HE IS WELL ON THE ROAD TO RECOVERY.

UM, WE'RE REALLY EXCITED ABOUT THE FORUM BUSINESS CENTER BECAUSE, UM, NOT ONLY IS IT THE OPPORTUNITY TO BRING 75 TO 200 JOBS TO THE CITY OF BEDFORD, UM, AND NEARLY $500,000 A YEAR IN REAL ESTATE TAXES, BUT WE ALSO VIEW IT AS A IDEAL OPPORTUNITY TO SHOWCASE HOW WELL MODERN LIGHT INDUSTRIAL REAL ESTATE CAN INTEGRATE INTO A COMMUNITY.

SO OUR GOALS AND APPROACHING THIS PROJECT WERE TO MAKE IT A MODERN PRODUCT, MODERN LOOKING HIGH IMAGE, ALMOST OFFICE, FEEL ON THE EXTERIOR, UM, REALLY BRING THOUGHTFUL DESIGN TO THE PROJECT, NOT JUST A, YOU KNOW, WAREHOUSE BOX, UM, AND ADD CHARACTER TO THE AREA.

UM, HERE AS WEST TOUCHED ON IS THE LOCATION IT'S JUST PAST RELIANCE.

UM, IF YOU'RE HEADING TO THE WEST ON AIRPORT FREEWAY, UM, KINDA ZOOMING IN HERE, HERE'S THE 15.5 ACRES SITE IN CONTACTS WITH SOME OF THE SURROUNDING TENANTS.

AND, UM, WE'RE, I THINK WE'RE BRINGING A VERY NICE PRODUCT INTO A SITE RIGHT NEXT TO THE HERTZ DEALERSHIP.

AS ROCCO POINTED OUT ON THE WEST SIDE, WE HAVE THE STRONG ROW OF TREES AND THAT IS DESIGNED SO THAT THE TRUCK COURT CAN NOT BE SEEN FROM ANYBODY HEADING WEST ON THE FREEWAY, BECAUSE YOU'LL HAVE THE, UM, THE HERTZ AND, YOU KNOW, IT'S KIND OF ELEVATED THERE.

ANYWAY, THE HERTZ IS THERE, AND BY THE TIME YOU GET PAST IT, YOU WON'T BE ABLE TO SEE THE TRUCKS THROUGH THE SCREEN.

AND WHAT IT SHOWED IS THAT PRIMARILY AS, AS THE ENGINEER STATED, PRIMARILY TRAVIS COULD BE ACCESS FROM A RELIANCE ON TO COMMERCE OR FROM THE SERVICE ROAD.

AND, UH, ONE OF THE CONCERNS THAT STAFF HAD WAS THAT THERE'S SOME MEDIANS THERE ON RELIANCE IN COMMERCE, AND IF THOSE NEEDED TO BE AMENDED OR MODIFIED IN ANY WAY, WHAT WOULD THAT MEAN FOR THE DEVELOPMENT AND THAT KIND OF STUFF? THE DEVELOPERS AGREED THAT IF THAT IS REQUIRED, THEN THEY WILL PAY THE COST OF ALL THOSE MODIFICATIONS.

SO IT WON'T COME BACK ON THE CITY.

UM, BUT AT THAT POINT IN TIME, THEY, IT WASN'T COMPLETELY DECIDED THAT MODIFICATION WAS GOING TO BE REQUIRED OR NOT.

UM, THAT WAS ONE OF THE MAJOR CONCERNS.

UM, WE'VE TAKEN A LOOK AT THOSE FEMA MODELS UNDERSTOOD WHAT WE CALLED THE BASE FLOOD ELEVATION IS TO MAKE SURE THAT WE SET OUR SITE AND OUR BUILDING ABOVE THE BASE FLOOD ELEVATION SO THAT WE WON'T BE FLOODED BY THE FLOODPLAIN.

AND THEN WHAT WE PLAN TO DO THROUGH THE ENGINEERING PROCESS, THE ENGINEERING REVIEW OF THE PROJECT, WHICH IS OUR NEXT STEP IN THE PROCESS IS, UH, PREPARE A DRAINAGE STUDY FOR THE CITY ENGINEERS TO REVIEW, UM, THAT WE WILL SHOW WE WILL NOT BE INCREASING PEAK FLOWS WITHIN THAT CREEK.

UM, AS YOU ALL KNOW, THE, UH, WHEN WE LOOK AT SUP'S, THE ZONING ORDINANCE DEFINES THE USE AND THEN ESTABLISHES MINIMUM CONDITIONS FOR EACH USE.

UM, JUST TO GIVE YOU A LITTLE BIT OF CONTEXT ABOUT WHAT OUR SUBDIVISION ORDINANCE REQUIRES REQUIRES BASED ON DRIVEWAY SEPARATION, UM, DRIVEWAYS MAY NOT BE CLOSER THAN 25 FEET TO AN INTERSECTION, SO THEY WOULD HAVE TO BE 25 FEET FROM THE BEDFORD ROAD MURPHY DRIVE INTERSECTION, UM, AND THEN DRIVE APPROACHES.

THAT'S ALREADY, YOU ALREADY HAVE FUNDS ALLOCATED FOR THAT, BUT THE CHIEF HAS COME UP WITH A PLAN.

THAT'LL BASICALLY HAVE THE SAME POSITIVE IMPACT, BUT HE SAVED AROUND $200,000 AND THAT CONSTRUCTION IS EXPECTED TO BEGIN IN JANUARY.

WE ARE, UH, WE'VE GOT SOME IDEAS ABOUT LANDSCAPING, BEAUTIFICATION, UM, JUST OTHER CAPITAL ITEMS. SO JUST FOR, UH, THE AUDIENCE, WILL YOU DESCRIBE WHAT THE ARPA FUNDS ARE? BASICALLY IT'S AN AMERICAN RESCUE PLAN ACT AND IT WAS PART OF FEDERAL FUNDS THAT WERE GIVEN TO ENTITIES, COUNTY, STATE, UH, LOCAL GOVERNMENT ENTITIES THROUGH THE COVID EFFORTS, IF YOU WILL.

AND IT'S TO HELP OFFSET REVENUE THAT WAS LOST BECAUSE OF BUSINESSES THAT WERE EITHER CLOSED OR CURTAILED, UM, UH, YOU KNOW, TOURISM INDUSTRY IN TERMS OF LOST REVENUE THAT THE CITY RECEIVED, NOT THE PRIVATE BUSINESSES, BUT

THE CITY RECEIVED, WHETHER IT'S A DECREASE IN SALES TAX, HOTEL MOTEL, OR WHAT HAVE YOU.

AND THEN THERE'S ALSO A LOT OF OTHER AREAS LIKE PUBLIC SAFETY, INFRASTRUCTURE, BROADBAND.

THAT'S ANOTHER THING WE'RE WORKING ON TO BRING FORWARD.

AND IT HELPS, UH, CITIES BASICALLY AFFORD THESE CRITICAL IMPROVEMENTS THAT MIGHT OTHERWISE NOT BE POSSIBLE.

AND SO THE CITY OF BEDFORD RECEIVED A $6.2 MILLION ALLOCATION THIS YEAR, AND WE WILL RECEIVE ANOTHER 6.2 MILLION GIVE OR TAKE.

AND, UM, I THINK MAY OR JUNE.

AND SO, AND THE FUNDS HAVE TO BE SPENT, I BELIEVE BY DECEMBER 20, 25.

BUT, UH, SO WE'LL CONTINUE TO BRING FORWARD DIFFERENT PROJECTS.

SOME THINGS WE'RE GETTING BIDS ON SOME THINGS LIKE THE BROADBAND, OUR IT DIRECTORS WORKING WITH SEVERAL DIFFERENT PROVIDERS AND COMPANIES TO MAKE SURE WE COME FORWARD WITH SOMETHING THAT WILL BE FINANCIALLY EFFICIENT, BUT LOGISTICALLY IT'LL MEET THE COUNCIL'S EXPECTATIONS.

SO THAT'S WHY, AND WE PROBABLY WON'T COME MORE THAN ONCE A MONTH.

WE DON'T WANT YOU TO GET ARPA FATIGUE, BUT ANYWAY, SORRY.

SO EXCITING.

SIX, UH, DISCUSSION RECEIVED COUNCIL DIRECTION ON BOARDS AND COMMISSIONS.

SO THIS ITEMS ON THE AGENDA TONIGHT, BECAUSE BACK IN JUNE, UH, JUNE 1ST COUNCIL HAD A WORK SESSION WHERE WE DISCUSS SOME STRATEGIC ITEMS THAT WE WANTED TO, UM, FOCUS ON OVER THE NEXT YEAR, TWO YEARS.

AND ONE OF THE ITEMS WE DISCUSSED WAS TAKING A LOOK AT OUR BOARDS AND COMMISSIONS, TAKING A STEP BACK RE-IMAGINING THOSE BOARDS, UH, TAKING A LOOK AT THEIR PURPOSE, YOU KNOW, THEIR GOALS, AND THEN JUST KIND OF MAKING IT MORE MODERN WITH RESPECT TO THE ACTIVITIES THAT ARE GOING ON IN THE CITY.

SO THIS ITEM IS HERE BECAUSE IT'S KIND OF TIME FOR US TO ADDRESS THIS.

UM, I THINK WE'VE DONE A GREAT JOB AS A COUNCIL HERE IN THE LAST YEAR THAT WE'VE SPUN OFF LITTLE SUBCOMMITTEES TO KIND OF TAKE OWNERSHIP OF THIS AND HELP ADVANCE IT FOR, FOR THE ENTIRE COUNCIL.

THIS IS A GOOD OPPORTUNITY TO DO THAT AGAIN.

UH, UNLESS COUNCIL HAS ANOTHER IDEA.

I THINK THIS IS AN OPPORTUNE TIME TO MAYBE SPIN OFF THIS SUBCOMMITTEE AND SOMEONE WHO COULD PUT SOME EFFORT INTO THIS.

AND, AND, UM, MAYBE IN THE NEXT MONTH OR TWO, THAT WE CAN COME BACK TO COUNCIL AND KIND OF MOVE THESE BOARDS AND COMMISSIONS FORWARD.

WEDNESDAY, DECEMBER 1ST FROM SIX TO EIGHT IS GOING TO BE A HOLIDAY SIP AND SKETCH.

THE CITY IS TEAMING UP WITH TURNING POINT BEER FOR AN EVENING OF FESTIVE ART MARKING.

THERE WILL BE A VARIETY OF HOLIDAY INSPIRED, STILL LIFE SET UP AT TABLES AROUND THE BREWERY.

ARTISTS WILL GET THE CHANCE TO MOVE FROM STATION TO STATION AND SKETCH OUT FESTIVE OBJECTS.

TICKETS ARE $12 FOR THOSE 21 AND OVER AND $6 FOR INDIVIDUALS UNDER 21.

EACH PARTICIPANT WILL RECEIVE A SKETCHBOOK DRAWING PENCIL, GOODIE BAG, AND TWO DRINK TICKETS UNLESS YOU'RE UNDER 21 THURSDAY, DECEMBER 2ND, OUTDOOR MOVIE IN THE PARK ELF FROM FIVE 30 TO EIGHT 30.

THIS IS GOING TO BE IN FRONT OF OLD BEDFORD SCHOOL.

BEDFORD PARKINSON RECREATION WILL SHOW THE MOVIE ELF UNDER THE CHRISTMAS LIGHTS.
