A FEW YEARS AGO, HE HAD A LINE REQUEST FOR AN ELDERLY COUPLE, AND IN SPEAKING WITH THEM, HE LEARNED IT WAS FOR A PET THAT THEY WERE GETTING READY TO BURY.

HE MADE SURE TO DO THE LOCATE AND ONCE HE WAS ABLE TO NOTE THAT THE AREA WAS CLEARED, HE OFFERED TO HELP THEM.

HE'S ALWAYS GOES ABOVE AND BEYOND IN EVERYTHING THAT HE DOES.

HE'S A PROUD BEDFORD RESIDENT AND IS WELL LOVED BY HIS NEIGHBORS, FOR HIS KINDNESS AND HIS GENEROSITY.

IN HIS SPARE TIME, HE ENJOYS COMPUTER PROGRAMING OR EXCUSE ME, COMPUTER GAMING AND TRAVELING, ESPECIALLY TO TROPICAL PLACES.

HIS POSITIVE ATTITUDE AND PASSION FOR WORK MAKE HIM A TRUE ASSET TO THE PUBLIC WORKS DEPARTMENT. SO CONGRATULATIONS TO RAMONE FOR FIVE YEARS WITH THE PUBLIC WORKS DEPARTMENT IN THE CITY OF BEDFORD . [APPLAUSE] I WAS LOOKING FOR THE BLUE BOOT.

SO TONIGHT I GET THE PLEASURE OF RECOGNIZING SERGEANT JOEY GAUGER.

JOEY'S BEEN WITH US FOR 25 YEARS, SINCE HIS HIRED JOEY AND I KIND OF GO BACK A LONG WAY.

WE STARTED AT BEDFORD YEARS AGO ABOUT THE SAME TIME.

SO HE'S BEEN A POLICE OFFICER, STARTED OFF AS A PATROL OFFICER, SERVED AS AN FTO ON OUR ORIGINAL BICYCLE UNIT THAT WE'LL BE STARTING BACK UP SOON.

HE SERVED AS A DETECTIVE.

HE WAS A CORPORAL IN PATROL, AND HE'S NOW A PATROL SERGEANT IN THE PATROL DIVISION.

SO THE GOOD THING ABOUT JOEY IS IF ANYBODY KNOWS IT FIRST, HE'S JUST THE NICEST GUY YOU'LL EVER MEET. I MEAN, HE'S JUST A GENUINE, GENUINE, NICE GUY.

HIS LOVELY WIFE'S BACK THERE WITH HIM IS ALSO MELISSA.

HE DOESN'T GIVE UP ON THINGS.

SO YOU GUYS REMEMBER EARLIER THIS YEAR, WE, THE POLICE DEPARTMENT WAS ABLE TO SOLVE THE JANET LOVE MURDER CASE FROM THE MID 1980S.

IF THAT WOULD NOT BEEN FOR JOEY'S COMMITMENT AND TIME ON THAT, WE WOULD NEVER GET THAT CASE SOLVED. SO HE JUST NEVER, NEVER GIVES UP.

EVEN THOUGH HE WASN'T SERVING AS A DETECTIVE, HE STILL HELD ON TO THAT CASE AND NEVER GAVE UP ON SOLVING THAT CASE.

SO BUT IF YOU DON'T MIND, I'D LIKE TO RECOGNIZE JOEY FOR HIS 25 YEARS OF EXCELLENT SERVICE. AND I THINK IT'S IMPORTANT TO HAVE, IF YOU DON'T MIND, HAVE A WIFE COME UP WITH HIM, BECAUSE THAT'S GREAT. ANYBODY THAT'S SURVIVES IN THIS JOB LONG ENOUGH, THEY HAVE TO

AND HERE TO DISCUSS THIS OR SET THIS UP IS POLICE CHIEF JEFF WILLIAMS AND DISPATCH SUPERVISOR AMY JAMES.

WELCOME BACK.

IT'S BEEN A LONG TIME SINCE I'VE SEEN YOU GUYS.

SO WITH ME AGAIN IS AMY JAMES.

SO SHE'S BEEN OUR DISPATCH SUPERVISOR FOR FOR SEVERAL YEARS.

SHE TOLD ME THAT SHE'S BEEN IN 911 OR IN DISPATCH LONGER THAN 911 HAS BEEN AROUND.

SO IT'S SO SHE'S BEEN DOING THIS FOR A LONG TIME.

SO WE'VE GOT A GOOD, LONG TERM DEDICATED EMPLOYEE.

SO THE SECOND WEEK OF APRIL IS TELECOMMUNICATOR APPRECIATION WEEK.

SO THIS IS REALLY JUST TO CELEBRATE THE GOOD JOB THAT THESE DISPATCHERS DO ON A DAILY BASIS. THEY SAVE LIVES.

THEY'RE OUR LIFELINE FOR FIRST RESPONDERS, FOR POLICE OFFICERS AND FIREFIGHTERS TO THEIR COMMUNITY. AND THEY HELP US COMMUNICATE BACK AND FORTH.

SO BEDFORD ALONE, THE CENTER THAT WE HAVE ANSWERS OVER RIGHT AROUND 50,000 CALLS PER YEAR OF NEED FOR CITIZENS OR RADIO CALLS FROM THE POLICE OFFICERS AND TALKING ABOUT THEM SAVING LIVES. LAST NIGHT, THEY WERE RESPONSIBLE FOR GETTING INFORMATION TO ONE OF OUR OFFICERS THAT WAS ABLE TO GET TO A SCENE OF A SUBJECT THAT HAD OVERDOSED AND WAS ABLE TO RESUSCITATE THAT SUBJECT AND SAVE HIS LIFE.

SO IF NOT FOR THE INFORMATION THAT THEY GAVE, WE WOULD HAVE NEVER GOT THERE.

SO THANK YOU, AMY, AND THANK OUR CREW FOR EVERYTHING THAT THEY DO.

WHEREAS EMERGENCIES CAN OCCUR AT ANY TIME THAT REQUIRE POLICE, FIRE OR EMERGENCY MEDICAL SERVICES. AND WHEREAS, WHEN AN EMERGENCY OCCURS, THE PROMPT DISPATCHING OF FIRST RESPONDERS AND CITY PERSONNEL IS CRITICAL TO THE PROTECTION OF LIFE AND PRESERVATION OF PROPERTY. AND WHEREAS, THE SAFETY OF OUR FIRST RESPONDERS AND CITY PERSONNEL IS DEPENDENT UPON THE QUALITY AND ACCURACY OF INFORMATION OBTAINED FROM CITIZENS WHO TELEPHONE THE CITY OF BEDFORD EMERGENCY COMMUNICATIONS CENTER.

AND WHEREAS, PUBLIC SAFETY TELECOMMUNICATORS ARE THE FIRST AND MOST CRITICAL CONTACT OUR CITIZENS HAVE WITH EMERGENCY SERVICES.

AND WHEREAS, PUBLIC SAFETY TELECOMMUNICATORS ARE THE SINGLE VITAL LINK FOR OUR POLICE OFFICERS AND FIREFIGHTERS.

BY MONITORING THEIR ACTIVITIES, BY RADIO, PROVIDING THEM INFORMATION AND ENSURING THEIR SAFETY. AND WHEREAS, PUBLIC SAFETY TELECOMMUNICATORS OF THE CITY OF BEDFORD HAVE CONTRIBUTED SUBSTANTIALLY TO THE APPREHENSION OF CRIMINALS, SUPPRESSION OF FIRES AND TREATMENT OF PATIENTS.

AND WHEREAS EACH DISPATCHER HAS EXHIBITED COMPASSION, UNDERSTANDING AND PROFESSIONALISM DURING THE PERFORMANCE OF THEIR JOB IN THE PAST YEAR.

THE FIRST ITEM IS THE THE MINUTES FOR THE MARCH 8TH REGULAR COUNCIL MEETING.

THE SECOND ITEM IS TO CONSIDER A RESOLUTION APPROVING AN AMENDMENT TO THE INTERLOCAL AGREEMENT BETWEEN THE CITIES OF BEDFORD, EULESS AND HURST FOR COMBINING EFFORTS FOR THE PROVISION OF A TEEN COURT PROGRAM IN MUNICIPAL COURT.

BASICALLY, WHAT WHAT'S BEFORE YOU TONIGHT IS AN AMENDMENT TO THE INTERLOCAL AGREEMENT THAT WOULD DISBAND THE ADVISORY BOARD AND SO IT WOULDN'T IMPACT WHICH TEEN COURT WOULD STILL CONTINUE IN THE SAME FASHION AND WHAT HAVE YOU.

THERE JUST WOULD NOT BE A BOARD.

AND THIS SAME AMENDMENT IS BEING CONSIDERED BY THE CITY COUNCILS OF EULESS AND HURST AS WELL. THE THIRD ITEM IS TO CONSIDER A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH TEAGUE, NALL AND PERKINS IN AN AMOUNT OF $122,210 FOR THE DESIGN OF DEUCE DRIVE, WATER, SEWER AND STREET RECONSTRUCTION PROJECT.

DEUCE DRIVE WAS ASSESSED BY STAFF IN MARCH 2021 AND IS SLATED FOR RECONSTRUCTION AS PART OF THE FIVE YEAR STREET IMPROVEMENT ECONOMIC DEVELOPMENT CORPORATION.

THAT'S A HALF CENT SALES TAX, AND SO THAT IS PART OF THIS PROJECT AND IT'S THE AREA BETWEEN TENNIS DRIVE AND BROWN TRAIL, AND IT'S LOCATED IN AN AREA WITH LARGE COMMERCIAL VEHICLES THAT CARRY HEAVY LOADS AND CONTINUE TO DAMAGE THE EXISTING ASPHALT STREET.

AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

EXCEED 275,000 FOR HIGH DENSITY MINERAL BOND THROUGH AN INNER LOCAL AGREEMENT WITH THE CITY OF HURST AND ONCE AGAIN, PUBLIC WORKS DIRECTOR CHERYL TAYLOR.

THE CONSENT AGENDA INCLUDED IMPROVEMENTS TO DEUCE DRIVE AND THIS ITEM IS ANOTHER STREET IMPROVEMENT PROJECT.

AS PART OF THE STREET IMPROVEMENT ECONOMIC DEVELOPMENT CORPORATION, FIVE YEAR STRATEGIC PLAN. ONE OF THE ITEMS ON THAT STRIP IN THE LONG TERM STRATEGIC PLAN WAS CONSIDER EXPANDING THE MENU OF MAINTENANCE OPTIONS FOR STREET MAINTENANCE PROGRAM.

SO ASPHALT IS MADE UP OF PRIMARILY TWO COMPONENTS ROCK AGGREGATE, WHICH IS A ROCK AND ASPHALT BINDER, WHICH IS THE GLUE THAT HOLDS THAT ROCK IN PLACE.

THE KEY TO EXTENDING PAVEMENT LIFE IS TO PRESERVE THE ASPHALT BINDER AND STOP OXIDATION BECAUSE WITH THE OXIDATION IT CAUSES RAVELING OF THE PAVEMENT AND THAT CAUSES CRACKING OF THE PAVEMENT SURFACE.

AND THOSE ARE THE KEY ENVIRONMENTAL FACTORS THAT DETERIORATE THE ASPHALT BINDER THE QUICKEST WITH ASPHALT STREETS.

SO THESE ARE THE PRIMARY FACTORS THAT WE'RE BATTLING.

SO AS WE MANAGE PAVEMENTS, THE GOAL IS TO DO EVERYTHING WE CAN TO MITIGATE THESE FACTORS AND KEEP THE VITAL OILS AND FROM ESCAPING THE THE ASPHALT BINDER.

THE HA FIVE HIGH DENSITY MINERAL BOND IS DURABLE AND PERFORMS LONGER THAN OTHER CONVENTIONAL TREATMENTS.

IF PLACED ON THE RIGHT STREETS, IT EXTENDS THE DESIGN LIFE OF THE EXISTING STREETS.

IT CREATES AN IMPERMEABLE MEMBRANE OVER THE PAVEMENT AND LOCKS IN THE VITAL OILS TO KEEP THE ROAD FLEXIBLE.

SO APPLICATION OF THE PRODUCT INCLUDES TWO COATS, WHICH REQUIRES 24 HOURS TO CURE, DURING WHICH IT CANNOT BE DRIVEN ON.

AND VEHICLES WILL NEED TO STAY OFF THE PRODUCT IN ORDER TO ALLOW IT TO SET IN PLACE.

OTHER CITIES THAT HAVE USED THE HI5 PRODUCT INCLUDE ROUND ROCK, VAQUERO, WHICH IS WESTLAKE, IS THAT WESTLAKE, KILLEEN, CITY OF FORT WORTH AND THE CITY OF GEORGETOWN.

CLOSER TO HOME, THE CITY OF HURST HAS BEEN USING THE HI PRODUCTS SINCE 2019.

AND WE HAD SOME PHOTOS.

WE SHOWED THOSE PHOTOS AT THE 4B MEETING AND IT LOOKS REALLY NICE.

AND IF YOU DRIVE PAST THEM NOW, LIKE I SAID, THEY'VE BEEN DOING IT SINCE 2019.

SO IF YOU GO DOWN HARWOOD ROAD, JUST PAST NORWOOD ON THE SOUTH SIDE, YATES DRIVE, YOU CAN I MEAN, IT'S SO PRETTY, IT LOOKS SO NICE, IT'S BLACK AND IT'S A PERMEABLE SURFACE AND IT PROTECTS THAT ASPHALT PAVEMENT.

IF YOU GO DOWN TOWARD CHISHOLM PARK, THERE'S A COUPLE OF CUL DE SACS IN THERE THAT HAVE HAD IT DONE AS WELL. AND THEN THEY HAVE SOME THAT ARE SOUTH OF THE HIGHWAY AS WELL THAT THEY JUST DID LAST YEAR.

SO THEY'VE BEEN DOING THIS FOR SEVERAL YEARS.

AND THEY'RE, YOU KNOW, THEY THEY LOVE TALKING ABOUT THIS PRODUCT AND THEY USE IT EVERY YEAR IN THEIR MAINTENANCE PROGRAM.

SO THE 4B BOARD APPROVED A TRIAL APPLICATION OF THE HIGH DENSITY MINERAL BOND.

AND THESE ARE THE STREETS SHOWN ON THE MAP HERE THAT ARE SLATED FOR THE APPLICATION.

THIS FISCAL YEAR PROJECT IS TENTATIVELY SCHEDULED TO BEGIN END OF MAY OR THE BEGINNING OF JUNE. WE WERE TRYING TO SCHEDULE IT TO WHERE IT'S RIGHT AFTER THE FOREST RIDGE AND HARWOOD ROAD WORK WITH THE COUNTY BECAUSE IT INVOLVES SOME SOME STAFF OVERSIGHT.

ALL OF THE STREETS SHOWN HERE ARE ANTICIPATED TO BE COMPLETED WITHIN THREE WEEKS, WEATHER PERMITTING. SO COMMUNICATION IS GOING TO BE A KEY ELEMENT.

DURING THIS PROJECT, TWO PRIMARY LINES OF COMMUNICATION WILL BE ESTABLISHED AND COORDINATED BETWEEN THE CITY OF BEDFORD AND ANDALE CONSTRUCTION.

CITY'S EFFORTS ARE MAINLY GOING TO BE ELECTRONIC TO COMMUNICATE SCHEDULES, ROAD CLOSURES AND A LINK TO THE FIVE WEBSITE WHERE RESIDENTS CAN FIND THE INFORMATION.

CITY OF BEDFORD WILL HAVE IT ON OUR WEBSITE AND WE'LL SHARE IT ON OUR SOCIAL MEDIA CHANNELS. SO ANDALE CONSTRUCTION HAS AN HA5 WEBSITE AND A PAGE DEDICATED SPECIFICALLY TO THE CITY OF BEDFORD.

THE WEBSITE IS WWW.HA5INFO.COM/BEDFORD.

THE CONTRACTOR DOES HAVE AN EXTENSIVE COMMUNICATION PLAN.

A COUPLE OF WEEKS IN ADVANCE OF THE PROJECT THEY PUT OUT, THEY THEY'LL REACH OUT TO CITY DEPARTMENTS, POLICE, FIRE, THEY'LL REACH OUT TO REPUBLIC SERVICES FOR TO COORDINATE TRASH AND RECYCLING.

AND THEY WILL REACH OUT TO THE POSTMASTER.

IT'S A LITTLE CONCERNING BECAUSE, YOU KNOW, SINCE I'VE BEEN HERE, I'VE HEARD ABOUT WHAT PEOPLE THINK ARE SMOKING ORDINANCE ENTAILS, BUT WHAT IT REALLY ENTAILS IS DIFFERENT THAN WHAT I THINK THE PERCEPTION IS IN THE COMMUNITY JUST ALL ALONG, ALL OVER.

BASICALLY RIGHT NOW, IF YOU HAVE A BUSINESS THAT DERIVES MORE THAN 50% OF ITS REVENUE FROM ALCOHOL SALES, YOU CAN HAVE YOU CAN HAVE SMOKING.

SO YOU CAN LITERALLY I MEAN, SO IT'S NOT A MATTER OF ONLY CERTAIN BUSINESSES BEING GRANDFATHERED. ANY RESTAURANT THAT HAS THAT IS ABLE TO HAVE SMOKING ON SITE.

AND SO ONE OF THE THINGS THAT WE WANT TO LOOK AT IS AND IT WOULD BE REALLY A MATTER OF GETTING COUNCIL DIRECTION IS TO LOOK AT TIGHTENING THOSE IN TERMS OF REMOVING THE EXEMPTION TO WHERE ONLY CERTAIN AREAS CAN HAVE SMOKING.
