IN THOSE NUMBERS AND ORIGINALLY LOOKED LIKE THEY WERE WAY OVER BUDGET.

AND NOW THAT BUDGET NUMBER IS ADJUSTED.

SO PRETTY MUCH WHERE WE EXPECT MOST OF OUR DEPARTMENTS ARE RIGHT IN LINE, WE DO HAVE A FEW DEPARTMENTS THAT ARE LOOKING TO PROJECT OVER BUDGET, BUT THE FUND AS A WHOLE IS GOING TO BE RIGHT AT OUR BUDGET NUMBERS.

AND THEN YEAR OVER YEAR, OF COURSE, THE OUTLIER THERE AGAIN BEING DEVELOPMENT.

BUT THAT'S EXPECTED.

AND THEN POLICE AND FIRE.

JUST AS A REMINDER, THE FIRST QUARTER OF THE PREVIOUS YEAR, WE WERE CHARGING QUITE A BIT OF THOSE SALARY DOLLARS OVER TO THE CARES ACT AT THE TIME WITH OUR COVID HELP.

BUT YOU ARE SEEING THE RELATION OF THOSE TWO SIDES OF THE REVENUE TO THE EXPENSE.

WE ARE SEEING INCREASED COLLECTIONS ON THE HOTEL MOTEL TAX.

AGAIN, THIS PURCHASING THIS BENEFITS THE RESIDENTS BECAUSE WE'RE ABLE TO BENEFIT FROM AN ECONOMIES OF SCALE ARRANGEMENT, AND THAT'S HOW WE'RE ABLE TO PASS THAT SAVINGS ON. GENERAL TYPES OF PROJECTS THAT ARE ELIGIBLE UNDER THIS PROGRAM INCLUDE ON AND OFF ROAD, PEDESTRIAN AND BIKE FACILITIES, MULTIMODAL MULTIMODAL CONNECTIONS TO EXISTING RAIL STATIONS, PEDESTRIAN AND BICYCLE INFRASTRUCTURE THAT'S ASSOCIATED WITH THE SAFE ROUTES TO SCHOOL PROJECTS.

ALL OF THESE ARE GEARED TOWARD SUBSTANTIALLY IMPROVING SAFETY AND THE ABILITY FOR STUDENTS TO WALK AND BICYCLE TO SCHOOL.

AND THIS CALL FOR PROJECTS ENDS IN A COUPLE OF WEEKS ON FRIDAY, SEPTEMBER 9TH.
