IT IS. SOME OF THESE CONVERSATIONS HAVE BEEN GOING ON FOR SEVERAL YEARS. THE PURPOSE OF THIS TOWN HALL TONIGHT IS REALLY TO SHARE WITH YOU WHAT WE'RE LOOKING AT AND WHAT WE'RE SEEING. AND THEN ALSO, WE WANT TO HEAR FROM YOU. GOOD OR BAD? WHAT ARE YOUR OPINIONS? WHAT ARE YOUR THOUGHTS? THERE'S A THERE'S A LOT OF WORK THAT'S GONE, GONE INTO PUTTING SOME OF THESE NUMBERS TOGETHER AND SOME OF THIS METHODOLOGY. SO WE WANTED TO TAKE THIS TIME TO SHARE IT WITH YOU AND AND JUST KIND OF HAVE THIS INTERACTIVE CONVERSATION. SO WE'RE HERE TONIGHT TO TALK ABOUT MAINTENANCE AND OPERATIONS OF THE NEW REC CENTER THAT'S GOING IN AT GENERATION'S PARK AT THE BOYS RANCH. THIS WAS A VOTER APPROVED REFERENDUM FROM NOVEMBER 2017. IN ALL HONESTY, I'M JUST GOING TO SHARE WITH YOU THAT THIS THIS WAS CHALLENGING FROM THE GET GO FROM THE MOMENT IT WAS VOTED ON. THERE WAS IMMEDIATELY ISSUES WITH THIS PROJECT AND WITH CERTAIN ASPECTS OF THIS PROJECT, AND THAT WAS FROM THE VERY START. AND IT WASN'T UNTIL AUGUST OF 2019, ALMOST TWO YEARS AFTER THE PROJECT HAD BEEN APPROVED THAT WE DID A BUSINESS TO PLAN TO LOOK AT WHAT WHAT THIS THING WAS GOING TO LOOK AT, WHAT IT'S GOING TO COST TO OPERATE THAT FACILITY, WHAT THE NUMBERS ARE GOING TO LOOK AT WHAT KIND OF REVENUE OPPORTUNITIES WE HAD. AND WHEN THEY DID THAT BUSINESS PLAN, THEY FOUND THAT IN 2019 THAT WE ALREADY HAD A $1.1 MILLION HOLE IN OUR OPERATING BUDGET WITH THE EXISTING FACILITY. AND WHAT THEY WHAT THE CONSULTANT TOLD US WAS WE HAD A COST RECOVERY MODEL AT THAT TIME OF 36 PERCENT. WHEN COUNCIL APPROVED THIS PHASE NEXT PROJECT, OUR GOAL WAS 65 PERCENT. SO IT WASN'T A NUMBER THAT WE HAD SEEN UNTIL THAT POINT. BUT THIS BUSINESS PLAN KIND OF GAVE US SOME THOUGHTS, GAVE US A PATH TO GO FORWARD TO FIGURE OUT HOW TO PAY FOR THIS THING. AND SO THERE WERE RECOMMENDATIONS IN THE PROJECT. AND SO THAT'S A A IT'S THOSE RECOMMENDATIONS THAT ALLOWED US TO REALLY FIXATE ON WHAT ARE THE THINGS THAT WE NEED TO LOOK AT AS WE GO FORWARD. IT'S ONE THING TO PAY FOR THE BOND, IT'S ANOTHER THING TO KEEP THE DOORS OPEN IN THE FACILITY. AND SO THIS CONVERSATION HAS BEEN A LONG TIME COMING. THE VERY FIRST CONVERSATION I HAD WITH JESSICA FROM THE YMCA, I LOOKED BACK AND IT WAS AUGUST 2020. SO THIS HAS BEEN A LONG TIME COMING. IT'S NOT SOMETHING. SOME OF THE NUMBERS AND SOME OF THE DYNAMICS OF THIS CONVERSATION WE DIDN'T JUST REACH IN THE LAST FEW DAYS. THIS HAS BEEN A SEVERAL YEAR EFFORT TO DO IT. OUR GOAL AS A COUNCIL IS TO BE SMART ABOUT HOW WE SPEND THE MONEY. OUR GOAL AS A COUNCIL IS TO SEE THAT WE HAVE A FIRST CLASS FACILITY. AND SO WE WANT TO SHARE WITH YOU WHAT WE'RE LOOKING AT. AND SO BUT IF YOU LOOK UP TO THAT POINT AND EVEN AFTER NOTHING WAS DONE AND LET ME JUST SAY I WON'T OFFER A DISCLAIMER ON EVERY LITTLE THING, BUT I'M NOT TRYING TO THROW ROCKS. WE HAD AN ISSUE WITH OUR POLICE DEPARTMENT IN TERMS OF STAFFING. WE DIDN'T HAVE A LOT OF POLICE OFFICERS TO DO COMMUNITY POLICING. YOU MAY HAVE NOTICED THERE THEY WEREN'T REAL VISIBLE IN NEIGHBORHOODS. PART OF IT IS BECAUSE WE HAD 15 OR 16 VACANCIES, BUT WE WERE SO TOP HEAVY WITH SUPERVISORS. IT WAS IT WAS CRAZY. AND AGAIN, NOT BEING NEGATIVE. BUT WHEN YOU LOOK AT ANY ANYONE IN LAW ENFORCEMENT THAT LOOKS AT MODELING, THAT LOOKS AT STAFFING, WE WERE TOTALLY UPSIDE DOWN. SO WE ELIMINATE A LOT OF POSITIONS THAT YOU PROBABLY DON'T EVEN KNOW ABOUT BECAUSE IT DIDN'T AFFECT IT ACTUALLY ENHANCED THE DELIVERY OF SERVICES. WE WERE ABLE TO SAVE A MILLION OVER A MILLION DOLLARS BY ELIMINATING THESE POSITIONS ONCE PEOPLE RETIRED. AND THEN WE WERE ABLE TO BEEF UP OUR POLICE OFFICERS, AND THAT'S WHY WE'RE DOWN TO ABOUT TWO VACANCIES FROM 16. AND SO WE'RE NOT DEALING WITH ISSUES LIKE A BACKLOG OF CRIMINAL INVESTIGATIONS AND STUFF LIKE THAT. THE REASON I MENTIONED THAT IS BECAUSE I WAS TASKED WHEN I WAS HIRED TO LOOK AT WAYS TO RUN MORE EFFICIENTLY. IT'S NOT ALL ABOUT MONEY, BUT WHEN YOU LOOK AT ALL THE NEEDS WE HAVE, YOU LOOK AT THE SERVICES THAT OUR RESIDENTS EXPECT AS THEY SHOULD. YOU CAN ONLY GET MONIES THROUGH CERTAIN WAYS, EITHER EXPANDING THE REVENUE OR CUTTING EXPENSES. AND SO WE LOOKED AT AND I LOOKED AT THE IT'S CALLED PROSE, PROSE. THEY'RE ONE OF THE PREMIER PARKS AND REC CONSULTANTS THAT'S WHO THE CITY HIRED BACK IN 2019, BEFORE I WAS HERE TO CONDUCT AN ANALYSIS ON OPERATING THE CENTER, A BUSINESS PLAN, WHAT IT WOULD COST AND WHAT HAVE YOU. SO WHEN WE TALK ABOUT THE BUSINESS PLAN, THAT'S THE GROUP THAT DID THAT. AND SO BACK IN 2019, ONE OF THEIR RECOMMENDATIONS WAS TO LOOK AT OPERATIONAL PARTNERS, TO LOOK AT SOMEONE THAT COULD HELP OPERATE THE FACILITY, PROVIDE PROGRAMING, WHAT HAVE YOU. SO THIS ISN'T THIS ISN'T SOMETHING NEW, AS THE MAYOR SAID, EVEN BEFORE I GOT HERE. THE YMCA HAD HAD DISCUSSIONS WITH THE CITY OF BEDFORD, AND SO I WANT TO FAST FORWARD. SO I WANT TO LOOK AT IT AND I WANT TO. I WANT TO SAY FROM THE GET GO, IT'S NOT ALL ABOUT MONEY, BUT WHEN YOU LOOK AT THE AMOUNT OF SAVINGS THAT WE'LL BE TALKING ABOUT, NOT JUST FOR THE CITY BUT ALSO FOR OUR RESIDENTS THAT ARE MEMBERS OF THE YMCA ARE SENIORS THAT WANT TO USE THE YMCA ITS REAL SAVINGS FOR EVERYONE. SO WHILE THAT'S IT'S NOT THE THE END ALL, BE ALL. THE NUMBER IS TOO BIG TO IGNORE, IN MY OPINION, AT LEAST FROM FURTHER ANALYZING THE SETUP. OK. AND I KNOW A LOT OF THIS IS SELF-EXPLANATORY, BUT I WANT TO JUST TALK ABOUT IT, I WON'T READ EVERYTHING, I PROMISE. THE BRAC OBVIOUSLY BOYS RANCH ATHLETIC CLUB WANTED TO INCLUDE THAT JUST FOR A LESSON TO ILLUSTRATE THE HISTORY. SO YOU ALL MIGHT VERY WELL ASK SOME QUESTIONS. TONIGHT WE NEED TO GO BACK AND GET THE ANSWER TO. AGAIN. COUNCIL IS NOT EXPECTING A VOTE TONIGHT. IT'S NOT ON THE AGENDA, EVEN IF THEY WANTED TO VOTE IN TERMS OF BEING ABLE TO VOTE ON IT. IT'S WE ARE TRYING TO GATHER INPUT. THE REASON I MENTION THAT IS BECAUSE THERE ARE DIFFERENT SCENARIOS. THE FINANCES ARE JUST LIKE IF THE CITY OPERATED IT, IT'S GOING TO DEPEND ON HOW MANY MEMBERS JOIN WHAT TYPE OF REVENUE IN TERMS OF PEOPLE THAT HAVE PARTIES, PEOPLE THAT TAKE CLASSES, PEOPLE THAT DO LEAGUES. AND SO ALL OF IT IS PREDICATED ON THOSE NUMBERS. AND SO THERE ARE DIFFERENT SCENARIOS, AND THE YMCA IS GOING TO TALK ABOUT A COUPLE OF THOSE TONIGHT. THE ONE THAT WE FOCUSED ON IS FOR TWO THOUSAND THREE HUNDRED MEMBERS. AND WHEN YOU LOOK AT OTHER FACILITIES THAT ARE SMALLER IN AREAS THAT HAVE LESS RESIDENTS, THERE ARE SOME THAT HAVE MUCH MORE THAN TEN THOUSAND THREE HUNDRED. BUT WE ALSO WANT TO RECOGNIZE THE FACT THAT EVEN IF WE'VE GOT SIXTEEN THOUSAND MEMBERS, THEY'RE NOT ALL GOING TO JOIN ON THE FIRST DAY. AND SO THIS WILL GIVE IT A CHANCE TO RAMP UP REGARDLESS. AND IT WOULD BE THE SAME PHILOSOPHY EVEN IF THE COUNCIL DECIDE THEY WANT THE CITY TO FULLY OPERATE IT. SO KEEP THAT IN MIND. SO THAT'S BASED ON TWO THOUSAND THREE HUNDRED MEMBERS. THE EXPENSES WOULDN'T ALL BE EXPERIENCED ON DAY ONE, EITHER WITH THE REVENUE, SO THEY WOULD GO HAND IN HAND AS IT PROGRESSED AND TALKING TO CITIES THAT HAVE ALREADY BEEN WORKING WITH YMCA WITH THIS TYPE OF PARTNERSHIP. THERE ARE ACTUALLY THEIR SUBSIDY OR PARTICIPATION ACTUALLY HAS DECLINED BECAUSE MORE MEMBERS HAVE JOINED AND WHAT HAVE YOU. BUT WE WANT TO GIVE YOU KIND OF WHAT WE'RE LOOKING AT FROM A BUDGETING [00:10:02] PERSPECTIVE. AND SO THE NUMBERS SPEAK FOR THEMSELVES. BUT I WANT TO LET YOU KNOW AGAIN, THESE ARE ASSUMPTIONS BASED ON PROJECTIONS. THESE ARE THE RATES, AND AGAIN, THE CITY COUNCIL STILL HAS TO OFFICIALLY SET THE RATES. THESE ARE THE RATES THAT WERE RECOMMENDED WITH THE PRO FORMA AND THE YMCA. WE HAD TO DO SOME THINGS LIKE FOR BEDFORD'S WE DON'T HAVE, I THINK IT'S A MONTHLY RATE FOR THE AQUATIC CENTER. SO BASICALLY WHAT WE DID WAS LIKE THREE DAY PASSES EQUALS A MONTH FOR THE REC CENTER. SO WE SAID THREE DAYS OF THE AQUATIC CENTER EQUALS A MONTH FOR THE AQUATIC CENTER. SO SOME OF THIS IS IF WE EXTRAPOLATED IT OUT. BUT ANYWAY, THAT BEING SAID, BEDFORD RESIDENTS WILL ALSO GET A 20 PERCENT DISCOUNT OFF THE NORMAL YMCA RATES. BUT ONE THING I WANT TO MENTION IS ALL OF IT IS SUBJECT TO TO FINAL DELIBERATION AND NEGOTIATION. THE REASON I MENTIONED IT IS AND I DON'T WANT TO PUT THE COUNCIL ON THE SPOT, BUT A COUPLE OF THINGS THEY'VE TALKED ABOUT IS DROPPING THE RATES EVEN FURTHER, AT LEAST FOR THE FIRST YEAR, TO LET PEOPLE HAVE THE OPPORTUNITY TO DECIDE WHETHER OR NOT THEY WANT TO JOIN. BECAUSE CANDIDLY, WE ARE SO EXCITED ABOUT THE FACILITY THAT I THINK ANYONE THAT JOINS IS GOING TO RE-UP THEIR MEMBERSHIP. BUT THE RATES, OBVIOUSLY, WE AT SOME POINT THE THE ENTRY LEVEL RATE HAS TO GO BACK TO SOMETHING TO HELP COVER COSTS. BUT THE RATE THAT THE YMCA WOULD CHARGE WOULD STILL BE MUCH LESS THAN WHAT THE CITY WOULD CHARGE BASED ON BEING ABLE TO CAPTURE SIXTY FIVE PERCENT OF THE COSTS WITH THE CONSULTANTS PRO FORMA. AND SO YOU SEE THE SAVINGS TO THE RIGHT. OK. THIS IS AGAIN, IF THE CITY OPERATES THE CENTER, WE WOULD BE RESPONSIBLE, AND SOME OF THIS I KNOW IS A GIVEN, BUT BASED ON SOME OF THE QUESTIONS WE'VE GOTTEN, I'D RATHER NOT LEAVE ANYTHING TO BE IN A GIVEN I'D RATHER EXPLICITLY SPELL IT OUT. IF YOU LOOK SAY WE OPERATE THE CENTER, WE DON'T HAVE THE YMCA OR ANYTHING LIKE THAT. WE'RE RESPONSIBLE FOR ALL THE STAFFING, ALL THE JANITORIAL COSTS, MAINTENANCE, COST SUPPLIES, EVERYTHING. WE'RE GOING TO PAY FOR ALL THE EQUIPMENT. IT'S THE CITY'S EQUIPMENT. REGARDLESS WHO OPERATES IT, THAT'S GOING TO BE OUR EQUIPMENT. BUT I JUST WANT TO MENTION THOSE ARE THE COSTS THAT WE WOULD HAVE WHOLLY IF WE WERE OPERATING IT. HOWEVER, WE WOULD ALSO RETAIN ALL THE REVENUE FROM MEMBERSHIP LEAGUES, REYNOLDS, ET CETERA. AND SO WHEN YOU LOOK AT THE EXPENSES VERSUS THE REVENUE, THE NET IS A NINE HUNDRED AND SEVEN THOUSAND DOLLARS COST. THAT MEANS THAT WE'RE GOING TO HAVE TO COME UP WITH THAT MONEY TO BRIDGE THAT GAP. THAT'S NOT SOMETHING THAT CAN BE CAPTURED, OBVIOUSLY, WITHOUT INCREASING GREATLY THE THE MEMBERSHIP RATES OR THE RENTALS OR WHAT HAVE YOU. AND AGAIN, ALL THE FUNNEL RATES ARE SUBJECT TO FINAL APPROVAL BY THE COUNCIL, BUT I'M JUST GOING BY WHAT THE CONSULTANT'S ANALYSIS AND RECOMMENDATION IS. NOW, IF YOU LOOK AT THE YMCA OPERATING IT, SORRY THEY WOULD BE RESPONSIBLE FOR ALL STAFFING, ALL RECRUITMENT, RETENTION, ALL THAT GOOD STUFF, ALL THE JANITORIAL COSTS, ALL THE MAINTENANCE COSTS THAT WOULD TOTALLY BE ON THERE, THEIR NICKEL. THE INITIAL AGREEMENT WOULD BE FOR FIVE YEARS. HOWEVER, WE CAN TERMINATE IT WITH ONE YEAR NOTICE, AND THE ONE YEAR NOTICE IS GOOD BECAUSE FIRST OF ALL, IT GIVES THE YMCA NOTICE, BUT WE'RE GOING TO NEED TO STAFF UP. YOU KNOW, WE DON'T HAVE ANYONE ON STAFF THAT HAS EXPERIENCED MANAGING A REC CENTER AT ALL. AND SO WE'RE GOING TO HAVE TO GREATLY STAFF. WE'VE GOT POSITIONS LIKE THAT. WE WILL NEED TO HIRE THAT ARE NOT NECESSARILY RELATED TO THE REC CENTER, BUT WILL HELP OVERSEE OVERSEE PEOPLE THAT ARE PART OF THE REC CENTER. SO THERE'S A LOT OF STAFFING THAT NEEDS TO TAKE PLACE. AND THAT'S ANOTHER REASON WHY WE'RE TALKING THROUGH IT NOW BECAUSE WE NEED LEAD TIME, ESPECIALLY IF THE CITY IS GOING TO OPERATE IT. THE ALL REVENUE WILL BE CREDITED TOWARD THE OPERATIONAL COSTS. AS I SAID, THE AGREEMENT WILL LOOK AT WHAT ARE THE EXPENSES, WHAT ARE THE REVENUE AND WHAT'S THE DIFFERENCE. AND SO THE CITY WILL LOOK AT OUR CONTRIBUTION BASED ON THE DELTA AND THEN THE YMCA IS RESPONSIBLE FOR PROVIDING MONTHLY FINANCIAL REPORTS. WE WANT TO KNOW, OBVIOUSLY, WE CAN GO BY ANY TIME AND WE CAN EXPECT WHATEVER. WE WANT TO BE ABLE TO HAVE A MONTHLY REPORT BECAUSE WE WANT TO BE ABLE TO TRACK IT AND SEE HOW THE FINANCES ARE GOING AND EVERYTHING WOULD BE OPEN TO PUBLIC REVIEW ANYWAY. BUT WE DON'T WANT TO DO QUARTERLY TO WHERE IF THERE'S A TREND GOOD OR BAD, THAT WE'RE WAITING 90 DAYS TO GET ON BOARD AND TO CATCH ON.
