YOUR DATE SALES TAX COLLECTIONS WERE $303,677 HIGHER THAN YEAR TO DATE LAST YEAR.

TO DATE OUR SALES TAX COLLECTIONS FOR THE FOURTH BEAT FOR FOUR B WAS UP ABOUT 19.03%.

OVERALL.

WE HAVE ACTUALLY BUDGETED 3.3 MILLION IN SALES TAX REVENUE FOR THE YEAR WE ARE PROJECTING TO END THE YEAR, ACTUALLY AT ABOUT 3.7 MILLION THAT'S THREE MINUTES.

IT WAS FOR THE FOUR BEEF OVERALL, THE FUN ANTICIPATES ENDING TOTAL REVENUES.

AND WHEN I SAY TELEWORK REVENUES, I'M REFERRING TO SALES TAX, INTEREST EARNINGS, AND ANY OTHER REVENUE THAT THE FUND TAKES IN FOR THE YEAR, WE ARE ANTICIPATING COLLECTING ABOUT 3.9 MILLION OR 624,000 HIGHER THAN WHAT WE BUDGETED IN THE FUND.

WE THE FUND BUDGET.

AND THEN WHEN I SAY THE FUND, KEEP IN MIND, ALL THE REVENUES FOR THE FUND WAS 3 MILLION, 310,000 IS WHAT WHAT'S BUDGETED IN OUR FOUR BEEF FUND.

SO WE'RE ANTICIPATING ENDING THE YEAR AT ABOUT 18% OVER THAT BUDGET, 18.8, 7% OVER THE BUDGET, MOVING ON TO OUR EXPENDITURES WE HAVE AFTER WE AMENDED OUR BUDGET, OR EARLIER THIS YEAR, WE HAVE TOTAL EXPENDITURES IN THE BUDGET OF ABOUT 4 MILLION, $470,088 IN BUDGETED EXPENDITURES.

ACTUALLY, AS OF THE END OF MAY, WE'VE SPENT ABOUT 1.4 MILLION.

SO WE'VE ONLY SPENT ABOUT 33% OF OUR BUDGET.

HOWEVER, WE'VE GOT A LOT OF PROJECTS THAT ARE ACTUALLY UNDERWAY.

AND SHORTLY AFTER MY PRESENTATION, THE PUBLIC WORKS DIRECTOR AND OUR CFO WILL GO INTO THE DETAIL RELATED TO SOME OF THOSE PROJECTS.

A LOT OF EXPENDITURES ARE GOING TO BE HITTING IN THE NEXT COUPLE OF MONTHS.

SO YOU'RE GOING TO SEE QUITE A FEW EXPENDITURES HIT BEFORE YEAR END.

WE ARE ACTUALLY PROJECTING TO END THE YEAR AT 4.4 MILLION OR $4,455,570 IN TOTAL EXPENDITURES.

SO WE'RE GOING TO BE SLIGHTLY UNDER BUDGET.

I KNOW THAT'S A LOT OF EXPENDITURES FOR THE REST OF THE YEAR, BUT BASED ON ALL THE PROJECTS THAT ARE IN THE WORKS, WE'RE ACTUALLY GOING TO PROBABLY HIT THAT THIS YEAR.

WE'RE GOING TO TRY TO MAKE SURE WE STAY, LIKE I SAID, SLIGHTLY UNDER BUDGET.

WHEN YOU LOOK IN THE REPORT, OVERALL, OUR REVENUES EXCEED, EXCUSE ME, OUR EXPENDITURES EXCEED OUR REVENUES BY ABOUT $500,000.

AND THAT WAS PLANNED AS PART OF PULLING DOWN OUR FUND BALANCE TO IMPLEMENT A LOT OF THOSE RESIDENTIAL PROJECTS.

WE'RE TRYING TO GET A LOT OF PROJECTS COMPLETED THIS YEAR AND OFF TO A GOOD START NEXT YEAR.

OVERALL THOUGH, WE'RE STILL EXPECTING TO HAVE A REALLY HEALTHY RESERVE.

WE WERE ANTICIPATING A RESERVE IN THE FRONT OF ABOUT 3 MILLION, 400 AND, AND 16,000.

THAT'S GOING TO BE SLIGHTLY ABOUT 2 MILLION HIGHER THAN OUR REQUIRED RESERVE DESERVED OF 1,327,000.

THAT 1,327,000 IS REQUIRED IN RELATION TO OUR DEBT SERVICE THAT WE TO THE DEBT WE JUST ISSUED LAST AUGUST.

THE CFO IS GOING TO TALK A LITTLE BIT MORE ABOUT THAT AS THEY TALK ABOUT THE 2023 BUDGET, BUT THAT RESERVE REQUIREMENT IS BASED ON ALL THAT DEBT.

WELL, THE $6 MILLION DEBT THAT WE ISSUED IN AUGUST OF 2021.

SO THAT KIND OF GIVES YOU AN IDEA OF HOW WE'RE PROJECTING TO END THE YEAR.

AND I'M HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE AT THIS TIME.

WELL, HISTORICALLY THE, UH, THE CITY, ESPECIALLY WITH STREET PROJECTS HAS HAD MORE OF A PAY AS YOU GO.

UM, AND BASICALLY EACH YEAR WE WOULD HAVE A CONTRACT WITH TARRANT COUNTY AND WE WOULD, WE WOULD DO OTHER PROJECTS AS WELL, BUT THE BULK OF IT WAS JUST PAY AS YOU GO.

SO WHAT HAPPENED WAS, UH, THIS LAST YEAR, THE COUNCIL LOOKED AT DOING BASICALLY, UM, USING OUR ANNUAL SALES TAX COLLECTIONS AS COLLATERAL TO ISSUE DEBT BECAUSE THE INTEREST RATES AT THE TIME WERE VERY, VERY LOW.

SO WE WERE ABLE, BECAUSE THERE ARE SO MANY STREETS THAT NEED TO BE DONE.

AND SO WE HAD A LIST OF ALL THE STREETS BASED ON AN ANALYSIS.

AND BASICALLY IF WE DID PAY AS YOU GO, IT WOULD TAKE 50 YEARS GIVE OR TAKE.

AND BY THE TIME WE GOT HALFWAY THROUGH THE LIST WOULD BE TIME TO START OVER ALMOST.

AND SO BY DOING THAT, WE WERE ABLE TO DO, UM, MAJOR THOROUGHFARES AND OVER 40 RESIDENTIAL STREETS.

SO WE WERE ABLE TO MAKE A HUGE, HUGE DENT.

AND THAT'S THE FIRST TIME IT'S BEEN APPROACHED LIKE THAT QUITE SOME TIME.

AND IT'S WORKED OUT VERY WELL.

IN FACT, WITH THE EXTRA SALES TAX COLLECTIONS, UM,

WE'VE LOOKED AT BEING ABLE TO DO EVEN MORE ROADS.

AND, UM, AND THEN ALSO ONE OF THE THINGS WE'VE DONE IS WE'VE HAD A VERY HEALTHY FUND BALANCE.

AND, UM, YOU KNOW, IT'S A, IT'S A, IT'S A POLICY ISSUE, BUT FUND BALANCE IS GOOD BECAUSE YOU WANT THAT SECURITY, BUT IT CAN ALMOST BE PERCEIVED AS IRRESPONSIBLE WHEN YOU HAVE A FUND BALANCE IT'S EQUAL TO ALMOST A YEAR OF, UH, COLLECTIONS BECAUSE THAT MONEY IS JUST SITTING THERE WHEN WE HAVE NEEDS THAT ARE INCREASING, YOU KNOW, IN, IN TERMS OF COSTS.

SO ANYWAY, YEAH, ABSOLUTELY.

UM, SO BASICALLY WHAT, YOU KNOW, WHAT OUR CITY MANAGER WAS JUST SAYING IS THAT IT WASN'T FEASIBLE, UH, BEFORE JUST PAYING MY CASH.

THERE WAS NO WAY WE WERE GOING TO GET ALL THE ROADS HAVE DONE, UM, AND BE PROUD OF OUR CITY BASICALLY.

SO WE TOOK THIS NEW APPROACH, UM, CREATING THE CIP FIVE-YEAR PLAN.

AND SO WE'RE IN YEAR TWO OF IT.

CORRECT.

UM, AND SO THIS IS WHERE IT KIND OF WHERE WE'RE HEADED, UM, GOING, UM, I DO HAVE SOME QUESTIONS FOR YOU THOUGH, SINCE I'M NEW AS WELL, EVEN THOUGH I'M PART OF THE COUNCIL I NEW HERE, UM, FOR, WE HAVE A RESERVE LIMIT OF THE 1.3.

AND IN THIS ONE THIS TIME WE HAVE WE'RE PROJECTING AROUND A ACCESS OF AROUND 2 MILLION.

YES, SIR.

UM, WAS THAT, WAS THAT OUR GOAL? LET ME PUT IT THAT WAY.

LAST YEAR'S BUDGET WAS OUR GOAL TO BE AROUND, UH, 2 MILLION ACCESS.

WE ANTICIPATE HAVING THAT MUCH ACCESS AS WE, WHEN WE LOOKED AT, UH, WHEN WE AMENDED THE BUDGET FOR THE RESIDENTIAL PROJECTS GOING FOR THE WEEK, YOU COULD STILL SEE IN OUR, AND I KNOW YOU DIDN'T SEE THIS BEFORE, BUT YOU, EVERYONE COULD SEE IN OUR FORECAST WHERE WE WERE STILL GOING TO HAVE REALLY HEALTHY RESERVES.

AND AT THAT TIME WE WERE SHOWING LIKE THE PERCENTAGE OF FUND BALANCE, WHEREAS WE'RE FOCUSING, UH, NOW IT'S MORE DRIVEN BY THE DEBT WE JUST ISSUED.

SO THAT 1.3 MEAN THAT'S DRIVEN, THAT'S ASSOCIATED WITH THE DEBT.

WE WANT TO HAVE ENOUGH, UH, RESERVES TO COVER THOSE DEBT SERVICE PAYMENTS.

BUT YES, WHEN WE SHOWED THAT FORECAST BEFORE, AND I CAN'T SAY IT WAS EXACTLY TO ME AND OVER, BUT WE DID SHOW LIKE 155% RESERVE BALANCES AT THE TIME.

SO WAS, IT'S KIND OF WHERE WE WANT TO BE, UM, AT THE END OF EACH BUDGET CYCLE, UM, KIND OF HAVING THAT, HAVING THAT CUSHION, IF YOU WILL, OF, YOU KNOW, AROUND 2 MILLION OR, OR WE WANT TO HAVE THE CUSHION, THE RESERVE, THE 1.3 MILLION TO COVER OUR DEBT SERVICE.

I UNDERSTAND THAT, BUT ANYTHING EXTRA, ANYTHING EXTRA? I THINK MY PUBLIC WORKS DIRECTOR IS TRYING TO GET STREETS AND TOWNS ABANDONED AS QUICKLY AS WE CAN TO, TO GET THOSE STREETS.

UH, YEAH.

AND THAT'S, THAT'S WHERE I'M COMING FROM.

CAUSE I LOOK AT THE 2 MILLION, UM, OVER OUR RESERVES, I'M GOING WELL, LIKE WHY DIDN'T WE USE IT? I PROMISE YOU IN HER NEXT REPORT, SHE'S GOING TO SHOW YOU OUT AND I KNOW WHERE THIS IS GOING.

THESE ARE ITEMS FOUR ON FOUR AND FIVE ON YOUR AGENDA.

AND THEN I APOLOGIZE.

THE SECOND BULLET IS ITEM NUMBER SIX ON YOUR AGENDA.

SO WE'LL START WITH ITEMS FOUR AND FIVE TO GIVE YOU SOME PERSPECTIVE ON WHAT'S GOING ON THROUGHOUT THE CITY.

THIS IS A MAP OF ALL OF THE ACTIVE PROJECTS THAT WE HAVE WORK ON, THAT WE HAVE GOING ON RIGHT NOW.

THE MAGENTA LINES ARE PROJECTS ON THE CITY'S THOROUGHFARES, THE LIGHT BLUE PROJECTS OR NEW DEVELOPMENTS THAT ARE EITHER UNDER CON UNDER DESIGN OR UNDER CONSTRUCTION.

FISCAL YEAR 2021 HAS BEEN A VERY BUSY YEAR FOR STREETS AND OTHER IMPROVEMENTS THROUGHOUT THE CITY.

SINCE WE HAVE SEVERAL NEW BOARD MEMBERS, I'D LIKE TO PROVIDE SOME BACKGROUND TO GET EVERYONE UP TO SPEED ON HOW WE ARRIVED, WHERE WE ARE TODAY.

SO IN JUNE OF 2021 STAFF PRESENTED THE STREET IMPROVEMENT, ECONOMIC DEVELOPMENT CORPORATION, STRATEGIC PLAN.

THIS WAS THE STRATEGIC PLAN THAT WE, THAT WE BROUGHT BEFORE THE BOARD, THE LEFT COLUMN LISTS THE SHORT TERM GOALS, THE FOUR B BOARD APPROVAL OF THAT FIVE-YEAR CIP AND THE BOND ISSUANCE FOR THOROUGHFARE PROJECTS WERE BOTH ACCOMPLISHED IN FISCAL YEAR 2021.

THE LONG-TERM GOALS ARE ON THE RIGHT AND THEY ARE TO CONSIDER A NEW STREET ASSESSMENT TO RECALIBRATE NEEDS FOR FUTURE PROJECTS, CONSIDER EXPANDING THE MENU OF MAINTENANCE OPTIONS FOR STREET MAINTENANCE PROGRAM AND ANNUALLY RECONFIRM AND REPRIORITIZE FIVE-YEAR STREET LIST.

IN JANUARY OF THIS YEAR, THE FOUR B BOARD APPROVED A BUDGET AMENDMENT TO ALLOW STAFF TO MOVE FORWARD WITH THE STREET ASSESSMENT A YEAR EARLY, THE DATA COLLECTION WAS COMPLETED LAST MONTH AND IMS WHO IS THE FIRM THAT'S PROVIDING THE ASSESSMENT IS CURRENTLY REVIEWING THE DATA AND WILL PROVIDE RECOMMENDATIONS ON STREET PRIORITIZATION.

LATER THIS YEAR, THOSE RESULTS IN A DRAFT REPORT WILL BE PRESENTED TO THIS BOARD AT YOUR JANUARY BOARD MEETING, ALSO APPROVED BY THE BOARD IN THE JANUARY MEETING WAS A TRIAL APPLICATION OF A NEW MAINTENANCE OPTION FOR THE, FOR CITY STREETS.

THE APPLICATION OF A HIGH DENSITY MINERAL BOND IS A SEALANT APPLIED TO STREETS THAT ARE IN GOOD CONDITION, AND IT PRESERVES THE EXISTING ASPHALT.

FOR SEVERAL MORE YEARS.

WE HAVE PHOTOS OF THAT APPLICATION LATER IN THIS PRESENTATION, THE FINAL ITEM ON THE LONG-TERM PLAN IS TO ANNUALLY RECONFIRM AND REPRIORITIZE STREETS AND THE FIVE-YEAR CIP LIST.

ITEM FIVE ON THIS EVENING'S AGENDA IS AN AMENDMENT TO THE FIVE-YEAR CIP THAT WILL NEED YOUR APPROVAL FOR THE REPRIORITIZATION OF STREETS REPRIORITIZE, WHERE WE PRIORITIZING OF STREETS WILL BE PERFORMED EACH FISCAL YEAR BASED ON FACTORS SUCH AS UTILITY NEEDS AND FUNDING CAPACITY.

ARE THERE ANY QUESTIONS ON THE STRATEGIC PLAN BEFORE I MOVE FORWARD? OKAY.

SO LET'S START WITH STREET PRESERVATION.

THE CITY'S CRACK SEAL PROGRAM CONSISTS OF BLOWING OUT THE DEBRIS FROM EXISTING CRACKS AND APPLYING A MELTED MIXTURE OF ASPHALT AND RUBBER THAT IS APPLIED TO CRACKS TO SEAL THEM OFF FROM, FROM TAKING ON WATER THAT SEEPS INTO THE SUBGRADE AND ACCELERATES DETERIORATION OF THE PAVEMENT.

FOR THE PAST SEVERAL YEARS, THE CITY HAS UTILIZED AND INTER LOCAL AGREEMENT WITH GRAND PRAIRIE TO PERFORM THIS WORK.

THIS YEAR, A TOTAL OF 53 STREETS WERE CRACK SEALED IN JANUARY, INCLUDING SEVERAL NEIGHBORHOODS IN PREPARATION OF THE APPLICATION OF THE HIGH DENSITY, MINERAL BOND PRESERVATION TREATMENT.

THIS SLIDE SHOWS THE LOCATION WHERE THE APPROVED TRIAL APPLICATION OF THE HA FIVE PRESSER B PRESERVATION TREATMENT WAS PERFORMED.

THE APPLICATION OF THE SEAL IS SPECIFICALLY FORMULATED FOR THE PRESERVATION OF ASPHALT STREETS THAT ARE IN GOOD STRUCTURAL CONDITION IS A MAINTENANCE TECHNIQUE THAT BRIDGES THE GAP BETWEEN THE CITIES, EXCUSE ME, UM, BRIDGES THE GAP BETWEEN CRACK SEALING AND MILLEN OVERLAY.

PREVIOUSLY, THE STREETS MAINTENANCE PLAN WAS TO REPEATEDLY CRACK SEAL AND THEN WAIT FOR STREETS TO DETERIORATE OVER MANY YEARS AND THEN PERFORM A MILL AND OVERLAY ON THOSE STREETS.

THE HJ FIVE APPLICATION IS AN OPPORTUNITY TO PRESERVE THE STREETS THAT ARE IN GOOD CONDITION AND KEEP THEM GOOD LONGER.

SO AS TO DELAY THE NEED FOR MORE COSTLY IMPROVEMENTS, MANY OF THE STREETS CHOSEN WERE MILLAN OVERLAID IN THE PAST FIVE YEARS.

SO THEY WERE GOOD.

THEY WERE GOOD STRAITS FOR THIS TYPE OF APPLICATION.

AND DELL CONSTRUCTION IS AN APPROVED APPLICATOR OF THE HFI PRODUCT.

THEY PROVIDED A WEBSITE WITH A PAGE DEDICATED SPECIFICALLY TO THE CITY OF BEDFORD PROJECT.

THE WEBSITE IS THERE ON THE BOTTOM.

THE CONTRACTOR HAD AN EXTENSIVE COMMUNICATION PLAN, INCLUDING TEXT BOARDS AND ENTRANCES OF SUBDIVISIONS THAT RESIDENTS COULD SIGN UP FOR TEXT ALERTS FOR PROJECT UPDATES AND A LIVE CHAT ON THEIR WEBSITE AS WELL FOR RESIDENTS WITH SPECIFIC QUESTIONS ABOUT PROJECT SCHEDULE AND TIMELINE, THEY PUT OUT DOOR HANGERS ON AT THE BEGINNING OF THE PROJECT WITH THEIR CONTACT INFORMATION AND THEIR WEBSITE ADDRESSES, UM, FOR FREQUENTLY ASKED QUESTIONS DURING THE PROJECT, THE COMMUNICATION WITH STAFF AND THE PUBLIC WAS PROFESSIONAL AND TIMELY.

THEY REACHED OUT TO EMERGENCY SERVICES, REPUBLIC SERVICES, AND THE POSTMASTER TO LET THEM KNOW THE SCHEDULE OF THE PROJECT.

THEY EVEN PICKED UP TRASH.

SO THAT THE STREET THAT WAS PLANNED FOR AN APPLICATION THAT DAY WOULDN'T BE MISSED.

SO WE TOOK THE OPPORTUNITY TO GO AHEAD AND MILL AND OVERLAY IT WITH TARRYN COUNTY DUE TO THE PROXIMITY TO THE HARWOOD ROAD PAVEMENT PROJECT.

AND SINCE HARDWOOD ROAD WAS RECENTLY COMPLETED AND THE WATERLINE CONSTRUCTION DID IMPACT THE TWO SLIP ROADS.

THOSE HAVE BEEN ADDED TO THIS YEAR'S LIST TO BE MELANOMA RELATED AS WELL.

SEVERAL OTHER STREETS IN THE HOPE VALLEY AND FOREST RIDGE ADDITIONS WERE PLANNED FOR FUTURE YEARS IN THE FIVE-YEAR CIP, BUT WE'RE MOVING THOSE UP A LITTLE BIT SOONER TO BE ABLE TO COMPLETE AS MANY OF THOSE FIVE-YEAR PLAN STREETS AS WE CAN, BEFORE WE RECEIVE A NEW STREET ASSESSMENT LATER THIS YEAR, WALTER STREET, WHICH IS IN THE MIDDLE OF YOUR SCREEN AND THE PINK IS SLATED FOR RECONSTRUCTION THIS SUMMER BY TARON COUNTY, THROUGH THE CON THROUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, IT WAS AWARDED BY THE COUNCIL LAST MONTH AND WE ANTICIPATE THEM BEGINNING CONSTRUCTION, UH, PROBABLY IN THE NEXT 60 DAYS OR SO.

MOVING ON TO THOROUGHFARES HARWOOD ROAD FROM HER CITY LIMITS TO OAK VALLEY JUST PAST FOREST RIDGE WAS COMPLETED LAST MONTH IN COOPERATION WITH TARRANT COUNTY PRECINCT THREE IN THE FIVE-YEAR PLAN FOR THOROUGHFARES HARWOOD ROAD WAS PLANNED FOR NEXT FISCAL YEAR.

WE MOVED HARWOOD UP BY ONE FULL YEAR.

GREAT JOB THAT WAS QUITE A FEAT FOR PUBLIC WORK SINCE OUR STREET AND DRAINAGE DIVISIONS CURRENTLY ONLY HAVE SIX EMPLOYEES COMPARED WITH A FULL STAFF OF 13 EMPLOYEES.

BOTH DIVISIONS WERE ON HARWOOD ROAD EVERY DAY FOR AN ENTIRE MONTH PROVIDING TRAFFIC CONTROL AS TARRANT COUNTY PAVED THE ROAD.

ADDITIONALLY, WE EXPERIENCED ASPHALT SHORTAGES FROM THE SUPPLIER.

THANKFULLY OUR STREET SUPERINTENDENT THOUGHT TO CONTACT ANOTHER SUPPLIER TO PROVIDE ASPHALT IN ORDER TO KEEP THAT PROJECT GOING.

THIS WAS A GREAT EFFORT TO BRING HARWOOD ROAD IN ONE YEAR AHEAD OF SCHEDULE.

AND NOW ALL OF HARWOOD FROM HER CITY LIMITS TO THE ULA CITY LIMITS HAS BEEN REHABILITATED WITHIN THE PAST FIVE YEARS.

SO THE OTHER STREET ON THE THOROUGHFARE LIST IS FOREST RIDGE DRIVE FROM HARWOOD ROAD TO BEDFORD ROAD.

IT IS IN THE FIVE-YEAR CIP AND IT WAS PLANNED FOR THIS CURRENT FISCAL YEAR OR RIDGE WILL BE COMPLETED LATER THIS SUMMER AT THE COMPLETION OF THE FOREST RIDGE WATER LINE PROJECT, FOREST RIDGE, NORTH OF HARWOOD, DID SHE EXPIRED HER FROM BEDFORD ROAD OF 180 3 WERE COMPLETED BY PUBLIC WORKS IN TARRANT COUNTY LAST FISCAL YEAR.

AND THIS LAST SEGMENT FROM HARWOOD TO BEDFORD ROAD WILL COMPLETE ALL OF FOREST RIDGE FROM CHEEK.

SPARGER ALL THE WAY DOWN TO PIPELINE ROAD.

AND ALL OF THAT WILL HAVE BEEN DONE IN THE LAST THREE YEARS.

THE PROPOSED IMPROVEMENTS INCLUDE THE ADDITION OF SIDEWALKS ACROSS THE FRONT END ROADS OF ONE STATE HIGHWAY 1 21, ADA RAMPS, PAVEMENT MARKINGS FOR CROSSWALKS SIGNAL MODIFICATIONS TO ACCOMMODATE PEDESTRIAN PEDESTRIANS

THE EXTENSIVE WORK, UM, ON TAMWORTH COURT COURT, UM, IS FUNDED THROUGH THE CONCRETE BUDGET IN THE, UM, IN THE, OR B OPERATING BUDGET.

SO IT DOES REDUCE THE NUMBER OF SIDEWALK REPAIR WORK ORDERS THAT CAN BE COMPLETED THIS YEAR.

BUT THIS WAS, UH, A GOOD PROJECT THAT, UM, WAS IN RESPONSE TO A RESIDENT THIS YEAR.

THE CITY COUNCIL, UM, GAVE US THE OPPORTUNITY TO UPDATE TRAFFIC SIGNALS.

WE USED ARPA FUNDS TO UPDATE THE CONTROL EQUIPMENT IN ALL 27 CABINETS THROUGHOUT THE CITY.

THE NEW COLDWELL CONTROLLERS REPLACED THE OUTDATED CONTROLLERS AND THE NEW CONTROLLERS ASSIST TRAFFIC TECHNICIANS TO IDENTIFY ISSUES FASTER AND RETURN A SIGNAL BACK TO NORMAL OPERATION.

ADDITIONALLY, THE TRAFFIC MANAGEMENT SYSTEM WAS UPGRADED TO A NEW SYSTEM CALLED CENTREX MOBILITY.

THIS CLOUD-BASED SYSTEM ALLOWS US TO MONITOR ALL TRAFFIC SIGNALS IN WITHIN THE CITY.

IN REAL TIME, THE SYSTEM CAN ALSO TAKE INFORMATION FROM OTHER CONTROLLERS AND GIVE US TIMING PLANS TO IMPROVE THE TRAFFIC FLOW.

SO IT WAS PLANNED IN THE FIVE-YEAR CIP FROM FISCAL YEAR 23, 24, AND WE'RE MOVING IT UP TO THIS NEXT FISCAL YEAR 23 FUNDING FOR BEDFORD ROAD WILL BE FROM THE 2021 THOROUGHFARE BOND TO OTHER IDENTIFIED THEIR AFFAIRS MCCLAIN ROAD AND SHOE MACK LANE ARE ALSO PROPOSED FOR NEXT FISCAL YEAR.

AS THE CITY HAS DONE IN THE PAST, STAFF WILL PARTNER WITH TARRANT COUNTY PRECINCT THREE FOR THESE TWO THOROUGHFARES.

WHEN WORKING WITH TARRANT COUNTY, THE CITY PROVIDES TRAFFIC CONTROL, COORDINATES THE MILLING OPERATION AND SUPPLIES.

THE MATERIALS SUCH AS ASPHALT FOR THE PROJECT TARRANT COUNTY WILL PROVIDE THE EQUIPMENT AND THE LABOR FOR THE PROJECT.

THIS IS THE SAME OPERATION THAT WAS PERFORMED ON HARWOOD ROAD LAST MONTH.

AND FUNDING FOR THESE TWO STREETS WILL ALSO BE FROM THE 2021 THOROUGHFARE BOND.

FINALLY, UM, HERE'S A RECAP ON SOME FUTURE PROJECTS, TARRANT COUNTY VOTERS APPROVED THE $40 MILLION TARRANT COUNTY TRANSPORTATION BOND PACKAGE, AND THE NOVEMBER, 2021 ELECTION BEDFORD SUBMITTED AND WAS APPROVED FOR UP TO $8 MILLION IN MATCHING FUNDS FOR BROWN TRAIL IN PARTNERSHIP WITH THE CITY OF HEARST, UH, THE CIP, THE FIVE-YEAR CIP DOES NOT CURRENTLY CURRENTLY INCLUDE THE BROWN TRAIL PROJECT CONSTRUCTION FOR THIS APPROVED PROJECT MUST BEGIN BY FISCAL YEAR 26.

AND ONCE FUNDING IS DETERMINED FOR THIS PROJECT DESIGN CAN BEGIN THE CITY OF COLLEYVILLE.

SO NOT ONLY COULD THERE BE RETAINING WALLS ACROSS THE FRONT OF THEIR PROPERTIES, IT COULD POTENTIALLY NEED RETAINING WALLS UP.

THE SIDES OF THE DRIVEWAYS.

WELL, MOST LIKELY REQUIRE THE RELOCATION OF MAYBE POWER POLES, FIRE HYDRANTS, WATER METERS, AND THE ADDITION OF SIDEWALK WILL NOT CONNECT TO THE EXISTING SIDEWALK, FRONTING HARRISON LANE ELEMENTARY.

THERE'S A 330 UNDER 35 FOOT GAP.

THAT'LL BE IN THE CITY OF HURST.

UM, STAFF'S RECOMMENDATION IS THAT GIVEN THE SIGNIFICANT SCOPE OF THE REQUEST, STAFF RECOMMENDS THAT THE BOARD REQUIRE A NEW PETITION OR DENY THE PRODUCT, UH, DENY THE REQUEST.
