HEAVENLY FATHER, WE THANK YOU FOR GATHERING US TOGETHER ALONG WITH OUR PRO TEM MAYOR, OUR CITY COUNCIL AND THE PEOPLE OF CITY BEDFORD.

I PRAY THAT YOU BLESS US IN THIS MEETING AND KEEP US, LORD, MAKE YOUR FACE SHINE ON US AND BE GRACIOUS TO US.

WE PRAY THAT WE FEEL YOUR PRESENCE DURING THIS MEETING BECAUSE YOU ARE WITH US WHEREVER WE GO AND WHATEVER WE DO.

PROBABLY ONE OF THE MOST IMPORTANT THINGS I THINK OFFICER DORMAN DOES IN HIS ACTIVITIES IS HE WORKS WITH THE EXPLORERS.

HE MIGHT NOT AGREE WITH ME ON THAT NECESSARILY, BUT HE'S IMPACTING KIDS LIVES WHEN HE'S WORKING WITH THEM.

AND IF THERE'S ONE THING FOR US TO BE ABLE TO HAVE A POSITIVE INFLUENCE ON OUR YOUNG ADULTS THAT ARE COMING UP, IT MAKES HIM A CHAMPION IN MY BOOK.

HE'S CURRENTLY ASSIGNED TO OUR TRAFFIC DIVISION, WORKING AS THE COMMERCIAL VEHICLE ENFORCEMENT OFFICER.

HE STARTED AS A DETENTION OFFICER WITH US.

HE HOLDS A MASTERPIECE OFFICER LICENSE.

OVER 15 YEARS, HE HAS NUMEROUS LETTERS OF COMMENDATION.

HE HOLDS TWO LIFE SAVING AWARDS.

AND HE'S ALSO A MEMBER OF OUR CRASH TEAM.

OFFICER PRUITT VOLUNTARILY SIGNED UP FOR A JOB WHERE HE CRAWLS UNDER 18 WHEELERS EVERY DAY IN THE SUMMER HEAT IN TEXAS AND INSPECTS THEM.

VERY IMPORTANT JOB. VERY, I LIKE TO SAY THE TRAFFIC DIVISION IS THE BEST DIVISION IN THE POLICE DEPARTMENT.

AND IT'S AMAZING. OVER A CAREER, SHE'S HAD NUMEROUS LETTERS OF COMMENDATION.

SHE'S BEEN NAMED THE CIVILIAN EMPLOYEE OF THE YEAR MORE TIMES THAN I COULD COUNT CIVILIAN SUPERVISOR OF THE YEAR SEVEN TIMES.

SHE HOLDS A LIFE SAVING AWARD ALSO.

AMY JAMES HAS PROBABLY THE BIGGEST HEART.

AND. WHEREAS, THOUSANDS OF MONARCHS TRAVEL THROUGH TEXAS ON THEIR FALL JOURNEY SOUTH TO MEXICO, FILLING THE BEDFORD SKIES AND GREEN SPACES WITH THEIR BRILLIANT ORANGE AND BLACK WINGS AS THEY SEARCH FOR NECTAR RICH FLOWERS.

AND. WHEREAS, THE MONARCH BUTTERFLIES POPULATION HAS DECLINED MORE THAN 90% SINCE 1990S, AND THE CITY COUNCIL HAS ESTABLISHED A COMMITMENT TO THEIR RECOVERY BY SIGNING THE NATIONAL WILDLIFE FEDERATION'S MAYORS MONARCH'S PLEDGE.

AND. WHEREAS, THE CITY OF BEDFORD POLLINATOR AMBASSADORS PROMOTE THE CONSERVATION OF MONARCH BUTTERFLIES AND NATIVE POLLINATOR HABITAT AND ENCOURAGE EVERY RESIDENT OF BEDFORD TO LEARN ABOUT MONARCHS AND TO HELP SUSTAIN THE MIGRATION BY PLANTING MILKWEED AND NATIVE NECTAR PLANTS THROUGHOUT THE CITY.

AND I THINK YOU ALL KNEW WHERE THE BRIDGES ARE PLANTING WILDFLOWERS BECAUSE YOU ARE THE ONES THAT CALLED AND SAID WE NEED TO SEE SOME WILDFLOWERS, SOME MILKWEED AT THE PARK. SO WE FELT THAT IT WAS THE BEST PLACE WE CAME TO THE COUNCIL AND SAID, WE WANT TO DO THIS.

AND IT WAS A TRYING THING BECAUSE EVERYBODY THINKS AT THE IN THE FALL WHEN THINGS DIE, YOU PULL EVERYTHING UP AND YOU START ALL OVER AGAIN IN THE SPRING.

BUT YOU DON'T DO THAT WITH MILKWEED.

YOU LET IT GO. IT'S LIKE THE BLUEBONNETS ALSO THEY AT THE END OF THE YEAR, THEY HAVE A LITTLE POD.

THAT LITTLE POD OPENS UP AND THE SEEDS FLY AWAY.

AND SO IT REPROPAGATES ITSELF.

SO WE DECIDED WE WERE GOING TO TRY THIS AGAIN.

WE ALSO STARTED AT THE OLD BEDFORD SCHOOL, THE LITTLE PLOT IN FRONT OF THE OLD BEDFORD SCHOOL.

YOU WILL SEE THAT IT LOOKS PRETTY BARE.

I DID SEND SOME PICTURES TO MOLLY, BUT SHE WANTED TO KNOW WHERE THE PLANTS WERE.

AND I SAID, WELL, THEY'RE SEEDS, SO THEY'RE GOING TO GROW.

WE DO HAVE SOME AT THE SENSORY GARDEN IN FRONT OF THE LIBRARY, SO WE ARE GOING TO TRANSPLANT SOME OF THOSE.

AND IF YOU'VE NOTICED THAT LIBRARIES HAD THE LITTLE GARDEN THERE FOR ABOUT THREE YEARS NOW, I THINK, AND IT HAS GROWN OVER OUT OVER ITS BOUNDARIES.

SO PLANT WILDFLOWERS, PLANT MILKWEED ESPECIALLY AND ANY PROPAGATOR, ANY PLANT THAT THE BEES AND THE BUTTERFLIES LOVE THAT'S GOT FLOWERS ON IT. AND NECTAR LIKE LANTANA IS ONE OF THE BIG ONES HERE IN TEXAS.

ALSO ALL DIFFERENT KINDS OF LITTLE FLOWERS, LITTLE BEADS OF NECTAR.

SO BACK LAST YEAR, IF YOU CAN REMEMBER, THE COUNCIL APPROVED A COMMUNITY SURVEY FOR US FOR THE CITY TO HAVE.

WE NEEDED ONE BECAUSE THE LAST ONE THAT WAS DONE WAS IN 2014 AND IT WAS DONE BY THE UNT RESEARCH CENTER.

AND WITH THAT CAME GREAT RESULTS.

BUT AS YOU CAN TELL, IT'S BEEN A WHILE.

AND THEN WE ALSO WANTED TO SEE HOW WE COMPARE TO OTHER CITIES.

SO WE NEEDED A COMPANY THAT COULD GIVE US GREAT RESULTS, STATISTICALLY VALID RESULTS, AND THAT ALSO WE COULD COMPARE OUR RESULTS TO OTHER CITIES AROUND THE COUNTRY.

SO WE WENT WITH NATIONAL RESEARCH CENTER, WHICH IS OWNED BY POLCO.

SO YOU'LL SEE NRC POLCO.

THAT'S WHY IT'S ON THE FIRST SLIDE RIGHT HERE.

SO WHAT WE DID, WE CONDUCTED THE SURVEY JANUARY 27TH THROUGH MARCH 17TH.

IT WAS MAILED TO 27 HOUSEHOLDS RANDOMLY.

AND THEN THE PARTICIPANTS WHO RECEIVED A SURVEY HAD THE OPTION TO EITHER DO IT BY MAIL.

THEY WERE GIVEN A PHYSICAL COPY OF THE SURVEY OR THEY WERE GIVEN A UNIQUE LINK TO WHICH THEY COULD FILL OUT THEIR RESULTS AND THOUGHTS ONLINE.

IT WAS. AND THEN LATER ON PART TWO, AFTER THE SURVEY FOR THAT CLOSED, THEN WE HAD AN OPEN SURVEY LINK THAT ANYONE COULD PARTICIPATE IN.

JUST LOOKING AT MY NOTES HERE, AND NRC AND POLCO IS THE LARGEST WIDELY KNOWN COMPANY TO DO THIS.

THEY HAVE MORE THAN 30 MILLION RESONANT RESULTS IN THEIR DATABASE.

SO IF WE WERE GOING TO COMPARE IT TO ANYONE LIKE THIS IS THE COMPANY AND THE OUR RESULTS WERE COMPARED TO A BUNCH OF CITIES AND COUNTIES FROM AROUND THE COUNTRY AND SOME OF THAT RESULTS WAS TAKEN BEFORE THE PANDEMIC.

SO IT MIGHT HAVE SKEWED OUR RESULTS A LITTLE BIT, BUT WE'RE PRETTY CONFIDENT IN THESE 95% CONFIDENT, IN FACT, OF THE RESULTS.

AND THEN THE RESPONSES WERE WEIGHED TO REFLECT THE DEMOGRAPHICS OF OUR COMMUNITY.

AND THESE ARE THE CHARACTERISTICS THAT ARE USED FOR THAT AGE, SEX, ETHNICITY, HOUSING TYPE.

THAT MEANS HOMEOWNER OR RENTER AND THEN HOUSING, TENURE AND AREA OF THE CITY.

GOING BACK TO THIS, THIS IS A DIAGRAM OF WHERE ALL THE SURVEYS WERE MAILED.

SO YOU CAN SEE IT WAS WELL DISTRIBUTED THROUGHOUT THE CITY.

SO THE COMMUNITY CENTER PURPOSE IS TO BASICALLY GAUGE THE LIVABILITY OF BEDFORD AND IT HAS TEN AREAS AND I I'LL JUST BRIEFLY I CAN ECONOMY MOBILITY, COMMUNITY DESIGN, UTILITIES, SAFETY, NATURAL ENVIRONMENT, PARKS AND RECREATION, HEALTH AND WELLNESS, EDUCATION, ARTS AND CULTURE, AND THEN INCLUSIVITY AND ENGAGEMENT.

SO THE CITY'S PORTFOLIO AVERAGE RETURN FOR THE CITY AT THE END OF 21 WAS 26 BASIS POINTS.

AND AT THE END OF MARCH, IT WAS AT 40 BASIS POINTS ON THE CITY'S FUNDS.

AND THEN THE SWERVED FUNDS.

YOU CAN SEE A SIGNIFICANT JUMP THERE.

AND WE'LL LOOK AT THAT IN A LITTLE BIT AND YOU CAN SEE WHY THAT HAPPENED.

BUT A SIGNIFICANT INCREASE THERE, AGAIN, REFLECTIVE OF THE CHANGES IN THE INTEREST RATE ENVIRONMENT.

AND THEN THAT AFFECTS THE OVERALL PORTFOLIO JUMPING FROM 22 BASIS POINTS FOR THE OVERALL PORTFOLIO TO 57 BASIS POINTS AS OF THE END OF MARCH.

AND THEN THIS IS JUST A LOOK AT THE INTEREST EARNINGS.

THAT'S PART OF WHAT THE PUBLIC FUND INVESTMENT ACT DOES WANT TO HAVE REPORTED TO THE COUNCILORS TO LET YOU GUYS SEE WHAT IS THE CITY'S PORTFOLIO EARNING IN INTEREST RATES.

AND SO THOSE NUMBERS ARE THERE.

AND THE ONE NOTE THERE IS THAT THERE WERE TWO QUARTERS INTO THIS YEAR.

AND SO YOU CAN SEE THERE REALLY WASN'T A WHOLE LOT OF CHANGES.

YOU CAN BASICALLY DOUBLE THE QUARTER'S NUMBERS TO GET TO THE FISCAL YEAR.

THAT'S GOING TO START CHANGING NOW AS INTEREST RATES ARE GOING UP, BUT JUST KIND OF REFLECTIVE OF THE THE VERY FLAT INTEREST RATE ENVIRONMENT WE HAD UP UNTIL RECENTLY.

AND THEN HERE'S AGAIN A LOOK AT THE CITY'S OVERALL PORTFOLIO RETURN.

AND WE LIKE TO LOOK AT SOME BENCHMARKS JUST TO MAKE SURE THAT THE CITY IS DOING WELL.

HOW ARE WE PERFORMING? IT'S KIND OF A QUICK REPORT CARD.

SO THE CITY WAS AT 57 BASIS POINTS AT THE END OF MARCH.

THE THREE MONTH TREASURY WAS AT 31 BASIS POINTS.

THE SIX MONTH WAS AT 36 BASIS POINTS.

AND TAX POOL, WHICH IS A GOOD INDICATOR OF KIND OF LOCAL OR OVERNIGHT MONEY MARKET FUNDS.

IT WAS AT 15 BASIS POINTS AT THE END OF MARCH.

AND THEN THIS IS A LOOK AT THE YIELD CURVE.

AND SO THAT'S THIS KIND OF GIVES US A PICTURE OF WHERE THE RATES ARE OUT FOR LONGER PERIODS OF TIME.

THIS ONE GOES OUT TO TEN YEARS.

AND SO AT THE END OF MARCH AND THIS IS BEFORE THE FED STARTED TAKING AGGRESSIVE ACTION TO RAISE RATES, YOU CAN SEE ON THE LEFT THE OVERNIGHT RATES AND THE BLUE LINE IS AT THE END OF MARCH. AND THEN THE RED LINE TO GIVE YOU PERSPECTIVE, IS WHERE WE WERE A YEAR AGO.

WELL, THERE'S NOT A WHOLE LOT OF CHANGE.

YOU CAN TELL THE BLUE LINE IN THAT OVERNIGHT RANGE IS UP A LITTLE BIT HIGHER, BUT STILL, EVERYTHING IS UNDER 50 BASIS POINTS IN THAT OVERNIGHT RANGE.

BUT RATES ARE STARTING TO MOVE UP BECAUSE THE MARKET WAS ANTICIPATING, HEY, WE'RE SEEING THESE INFLATION NUMBERS OR SEEING THINGS GO UP, INTEREST RATES ARE GOING TO GO UP.

AND SO THE YIELD CURVE STARTED TO SPIKE DRAMATICALLY FROM WHERE THE RED LINE WAS.

AT THE TWO YEAR AND THREE YEAR MARK, THAT BLUE LINE IS UP SIGNIFICANTLY.

THE RED LINE IS EVEN AT TWO YEARS, THREE YEARS, YOU WERE UNDER 50 BASIS POINTS.

IF YOU PUT SOMETHING OUT THAT LONG AND NOW AT THE END OF MARCH, YOU'RE LOOKING AT TWO AND ONE HALF BASIS POINTS, A SIGNIFICANT INCREASE THERE.

AND THEN JUST TO BRING IT A LITTLE MORE CURRENT TO THE END OF MAY, THAT NUMBER HAS GONE UP EVEN HIGHER.

AND SO YOU CAN SEE THE GREEN LINE IS WHERE WE WERE AT THE END OF FEBRUARY.

SO YOU CAN SEE THE DIFFERENCE JUST IN THREE MONTHS FROM THE GREEN LINE TO THE BLUE LINE, A SIGNIFICANT INCREASE IN THE RATES THERE AND THAT OVERNIGHT RATE AT THE END OF MAY, WHEREAS BEFORE IT WAS BELOW 50 BASIS POINTS.

NOW IT'S UP AROUND 1% JUST ON THAT OVERNIGHT MONEY.

AND SO THAT'S GOING TO BENEFIT THE CITY AS FAR AS THE RATES THAT THE CITY IS ABLE TO EARN.

SO HERE'S A COUPLE OF LOOKS JUST AT THE NUMBERS.

AND THESE NUMBERS ARE AS OF JUNE 22ND.

SO FAIRLY RECENTLY, RECENTLY, THEY HAVEN'T CHANGED A WHOLE LOT SINCE THEN.

SO A COUPLE OF THINGS ABOUT THIS SCREEN.

SOMETIMES WE WILL LOOK TO INVEST THE CITY'S MONEY IN CDS BECAUSE IN THE PAST THEY HAVE BEEN ACTUALLY MORE COMPETITIVE THAN THE TREASURY AGENCY RATES.

BUT AS BANKS BECAME INUNDATED WITH ALL THE STIMULUS MONEY, THEY REALLY DIDN'T HAVE AN APPETITE TO TAKE MORE DEPOSITS.

THEY HAD MORE THAN THEY WANTED, AND THEY HAD NO PLACE TO PUT THOSE DEPOSITS.

WELL, NOW THE INTEREST RATES ARE GOING UP.

DEPOSITS ARE LEAVING THE BANK IN PURSUING THESE RATES AT OTHER PLACES.

AND THAT'S TAKING SOME OF THAT PRESSURE OFF OF THE BANKS.

AND THE BANKS HAVE A PLACE TO PUT THEIR EXCESS DEPOSITS.

SO IT'S KIND OF HELPING THINGS BALANCE OUT IN THAT AREA.

SO THE CDS, I THINK THE INTERESTING THING IS YOU SEE A WIDE RANGE.

AND SO IF YOU LOOK AT THE SIX MONTH CD, IT'S BETWEEN 50 BASIS POINTS AND TO 35.

WELL, THAT'S A REALLY WIDE RANGE AND IT JUST SHOWS YOU THE VARYING DEGREES OF APPETITES DIFFERENT BANKS HAVE.

SOME BANKS DON'T HAVE MUCH OF AN APPETITE AT ALL.

SOME ARE LIKE, YES, WE WE CAN USE THESE FUNDS, WE CAN DO SOMETHING WITH THEM.

AND SO WE LOOK AT THE COMPARISON OF CDS AND TREASURIES AND WE'LL LOOK AT BOTH OF THOSE ANY TIME THE CITY HAS MONEY TO.

PLACE AND WE'LL LOOK AT WHERE'S WHAT'S THE BEST OPTION FOR THE CITY.

SO HERE, JUST KIND OF A COUPLE OF QUICK HIGHLIGHTS FROM THE FROM THE LAST QUARTER AND EVEN PAST THAT TO MORE CURRENT.

SO MAY 3RD WAS THE BEGINNING OF THE FED RAISING THE RATE.

SO IT WAS A 50 BASIS POINT INCREASE.

AND SO THE WINDOW IS 75 BASIS POINTS TO 1%.

THAT WAS WHERE IT WAS IN MAY.

EVERYONE FOR A LONG TIME THOUGHT, OKAY, THEY'RE GOING TO RAISE 50 BASIS POINTS.

AND THAT'S WHAT THEY WERE SIGNALING. I SAID IN JUNE, WE'LL PROBABLY RAISE THEM ANOTHER 50 POINTS, 50 BASIS POINTS, BUT THEY STARTED THE INFLATION NUMBERS WERE COMING IN HIGHER AND

HIGHER AND THEY WERE REALLY GETTING CONCERNED ABOUT THAT.

SO THEY ENDED UP RAISING THEM 75 BASIS POINTS AND THEY SAID WE'RE PROBABLY GOING TO RAISE IT 75 AGAIN IN JULY.

SO RATHER THAN 50 AND 50, AS WE'D BEEN HEARING, THEY'RE GETTING MORE AGGRESSIVE AND THEY'RE GOING 75 AND 75.

AND SO THAT NEXT MEETING WILL HAPPEN AT THE END OF JULY NEXT MONTH.

SO RIGHT NOW EVERYONE'S EXPECTING 75.

BUT I GUESS IF WE'VE LEARNED ANYTHING, IT'S LIKE THAT CAN CHANGE BECAUSE IT CHANGED THE LAST TIME FROM WHAT WE THOUGHT WAS WAS FAIRLY CERTAIN EMPLOYMENT IS STARTING TO MODERATE MEANING THERE'S IF YOU LOOK AT THE BOTTOM BULLET POINT THERE, THERE'S 11.4 MILLION JOB OPENINGS, BUT ONLY 5.7 MILLION JOB SEEKERS.

SO WE'VE GOT A MISMATCH THERE.

BUT WITH THE ECONOMY THERE, JUST IT'S GETTING PULLED IN LOTS OF DIFFERENT DIRECTIONS.

YOU'VE GOT THE INFLATION RATE, THE HIGH COST OF FUEL SUPPLY CHAIN ISSUES.

SO THERE'S A LOT OF THINGS PULLING THINGS IN DIFFERENT DIRECTIONS.

AND SO THERE IS SOME EASING ON THE DEMAND FOR JOBS.

I THINK COMPANIES MAY BEGIN PULLING BACK A LITTLE BIT JUST TO SEE WHERE THINGS ARE.

THE OTHER BIG DRIVER IN THE ECONOMY IS HOUSING, AND OBVIOUSLY SHELTER IS KIND OF ONE OF YOUR BASIC NEEDS.

AND SO THAT MEDIAN PRICE OF HOUSING THIS YEAR, WE HIT TEN YEARS, WE'RE A MONTH OVER MONTH FOR TEN.

FOR FOUR, TEN YEARS THE RATE HAS GONE UP OR THE COST OF AN AVERAGE, THE MEDIAN PRICE HAS GONE UP TEN YEARS.

AND SO JUST YEAR TO YEAR, IT'S UP ALMOST 20%.

AND SO THOSE WHO ARE TRYING TO GET INTO A HOME ARE FEELING THAT.

AND THEN THE OTHER THING THAT'S IMPACTING THAT IS THE INTEREST RATES THAT WE WERE TALKING ABOUT, THEY'RE GREAT.

IF YOU'VE GOT MONEY TO INVEST, NOT SO GREAT IF YOU'RE BORROWING TO BUY A HOUSE.

SO WHEREAS THE 30 YEAR RATE WAS AROUND 3% NOT TOO LONG AGO, JUST A COUPLE OF MONTHS AGO, IT HAS GONE UP SIGNIFICANTLY TO FIVE AND A HALF PERCENT.

SO THAT THAT PUTS A BIG IMPACT ON THE AMOUNT OF HOUSE SOMEONE CAN PURCHASE.

SO THAT'S GOING TO PUT DOWNWARD PRESSURE ON ON HOME SALES.

AS YOU CAN SEE, IN APRIL, NEW HOME SALES FELL 16.6% AND HOME SALES HAVE DECLINED NOW THREE MONTHS IN A ROW.

SO YOU'VE GOT AVERAGE PRICE IS STILL GOING UP, BUT SALES NUMBERS COMING DOWN.

SO IT COULD BE KIND OF AT A TURNING POINT ON THAT.

WE TALKED ABOUT HOW THE [INAUDIBLE] RETURN WAS HIGHER.

AND SO THIS IS KIND OF WHAT WHAT WE DID TO TAKE STEPS TO TAKE ADVANTAGE OF THAT.

SO THE YIELD CURVE IS STEEPER.

SO IF YOU GO OUT FURTHER AND YOU INVEST LONGER, YOU CAN GET A HIGHER RETURN THAN JUST KEEPING IT OVERNIGHT.

WE ARE HERE THIS EVENING AS A FOLLOW UP FROM OUR EARLIER MEETING WITH THE TOUR'S BOARD OF DIRECTORS, WHERE THE GROUP DID RECOMMEND APPROVAL OF A FINAL PROJECT AND FINANCING PLAN. SO THE TERZ BOARD ESSENTIALLY IS MADE UP OF OUR COUNCIL AS WELL AS REPRESENTATIVES OF THE COUNTY AND THE COLLEGE DISTRICT WHO ARE ALL PARTICIPATING IN THE TIRZ ON THE FINANCIAL BASIS.

AND SO ESSENTIALLY WHAT HAPPENED IS WHEN THE TIRZ WAS CREATED, A PRELIMINARY PROJECT AND FINANCING PLAN, A COMPANY THAT GENERALLY GIVING US AN OUTLINE OF HOW WE WOULD PROCEED AND THINGS ALONG THOSE LINES.

SO NOW THAT WE'VE GONE THROUGH ALL THE MOTIONS, WE ARE NOW COMING BACK WITH A FINAL PROJECT AND FINANCING PLAN FOR YOUR FORMAL APPROVAL.

SO AS WAS STATED DURING OUR MEETING, I WILL NOT DO A FULL REPEAT, I PROMISE OF YOUR PRIOR PRESENTATION, BUT ESSENTIALLY THIS DOES GIVE US A ROADMAP TO MOVE FORWARD WITH THE BEDFORD COMMONS DEVELOPMENT AND THEN ALSO OUTLINES THE TERM OF THE TIRZ AS WELL AS ESTIMATE.

SO I ALSO WANT TO SAY AS WE DO DIVE INTO THE PROJECT AND LOOK AT EXPENDITURES AND REVENUES, WE WILL CONTINUE TO FINE TUNE THINGS.

IT'S VERY, VERY COMMON AS WE'VE DONE ESTIMATES THAT ARE NOW TWO YEARS OLD ON SOME OF THESE PROJECTS, FOR US TO COME BACK AND PROVIDE AMENDED ESTIMATES AND AMENDED COSTS AS THINGS ACTUALLY BECOME REAL ON SOME OF THOSE THINGS.

SO YOU WILL YOU WILL HEAR FROM ME AGAIN ON THESE THINGS AS WE MOVE FORWARD.

AND AGAIN, ESSENTIALLY, THERE ARE NO CHANGES FROM THE PRELIMINARY PLAN TO THE FINAL PLAN.

WE HAVE JUST UPDATED THE NUMBERS THAT OCCURRED IN THOSE TWO YEARS FROM WHEN IT WAS CREATED UNTIL NOW.

AND ESSENTIALLY ALL THE PROPERTIES ARE THE SAME.

THE ESTIMATES REMAIN.

SO THERE REALLY ARE NO CHANGES.

THIS IS JUST OUR OUR NEXT STEP AND OUR FORMAL PROCESS TO MOVE FORWARD.

AGAIN, JUST TO KIND OF GIVE YOU A BRIEF OVERVIEW, THESE ARE THE PROPERTIES THAT DO MAKE UP OUR TAX INCREMENT REINVESTMENT ZONE NUMBER ONE.

AGAIN, THE POINT IS TO PULL IN SOME OF THE PROPERTIES THAT WE FELT WERE RIPE FOR DEVELOPMENT.

THOSE WERE REDEVELOPING IN ORDER TO CAPTURE SOME OF THAT REVENUE, TO CONTRIBUTE TO THE INFRASTRUCTURE COSTS, ADMINISTRATION COSTS AND THINGS ALONG THOSE LINES ASSOCIATED WITH THIS CENTER, WHICH IS KNOWN AS BEDFORD COMMONS.

AGAIN, THERE ARE TEN ZONES THAT ARE CONTRIBUTING.

THIS IS THE TIRZ CONCEPT PLAN.

AGAIN, THIS IS OUR GUIDING OUR GUIDING LIGHT, ESSENTIALLY FOR THE TIRZ MOVING FORWARD, WE WILL OPERATE WITHIN THIS CONCEPT PLAN.

THESE ARE THE ANTICIPATED DEVELOPMENTS TO OCCUR WITH THEIR YEARS, ULTIMATELY PROVIDING US AN ESTIMATED ABOUT $110 MILLION OF ADDITIONAL TAX VALUE FROM WHICH TO USE OUR PORTIONS TO TO HELP FUND THINGS WITHIN THE TIRZ.

AGAIN, THE PROJECTS THAT HAVE BEEN OUTLINED IN ORDER TO SPEND THOSE DOLLARS ON OR ABOUT 23 AND A HALF MILLION DOLLARS.

AND THESE ARE THE OUTLINE PROJECTS THAT WE DO FEEL ARE GOING TO BE NEEDED IN ORDER TO MAKE THE PROJECT MOVE FORWARD.

HERE AT BEDFORD COMMONS, THESE ARE THE ITEMS THAT WE DO.

FILLER WILL BE NEEDED.

AND AGAIN, THIS IS REALLY WHERE WHEN WE COME BACK AND WE GET A CURRENT ESTIMATE, THESE NUMBERS WILL BE WILL BE TWEAKED AND MODIFIED AS WE GO ALONG.

AND AGAIN, THESE THIS IS WHERE THE TIRZ REVENUE COMES FROM.

WE CREATED A BASE YEAR OF 2020 WHEN IT WAS CREATED.

SO ANY ADDITIONAL GROWTH IN PROPERTY VALUES BEYOND 2020, 75% OF THE CITY'S PORTION AND 50% OF THE COUNTIES AND THE COLLEGE DISTRICTS WILL GO BACK INTO THAT TIRZ FUND AND HELP US PAY FOR THOSE PROJECT COSTS THAT WE'VE LAID OUT.

AND I'M HERE TONIGHT TO ASK FOR YOUR APPROVAL OF THE PROJECT FINANCING PLAN.

YOUR ORIGINAL PLAN WAS PREPARED IN 2016, AND IT WAS SUBMITTED TO THE TEXAS PARKS AND WILDLIFE DEPARTMENT.

THE REASON THAT YOU SUBMIT IT TO THE TEXAS PARKS AND WILDLIFE DEPARTMENT, THEY REVIEW IT AND ACCEPT IT, AND THEN THEY USE THAT DOCUMENT IN SCORING GRANT APPLICATIONS THAT YOU MAY OR MAY NOT MAKE.

IT'S UP TO YOU TO DO THAT.

SO IT IS AN IMPORTANT DOCUMENT TO KEEP ON FILE WITH THEM.

YOUR ORIGINAL MASTER PLAN IN 2016 IS GOOD FOR TEN YEARS.

HOWEVER, THEY WANT TO SEE AN UPDATE IN FIVE AND THEY JUST WANT TO SEE WHAT YOU'VE DONE.

IF YOUR PRIORITIES HAVE CHANGED, LOOK AT SOME OF THE DEMOGRAPHICS AND IT'S NOT A NEW MASTER PLAN, IT'S AN UPDATE.

AND THAT'S WHAT WE'RE DOING.

AND WHAT WE DID THE MAIN FOCUS OF THIS AND WHAT THEY LIKE TO SEE, QUITE FRANKLY, IS THEY LIKE TO SEE PUBLIC INPUT.

AND WE HAD A VERY GOOD PUBLIC INPUT SECTION TO THIS PLAN.

WE HAD THREE PUBLIC MEETINGS THAT WERE HELD WHERE WE HAD BOARDS WHERE CITIZENS OUTLINED WHAT THEY WANTED TO SEE IN THEIR PARK SYSTEM, WHAT THEY USE IN THEIR PARK SYSTEM, AND WHICH PARK PARKS THEY USED.

IF YOU SEE A COUPLE OF COUNCILMEMBERS WHO WERE AT ALL OF THOSE MEETINGS AND FROM THAT WE TOOK THE BOARDS OVER TO THE LIBRARY FOYER AND THEY STAYED THERE FOR EIGHT DAYS.

AND THERE ARE PICTURES IN YOUR MASTER PLAN SHOWING HOW THOSE WERE USED.

AND, YOU KNOW, THEY LOOK A LITTLE ROUGH.

BUT ACTUALLY, TO ME, THAT'S REALLY OUTSTANDING.

HOW THEY WERE USED, HOW THE PEOPLE VOTED ON IT, HOW THEY USE THOSE BOARDS.

WHEN YOU SEE SOMETHING LIKE THAT, THEN THEY'RE INTERESTED IN IT AND WE'RE GETTING COMMENTS FROM THEM.

SO THEY LOOK ROUGH.

BUT TO ME IT WAS, I GUESS, ARTS AND THE EYE OF THE BEHOLDER AND IT LOOKED GREAT TO ME AND WE TOOK THAT INFORMATION OFF OF THOSE BOARDS AND WE SUMMARIZED IT AND PUT IT INTO THE UPDATE.

WE ALSO FROM THERE, WE HAD A FLASH POINT THAT I BELIEVE MOLLY ORCHESTRATED FOR FLASH VOTE AND THAT INFORMATION IS IN THERE.

WHEN WE HAD FIVE QUESTIONS AND GOSH, IT WAS ONLY ONLINE FOR FIVE DAYS OR SOMETHING LIKE THAT.

WE'VE ESTABLISHED SORT OF PUNITIVE MEASURES FOR VIOLATIONS OF PROCUREMENT CARD POLICY.

WE HAVE THE ESTABLISHMENT OF A PROGRAM ADMINISTRATOR WHO WILL BE RESPONSIBLE FOR REVIEWING PURCHASES, MAKING SURE THAT EVERYTHING IS DONE LEGALLY, MAKE SURE THAT PURCHASES ARE VALID PURCHASES, QUESTIONING ANYTHING THAT LOOKS SUSPICIOUS, ESSENTIALLY MAKING IT MORE A RESPONSIVE DOCUMENT AS OPPOSED TO REACTIVE DOCUMENT TO WHERE WE ARE LOOKING AT THINGS ON THE FRONT END.

THIS CONCEPT PLAN, I BELIEVE, IS INCLUDED IN YOUR PACKET, AND THE PROPOSED IMPROVEMENTS INCLUDE THE ADDITION OF SIDEWALKS ACROSS THE FRONTAGE ROADS OF STATE HIGHWAY 121 ADA RAMPS, PAVEMENT MARKINGS FOR CROSSWALKS, SIGNAL MODIFICATIONS TO ACCOMMODATE PEDESTRIANS AND ADDITIONAL EASTBOUND AND WESTBOUND LEFT TURN LANE CAPACITY IN EACH DIRECTION. A MAJORITY OF THE WORK WILL BE WITHIN THE TXDOT START RIGHT AWAY AND NO ADDITIONAL RIGHT OF WAY IS ANTICIPATED FOR EITHER CITY FOR THESE IMPROVEMENTS.

IN DISCUSSIONS WITH TXDOT.

ESTHETICALLY, IF MONEY WASN'T AN ISSUE TO ME IT'S A GRAND SLAM BECAUSE IT'S GOING TO DRESS UP THAT AREA.
